Banking Group ("DDMBG"), Toronto Trading :Oesk, which is preparing and facilitating the
opening of the above noted Custodial & Depository Accounts for and on behalf of Mr. Sorras
and for and with and on behalf of Federal Stock Transfer & Custody Agents Inc., Federal
Funding & Investments Group Inc., and the Depository Institutions of CIBC Bank of Canada,
BMO Bank of Canada, HSBC Bank, Penson Financial, and RBC Bank of Canada.
I attach copies of 8 representative IBOEs, front and back, as well as the Irrevocable
Power of Attorney dated August 1, 2012, referenced above. We hereby formally request that the
United States Treasury, or any affiliated office thereof, or whichever federal department or
agency which bears the responsibilities therefore:
1. a. Authenticate the lawful drawing, issuance, and bona fides of the
said IBOEs in the name of the named Beneficiary;
b. Confirm that the said IBOEs represent lawful debt of the United
States of America, and that they are valid and in full force and
effect, and further;
c. That the total notional value of the said IBOEs is US
$2,875,426,500,000.00-USD Two Trillion Eight Hundred and
Seventy Five Billion, Four Hundred and Twenty Six Million
Five Hundred Thousand Dollars, that they remain outstanding,

Irrevocable Power of Attorney dated August 1, 2012, in favor of
Mr. Sorras, has been deposited with and has been notified to the
US Treasury and they are aware of it.
2. It is requested the above noted authentication be in writing, and addressed to DDMBG, at
their offices in Toronto, Ontario, Canada, and;

{2) Open, maintain or close bank accounts (including, but not limited to, checking accounts, savings
accounts), brokerage accounts, and other similar accounts with financial institutions concerning the
assets listed above.
(a) Conduct any business with any banking or financial institution with respect to any of principal's
accounts, including, but not limited to, making deposits and withdrawals, obtaining bank statements,
passbooks, drafts, money orders, warrants, and certificates or vouchers payable to the principal by
any person, firm, corporation or political entity concerning the assets listed above.
{b) Perform any act necessary to deposit, negotiate, sell or transfer any note, security, bond, stock or
draft, concerning the assets listed above
(c) Have access to any safe deposit box owned, including its contents regarding the assets listed
above.
(3) Take any and .all legal steps necessary to collect any amount or debt owed, or to settle any claim,
whether made against or asserted on behalf of principal against any other person or entity concerning
the assets listed above.
(4) Exercise all bond or stock rights as proxy, including all rights with respect to stocks, bonds,
debentures, or other investments concerning the assets listed above.
(5) Maintain and/or operate any business owned by principal concerning the assets listed above.
(6) Purchase and/or maintain insurance regarding the assets listed above.
(7) Enter into binding contracts on behalf of principal concerning the assets listed above.
(8) Employ professional and business/legal assistance as may be appropriate concerning the assets
listed above.
(9) Transfer any of principal's assets to the trustee of any revocable trust created by principal, if such
trust is in existence at the time of such transfer, concerning the assets listed above
(10) Prepare, sign, and file documents with any governmental body or agency including, but not
limited to, authorization to:
(a) Prepare, sign and file income and other tax returns with federal, state, local, and other
governmental bodies concerning the assets listed above.
(b) Obtain information or documents from any government or its agencies, and negotiate,
compromise, or settle any matter with such government or agency (including tax matters) concerning
the assets listed above.

(c) Prepare applications, provide information, and perform any other act reasonably requested by any
government or its agencies in connection with governmental benefits, concerning the assets listed

(12) Disclaim any interest that might otherwise be transferred or"dlstributed to principal from any other
person, estate, trust, or other entity, as may be appropriate concerning the assets listed above.
Said agent/attorney-in-fact shaH not be Hable for any !oss that results from a judgment error that was
made in good faith. However, said attorney shall be Hable for willful misconduct or the failure to act in
good faith while acting under the authority of this PmNer of Attorney.

and acts under this document
