Proposed Westside Recycled Water Project
On the west side of San Francisco, we are aiming
to save up to 2 million gallons per day of drinking
water that is currently used for non-drinking
purposes such as irrigation and toilet fushing. The
proposed project includes the construction of a new
recycled water treatment facility within our existing
Oceanside Water Pollution Control Plant, along with
storage reservoirs, pump stations, and pipelines to
deliver recycled water. The recycled water produced
by this project will be used to irrigate Golden Gate
Park, Lincoln Park, and the Presidio Golf Courses.
In addition, recycled water will be used for toilet
fushing at the California Academy of Sciences.
Treatment Process
All recycled water produced and used in California
must meet the stringent standards defned in Title 22
of the California Code of Regulations. Recycled
water is required to be monitored and tested daily
to ensure it consistently meets these high quality
standards.
The treatment process for the Westside Recycled
Water Project will consist of membrane fltration,
reverse osmosis (RO), and disinfection using
ultraviolet (UV) light. This treatment process would
produce recycled water at a quality level that would
exceed state of California standards.
Bringing Recycled Water to San Francisco
We are working to conserve our great Hetch Hetchy
drinking water supply and develop alternative water
supplies to serve non-drinking needs.
Recycled water is wastewater that has been
purifed through multiple levels of treatment to
meet stringent quality and safety standards set
by the California Department of Public Health.
Recycled water is being safely and successfully
used in California and across the U.S. to irrigate
parks, playgrounds, soccer felds, wildlife habitat,
and other landscaping. It is also used for toilet
fushing, fre suppression, and in some cities,
for applications such as industrial processing. Several
communities in the Bay Area are tapping into this valuable
commodity and making it work for them including the cities
of: Oakland, Walnut Creek, San Ramon, Daly City, Redwood
City, Palo Alto, San Jose, Santa Clara, San Rafael, Santa
Rosa and the Town of Windsor.
San Francisco and the entire state continue to face
water-supply challenges. Developing recycled water in
San Francisco would provide a drought-resistant, and
sustainable water source for non-drinking uses. Using
recycled water for irrigation and other non-drinking
purposes allows us to dedicate potable supplies for
drinking water needs.

Harding Park Recycled
Water Project
The SFPUC partnered with
Daly City to produce and deliver
recycled water to irrigate Harding
Park and Fleming Golf Courses.
Since October 2012, recycled
water produced by the North
San Mateo County Sanitation
District, a subsidiary of Daly City,
has been used to irrigate 163
acres of public golf course greens.
Eastside Recycled
Water Project
On the east side of San Francisco,
we are proposing to deliver up to
2 million gallons per day of recycled
water to a variety of customers for
non-drinking uses such as irrigation
and toilet fushing. The project
is currently in the early planning

New Project Facilities and Distribution System
Project Timeline
Design for the proposed project is underway, and is scheduled
to be completed in 2015. The environmental review phase is
also underway, and will continue through 2015. After successful
completion of the environmental review phase, construction
would begin in 2016. The goal is to deliver recycled water to
our proposed customers in early 2019.
Several developments have installed recycled
water piping for uses such as irrigation, toilet
fushing, and cooling.
