Seria elongs to countries -hose economic structure of agriculture has a high importance
.the share of agriculture in the total population is &'/01, the share in 2!P from aout &'1,
and if 3ou include food industr3 aout &+1, -hile the share of e4ports is aout )'15/ 6n
addition to major natural resources, Seria has significant food industr3 capacities as -ell/
6n the field crop production structure of Seria, esides cereals, the share of industrial crops
predominates: sugar eet, sunflo-er and so3ean/ Sugar eetgro-ing areas amount to
aout 78 thousand hectares, and the3 produce aout 9 million tons of sugar eet, -hereas
sugar plant capacities produce aout :'' thousand tons of sugar/ Since the )'''-ths, sugar
ecame one of the most important e4port product of Seria/
The prices have ecome relativel3 stale, the consumption in the domestic market has
increased, and a significant level of profitailit3 has een achieved for oth the
manufacturers and the processors of sugar eet/ The sugar production sector has made
significant progress, primaril3 due to otaining a preferential status for e4ports to the EU
market , the successful privatization of sugar refineries and the increased investments, as
-ell as certain agricultural polic3 measures aimed at stimulating the production of sugar
eet/ ;o-ever, the distured parit3 prices of primar3 agricultural products, and so the sugar
eet and the industrial inputs used in this production .mineral fertilizers, fuel</5, -hich
appeared in the recent 3ears, threaten to significantl3 disrupt the economic position of a
manufacturer in this sector, and to minimize his importance for the overall economic
development of the countr3/
Production of sugar eet in Seria takes place on famil3 farms, as -ell as in companies and
cooperatives/ Total area under sugar eet in Seria, in the anal3sed period, from )''' to
)''* 3ear, mostl3 increased to reach the ma4imum of almost *' ''' ha in )''+/ 6n the last
3ear of anal3sis, areas under this industrial culture -ere significantl3 reduced .to aout :9
''' ha5, due to deteriorated economic position of the farmers/ The largest part of the total
area is concentrated in the =ojvodina .reaching 071 in some 3ears5/ Production of sugar
eet -as more than tripled, from aout & to aout 9 million tons, -hich -as significantl3
contriuted 3 the measures of agricultural polic3 .premiums for sugar eet production,
susidizing inputs, incentives to purchasing of machiner3///5/

poljoprivrede u ukupnoj populaciji je &',01, u>e?$e u B!P-u sa oko &'1 a ako sadr@i

prirodnih resursa Srija tako#e ima zna>ajne kapacitete prehramene industrije/ U strukturi
polja za ratarsku proizvodnju u Sriji, pored @ita, od industrijskih kultura dominira: ?e$erna
repa, suncokret i soja/ Podru>ja gde raste ?e$erna repa iznose 78 hiljada hektara, a oni
proizvode oko 9 miliona tona ?e$erne repe dok ?e$erni kapaciteti proizvode oko :'' hiljada
tona ?e$era/
Ad )'''- te godine ?e$er je postao jedan od najzna>ajnijih izvoznih proizvoda Srije/ Bene
su postale relativno stailne, potro?nja na doma$em tr@i?tu je porasla, zna>ajan nivo
profitailnosti postignut je i za proizvo#a>e i za potro?a>e ?e$erne repe/ Sektor za
proizvodnju ?e$era je ostvario zna>ajan napredak, pre svega zog doijanja povla?$enog
statusa za izvoz na tr@i?te Evropske Unije, uspe?ne privatizacije ?e$erana i pove$anja
investicija, kao i odre#ene mere agrarne politike u cilju podsticanja proizvodnje ?e$erne
repe/ %e#utim, poreme$eni pariteti cena primarnih poljoprivrednih proizvoda, kao i
?e$erne repe i industrijskih inputa koji se koriste u ovoj proizvodnji .mineralna #uriva,
goriva<5, koje se pojavavljuju u nekoliko poslednjih godina, prete da zna>ajno poremete
ekonomski polo@aj proizvo#a>a u ovom sektoru kao i da smanje svoj zna>aj za ukupni
ekonomski razvoj zemlje/
Proizvodnja ?e$erne repe u Sriji odvija se na porodi>nim gazdinstvima, kao i u
preduze$ima i zadrugama/ Ukupna povr?ina pod ?e$ernom repom u Sriji, u analiziranom
periodu od )'''-)''* godine, uglavnom se pove$ala i dosti@e maksimum od skoro *' '''
hektara u )''+/ U poslednjoj godini analize povr?ine pod ovom industrijskom kulturom je
zna>ajno smanjena . oko :9 '''ha5 , zog pogor?anja ekonomskog polo@aja farmera/
Cajve$i deo ukupne povr?ine je u =ojvodini . dostigav?i 071 u nekim godinama5/
Proizvodnja ?e$erne repe je ila vi?e nego utrostru>ena , od oko & milion do oko 9 miliona
tona, sto je zna>ajno doprinulo merama agrarne politike . premije za proizvodnju ?e$erne
repe, suvencionisanje inputa, podsticanje za naavku mehanizacije5/

CONCLUSION
The importance of the sugar sector in the overall economic development of Seria, and
particularl3 in eDuiliration of the trade alance, can certainl3 e great also in the period to
come .after the accession of Seria to the EU5/ ;o-ever, for that to e implemented an
adeDuate support polic3 is reDuired/ Epart from the direct support to producers, it can e
achieved 3 investment incentives .to sugar eet producers for the procurement of
machiner3 and irrigation s3stems, -hich -ould contriute to increasing competitivenessF
and to sugar refineries for investments -hich should result in cost price reduction and
solving environmental issues5/
