HERNANI, Eastern Samar - Beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) in Eastern Samar expressed their
appreciation on this cash grant program saying it help them during this time of financial
difficulties due to supertyphoon Yolanda.
We have been struggling to survive every
day. I dont think we would be able to send my
grandchildren to school without cash from
4Ps, said Persita Yape, 61 of coastal Batang village of this typhoon-stricken town.
Their family receives P1,100 cash every
month from the Department of Social Welfare
and Development. The P500 is for the head of
the family and P300 each for his two schoolaged grandchildren - Johanne, 7 and Eloisa, 4.
Persitas husband Gerardo, 62 is still recovering his livelihood after his fishing boat was
swept away by big waves. The couple reopened
their small retail store through a P4,000 capital
from selling pigs.
The couple reconstructed their makeshift house through donations from various
non-government organizations.
From their previous P5,000 monthly income, they are now surviving with a P2,000
income after they were hit by Yolanda.
In Cansumangkay village of Balangiga of
the same province, Jose and Victoria Menguin
thanked the Aquino administration for the
P800 monthly cash assistance from 4Ps.
Their son, Benjie, at 15 make him qualify to sign up for college, is still finishing the
seventh grade as his parents struggles to make
ends meet.
Jose, 55 has been diagnosed of acute urinary tract infection, preventing him to work.

DSWD approved request beneficiaries

of cash assistance coming from island
villages of Guiuan
GUIUAN,Eastern Samar-- The beneficiaries of a cash assistance provided
by the United Nations Childrens Fund
from the island villages of Homonhon
and Suluan need not go to the town
proper to get their money.
This was agreed by officials of the
town and the Department of Social
Welfare and Development (DSWD),
which implements the unconditional
cash assistance funded by the Unicef.
There are about 60 beneficiaries
coming from the villages of Homonhon

and Suluan.
The decision to hold the pay out
for the beneficiaries was formalized
through a resolution approved by the
municipal council of Guiuan.
DSWD Regional Director Nestor
Ramos said that the safety of the beneficiaries travelling to the town proper especially during bad weather was
considered why they approved the request of the municipal government.

Sen. Villar and DA provide

farm and fishing implements
in ESamar

MERCEDES, Eastern
Samar- About 1,000 fishermen and farmers coming from five towns in
Eastern Samar and two
towns in Samar provinces
were provided fishing and
farm implements by Senator Cynthia Villar and Agriculture Secretary Proceso Alcala.
The two officials visited
the towns, all devastated by
supertyphoon Yolanda, to
help them recover from the
losses they sustained after
they were dislocated after
they were hit by the worst
storm in the countrys history.
The farmers that were
provided assistance by Al-

cala and Villar, who chairs

the food and agriculture
committee at the Senate,
were from the towns of
Mercedes, Balangiga, Lawaan and Giporlos, all in
Eastern Samar; and Marabut and Basey, both in
Samar province.
The distribution of the
fishing and farm implements was done on July 31.
Villar said that the
distribution of these implements is part of a continuing program of the
government until farmers
and the fishermen could
fully recover after Yolandas devastation.
She said that almost
nine months after Yolanda

rebuilding efforts carried out by the government, the Pag-ibig Home Development Mutual Fund is providing a new housing financial
assistance to its members in Yolanda affected
areas.
The new housing program dubbed as
Home Rehabilitation/ Reconstruction Loan
Program offers very minimal interest rates for
those who want to avail the loan.

Tacloban Branch said during a press conference, active members with 24 months savings/
contributions are eligible to apply for loan provided he/she is a resident of a calamity-stricken
area by typhoon Yolanda and must show proof

