DESCRIPTION

This projectwill completelyrehabilitatethe existingand failing storm sewersand


watermainsthat are locatedin the Stanhoperight-of-way,which servedthe recently
demolished andblightedCedarCenterShoppingCenter.Theunderlying
infrastructurerehabilitationis criticalto the continuingrevitalizationof the
neighborhood, which will provideeconomicstimulus,jobsand revitalizationin the
low-moderatecensustract and surroundingITA neighborhood.

Stanhope Roadis locatedjust north of ColonyRoadand southof CedarRoad.It runs


eastto west betweenWarrensvilleCenterRoadand FenwickRoad.The Projectsite
lieswithin a HUDlow-moderateincomeareathat consistsof the Cify'sonly
designated ITA in censustract 1852.01.The projectalsosharesborderswith the
Cityof UniversityHeightsand the current conditionof the projectsite negatively
impactsapproximately20,65.2 residentsthat live within the one-mileradiusof the
projectsiteasareasof slum/blightnegativelyimpactthe surroundingregionand
drain criticalresourcesand propertyvalues. The frequentwater line breaksand
water flow havecreatedan undependable water line for emergencyprotection.
The Sewersystemstargetedfor renewalare more than 80 yearsold and built on a
commontrench with a configurationwith the storm sewerdirectly over the sanitary
sewer.Thestorm sewerdoesnot haveadequatecapacityandthe sanitaryseers
were installedat gradientsfor lessthan currentminimumstandards. Bothsystems
havefailing joints, and beinglocatedin the sametrench,contributesto local
basementfloodingin the neighboringsffeets.Whenthe sanitaryseweris
hydraulicallyoverloadedraw sewageentersthe storm sewersystem,thereby
increasingthe fecalcoliformcountsand BODloadsin the DoanCreek,to which the
seweris a tributary.A barrel-to-barrel dimensionof six feetbetweenthe two
systemis now requiredtoday.The existing6" watermainon StanhopeRoadhas
experienced numerousbreakages in the periodof 1985-2004.A copyof the
Cleveland Water Department'sMainBreaksReportis attachedfor reference. The
existingfire flow is alsoextremelypoor,with fire flowsaslow as 125 GPM,and is
totallyinadequate to supportthe safetyneedsof the neighborhood.The deficiency
in the watermainis ratedCRITICAL. The existingcastiron watermainwill be
replacedwith a new 12 inch ductileiron main built to currentCleveland Water
Departmentstandards.Includedaspart of the infrastructureprojectare the
replacement of fire hydrantson siteandthe removalof redundantservicetapsto
CedarRoad,someof which are the originalleadtype.

The existingdeterioratedsanitaryandstorm sewerswill be completely


rehabilitatedusingtrenchless, castin placepipe (CIPP)technologythat createsa
new seamless pipe liningthat preventsexfiltrationand increases
flow efficiency.
Leaking,failingbrick manholeswill be replacedwith new,sealedprecastunitsthat
meetthe currentGreatLakes-Upper MississippiRiverBoardIGLUMRB) Ten States"
Standards.The originalinfrastructurewas constructedoverB0yearsago.The life
expectancy of the new water main is estimatedto be 100years,and 50 yearsfor the
sewerrehabilitation.

THE PURCHASE OF REAL PROPERTY W.iTHOUT THE PRIOR AUTHORIZATION AND
CONSENT OF CITY COUNCIL AND DECLARING AN EMERGENCY.

wHEREAS' the Council of the City of South Euclid recognizes the current problems in the housing
rnarket in Northeast Ohio; and

WHEREAS, there exists HUD and bank owned properties in the city that are vacant and outside of
the foreclosure Process that can be purchased at virylarge d.iscounted prices; and

WHEREAS, the city has applied for grant money that can be used to purchase these homes; and

WHEREAS, the Council recognizes the need to act very quickly when one of these properties
-allow
becomes available and that following the normal legislatir,,e ipproval process would not the
city to conpetitively bid on thern when they. do become available; and

WHEREAS, the Council recognizes that the purchase of these homes would be a vatid public
purpose under both the Ohio Revised Code and the Ohio Constitution for the health, safety and
welfare of the community as well as to remove any public nuisance, unsafe or def'ective strlrcture
and to enhance the futr-rre economic and residential clevelopment and stability within the city; and

NO\M THEREFORE, BE IT ORDAINED by the city of South Euclid, Ohio that:

Section l: That the Mayor and tlr.e Building Cornmissioner be authorized to enter into and execute
purchase agreements in amounts not to exceed S25,OOO.OOin General Fund expenditures and not
to exceed $50,000 from grant sources to purchase distressed, foreclosed and HUD properties
within tl're city of South Euclid without the prior authorization of City Council.

