Job Title: Policy Analyst
Accountable to: Director, Policy and Planning

The Ontario College of Family Physicians (OCFP) is the voice of family medicine representing more than 12,300 family
physicians who provide patient care throughout Ontario. Our mandate is to support members by providing evidence-based
education and professional development, by promoting and recognizing leadership excellence in family medicine, and by
advocating for the role family physicians play in delivering the highest quality care to patients and families across Ontario.

Job Purpose
The Policy Analyst is responsible for monitoring primary healthcare policy trends, supporting the translation of policy
implications to the OCFP Board of Directors and OCFP members, and participating in quality initiatives and performance
measures in primary healthcare.

Working closely with the Director of Policy and Planning, the Policy Analyst supports various activities related to the
implementation of the pillars of the Patients Medical Home within the context of Ontarios health system, primary
healthcare transformation and policies affecting family medicine. The Policy Analyst also supports the quality agenda in
family medicine and primary care by providing policy analysis, supporting new strategic initiatives and joint external
projects. An important part of the role is providing support to the OCFP annual business planning process, which includes
monitoring, measuring and reporting on performance.

Duties and Responsibilities
Supports OCFPs policy, advocacy and leadership activities including external relations with government, the health
sector in Ontario (Ministry of Health and Long-Term Care, Local Health Integration Networks, Health Quality Ontario),
and other primary healthcare organizations (Ontario Medical Association, Association of Family Health Teams of
Ontario, Association of Ontario Health Centres, Registered Nurses Association of Ontario, among others).
Monitors, analyses and assesses policy issues affecting family medicine and develops policy priorities for the OCFP
based on member input.
Identifies and analyses emerging policy issues and trends; assesses impact/implications on business and program
needs and the interests of stakeholders.
Plans, researches and writes key policy documents, including policy briefings, policy papers and reports, as well as
proposals.
Helps identify and support strategic partnerships with key primary healthcare organizations and works collaboratively to
advance pillars of the Patient Medical Home.
Supports partnership initiatives in policy and quality improvement, including key partnerships with Health Quality
Ontario and the Ontario Medical Association, Association of Family Health Teams of Ontario, among others.
Supports government outreach with elected and non-elected officials.
Working with the divisional directors, supports the annual business planning process and supports the OCFPs
performance measurement framework and reporting system, which tracks organizational progress against outcomes in
alignment with the OCFPs Strategic Plan.

Qualifications and Personal Attributes
1. Education / Experience: 1.
University degree in public policy, political science, law, public administration, health policy or health discipline.
Experience in analyzing emerging issues and assessing organizational implications.
Proven ability to synthesize and write concise policy documents.
Proven ability to work in cross-functional teams.
Proven ability to work with evidence-based literature, providing critiques of methodology and conclusions.

Familiarity in working with data and evidence to inform policy positions.
At least 5 years of experience working in a policy analyst role.

2. Knowledge and Understanding: 1.
Knowledge of the health system (knowledge of Ontario family medicine and primary care an asset).
Knowledge of policy and statistics with the ability to provide support to the development of proposals and policy
statements.
Knowledge and understanding of government decision making.

3. Skills, Abilities and Qualities: 1.
Superior oral and written communications skills to prepare policy analysis and recommendations, briefing materials,
presentations, reports, business proposals and correspondence.
Ability to build and maintain strong relationships with members, partners and external organizations and demonstrated
ability to partner internally and externally to achieve organizational goals.
Strong interpersonal skills and ability to work both independently and as part of a team with a commitment to
collaboration and joint-accountability.
Ability to problem-solving and resolve conflict.
Creative and intellectually curious.
Adaptable, flexible, tactful and ability to multitask and prioritize.
Knowledge of French is an asset but not necessary.

Note: The role will require flexibility for some travel, as well as occasional weekend and evening meetings.
