Expression of Interest for Consulting Services for
Project Management Unit for Energy Conservation Activities

The Engineer-in-Chief (Electricity) cum- Principal Chief Electrical Inspector, Govt. of Odisha, has
been functioning as the State Designated Agency (SDA) to coordinate, regulate and enforce
provisions of the Energy Conservation Act-2001 within the State. The organization works as a
facilitator for the promotion and implementation of various Energy Conservation activities as
mandated under the Energy Conservation Act 2001 in the state, by coordinating with Bureau of
Energy Efficiency (BEE), Central Govt., State Govt., private organizations and other stake holders. The
SDA works as an extended arm of the BEE for different energy conservation activities in the State.

Office of the Engineer-in-Chief Electricity-cum-Principal Chief Electrical Inspector and State
Designated Agency (SDA), Odisha, proposes to engage Consultants for providing Consulting services
for the proposed Project Management Unit (PMU) to be setup for facilitating implementation and
monitoring of various Energy Conservation Activities undertaken by the SDA in the State.

The duration of the support period shall be initially for a period of one year and may be extended
annually by SDA for a further period of three years based on satisfactory performance and support
needs.

Principal task of Consultant

The Consultant shall be required to undertake the following tasks:

1. Preparation of annual action plans including budget estimation, preparation of annual reports,
interaction with other Govt. Dept./ Organizations, conduct state level awards, industry
interaction, identification of demonstration projects, preparation of schemes and compliance
for promoting energy conservation, documentation of activities of the SDA etc.
2. Extend implementation and monitoring support to various organizations of the State for
different energy efficiency projects.
3. Verification and documenting capacity avoidance and energy savings.
4. Facilitate implementation of PAT scheme, Standards & Labeling program, Bachat Lamp Yojana,
Demand Side management and other energy conservation schemes of BEE, Govt. of India and
the State Govt. in the State of Odisha.
5. Extend necessary support to the SDA for fulfillment of its roles as assigned under the Energy
Conservation Act 2001 etc.

6. Explore new areas for energy conservation and energy efficiency in the state of Odisha.
7. Facilitate implementation of Odisha Energy Conservation Building Code (OECBC) and capacity
building.
8. Carry out walk through energy audits, facilitate investment Grade Energy Audit of industries and
industry clusters, Urban and local bodies, irrigation and water pumping systems, sewage
systems, street lighting systems, buildings etc. and vetting of Energy audit reports.
9. Preparation, finalization and vetting of DPRs (Detailed Project Reports) of energy efficiency
projects.
10. Conduct field visits for implementation and monitoring of different energy conservation
activities.
11. Organize awareness campaigns, workshops, seminars for different sector professionals, students
and general public.
12. Undertake activities as per the requirement of BEE, Govt. of India as prescribed from time to
time and extend necessary support for achievement of projected capacity avoidance as
prescribed by SDA and any other activities which is felt necessary for fulfillment of the role of
SDA as Prescribed by EC Act 2001 and its subsequent amendments.
The Consulting activities are proposed to be focused around the three major dedicated areas
namely:
1. Energy Efficiency projects and Industries.
2. OECBC and Buildings
3. Awareness and outreach
The services of the consultants shall be required full time for undertaking different activities of the
PMU. The services of at least three senior level consultants, two program analyst and three data
entry operators have been envisaged for the purpose.
Perceived benefits of the PMU
1. Monitoring of energy usage of the Govt. and other sectors of the State for better utilization of
contract demand and improved power factor.
2. Achievement of predicted Capacity avoidance.
3. Interfacing with different Govt. departments such as H&UD, Works, Public Health, Municipalities
and ULBs, Lift Irrigation, Transport, State PSUs and other stake holders.
4. Monitoring and verification of project implementations such as in drinking water pumping
stations, industries, buildings, lift irrigation etc.
5. Exploration of new opportunities of energy savings.
6. Creating awareness and capacity building.

Capacity Avoidance of around 200 MW during the 12

However the areas may be further expanded by SDA for ensuring effective utilization of resources.
An indicative list of major energy efficiency projects undertaken by the SDA are furnished below for
reference.

Energy Audits and energy efficiency implementation in Govt. Buildings including district
headquarters hospitals, district Collectorates, Universities.
Energy Audit and energy efficiency implementation in major Drinking Water Pumping
Stations including the systems at Bhubaneswar, Berhampur, Bolangir, water treatment
plants etc.
Demonstration energy efficient LED Lighting Systems including street lighting
Energy Efficiency in Lift Irrigation pumping systems
Energy Efficiency in Industries for waste heat recovery
Energy Conservation Policy Formulation
OECBC implementation
Capacity Building & Awareness


Interested Organizations:

Interested Organizations meeting the eligibility criteria willing to make known their interest in
providing consultancy services should do so through an Expression of Interest (EOI) in the prescribed
formats given below.

Criteria for short listing of Consultant

1. Experience in undertaking at least 10 (Ten) projects/ Assignments related to Energy
Conservation & Energy Efficiency Consulting and/ or implementation during the last three
financial years for various State Govt, Central Govt., or Central / State PSU. Experience in Private
Organizations/Industries having connected load of 100KW or more or contract demand of 120
KVA or higher for similar assignments shall also be considered.
2. Availability of qualified professionals to undertake the work out of which five should be with
BEE certifications i.e. Energy Manager/Energy Auditor, out of which at least three should be
Energy Auditors.
3. Valid PAN/TAN and latest service tax clearance certificate and furnishing of all relevant
information required for the purpose.
4. Annual audited turnover of the last three financial years.
5. Total audited annual turnover achieved during the last three financial years form energy
conservation activities only should be more than Rupees 1.5 crores. The details should be

submitted in the prescribed format Annexure-II duly certified by a Chartered Accountant. EOI
without these details shall not be evaluated.
Submission of EOI
Three printed copies and one soft copy (Electronic copy in CD clearly labeled) of the
completed EOI along with all details should be submitted in a sealed cover to the undersigned in the
address below so as to reach this office by 3:00PM of 20.06.2014.
The EOI submitted should have a table of contents and individual pages of all the
documents submitted as part of this EOI should be serially numbered with the document
references clearly indicated in the table of contents and all the formats. EOI without such details
shall not be evaluated.
The undersigned shall not be responsible for any delay in postal delivery. The EOI so
received shall be opened on 20.06.2014 by 4:00 PM in the office of the undersigned in presence of
the organizations or their authorized representatives if any. Only shortlisted organizations shall be
invited to participate in the RFP and further selection process and shall be contacted.
Undersigned reserves the right to cancel, accept or reject any or all of the EOI, subsequent
proposal or any bid or offer at any stage of the process without assigning any reason thereof.
