1. INTRODUCTION:

Ministry of Power vide letter No. 20/13(4)2009APDRP dated 26


th
December, 2012
constituted a Committee to review the Functional Specifications of Low Cost Single Phase
SmartMetersframedbyanearlierCommittee.Thecommitteehas beenconstitutedunder
the chairmanship of Chairperson, CEA with Chief engineer (Distribution Planning &
Development) as its Member Secretary. Other members of the Committee are
representatives from FOR Secretariat, Regulatory Commissions (two nos.), Distribution
Utilities(sevennos.)CPRI,BISandISGTF.

In the first meeting of the Committee held on 15

January, 2013 it was decided to coopt
representatives from meter manufacturers and IEEMA in the Committee. The following
memberswerecoopted:

1. To review the functional specification for single phase smart meter framed by earlier
Committee by having structured discussion with utilities and other stakeholders like
SERCsetc.andfinalizefunctionalrequirement/specificationandgroupthemin23or
morecategoriessothatdifferingfunctionalrequirementsofsmartmetercanbemet.
2. To examine whether proposed smart meter should also have the functionality of
exportimport of energy facilitating two way metering required for roof top Photo
Voltaic(PV)generation;
3. Toexaminetherequirementofremoteconnect/disconnectthroughsmartmeter.
4. To explore whether proposed smart meter can be integrated with other services like
gasandwater;
5. To examine the various methods of computing the consumption and other parameters
toconsumersfordemandsidemanagementincludinginhousedisplayunit.
6. Tolookintospecificationsofsimilarproductsdeveloped,ifany,availableinthemarket.
7. Any other incidental issue which Committee may like to examine in relation to overall
developmentoflowcostsmartmeterinIndiancontext.

2. DiscussiononTOR

ThreemeetingsoftheCommitteehavebeenheldsofar.Thefirstmeetingwasheldon15

January, 2013, the second on 28

February,2013andthe third meeting of the Committee
was held on 25
th
April, 2013. All the Committee members were requested to offer their
itemwise comments on the functional requirements/specifications of single phase smart
meters developed by the earlier committee and also on the TOR of the Committee. M/s
Prayas Energy Group, a Pune based NGO was also contacted to nominate their
representativetotheCommittee.M/sPrayasexpressedtheirinabilitytoformallybecomea
member of the Committee. However, comments on functional requirement specifications
werereceivedfromM/sPrayasEnergyandM/sChetna,anotherNGO.

DuringthethirdmeetingoftheCommitteeheldon25

April,2013theprovisionofremote
connect/disconnectfeaturein1Phsmartmeterwasdebatedatlengthanditwasdecided
to refer the matter to FOR so as to obtain the comments from all the Regulatory
Commissions on this particular aspect. Response has been received from eight State
Electricity Regulatory Commissions and JERC (representing the State of Goa and Union
Territories) which have been compiled and are given at Annexure I. Comments received
fromallthemembersonthefunctionalrequirements/specificationsandthefinalviewsof
the Committee based on the comments received have been compiled and are given at
AnnexureII.

Following is the gist of discussions on TOR based on the inputs received from various
membersoftheCommittee.

2.1 To review the functional specification for single phase smart meter framed by
earlier Committee by having structured discussion with utilities and other
stakeholderslikeSERCsetc.andfinalizefunctionalrequirements/specificationsand
group them in 23 or more categories so that differing functional requirements of
smartmetercanbemet.

Committeeisoftheviewthatthereshallbefollowingfourcategoriesofsmartmeters:

1. Category I Consumers with sanctioned load less than or equal to 1 kW. These
consumers consume very less electricity and demand response may not be
relevantinthiscase.Hence,keepingaconnect/disconnectswitchinsuchameter
may not be very useful. This category of meters shall be capable of bidirectional
communication with the Head end System(HES) but shall not have the facility of
remoteconnect/disconnect.

2. CategoryIIConsumerswithsanctionedloadmorethan1kW.Consumersofthis
category consume fair amount of electricity and use ACs and other modern
equipment. Demand Side Management is therefore relevant for this category of

consumers. This category of meters shall be capable of bidirectional
communication with the HES and shall have a connect/disconnect switch in the
neutralaswellasphaseelement.

3. Category III This category of meter shall support bidirectional energy register
formeasurementofbothimportandexportofenergytomeettherequirementof
futureintegrationofrenewablesourceswiththeGrid.Thiscategoryofmetershall
nothavethefacilityofremoteconnect/disconnect.