Section 2: That is herby found and determined that all formal actions of this council concerning and
relating to the passage of this Ordinance were adopted in an open meeting of this Council, and ihat
all deliberations of this Council and any of its committees on or after November 25, 1975, that
resulted in such formal action were in meetings open to the public in compliance with all legal
requirements, including Section 121.22 of the Ohio Revised Cod.e.

Section 3: That this Ordinance is deemed to be an ernergency rrleasure necessary for the immediate
preservation of the public peace, health, and safety within the City and represents the furtherance of
a valid pr.rblic purpose and therefore should be adopted at the earliest possible tirne. Wherefore this
Ordinance shall take effect and be in force from and after the earliest period allowed bv law and
upon signature of the Mayor.

Processin additionto the requiredpublic hearing.The following is a detaileddescriptionof
the numerousactivitiesconductedwhich facilitatethehigh level of citizenparticipation.

A generalpublichearingis conductedto explainthe Municipal GrantProgramprocessand


receivecitizeninput and suggestions
throughquestionsand discussion.This public hearing
is announcedand advertisedthrough a public notice in the local newspup.r for two
consecutiveweeksprior to the meeting.Membersof Councilwerealsomailedin invitation
to attendeachmeeting.

The-Cityof SouthEuclid utilizes the Tri-City Consortiumon Aging, a socialwork agency


for the elderly that addressesthe needsof seniorcitizensin SouthEuclid. in its efforts tL
llT)reasecitizen participatioqand targetthosethat could best be served,not only by the
CDBG grant programs,but by ali City, County, Stateand Federalgrant programs.As
elderly personsare presumedby HUD to be low and moderateincome households,this
cooperativeeffort betweenthe SouthEuclid Building Departmentand Office on Aging has
proven to be increasinglyimportantand effectiveover the past eight years.Currenttytrvo
outreachsocialworkershaveexperiencein the administrationof the City Grantprogram.

The City of SouthEuclid Building Department,beginningin2004,beganinformingcitizens


doorto-door during their annualinspectionprocessof the different progru*r availableto
residentsto fix housingcode violationsor ma\e interior and/orexterioi improvementsto
their property. Grant Programsincludedthe Exterior MaintenanceProgram,HELp Loan
Program,Low InterestLoan Programsfor Seniors,andthe HeritageHomJ Loanprogram.

The infrastructure,particularlythe StanhopeRoadwatermain,is unsuitablefor redevelopmentat
CedarCenter.The infraskucturehasreacheda critical stage,is no longerconsideredsafe,and
to takeplace.
mustbe rebuilt to allow for beneficialredevelopment

The existing6" watermain on Stanhope Roadhasexperienced 7 breaks(28 breaks/mile)in the


periodof 1985-2008.A copyof the ClevelandWaterDepartmentlsMain BreaksReportis
attachedfor reference.The existingfire flow is alsoextremelypoor,with fire flows aslow as
280 GPM, andis totally inadequate to supporta newretail center.The deficiencyin the water
main is CRITICAL.
The existing6 inch castiron uhter main will be replacedwith a new 12inch ductilemainbuilt to
currentClevelandWaterDepartrnentstandards. Includedarethereplacernent of fire hydrantson
siteandthe rernovalof redundantservicetapson CedarRoad,someof which arethe original
leadtype.
The existingdeterioratedsanitaryandstormsewerswill be completelyrehabilitatedusing
trenchless, castin placepipe (CIPP)technologythat createsa new seamless pipe thatprevents
exfiltrationandincreasesflow efficiency.Leaking,failing, brick manholeswill be replacedwith
new, sealedprecastunitsthatmeetthe currentGreatLakes-UpperMississippiRiver Board
(GLUMRB) Ten StatesStandards. The original infrastructurewasconstructedover 60 yearsago.
The life expectancyof the new watermain is estimatedto be over 100years,and50 yearsfor
sewerrehabilitation.
Thus,thereis a clearneedfor infrastructurereconstructionto occurat CedarCenterfor the
healthandsafetyof the redevelopment projectandsurroundingneighborhoods. Infrastructure
Reconstructionis critical to the success
of the CedarCenterRedevelopment.
