The Odisha government has approved the electronic system design and manufacturing
(ESDM) road map prepared by India Electronics & Semiconductor Association (IESA),
paving the way for development of this sunrise sector in the state.

The government have been pleased to approve the ESDMroad map submitted by IESA,
Satyabrata Ray, deputy secretary of the IT department wrote to General Manager,
Odisha Computer Application Centre (OCAC), the technical directorate of IT department.

Officials said, the steps will soon be initiated to implement the recommendations of the
report. The ESDM sector, as per theIESA projection, is poised to generate cumulative
revenue of Rs 18,800 crore in Odisha by 2024. Apart from revenue IESA has also
projected potential investments and employment opportunities in ESDM field in the
report. It said, investments of Rs 7,340 crore need to be pumped into the sector in three
phases to realise the projected revenue. Phase 1 (2016-18) can start with system
integration and assembly of low complexity products and components.

In Phase-2 (2019-21), the manufacturing activities would get deeper into CKD
(completely knocked down) assembly, component production and manufacturing of
products with medium to high complexity. The focus in Phase 3 (2022-24) can be on
products that are complex or require a mature ecosystem, and require good talent
availability and large investment.

The industry body has estimated that the sector has a potential to generate about
60,000 jobs in the next 10 years. IESA has suggested change in the name of Department
of IT as Department of Electronics & IT on the lines of renaming of the Government of
Indias Department of Information Technology to Department of Electronics & IT (DeitY).

The industry body has identified Rayagada, Sundergarh, Balasore and Ganjam districts
as the potential areas for setting up of ESDM projects after a SWOT (strength, weakness,
opportunities and threat) analysis. Presently, the focus is mainly on Khurda district where
the proposed Info Valley, a dedicated IT hub, is coming up. As per the estimates, the
demand for electronics in India was $ 45 billion in 2008-09 and is expected to touch $
400 billion by 2020. The National Policy on Electronics has set a target to attract
investment of around $100 billion and create employment opportunity for 28 million
people by 2020.


Info-Valley EMC Project Gets Central Nod

BHUBANESWAR: The much vaunted electronic manufacturing cluster (EMC) proposed to be set up at
Info-Valley, Bhubaneswar has got a huge boost with the Union Department of Electronics and
Information Technology (DEITY) according its in-principle approval for the greenfield project.
The EMC located at Harapur, Gaudakasipur and Durgapur on the outskirts of the Capital is projected
to house over 100 electronics manufacturing units. While the project would be developed at an
estimated cost of `209.64 crore, it is expected to draw investment to the tune of `979 crore including
that of establishment of individual units, machinery and park infrastructure. The cluster will generate
around 10,000 to 12,000 jobs, both skilled and semi-skilled, official sources said.
India Electronics and Semi Conductor Association (IESA) which represents the Indian Electronic
System Design and Manufacturing (ESDM) industry is partnering with the State Department of
Information Technology in devising the roadmap for EMC project.
The detailed project report (DPR) for the proposed EMC Park is being prepared by the association.
The in-principle approval for the Info-Valley EMC project will give a huge boost to electronics
manufacturing and employment generation in Odisha. We have already submitted a report on the
strategic roadmap for development of ESDM sector to the State Government and are now supporting
it in gaining full approval and funding for the EMC project that would be set up under the EMC
Scheme of the Government of India, IESA president MN Vidyashankar said.
The cluster will have state-of-the-art facilities for production support services like tool room, test
and measurement laboratories, incubation centre and training centre. It would offer common
infrastructure facilities like power, water and Effluent Treatment Plant (ETP) for investors.
The ESDM sector holds tremendous potential in Odisha and both Industrial Infrastructure
Development Corporation (IDCO) and Orissa Computer Application Centre (OCAC) are actively
engaged with IESA in developing the project. The State Government has also announced attractive
incentives for the ESDM sector under the recently announced IT Policy, 2014, CMD IDCO Vishal Dev
said.

partner in its growth story

Samachar/Abhisek Mohanty) Odisha Investment & Export Promotion Office (OIEPO) in
the office of the Principal Resident Commissioner organized an Interactive Meet with
IT/ITES/ESDM Companies and industry organizations in New Delhi today.

