About the Forum
The idea of establishing this forum and exhibition
commits to an implementation of the Saudi
Arabian government directives. These directives
aim to increase intensively the awareness of
energy conservation, raise electricity effciency,
and highlighting the subsequent advantages
for individual user, residential, commercial,
and industrial institutions. Other aims of
governmental directives were to identify the
methods of electric energy management,
optimum techniques of reducing the waste of
energy, and specify the means in environmental
protection. As the Ministry of Water and
Electricity (MoWE) is very keen to take the
benefts of the local and international expertise
in this area, MoWE sought to organize this
forum, which looks through joining the
expertise under one umbrella in order to raise
and discuss the important vital issues.
The importance of this forum appears on this
time, by its coincidence to 2011 exhibition of
electricity, air conditioning and lighting. It is
expected that 2011 exhibition will be a concern
to local and international bodies interested in
saving electricity and its effcient use. Besides,
this specialized exhibition concurrently held
with the Forum, will also encourage the
attendance of major local and international
companies interested in the latest technologies
of electric energy effciency and renewable
energy. The show creates the ideal platform
to display latest technologies, products and
services. The importance of this forum at this
time is growing due to the issuance of the
Saudi Building Code, which includes a special
part in the requirements of energy conservation
in commercial and private sector. The timing of
this forum, is coincided with the near end of the
trial period for the implementation of the Saudi
Building Code. These will be a good time for
this event, to focus on the electricity effciency
in general, and ways of assuring electric energy
conservation in buildings in particular.
The Forum in this integration is considered as
one of the most important event to be held in
the Kingdom of Saudi Arabia. Its importance
is increased due to that it is coincided with
the continues growing of developments and
projects of energy sector generally and of electric
power in particular. Adding to that, there are
needs to expand, strengthen, and develop the
electricity system to meet the growing demands
as a result of progressive urban development,
and mega-projects being implemented at this
stage. The electrical service reached so far to more
than (6) million subscribers. The maximum load
during the summer of 2010 was (45) thousand
megawatts. To meet the future requirements in
the electricity sector for the next ten years, it is
expected, that the maximum load should reach
to at least (75) thousand megawatts. That
implies a need for investments of more than
(300) billion SR. Demand for electric power will
continue to increase, which means the need
for urgent action to reduce the rapid growth in
demand for electricity.

The Main Objectives
Introducing the legislations, laws, codes,
standards, strategies and projects in the feld
of electricity effciency and conservation in the
Kingdom of Saudi Arabia and other countries.
Highlighting the scientifc and practical
solutions and techniques used for electricity
effciency and conservation, in the public and
private facilities. And highlighting the impact
of the application of these solutions on the
development of technologies and industry of
energy, and on environmental protection as
well.
Presenting of international experiences in
sources and technologies of electric generation,
and of renewable energies, to introduce
the best ways to raise the effciency of these
sources.
Highlighting the best strategic solutions
for optimal consumption of electric power,
and the role of all sectors to implement these
solutions.
Introducing the requirements, technical
regulations, and health requirements, approved
nationally and internationally to preserve the
environment, and reduce gas emission from
power plants and industrial facilities. And
clarifying how to achieve this goal by raising
the effciency and conservation of electricity
energy.
Clarifying the concepts of regulations and
technical requirements for energy conservation
covered by the Saudi Building Code. And giving
the means of application, and its impact on
raising the effciency and energy conservation
of electricity in buildings.
Demonstrating the importance of the
behavioral and informational aspect to the
achievement of rising the effciency and energy
conservation of electricity. And identifying
appropriate means to promote the awareness
and upgrading the electricity users of all levels
and categories.
Showing the importance of training and
qualifcation of specialists working with
consultation bodies, government, and
construction sector, in the feld of electricity
effciency and energy conservation. And
explain how they can beneft from training
programs and qualifcation to give them the
skills necessary for the proper application of
the regulations and requirements of Building
Code, standard, and technical regulations. And
disseminating the world experiences in this feld
to take advantage of them in the Kingdom to
achieve this goal.

Topic 1: Policies, Regulations & Strategic Plans to Upgrade Electricity Effciency Rate. It includes:
Programs and projects of activating the National Plan of energy conservation and electricity effciency in the Kingdom
of Saudi Arabia (the Kingdom)
Strategies of research and development to raise electricity effciency and rationalize its use
Future plans of the Energy Effciency Saudi Center and its role in raising electricity effciency; future plans of the National
comity for Clean Development Mechanism to raise the effciency of energy consumption and its impact on the protection
of the environment
Saudi and international regulations of electric energy effciency
GCC plans and projects to cooperate in raising electricity effciency and rationalizing its use; and National policies for the
use of renewable energies in the Kingdom.
Topic 3: Thermal Insulation. It includes:
Successful experiences in reduction of electric energy consumption using thermal insulation
Thermal insulation in buildings, and its effect in energy saving
Mechanisms for testing and inspection to ensure compliance of using thermal insulation in buildings
International experiences in the effect of using thermal insulation on complying with building energy label
requirements.
Topic 2: Means of Raising Electricity Effciency. It includes:
Co-generation of electric power and its role in upgrading effciency of electricity generation
Variable tariff and its role in displacing loads
Technologies of upgrading electricity effciency used in air-conditioning in some countries of the world
Successful experiences in raising energy effciency ratio (EER) of air conditioners (A/Cs)
Technologies of the air conditioners powered by solar energy, and their role in raising air conditioners EER
Advantages of using thermal pumps in air conditioners to upgrade effciency
Use of energy-saver lamps, methods of controlling light intensity, and technologies of using natural lighting, to raise
electricity effciency in buildings
Means of reducing losses in power transformers and how to raise its effciency
Means of improving effciency of industrial equipment includes electric motors, compressors or boilers.
Topic 4: Awareness & Information for Raising electric Energy Effciency. It includes:
Role of energy consumption effciency labels in providing the awareness to consumers and giving them easy information
about the electrical appliances of high effciency and low energy consumption
International experiences in sharing data and getting beneft of information on the feld of electricity effciency and
related statistics
Means of building databases on electricity effciency, and their role in improving and rationalizing electricity use
Successful experiences in developing interactive websites to educate consumers in techniques and means of reducing
electricity consumption, and activating consumers roles in development of such techniques and means.

Topic 5: Training and Qualifying to Raise Electric energy Effciency. It includes:
Importance of training in raising the effciency and rationalizing use of electricity
Successful techniques in the provision of training and qualifying programs of electricity effciency as on-job
training, at a training center and online training
Method of developing training and qualifying curriculums in the feld of electricity effciency, and role of
undergraduate education and technical training sectors therein
Development of partnership with industry and electricity sector in training and qualifying feld;
Effective training trends in renewable energy felds
Proposed programs for qualifying energy managers in big residential and commercial premises to perform
their duties
Topic 7: Renewable Energies. It includes:
