From1989to1992,Sen.Ericksonwasinchargeof
implementingfederalenvironmentalprogramsasRegionalAdministratoroftheU.S.Environmental
ProtectionAgency,RegionIII,wherehewasresponsibleoverseeingenvironmentalstandardsinthe
midAtlanticregion.
HeservesasChairmanoftheSenateMajorityPolicyCommittee,whichisresponsiblefor
gatheringtheinformationnecessarytodeterminetheimpactofpolicydecisionsonthecitizensof
Pennsylvania.
HealsoservesasMajorityViceChairmanoftheSenateEnvironmentalResourcesandEnergy
Committee,andasamemberoftheCommunicationsandTechnology,ConsumerProtectionand

StateImpactreportedFridaythePublicUtilityCommissionhasappealedaJulyrulingby
CommonwealthCourtwhichenjoinedthePUCfromreviewinglocalordinancesthatregulatedrilling
activities.
ThePASupremeCourtruledinDecemberrestrictionsonlocalgovernmentsregulatingnatural
gasdevelopmentwereunconstitutional,butremandedpartsofitsdecisiontoCommonwealthCourtfor
furtherreview.TheJulyrulingwastheresultofthatreview.
WearequestioningtheCommonwealthCourtsorderthatpreventsusfromdoinganysortof
reviewofordinances,wrotePUCspokeswomanDeniseMcCrackeninanemail.ThePUCalsosaysit
hasauthorityoverotheraspectsofAct13thattheSupremeCourtdidnotruleunconstitutionalandthe
MunicipalitiesPlanningCode.
JordanYeager,whorepresentsthelocalmunicipalitiesinthecase,sayshesnotsurprisedby
theCommonwealthsappeal.
ThisisaneffortbytheGeneralAssemblyandtheCorbettAdministrationtocarveoutspecial
rulesforthegasindustrythatnootherindustryhas,saidYeager.ThePUCdoesnthavearolein

TheInternationalCoastalCleanupisSeptember1stthroughOctober31standisthelargestvolunteer
effortaimedatimprovingthehealthoftheocean,bringingouthundredsofthousandsofvolunteersfrom
aroundtheworldtoremovemillionsofpoundsofplasticsanddebrisfrombeaches,lakesand
waterways.
Thiseventhasgrowntoincludeparticipationbyall50statesandU.S.territoriesand90
countrieswiththenumbergrowingeachyear.KeepPennsylvaniaBeautifulcoordinatesthiseffortin
Pennsylvania.
In2013,Pennsylvaniaranked6thinthenationforthenumberofvolunteersparticipating!More
than9,700volunteersfrom35countiescanvassedtheircommunitiestoremovenearly460,000pounds
oftrashanddebrisfromPennsylvaniaswaterwaysandcoastalregions.
Thetopfivetypesoftrashfoundduringthe2013cleanupincluded:17,344CigaretteButts
4,062FoodWrappers3,259BeverageBottles(plastic)3,011PlasticPiecesand2,018BottleCaps
(Plastic).
InternationalCoastalCleanup(ICC)DaywillbeheldonSeptember20,however,ICCevents
canbeheldfromSeptember1throughOctober31.