The interactive meet is an initiative taken by OIEPO, New Delhi to attract IT/ITES/ESDM
companies to invest in Odisha. The interactive meet was addressed by number of officers
including Principal Resident Commissioner, Dr. Sunil Kumar Bhargava; Principal Secretary,
Industries Department, Shri Parag Gupta; Commissioner-cum-Secretary, Information
Technology Department, Shri Sanjeeb Kumar Mishra; Chairman & Managing Director, Odisha
Industrial Infrastructure Development Corporation (IDCO), Shri Vishal Dev and
Commissioner-cum Secretary, MSME Department, Shri Panchanan Dash.

Major IT/ITES/ESDM companies which participated in the Interactive Meet include Microsoft
Corporation-India, Lenovo-India, Infosys Technologies, Dell-India, Wee Hours Group, Narnix
Technolabs, Frost & Sullivan and JSS Group. Industry associations including ASSOCHAM,
CII, CITE, IESA, MAIT and TAIPA also participated in the Meet. Principal Resident
Commissioner, Dr. Sunil Kumar Bhargava in his welcome address highlighted the significant
achievements made by the State during last 10 to 12 years. He stated that Odisha has carved
out a clear road map for IT/ ITES sector with the adoption of new ICT Policy, 2014 which
incentivizes entrepreneurs to invest and grow in IT/ITES sector.

He impressed upon the potential investors that Odisha offers an enabling environment
including a beautiful landscape, rich culture and heritage, a long coastline, abundance of
minerals and water resources, assured power supply, best management and technical
institutes, availability of skilled manpower, strong institutions, sound regulatory environment,
stable finances, robust physical and economic infrastructure, orderly law & order situation and
above all, an effective and stable political leadership.

Favourable business environment, as created by the State during recent years, has enabled
Odisha to emerge as the hottest investment destination for new projects, he stated.

IT Department, Shri Sanjeeb Kumar Mishra; CMD, IDCO, Shri Vishal Dev; Commissioner-
cum-Secretary, MSME Department and Shri Panchanan Dash made detailed presentations
on the ICT Policy, 2014, availability of business environment factors in the State suited to
IT/ITES/ESDM, opportunities available for IT/ITES/ESDM to grow, Infocity in Bhubaneswar
and Infovalley near Bhubaneswar and IT, economic and social infrastructure existing in the
State and incentives available for the sector under MSME Development Policy, 2009 and
other micro-level policies including Industrial Policy Resolution, 2007 and Odisha Industries
Facilitation Act, 2004.

Chairman, Forum for Integrated Development & Research, Bhubaneswar, Shri Charudatta
Panigrahi also made a detailed presentation on the efforts made by FIDR to spread Indias
largest rural knowledge network in the State and other e-governance initiatives.

The presentations were followed by an open interactive session actively participated by the IT
companies and industry associations who all appreciated the incredible efforts made by
Government of Odisha in creating a conducive environment for the sector. Representatives
from Dell, Lenovo, CII, IESA, TCIL, MAIT and Narnix Technolabs while appreciating the
efforts of the State also made some constructive suggestions aimed at strengthening the
IT/ITES/ESDM sector in the State including on development of IT/ITES/ESDM clusters. They
evinced keen interest to partner with the State for making Odisha a major hub of
IT/ITES/ESDM in the country.

