How to measure Custody Transfer?
CT Quantity can be measured by Volume or by Mass - static or dynamic
Static = Tank Gauging; Dynamic = Flow
Decision is up to involved parties.
Mass and Volume are complementary but not the same!
Static and Dynamic are complementary
Neither is exact both have limitations, advantages and disadvantages

Need of Stilling Well (SW) as per API
A SW is a should and highly recommended, as most
tank roofs are not stable enough.
A SW is the only possibility for millimeter accurate
measurement in floating roof tanks.
Only for smaller tanks (<5000 bbls.) the recommendation
is dropped.
Also the Dutch NMI and German PTB dont see it as a
must but the tank roof needs to be enough stable
which is hardly the case you have to prove the roof is
stable enough (influence < 2-3mm!)

What our recommendations for SW for Radar are:
Preferable two rows pitch 300mm (depends on viscosity of product)
Holes staggered on both sides, in a straight vertical line, de-burred preferably conically drilled.
SW diameter:
6 for normal hydrocarbons in Fixed Roof Tank
8 for more viscous products and medium size FRTs (<50m)
10 for larger FRTs (when SW is also used anti rotational device for the FR)
2 for Bullets and horizontal cylindrical tanks
Hole diameter:
1/10 of pipe diameter)
Highly recommended for new installations:
Material: SS
Separate SW for manual gauging and sampling (4)
Separate Open (perforated) thermo well for temperature measurement
Thermo well open ended and above water sump (if applicable)
End of SW: below zero point (datum plate) and 300mm above bottom so that a reflector plate can be placed below.

Installation Hints 1: Mounting Location/condition
These instructions apply to all Micropilot S
Observe wall to nozzle center distance
*See page 15 of TI412F (FMR540)
Also the nozzle height and required min. & max. measuring
distance must be taken into consideration.
Mounting position not at the tank center
Not directly above fill stream
Calm Surface is required for best performance
Add weather protection cover in the case of the direct sunlight

Installation Hints 2: Avoiding Obstacles in Tank
These instructions apply to all Micropilot S
HiHi Alarm position must be below BD+SD
or Min. Measuring distance
Avoid all obstacles with in the beam angle
Avoid any installation, such as limit
switches, temp. sensor inside the beam
angle
Antenna size is selectable to reduce beam
angle only on FMR530!
Antenna should be focused vertically to the
liquid surface and follow the instruction
(mounting flange needs to be parallel to the
water level)
Try to avoid tank wall intruding into beam
angle over the whole measuring range for
best performance.