Gov.TomCorbettThursdayannouncedapublicprivatepartnershipinvolvingseveralstateagencieswill
transformanabandonedmineandwastedisposalsiteintoaworldclasscenterforinternationaltrade
includingofficespace,researchanddevelopmentcapacityanda400roomhotelwithconventionspace.
Thetransformationalprojectisprojectedtogenerate$250millioninprivateinvestmentandlead
tothecreationof7,000directandindirectjobs,andmorethan1,200constructionjobs.
Pennsylvaniasindustriesofthepasthavecreatedopportunitiesforstateandlocalleadersto
worktogethertotransformoftneglectedlandintouseable,productivecentersofbusiness,recreation
andcommerce,saidGov.Corbett.ThePittsburghWorldTradeCenterwillbeabeaconfortravelers,
businessesandworkersalikeandwillserveasaneconomicenginefortheregion,generatingnewtax
revenuesandcreatingthousandsofnewjobs.
TheCommonwealthandAlleghenyCountyarepartneringwiththePittsburghInternational
AirportontheprojecttocreatethenewPittsburghInternationalAirportWorldTradeCenter.The
redevelopmentwillprovidesitesforoveronemillionsquarefeetofClassAofficespace,90,000square
feetforresearchanddevelopmentanda400roomhotelwithconventionspace.
Inaddition,thereisspaceforuptosixcorporatehangarswhichwillallowacorporateuserto
locateitsheadquartersbuildinganditscorporatehangarinthesamebusinesspark.
ThesuccessoftheAirportareasdevelopmentisexceptional.Wewantthisgrowthtocontinue
whichiswhyitissoimportantthatwecontinuetodevelopshovelreadysites,saidAlleghenyCounty
ExecutiveRichFitzgerald.Asthisregioncontinuestogrow,providingaplaceforbusinessesthatare
integrallylinkedtotheairportisapriority,whilewealsocontinuetobuildonourreputationasan
internationalcommunity.
A$5millionEconomicGrowthInitiativegrantwasawardedtotheRedevelopmentAuthorityof
AlleghenyCountyandthePittsburghInternationalAirportforsiteremediationandtheconstructionofa
mixedusedcommercial,retailandinternationaltradecentertobelocatedonthegroundsoftheairport.
Aspartoftheproject,theDepartmentofTransportationhascommittedupto$1millionin
fundstorepairandimprovestateroadsprovidingaccesstothesite.
Additionally,theDepartmentofEnvironmentalProtectionawardeda$1millionfederalSurface
MiningControlandReclamationActgrantforenvironmentalremediationincludingshoringupformer
minewallsandremovingacidminedrainageatthesite.
TheAirportAuthorityisgratefulforthecooperationandsupportoftheGovernorandthe
CountyExecutive,aswellasthestateandlocalleaderswhohelpedtomakethisfundingfortheWorld
TradeCenterpossible.PittsburghInternationalAirport'sroleasaneconomicgeneratoristwofold:
Providinghighquality,competitiveairserviceinandoutofsouthwesternPAanddevelopingkey
propertiestoattractnewindustryandjobs.ThisfundingallowsustomovetheWorldTradeCenter
projectforwardsowecancontinuetobuildonthatrole,saidChairmanDavidMinnotte,Allegheny
CountyAirportAuthority.
The195acresitelocatedneartheentrancetothePittsburghInternationalAirportisaformer
coalmineandareausedtodumpmunicipalwaste.Oncethedevelopmentiscomplete,thecoalmines
willberemoved,theminespoilwillbeappropriatelyhandled,anewroadwillbeinstalledandgrading
willbecompletedforthefuturedevelopment.
AllutilitieswillbebroughttothesiteandanewpathwaywillbeprovidedfortheMontourTrail
connectiontotheairport.Allofthisdevelopmentwilloccuronasitethatiscurrentlyundevelopedand
generatingnotaxrevenuetothestateandlocaleconomy.
In2012,CorbettreformedthestatesmethodoffundingRedevelopmentAssistanceCapital
Programwithasignificantredesign,makingtheprocessmoretransparentandobjective.Projectsare
nowselectedbasedupontheirjobcreationpotential,theireconomicimpact,aswellastheirviability
andconstructionreadiness.

Theresultsarepromisingforthefutureofactivatedcharcoalasaneffective,economicalmethod

60percentmakingthefacilityoneofthemostfuelefficientnaturalgaspowerplantsintheUnited

Inaddition,unlikeapproximately95percentofthenationsgeneratingfacilities,theplantwillbe
cooledwithairratherthanwater.Asaresult,thePatriotplantwillnotdischargewaterintotheWestern
BranchoftheSusquehannaRivereliminatingpotentialimpactstosensitivespeciesinthe
Susquehannawatershed.
Approximately500jobswillbecreatedtoconstructthePatriotpowerplantatpeak
construction.Duringoperations,thegeneratingstationwillcreateanestimated27skilledjobstooperate
thefacilityand45indirectjobswithinthecommunitytosupporttheplant.
ThePandaPatriotprojecthasbeenstrategicallysitedintheMarcellusShale,estimatedtobe
thesecondlargestnaturalgasfieldintheworldwithupto330trillioncubicfeetofrecoverablegas
ortheequivalentof100yearsofproductionatcurrentlevels.
Thefacilitysclosenesstosuchlargenaturalgasreservesisexpectedtocreateanew,longterm
marketforlocalgasproducersandroyaltyowners.
ThePandaPatriotprojectwillprovidepowertotheeasternportionofthePJM
Interconnection,NorthAmericaslargesttransmissionsystemservingapproximately61millionpeoplein
allorpartsof13statesandtheDistrictofColumbia.
TheInterconnectionisinneedofnewgeneratingcapacityasapproximately20,000megawatts
ofcoalfiredpowergenerationisscheduledtoretireby2016.PJMalsohasanaginggeneratingfleet,in
needofreplacement,with70,000megawattsofgenerationpossessinganaverageageof56years.
OriginallydevelopedbyMoxieEnergy,thePatriotprojectwillbebuiltbyGemmaPower
SystemsLLC,throughajointventurewithTheLaneConstructionCorporation.

