SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF 1 TR, 1.5 TR AND 2 TR SPLIT AIR
CONDITIONING UNITS FOR ELECTRONIC MEDIA MONITORING CENTRE (EMMC) AT 14-B,
I.P.ESTATE, NEW DELHI
GENERAL
This specification document is for supply of 1 TR, 1.5 TR and 2 TR Split Type AC Unit along with
necessary associated equipment as defined in suggestive BOM in Section-III at EMMC.

INSTRUCTIONS:
1 The tenderer should go through all the sections of these
specifications carefully and submit clause-by-clause compliance of all sections clearly.
2 The tenderer should indicate the list of items offered as per
suggestive BOM (Section-III) without cost details in technical bid, to assess the completeness of offer
against tender requirements as per sequence appearing in specification.
Section-I: GENERAL
The intent of this tender is to solicit competitive proposal for Air Conditioning Units required for the
extension of building at ground & first floor of EMMC.
1.1 GENERAL SCOPE
These specifications cover the Design, Supply, Installation and commissioning of 1 TR, 1.5 TR and 2 TR
Split type Air Conditioners and its accessories at ground & First floor of EMMC building.

1.3 PROCEDURE
1.3.1 The proposal is to be submitted in two-bid basis with separate technical and financial bids
enclosed in separate envelopes and then in one sealed cover.
1.3.2 Bid must be addressed to and submitted at the following address:

The envelope should be superscripted at the top ‘Proposal for Air Conditioning of EMMC”
with due date.
1.3.3 The Bids, both technical and financial, should reach the office of BECIL, on the above address,
not later than 3:00 PM on 24/12/2009. Late Bid will not be considered. It is the responsibility of
the Bidder to confirm that the bid have been received on time & to the proper place by the
deadline. Facsimile and electronic replies will not be considered.
1.3.4 Technical bids shall be opened on the same day at 3.30 PM in the presence of representatives
of Bidders who wish to be present.
1.3.5 All bids are to remain valid till 31st March 2010.
1.3.6 Additional queries should be submitted in writing to the tender Coordinator at the above address
& also via e-mail to ashish.pandey@becil.com. It will be the vendor’s responsibility to check
updated information on BECIL website www.becil.com.
1.3.7 BECIL reserves the right to solicit additional information from Bidders to evaluate which Bid best
meets the needs of the Project. Additional information may include, but is not limited to, past
performance records, lists of available items of work which will be done simultaneously with the
project, on-site visit and evaluations by BECIL personnel, or any other pertinent information.
1.3.8 BECIL will make its decision based on the capability of the Bidder(s) to meet the specific needs,
technical expertise of the Bidder(s), delivery capabilities, customer references, past satisfactory
performance experience, system completeness besides cost.
1.3.9 BECIL reserves the right to waive off any deviation; accept the whole, accept part of or reject
any or all bids; and to select the Bidder(s) which, in the sole opinion of the Project, best meet the
project’s interest. BECIL also reserves the right to negotiate with potential Bidders so that its
best interests are served.
1.3.10 All information contained in this tender, or provided in subsequent discussions or disclosures, is
proprietary and confidential. No information may be shared with any other organization,
including potential sub-contractors, without prior written consent of BECIL.
1.6.5 Activity schedule- A project implementation plan of the project activity wise should also
be submitted along with the bid.
MISCELLANEOUS
1.7.1 Manuals and other reference documentation should be bound separately.
1.7.2 All Responses, as well as any reference materials presented must be written in English.
1.7.3 Figures and tables must be numbered and referenced in the text by that number. They should be
placed as close as possible to the referencing text. Pages must be numbered consecutively
within each section of the proposal showing proposal section and page number.
1.7.4 Proposals shall be based only on the items contained in this tender and its standard required
accessories. The tender includes official responses to pre-proposal conference questions,
addenda, and any other material published by the BECIL pursuant to the tender. The bidder is to
disregard any previous draft materials and any oral representations it may have received. All
responses to the requirements in Sections [list appropriate section] of this tender must clearly
state whether the proposal will satisfy the referenced requirements, and the manner in which the
requirement will be satisfied.
1.7.5 Equipment with model not nearing obsoleteness.
1.7.6 Proposal should be for the complete system on SITC basis. Incomplete or part component will not
be considered. The firm will be responsible for installing, testing & commissioning of all the
systems offered by them.

Section-II
TECHNICAL PARAMETERS/SPECIFICATIONS
The specifications given below cover the Supply, Installation and commissioning of 1 TR, 1.5 TR and 2
TR split type Air conditioner system and all necessary accessories at EMMC, 14-B, I.P Estate, Ring
Road, New Delhi- 02. Field proven industry tested products from renowned & reputed firms from industry
with proven track record only will be accepted. Non-standard make/model of equipment will disqualify the
proposal technically.
