APEC 2014

1. The Conference of Asia Pacific Express Carriers (CAPEC) has been the regional
representative association of the express delivery services industry in the Asia Pacific region
since 199. !ur founding "e"bers are the #orld$s leading integrated express delivery
services co"panies% &'() *edEx) T+T and ,P-. !ur goal is to for" a bridge bet#een public
policy and business interests to i"prove the regulatory environ"ent for express delivery
services and international trade in the Asia Pacific region.
.. CAPEC applauds China$s the"e for APEC ./10) 1-haping the *uture through Asia2
Pacific Partnership3) #hich e"phasi4es the actions needed for APEC to build an open and
inclusive Asia2Pacific "ar5et) in light of the changing regional and global econo"ic
environ"ent. 6e loo5 for#ard to #or5ing closely #ith APEC sta5eholders in a constructive
partnership to reali4e China$s APEC priorities for the year 7 advancing regional econo"ic
integration) pro"oting innovative develop"ent) econo"ic refor" and gro#th) and
strengthening co"prehensive connectivity and infrastructure develop"ent.
!ur Proposals
8. -ince .//9) CAPEC has #or5ed closely #ith APEC govern"ents to shape the APEC
-upply Chain Connectivity *ra"e#or5 and Action Plan. -upply chain connectivity is crucial to
the econo"ic success of the Asia2Pacific region. 9oods) particularly "anufactured goods)
fre:uently cross borders "ultiple ti"es during their production process) as co"ponent parts
fro" all over the region are brought together for final asse"bly and exported around the
region and to the #orld at large. ;ecent research sho#s that today "ore than / percent of
Asia$s i"ports are in the for" of inter"ediate goods that go into production for export. 6e
therefore applaud APEC$s efforts to achieve a ten per cent i"prove"ent in supply chain
perfor"ance through the Asia Pacific region by ./1<.
0. To help achieve the .1/0 APEC goals) #e propose the follo#ing for your consideration in

a. Trade Facilitation APEC has long recogni4ed the i"portance of trade
facilitation) spearheading global efforts on trade facilitation since .//1 through the
APEC Trade *acilitation Action Plan. 6e #elco"ed the adoption of the Agree"ent
on Trade *acilitation at the 6orld Trade !rgani4ation$s 9th =inisterial Conference in
>ali) ?ndonesia) in &ece"ber ./18. To boost global "o"entu") #e encourage APEC
in ./10 to co""it to expedited i"ple"entation of the 6T! Trade *acilitation
Agree"ent.

b. Supply Chain Connectivity ./10 is an i"portant year in ensuring that
APEC "eets its goal of a 1/@ i"prove"ent in supply2chain perfor"ance by ./1< in
ter"s of ti"e) cost) and uncertainty. The ./18 ?nteri" Assess"ent for -upply Chain
Connectivity *ra"e#or5 Action Plan found that #hile APEC econo"ies have been
relatively successful in reducing trade ti"es by nearly A@) there is so"e indication of
cost increases. The assess"ent report reco""ended that APEC re2double its
efforts to reduce the ti"e) costs) and uncertainty of supply chain perfor"ance through
existing as #ell as future actions to address the eight cho5epoints. ?n this regard) #e
propose the follo#ing concrete action ite"s that APEC can i"ple"ent in ./10%

"e"ber econo"ies to co""it to i"ple"enting a de "ini"is value of

c. e)Co!!erce E2Co""erce (>.> and >.C) is expected to play an
increasingly i"portant role in supporting econo"ic gro#th and regional econo"ic
integration in APEC) #ith the region expected to beco"e the biggest e2co""erce
"ar5et in the #orld in ./10. ;esearch by the =cDinsey 9lobal ?nstitute sho#s that
the ?nternet contributes 8.0@ to 9&P and a 1/@ i"prove"ent in productivity for s"all
and "ediu"2si4ed enterprises in the 18 countries

covered by the research. The
APEC >lueprint for Action on Electronic Co""erce) ho#ever) has not been updated
since it #as first developed in 199E. 6e thus encourage APEC to put in place an
action plan to support e2Co""erce and to update 199E >lueprint. Possible activities
to be included in the action plan are%
i. To identify all co"ponents of the e2Co""erce value chain (e.g. retailF
logistics) distribution) e2pay"ent etc) and conduct a stoc52ta5e on the
APEC e2Co""erce >lueprint.
ii. To organi4e a #or5shop in ./10 to share international best practices on
Custo"s ris5 "anage"ent) particularly #ith regards to cross2border e2
co""erce trade.
iii. &evelop an updated APEC >lueprintGAction Plan for e2co""erce
develop"ent.

Conclusion
<. CAPEC loo5s for#ard to #or5ing #ith APEC to help develop the above proposals and to
support APECHs goals. 6e are confident that in ./10) APEC #ill assert its role as a relevant)
i"portant) for#ard2loo5ing organi4ation on econo"ic issues) especially in trade and
invest"ent liberali4ation and facilitation.