SiemensEnergyInc.willprovidethepowerislandpackageincludingthenaturalgasturbines,steam

Manyusesofgamelandstakeatollthatrequiresupkeep.Drivingongamelandsroads,
parkinginlotsthereandusingdesignatedtrailseveninthebestconditionsresultsinsomewearand
tear.
Historically,thestate'shuntersandtrappershaveshoulderedthosemaintenancecosts,aswell
asothercostsassociatedwithgamelands.Unlikestateorcountyparks,thestategamelandssystem
wascreatedandismaintainedalmostentirelywithsportsmen'sdollars,derivedinlargepartfromthe
saleofhuntingandfurtakers'licenses.
Gamelandsaremanagedtoimprovewildlifehabitat,andcreatehuntingandtrapping
opportunities.Theuseofgamelandsbyotheroutdoorenthusiastslonghasbeenpermitted,though
activitiesnotrelatedtohuntingandtrappingarerestrictedduringhuntingandtrappingseasons,and
certainusesmightbeprohibitedonsomesectionsofgamelands.
Recreationalhorsebackriding,bicyclingandsnowmobilingarepermittedonlyondesignated
trailsongamelands.
However,thereoftenareothertrailsongamelandsthat,eventhoughtheyarenotdesignated,
areusedfrequentlyforrecreationalriding.Insomecases,itmightbedifficultforaridertodistinguisha
designatedfromanondesignatedtrail.Signspostingtrailsasbeingofflimitsoftenaretorndown,orjust
ignored.
Andthedamagetowildlifehabitatfromundesignatedtrails,andtheupkeepcostsofdesignated
trails,bothcanmountveryquickly.

Floridaandcoverroughlythesamedistance.
Inreviewingrecentspendingrecords,theGameCommissionidentifiedabout$230,000in
knowncostsoverthepastthreeyearsassociatedwithtrailmaintenanceandsignage.Otherprojectsto
buildormaintaingamelandsroads,parkinglotsorotherinfrastructureallofwhichbenefitstrailusers
topped$4millioninlessthanthreeyears.
Trailsalsoserveasrightsofway,meaningtheycreateareasthatmustbeexcludedfromrevenue
generatorsliketimbersales,accountingforthepotentiallossofhundredsofthousandsofdollarseach
year.
Damagetotrailsduetohorses,bicyclesandsnowmobilescanbeconsiderable.
Whenthegroundissaturated,horsescanleavehoofprints6inchesdeep.Andinareaswith
heavytraffic,orthatstaywetmostofthetime,thedamageisevenworse.It'snodifferentwithbicycles
andsnowmobiles,whichalsocandamagehabitatandinfrastructureandcreatethesametypeoferosion
andsedimentationconcerns,atfordcrossingsandelsewhere.
Intheworstcases,damageassociatedwithtrailsthreatenstheverypurposeofthegamelands,
andconflictswiththeconceptthatrecreationalopportunitiesongamelandsshouldcomeatno
compromisetowildlifehabitatorhuntingortrappingopportunities.
Thepermitbeingconsideredwouldseektobetterregulateridingondesignatedtrails,thereby
mitigatingthatimpactaswellasraisingrevenueforassociatedmaintenancecosts.
GiventheGameCommission'sdutytomitigatedamagecausedbyusesnotrelatedtohuntingor
trapping,alackofactionmightalsojeopardizethereceiptoffuturePittmanRobertsonfunds,whichare
derivedfromafederalexcisetaxonsportingarmsandammunition,thendoledouttothestatesfor
habitatrestorationandotheruses.
ThePermit
Undertherecommendationproposed,theprivilegestoridehorses,bicyclesorsnowmobileson
designatedtrailsongamelandswouldbeincludedwithintheexistingStateGameLandsShootingRange
Permit,commonlycalledarangepermit.
Rangepermitscost$30andareavailableforpurchaseonlinethroughtheOutdoorShopatthe
GameCommission'swebsite.RangepermitsareeffectivefromJune30toJuly1,mirroringthetimetable
forhuntingandfurtakers'licenses.
Ofcourse,thosewhoholdavalidhuntingorfurtaker'slicensewillnotberequiredtoobtaina
permittoridehorses,bicyclesorsnowmobilesondesignatedgamelandstrails.Theyreceivethose
privilegeswhentheypurchasetheirlicenses.
Iftherecommendationisadopted,andapermitbecomesrequiredforotherstousedesignated
trailsonstategamelands,thenameofthedualpurposepermitwillbechangedto"StateGameLands
Permit."
Thepermitswouldonlyberequiredforthose16yearsofageorolder.