4. CategoryIVInadditiontothefunctionalrequirementsasspecifiedforCategory
II meter, this meter shall support bidirectional energy register for measurement
ofbothimportandexportofenergytomeettherequirementoffutureintegration
ofrenewablesourceswiththeGrid.

Functional requirement/specifications of these four categories of meters shall be as per


AnnexureIII.

2.2 Toexaminewhetherproposedsmartmetershouldalsohavethefunctionalityof
exportimport of energy facilitating two way metering required for roof top PV
generation

Totakecareofthisfunctionality,additionalcategoriesofmetersupportingbidirectional
energy measurement as discussed in Category III and Category IV above shall be
considered.

2.3 To examine the requirement of remote connect/disconnect through smart


meter.

Thefeaturesofremoteconnect/disconnectin1PhSmartMeter, canbeusedforfollowing
purposes:

1. Disconnectionincaseoftamper

In todays scenario, all the tampers get recorded in the meter but no immediate
action is possible by the utility in case of meter tampering. With the facility of
remote connect/disconnect in the meter, utility shall have provision of
programming the meter connect/ disconnect switch to operate under tamper
conditions. Hence, the consumer load shall get automatically disconnected when
tamperconditionoccurs.

2. PartialLoadcurtailment/LoadControl

As part of Demand Side Management (DSM) initiative, utility can use such a
system for improving the reliability of the distribution network. During times of
emergency/peak load conditions, utility shall be able to remotely program the
relaytooperateatalowerthresholdlimitunderbrownoutconditions(reduction
ofmaximumsanctionedloadlimitatconsumerpremisesasagainstcompleteload
shedding(blackout)).Thisshallmaketherelaytodisconnectandreconnectagain
oncetheconsumerhasreducedhisload.Theinformationofreducedloadshallbe
available to consumer via In Home Display Device or through SMS on consumer
registered mobile number. Brown out would facilitate consumers by providing
them curtailed supply through smart meters. In such a case, the individual
consumers may not need backup supply arrangements for meeting load
requirementsduringloadsheddingsuchasinverters,DGsetsetc.

Thecommitteefurtherobservedthatthefacilityofremoteconnect/disconnectin

3. Disconnectiononaccountofnonpaymentofbills

In the present scenario without this feature in the meter, under the provisions of
the Electricity Act, 2003, the licensee after giving 15 days clear notice in writing,
hasthepowertodisconnectthesupplyofanydefaultingconsumer.

Withthisfeatureinthemeter,theutilitycanissuearemote disconnectcommand
for switching off the consumer load on account of nonpayment of bills hence
giving ease of operation to the utilities by not deploying special linemen for the
purpose.Alsothereconnectioncanbedoneremotelyandinlessertime.

However,itmaybenotedthatthisfeatureinthemeteristobeusedbytheutility
onlyasalastresortandtheprocedurefordisconnectionintermsofservinglegal
noticeofdisconnectiontotheerringconsumerwouldremainthesameaswasthe
case earlier without the connect/disconnect switch in the meter except that
special lineman has not to be sent to the site by the utility for disconnection and
restorationofsupply.

4. Disconnectiononaccountofloadexceedingthesanctionedlimit

In the present system, the consumers supply cannot be disconnected on account


of violation of sanctioned load (SL) limit. However, some of the utilities have
adopted the practice of charging a penalty on account of violation of SL from the
erring customer in the next billing cycle and in case the violation continues, then
theconsumerisshiftedtohighercategorysanctionedload.

If the facility of remote connect/disconnect is there in the meter, utility can


remotely program the smart meters as per consumers sanctioned load (SL).
However, some buffer should be kept beyond the sanctioned load limit (say 25%
of SL) and in case the consumers load exceeds (SL + 25% SL), then the meter
latchingrelayshalldisconnecttheconsumerloadautomatically.Smartmetershall
haveareconnectionmechanismusingwhichthemetershallbereconnectedonce
the load is below the SL threshold. Further, utility shall have provision for
upgradingtheconsumerSLlimittohigherbracketremotely.

It may be mentioned that before these smart meters with the facility of remote
connect/disconnect are installed at consumer premises, it is very necessary that
the utility shall carry out an awareness campaign in an easy to understand
language so that even less educated/illiterate consumers are able to understand
thattheirsupplycangetdisconnected/reconnectedduringtimesofshortageorin
case he exceeds the sanctioned load limit/reduces his consumption below the
thresholdlimit.

