Concerned Residents of First Street NW and impacted homeowners are opposed to maintaining
thru-way traffic on First Street during First Street Tunnel construction. As this project proceeds, it
clear there are numerous, significant safety risks. Pedestrians, commuter vehicles and extremely
large machinery compete for the same road space. This large scale construction project that
involves a 100 foot dig on sections of the 2100 block of First Street, the intersection of First and V
and most of the 100 block of V Street, should be treated as such, and therefore, must be
cordoned off from commuter traffic for the duration of the project.

In addition to threats of collision and harming pedestrians, closing First Street would eliminate the
need to remove tree-box traffic barriers that would shift commuter traffic within 40 inches of the
entrances to our homes further placing residents, homes, pedestrians and cyclists at serious risk.

Based on the elimination of staging requirements, closure of First Street will also have the benefit
of accelerating completion of the project.

Therefore, the Bloomingdale community petitions the District of Columbia Department of
Transportation (DDOT) and DC Water to close First Street NW to non-resident traffic between U
and W Streets for the duration of the First Street Tunnel Project; abandon the plan to remove tree
boxes along First Street; restore parking spaces to residents; and provide clear signage that
access to the area is restricted to residential traffic only. We believe these measures are
imperative in order to allow safe ingress and egress of local residents, who are most impacted by
this large-scale project, as well as, prevent injury to pedestrians, commuters and construction
workers who are competing for the space.
