b) All such schemes is proposed to be brought under one overreaching programme named as

Rajasthan Ajeevika Kaushal Vikas Karyakram (RAKVK or any other name) proposed to be housed in
Planning Department for all administrative purposes.
4. All fully partially funded CSS and EAP schemes, both current and in future, exclusive meant
for skill training of targeted categories of beneficiaries are to be implemented through
RSLDC, in accordance with the guidelines of funding departments/agencies. In case of
absence of guidelines, RSLDC norms will be applicable.
5. The Administrative Department (AD) of such scheme/s and RSLDC shall have to enter into a
detailed Memorandum of Understanding along with Deliverables, Schedule of Fund
Transfer, Time line for Implementation and Parameters of Outcome.
6. The MoU, inter alia is proposed to contain the relevant provision in conformity with
following 8 points:

i. The mobilization of targeted categories of beneficiaries shall be the responsibility of
concerned AD/Corporation/ Board/ Council/Agency etc.
ii. Selection of appropriate courses is to be finalized through a consultative process
between RSLDC and sponsoring AD.
iii. Biometric attendance of both the trainees and the instructor shall be compulsory as
per the approved norms of RSLDC.
iv. Arrangements for training infrastructure, logistic, instructors, attendance quality of
training, assessment, test, certification by NCVT/SSC/RCVET and placement as per
applicable norms are to be ensured exclusively by RSLDC.
v. After the commencement of training and till the tracking of post-training
placements, RSLDC is to share online MIS of every batch with the sponsoring
AD/Agencies.



















vi. RSLDC is to assign unique ID number to each participant register them with
employment exchange and upload the list of employable candidates in master portal
for matching with employers.
vii. Sponsoring ADA may constitute a Quality Team (QT) to keep vigil on training
process.
viii. AD to ensure timely transfer of funds to RSLDC as per the schedule in MoU.
ix. It is proposed to provide for a Joint Facilitation Team (JFT) in the MOU, to be
constituted with officers form RSLDC and concerned AD/Agency to resolve issues
and to plan for successive modules in time.

7. There is no need to continue the existing state-funded departmental skill schemes, in their
present configuration for skill training of youth. Department (covering 33 sub-economic
sectors having skill gap and demand for employment) are to take the initiative in association
with RSLDC to prepare the training proposals according to the need of the departments and
submit to the Apex Committee for approval.
8. Depending upon the nature of skill course, the proposal of the department may take two
routes. (a) If covered under MES-SDI-VTP, the role of the department will be to frame the
norms for selecting the beneficiaries. The budget would be covered under MES-SDI-VTP, the
route would be to get the approval of ACSL for state funding, RCEVT certification and
implementation by RSLDC, RMol-RSLDC on their own initiative may also run state funded
courses if budget is approved by ACSL.
9. Therefore, both in VTP and non VVTP courses, involvement of departments would be
required for mobilization and /or fund transfer etc. In both cases the methodology as given
in point number 3 and 4 above is to be followed with appropriate modification. Linkage to
bank finances for successful trainees, if required under the scheme, would be carried out by
departments.
