wHEREAS' the Council of the City of South Euclid recognizes the current problems in the housing
rnarket in Northeast Ohio; and
WHEREAS, there exists HUD and bank owned properties in the city that are vacant and outside of
the foreclosure Process that can be purchased at virylarge d.iscounted prices; and
WHEREAS, the city has applied for grant money that can be used to purchase these homes; and
WHEREAS, the Council recognizes the need to act very quickly when one of these properties
-allow
becomes available and that following the normal legislatir,,e ipproval process would not the
city to conpetitively bid on thern when they. do become available; and
WHEREAS, the Council recognizes that the purchase of these homes would be a vatid public
purpose under both the Ohio Revised Code and the Ohio Constitution for the health, safety and
welfare of the community as well as to remove any public nuisance, unsafe or def'ective strlrcture
and to enhance the futr-rre economic and residential clevelopment and stability within the city; and
Section l: That the Mayor and tlr.e Building Cornmissioner be authorized to enter into and execute
purchase agreements in amounts not to exceed S25,OOO.OOin General Fund expenditures and not
to exceed $50,000 from grant sources to purchase distressed, foreclosed and HUD properties
within tl're city of South Euclid without the prior authorization of City Council.
Section 2: That is herby found and determined that all formal actions of this council concerning and
relating to the passage of this Ordinance were adopted in an open meeting of this Council, and ihat
all deliberations of this Council and any of its committees on or after November 25, 1975, that
resulted in such formal action were in meetings open to the public in compliance with all legal
requirements, including Section 121.22 of the Ohio Revised Cod.e.
Section 3: That this Ordinance is deemed to be an ernergency rrleasure necessary for the immediate
preservation of the public peace, health, and safety within the City and represents the furtherance of
a valid pr.rblic purpose and therefore should be adopted at the earliest possible tirne. Wherefore this
Ordinance shall take effect and be in force from and after the earliest period allowed bv law and
upon signature of the Mayor.

ago.Thelifeexpectancy of thenewwatermainis estimated to be 100years,and50 yearsforthesewerrehabilitation.