TheFishandBoatCommissionMondayurgedanglersatapopularErieCountyfishingspottohelp
preventthespreadoftheaquaticinvasivespecies(AIS)commonlyknownasroundgoby.
Lastweek,thepresenceofroundgobieswaspositivelyconfirmedinLakeLeBoeufin
Waterford,ErieCounty,byaDepartmentofEnvironmentalProtectionbiologist.
WeareaskinganglersatLakeLeBoeuftodotheirparttoprotectournaturalresourcesby
followingthelawandnottransportingroundgobiesfromthisoranyothersite,saidPFBCExecutive
DirectorJohnArway.Roundgobiesareaninvasivespeciesthatcancausegreatharmtoecosystems.
Unfortunately,wehaveconfirmedtheirpresenceinLakeLeBoeuf.
OurgoalistopreventthemfrombeingintroducedintootherinlandwaterssuchasFrench
Creek,whichispartiallyfedbyoutflowfromLakeLeBoeuf,headded.FrenchCreekcontains
numerousthreatenedandendangeredfishandfreshwatermusselspeciesandisoneofthemost
ecologicallydiversewaterwaysintheCommonwealth.Wewanttodoeverythingwecantoprotectit
bypreventingthespreadofroundgoby.
Roundgobiesareoneof10nonnative,invasivefishspeciesthatanglersareprohibitedfrom
possessingunderfishingandboatingregulations,andanglerswhoarefoundwithliveonesmaybe
subjecttopenalties.
ThePFBC,incooperationwithPennsylvaniaSeaGrant,haspostedsignsatLakeLeBoeuf
informinganglersoftherestrictionsonpossessingandtransportingaquaticinvasivespecies,including
liveroundgobies.SimilarsignsarealreadypostedatotherErieCountywaterswhereaquaticinvasive
speciesareknowntoexist.
TheCommissionalsoencouragesanglersto:
Checkforandremoveplants,mud,andaquaticlifefromfishinggearandboatsbeforeleavingany
bodyofwater
Drainwaterfromboat,livewell,bilge,andbaitbucketbeforetransportingaboat
CleanboatandgearwithhotwaterorDryeverythingforatleastseveraldays
Donotmoveanyplantsoranimalsfromonewaterwaytoanotherand
Donotuseroundgobiesasbait.
Tohelpstopthespreadoftheaquaticinvasivespecies,anglerswhocatchroundgobiesatLake
LeBoeufareaskedtodisposeofthemintrashbins.
Tohelptrackthespecieselsewhere,anglerscatchingaroundgobyinPennsylvaniawatersother
thantheFairviewgravelpit,LakeErieorLakeLeBoeuf,areaskedbythePFBCtoimmediatelykillit,
freezeit,andcallthePFBCat8144741515.
IndividualscanalsoreportthepresenceofaquaticinvasivespeciesthroughthePFBCwebsite.
Thisonlinereportingformalsoallowsforpicturestobesubmitted.
Roundgobieshavelargeheadswithfroglikeraisedeyes,mottledolive/brownbody,fused
pelvicfins,andablackspotontherearofthefirstdorsalfin.Adultscangrowupto10inches.Round
gobiesareknownfortheirvoraciouseatinghabits,andareknowntoeatsmalldarters,minnows,and
fisheggsandfryaswellassmallmollusks.
Thereareconcernsaboutthesespeciesspreadingtootherwaterwayswithinthe
Commonwealth,whichcouldseverelyharmbottomdwellingfish,includingraredarterandminnow
speciespopulations,andhavedevastatingeffectsongamefishpopulations.