TACLOBAN CITY- This years top notcher
of the certified public accountancy board examination is a graduate of the Asian Development Foundation College (ADFC), this city.
And Rommel Rhion Edusma admitted
that his topping the accountancy board examinations could be a life changer experience not
only for him but for his family.
And this early, the 25-year Edusma promised that he would finance the studies of their
younger sibling, who is now on her second
year in college.
Edusma topped this years CPA board examinations with an average of 94.57%, besting
5,540 examinees.
He graduated at the ADFC with 15 others.
He earned the distinction of being the first to
top the accountancy board examination of the
schools 19 years of operations.
Of course, I was very happy when I
learned that I topped the examinations. It
was a friend of mine who informed me about
the very good news. I was resting at the time
I receive the news, Edusma, reached by the
phone, said.
Since taking the board examinations last
May, Edusma has been staying in Manila.
He right away called his father, Rustico, a
retired soldier and mother, Flores, who is suffering from a heart ailment.
Needles to say, they were also overjoyed
with the news, Edusma, sixth in the brood of
110 children, said.
While the family originally is from Cabucgayan in Biliran, his parents and some of the
siblings now live in Pinabacdao town in Samar
as a sister, Rose married from the said town.
The familys youngest, Ruffa Jean, 18 lives
with an elder brother, Roel Al, a soldier based
in Catarman, Northern Samar.
She is now taking an environmental
course with my brother mostly paying her
school fees. But I promise to help my brother
pay her schooling, Edusma said.
And during the onslaught of Supertyphoon Yolanda, he was with an aunt, Maria
Wilfreda Carolino, at the V&G Subdivision,
the biggest subdivision in Tacloban with more
than 10,000 residents.
Our house sustained major damages, particularly the roof. But while Yolanda may have
destroyed our house and other material possession, it did not dampen our spirit to move
on, he said.
According to him, their experiences with
Yolanda only further his resolve to do well in
the examinations.

with Yolanda to disturb me but rather use
it to do better in our examinations. I know
this will serve as an instrument for me to
help my family, Edusma said.
During the mock board examinations,
he narrated, he ranked number #6 among
those who participated from the thousands
of examinees coming from other schools
in the country.
He also topped the pre-board examinations conducted by their school.
And with his good showing, Edusma
said that he was positive that he would not
only pass the licensure examination but
even enter the top 10.
But not only he entered the top 10 but
topped it, besting the 1,107 passers, including those coming from other well-established schools in the country.
Of course, I thanked the Lord for this
achievement, he said.
And the first thing he would do is to go
back to his roots, at the ADF and teach students there, he said. He, however, admitted
that he want to work in any of the countrys
top accountancy firms.
Margie Manibad, who handled Edusma on theory of accountancy subject, described her student as silent student yet
know very well the subject.
He is really an intelligent student. But
I have to admit that I never expected that
he would really topped the board examinations, Manibad said.
She added that her one-time student
would always stay at the school library
during his free time. This will inspire us
teachers of course, she said, referring the
impact of Edusmas sterling performance.
And indeed, this early, its impact is felt
as second year accountancy student,Fritzie Corales, said that Edusmas topping the
board would serve both as an inspiration
and challenge to them.
When I learned about it, it made me
happy. This will really serve as an inspiration and challenge to us to do better in our
studies, the 18 year old student said.
For Edward Chua, president of the
school, the honor and pride brought by
Edusma is worth celebrating.
Of course, we are very happy. This will
bring us honor and pride. We never produce a top one although we have produced
a 14 placer previously, Chua said.(JOEY

Stirrings from the past

PEOPLE nowadays, especially the young ones, would refer to

it as a blast from the past. But I would not go that far. My recent
visit to a southern town in Cebu simply made some stirrings,
at once gentle and sweet, that just the same left me completely
thankful.
The other day, I went to see a friend-priest who was just reassigned some days ago to Argao, some 68 kilometers south of
Cebu City, and I felt like I stepped into the past, into things foundational and rudimentary. Already used to the blare and glare of
the big city, I was pleasantly surprised to have a feel again of what
it was when I was kid.
The visit reminded me of my roots, of what I consider as my
basic cultural and social beginnings, my primal identity that
since then has acquired layers upon layers of conditionings. I immediately felt some sense of nostalgia crawling slowly, leisurely,
into my mind and heart.
I am happy to say that such roots and beginnings, while provincial and parochial in character, was open enough to accept
further and even foreign influences. I believe that my own experiences and my own life itself, as it is so far, can attest to the
veracity of this affirmation.
What I felt in Argao was a certain air of pristineness that
certainly is not close-minded and rigid. There were also signs of
modernity and contemporaneity. In other words, it is also flowing with the times, but at its own pace. Its not stuck in the past,
and much less is it inert and dead. It has a life that glows with a
certain charm and aura.
I took lunch in a little restaurant, with very simple furnishings but with splendid yet cheap food. It was clean, and the
servers were so simple in their ways that they had no qualms in
starting a conversation with me who must have been a complete
stranger to them. I felt immediately at home.
I then visited the church. Its old, yes, with clear vestiges of the
colonial times, still in that baroque mould, but artfully made up
with images, altar table and the ambo artfully gilded and faithfully restored.
I was happy to note that there was no sign of an imposed,
out-of-place innovation made, now sadly common in many other churches that would seem they were being slowly emptied of
their true character.
There was a funeral Mass when I went in. What I saw were ordinary people, simply dressed and without much pretension, and
all showing a piety so palpable and sincere I instantly remembered my past attendance at Masses in my rural town in Bohol.
The priest who said the Mass, the friend I was visiting,delivered a homily that I thought was apt for the kind of faithful in attendance. It was doctrinal and exhortative, with a little bombast
that I thought the people appreciated.
Finally, I was able to spend time with my priest-friend. He
happens to be a composer and he played some of his pieces on
the machine. That was when I was deeply struck by something.
He actually has been giving me some CDs that contained his
compositions. I remember I tried playing one of his songs, but I
immediately turned it off, since my immediate reaction was that
it was out of step with the tenor of todays world.
Not so this time when I was with him and in a place like