2.4 Toexplorewhetherproposedsmartmetercanbeintegratedwithotherservices
likegasandwater

Incasethesmartmeterisproposedtobeintegratedwithotherserviceslikegasandwater,
utility should aim at developing a single communication network for all the three services.
Inthatcase,theexistingmechanical/electromechanicalgasandwatermetersshallhaveto
be retrofitted with external pulse readers integrated with communication module. These
pulsereadersshallbeabletoreadbothgasandwatermeterdataandtransferthesameto
nearestDataConcentratorUnit(DCU).Inthisway,utilityshallbeabletoextendtheexisting
electricitynetworktointegrategasandwatermeters.

However,thislevelofsystemintegrationshalltaketimeasinIndiatheserviceprovidersfor
Gas,WaterandElectricityarealldifferent.Further,percentageofmeteredgasconnections
inIndiaatpresentisalsoveryless.

2.5 To examine the various methods of computing the consumption and other
parameters to consumers for demand side management including in house
displayunit.

Utilitycanusevariousstepstomaintainthepowersupplyinaccordancewiththedemand,
likebuyingpowerorusingotherresourcestogeneratemorepower.Theratechargedfrom
the customer should reflect the cost incurred by the utility to provide undisrupted power.
Changes to the rate can be conveyed to the consumer to choose load reduction or higher
cost of consumption. Demand Side Management (DSM) can be implemented through ToU
(TimeofUse)pricingasdiscussedbelow:

TimeofUsagePricing

Time of use (ToU) is a billing method in which the consumer pays more for energy
used during peak hours than for offpeak hours. Depending on the expected load on
thegrid,abillingdayisdividedintoseveraltimeperiods.Consumptionineachofthe
time period is charged at different rates. This encourages consumers to shift load
duringcheapertimeperiodsoftheday.

Currently almost all static (1Ph and 3Ph) meters support ToU functionality but it is
notbeingusedbyanyutilityfor1Phconsumers,henceitisproposedthatutilityshall
make consumers aware about such feature via awareness campaigns through
electronic/print media. It is expected, that in due course, interested 1Ph consumers
wouldstartparticipatinginToUpricinginitiatives.

As part of this initiative, utility shall inform consumers via In House Display
Device(IHDD)orSMSonconsumerregisteredmobilenumberaboutpresentelectricity
price in Rs/kWh and how much they will save by voluntary load reduction inan easy

tounderstandformattomaximizeconsumerparticipation.

Astheconsumersbecomemoreandmoreaware,theutilitiesinduecourseoftimecan
alsogoinforCriticalPeakPricingandthenRealtimePricing.

2.6 To look into specification of similar products developed, if any, available in the
market.

Smart meter specifications have been finalized after taking into consideration
specifications of similar products available in the global market. In addition, the
requirementssuchasDLMSprotocolcanbecountryspecific.

2.7 Any other incidental issue which Committee may like to examine in relation to
overalldevelopmentoflowcostsmartmeterinIndiancontext.

1. ETD13:P1 and ETD13:P4 are working on developing DLMS protocol as per


IS15959and1PhSmartMeterstandardrespectively.

2. ETD13:P1shouldconsidercreatinganewcategoryforsmartmetersinIS15959.

3. ETD13:P4 should consider the relevant changes in relevant Indian


Standards/adoption of IEC Standards as applicable to comply with smart meter
specifications.

4. Work should start on preparation of 3Ph Smart Meter functional requirement


specificationsaswell.Thisshouldbeinlinewith1PhSmartMeterspecifications.

Comments obtained from Regulatory Commissions regarding provision
of remote connect/disconnect switch in single phase smart meter

Disconnection/reconnection should be
logged in the meter memory in a separate
chamber with date and time indicating
whether it is done locally or through remote
mechanism.

For specific comment on remote
connect/disconnect facility in smart meter,
the same has been referred to Distribution
Licensee for comments.
7. BERC, Patna Remote connect/disconnect through smart
meters should be considered, it will reduce
the cost associated with electrician visiting

consumer premises for
connection/disconnection. Remote
switching in case of pre-programmed
tamper conditions and for load control
features shall improve supply system
efficiency. As consumers become aware
that their supply can be disconnected
remotely, it may reduce level of bad debts.
8. HERC, Panchkula As per the provisions in the Act, supply can
be disconnected only on account of non
payment of charges. Disconnection on
account of load drawal more than the
sanctioned load / limiting the drawal of
consumers during times of shortage is not
supported as per the present provisions of
the Act.
9. J ERC(Goa and UTs) Provision of remote connect/disconnect
would help in limiting over drawal by
consumers especially during peak load
periods. This would lead to substantial
savings in the power purchase cost.