says Madhusudan Padhi. In conversation with Nayana Singh and Kartik Sharma
Please tell us with an overview of the vision of the Department of IT in the state for
promoting IT industry?
The new ICT policy2014 has just been approved by the cabinet and we are now
notifying it. During the second e-Odisha summit it will be launched formally by the chief
minister. The vision of ICT policy is to develop IT/ITES/ESDM industries for inclusive
growth and employment in the state of Odisha and leverage IT & ITES in governance to
transform the state to a knowledge driven welfare society for improving the daily life of
citizens. One of the targets of the policy is to achieve a gross ICT Revenue (including
exports of software and IT Services, ESDM, Domestic consumption and Training) of
USD 4 Billion (Rs. 24, 000 Crores) by 2020.
We are also aiming to encourage at least ten top companies in IT/ITES and five top
companies in ESDM sectors to set up their development or production centres in the state
so that they not only bring the investment but also create employment opportunities. We
are also aiming to support the local industries in the field of IT/ITES/ESDM, so that their
capacities can grow to a much larger extent. Apart from that we also have a special
programme for skill development, R&D and entrepreneurship.
Please tell us about the role that the IT department is playing in promoting e-
Governance across various departments?
Every department of Government of Odisha is now keen to develop e-Governance
initiatives for bringing their services closer to the citizens. The biggest e-Governance
project to roll out in the current year is the e-district project which has been rolled out
from two pilot districts to 30 districts now. I consider this to be a good achievement as it
is enabling people to access six crucial certificates through the online systems. Now we
are planning to add more services in the e-district project. Certified copy of documents,
Pension sanction process under social security schemes would be added in few weeks.
How important is the role of Private sector in PPP model in the development of state
in terms of IT?
Some of the e-Governance projects (like e-Registration) in the State are being executed
through PPP model. We have been working with some private partners for creation of
better e-Governance systems and overall our experience so far has been good. Now that
the State Government is moving fast for quick implementation of e-Governance projects,
we need to develop standard protocols for collaborating with Private Partners. The SLAs
have to be prepared carefully so that we can provide best possible services to citizens at
minimum costs.

Please tell us about the work that you are doing for bringing efficiency in the
education space?
In the area of having IT in education, lot of new initiatives have been taken by education
department in the state. We have set up smart classrooms in few colleges and high
schools. A big project costing over Rs. 600 crores for setting up smart classrooms is being
implemented in the PPP mode where IL&FS is the private partner. TCIL is also involved
in this initiative. Odisha Knowledge Corporation Limited (OKCL), which has been
promoted by the Higher Education Department, is implementing the project.
Some other projects have been launched for furthering the scope and reach of education
through the use of ICT. Through the Child Tracking System of Sarva Sikhya Abhiyan in
the State, the Government is able to track the education of each and every child right from
the age of 6-14. It has helped in tracking children who are not going to the school and
hence bring them to the mainstream education through appropriate bridge courses.
What is your view on ICT in healthcare sector in Odisha?
In healthcare sector, several e-Governance projects are already operational. At present,
the Health Department is planning to implement the Hospital Management Information
System (HMIS) project on pilot basis in one Medical college & in one District
Headquarter hospital. This project will link several of the existing e-Gov initiatives to get
an integrated view. The Department is also going to implement two new e-Gov projects
on birth & death certificate and Disability certificates. These applications would be end to
end so that the applicants would be able to generate their certificates online and they can
also access their benefits through the online mode.
Today the government departments are providing services to large number of
people. There is a large data to manage. Please tell us about the technologies that are
being used to manage the huge avalanche of data?
Big data is the technology of future, but many of the transactions today are not happening
electronically. Many of the transactions are still happening manually, even though the
Right to public services Act was implemented with effect from 1st of January 2013. Even
though 63 services have been notified under the Act, only six services under e-district are
actually online. There is a need to make all the notified services transaction based on the
web so that they are available online so as to ensure service to citizens.
So our aim is to see that all the notified services are made available online over a period
of time. We are working with the departments to ensure that all the essential services go
online. Another area is the functioning of the State Resident Data Hub where we will
store the Aadhaar based information on demography and photograph. Big data
technology would be useful when a large number of transactions happen online. To utilise
and harness the benefits of Cloud, the Department of Electronics and Information
Technology (DeiTY) of Government of India has embarked upon an ambitious
programme GI Cloud, also coined as MeghRaj. In order to drive this initiative, a
Task Force was constituted by the Department of Electronics and Information
Technology (DeitY) with the objective to bring out the strategic direction and
implementation roadmap of GI Cloud leveraging the existing or new infrastructure. The
architectural vision of GI Cloud centres on a set of discrete cloud computing
environments spread across multiple locations, built on existing or new (augmented)
infrastructure, following a set of common protocols, guidelines and standards issued by
the Government of India. The GI Cloud will be equipped to provide cloud services for
various applications.