Mercy and compassion

Too much turmoil all around war, famine, epidemic, calamity and political unrest. Peace is apparently becoming more
and more elusive in spite of the general
intercession for peace across the globe
beginning with oneself. The Ebola virus
disease, though declared by the World
Health Organization as treatable, is causing shiver to the peoples bones. This is
especially much so that the agency itself
reported that the Ebola outbreak is out of
control. For now more than 700 deaths
were reported since February this year including 60 health workers and 1,363 more
down with Ebola.
With these figures on the Ebola outbreak, certain Filipinos released the idea
of mass extermination, as in the Hollywood film Outbreak, to contain the further spread of the dreadful disease. To the
conservative mind of the God-fearing, the
suggestion is uncalled for much less outrageous and revolting. Still, proponents
maintain such insinuation as lesser evil
than seeing or at least knowing the patients horribly enduring excruciating pain
and slowly dying while putting at great
risk practically everyone around them, including the health workers. Where is mercy and compassion in this design?
Mercy and compassion collectively sets
the tone of Pope Francis visit in the Philippines. The Holy See, seat of the Roman
Catholic Church hierarchy and located in
Vatican City, revealed the theme of Pope
Francis visit to the Philippines that centers on these two virtues, that is A Nation
of Mercy and Compassion. In a pastoral
letter, the Catholic Bishops Conference of
the Philippines, declares, Our compas-

sionate shepherd comes to show his deep

concern for our people who have gone
through devastating calamities, especially
in the Visayas. He comes to confirm us
in our faith as we face the challenges of
witnessing to the joy of the Gospel in the
midst of our trials.
To resonate this special drift while Filipinos await the visit of Pope Francis, CBCP
president urged the Catholics across the
country to pray during the Mass, particularly before the post communion prayer
to recite the national prayer for the papal
visit, from August 1 this year to January
14 next year. While churches in the country, have started the prayer, the Archdiocese of Palo where the Pope is said to
hold a special mass, a special local prayer
could possibly be recited in lieu of the
national prayer. Archdiocesan Vicar General Rex Ramirez disclosed that the local
church has prepared our own prayer for
the Archdiocese, which is yet to be approved by Palo Archbishop John Forrosuelo Du.
Mercy and compassion is not just to be
carried on in prayer but as the CBCP urged
should be couple with acts. The prelates
said these acts of mercy, which should be
done at least one act everyday, could include giving food, to hungry beggar, visiting those is prison or helping the recovery
efforts for the typhoon victims. Obviously,
barely thinking of killing the thousands of
patients of the Ebola virus disease is not
an act of mercy and compassion, much
more in doing it so or any lawlessness
in the society that further places the aggrieved and deprived in greater jeopardy.

4Ps to visit their coastal village
and see the plight of poor families.
I dont understand why
some wealthy people are criticizing the 4Ps if these are

survive, Biong said, whose
husband, Louie, 35, only earns
P2,000 monthly from fishing.
The couple has to send four
of their five children to a public school, cutting their budget
for food and other needs. They
have been receiving P2,000
monthly from 4Ps, equivalent
to their income from fishing.
Biongs family gets P1,700
through the cash transfer,
which they recently used to
buy school supplies and uniforms.
I was very happy to hear
that President Aquino expanded 4Ps to cover 18-year-old
children. I am assured that my
eldest child Charles Luis, 15,
will finish secondary education, Joan added.

Despite of Yolandas impact

Regional economy posted

5.7% growth rate, officials
said

- The gross regional domestic product (GRDP) of the

region grew by 5.7% in 2013 largely due to better performance of manufacturing industries, offsetting economic
losses from supertyphoon Yolanda.
GRDP measures the value of goods and services produced by a region. The GRPD of all regions sums up to the
gross domestic product of a country.
The regional economy rebounded from a 6.4% drop in
2012 to a 5.7% growth in 2013, contributing 2.2% to last
years national economy.
Evangeline Paran, regional head of the Philippine Statistics Authority-National Statistical Coordination Board,
said Eastern Visayas is the eleventh fastest growing region
last year, but lowest in terms of growth compare to Central
and Western Visayas regions.
The industry sector, with a share of 41.1% to the GRDP,
posted a 14.1% growth, a significant rebound from 18.8%
decline in 2012. This was due to the strong performance in
the manufacture of basic metals.
The brisk performance was a result of resumption of
operation of the Philippine Associated Smelting and Refining (PASAR) Corporation. A total of $670 million export
revenue was recorded from the Leyte Industrial Development Estate, accounting to almost 75% of the regions total
export earnings, said National Economic and Development Authority Regional Director Bonifacio Uy.
PASAR managed to improve its export performance after a temporary shutdown due to a fire incident early last

year.
However, construction subsector only expanded 9.2%
in 2013, lower than 29% a year ago. Contributing to the decline was the stricter rules imposed on real estate lending
and the tightening of mass housing incentives by the Board
of Investments.
Likewise, the big drop in the total value of new constructions from approved building permits from third to
the fourth quarter of the year dragged the subsector gains.
This was mainly a repercussion of supertyphoon Yolanda,
which prevented the construction of buildings during this
period, Uy explained.
In contrast, other key industries registered contraction
last year. The services industry, which contributed 38.9% to
the regions production, dipped from 7.3% in 2012 to 4.5%
in 2013.
The drop in the services sector was largely contributed
by 18.4% decrease in real estate and business activities due
to the large decline in the number of dwelling units that
were damaged by last years super typhoon, Paran said.
Uy explained that decline in the services sector could
have been higher had there been no financial intermediation activities, which consist of borrowing from banks and
remittances from abroad for typhoon victims. These activities posted an accelerated growth of 14.6% in 2013.
Agriculture contracted by 6.6% in 2013 from last years

Part of Pope Francis visit next year

Road widening in Tacloban,

Palo is now underway
TACLOBAN CITY- With Pope Francis visit to Leyte
now definite, preparations are now underway including
widening of roads where the Holy Father is expected to
pass through during his visit next year.
This was revealed by Engineer Dionisio de Paz, chief
of the City Engineers Office of Tacloban government, who
added that they have started the road widening three weeks
ago.
As this developed, Father Amadeo Alvero, spokesperson of the Palo archdiocese, said that since August 1, masses for a successful and meaningful papal visit have been
held in all churches within the archdiocese.
Pope Francis is to visit the Philippines on January 15

to 19 and expressed his desire to meet victims of supertyphoon Yolanda.

Yolanda, considered the strongest typhoon to make
landfall in the world, pummeled Eastern Visayas with Tacloban considered the hardest hit area killing more than
2,000 people with damaged to properties and infrastructures of more than P25 billion.
de Paz said that the roads that are being widen-10 meters from the center- covers about 11 kilometers starting
from San Jose Area, where the Daniel Z. Romualdez Airport is located, up to the nearby town of Palo, where the
Palo Cathedral is located.
This road widening is being done due to the visit of the

Pope next year and we expect to finish the work by November, de Paz said.
He, however, could not say yet as to how many houses and even establishments are to be affected by this road
widening.
The city engineer also said that the visit of the Holy Father had hastened their plan to implement the road widening in Tacloban.
de Paz said that once finished, the roads identified
under their project would now become four-lane roads,
enough to accommodate the expected influx of road users
during the Pope visit.
Meantime, Fr. Alvero said that for security reason, they
could not divulge where the Pope would conduct his Mass.
The details of itinerary of activities of the Pope visit
will be announced later for security reasons. What is certain is that Pope Francis will visit us, victims of the supertyphoon Yolanda. And for this, we the faithful, are asked to
prepare ourselves spiritually in prayer and in being merciful and compassionate to our brothers and sisters in need,
Alvero said.
He also said that, Archbishop John Du had asked all
priests within the archdiocese of Palo to conduct masses
for the coming visit of the Pope and for it to become successful and meaningful.
The masses started on August 1 and are to end on January, in time of the scheduled visit of the Holy Father.
We are all excited for the visit of the Vicar of Christ.
This will be a moment of joy and thanksgiving for us victims and survivors of Yolanda. The Popes visit will surely
inspire us and give us hope, Alvero said.
Pope Francis would become the first ever Holy Father to
visit Eastern Visayas, home to 4 million Catholics. (JOEY
