Malaysian Technical Standards Forum Bhd (MTSFB) has been designated by the Malaysian
Communications and Multimedia Commission (MCMC) to be a forum for Technical Standards
under Section 184 of the Communications and Multimedia Act 1998 (Part VII, Chapter 3 -
Technical Standards).

MTSFB is tasked with the responsibility to prepare the technical codes which may include, but
not limited to, matters as defined under Section 185.

Notwithstanding the above, a technical code may also be determined by the Commission in
accordance with Section 96.

A technical code prepared by the MTSFB or the Commission may include, but is not limited
to, the matters as defined under Section 185 and shall not be effective until it is registered by
the Commission pursuant to Section 95.

FOREWORD


This Technical Code was developed by the Fixed Network Facilities (FNF) Working Group under the
Malaysian Technical Standards Forum Bhd (MTSFB) in accordance with Section 185 of the
Communications and Multimedia Act 1998.

The Fixed Network Facilities forms a part of the Technical Standards and Infrastructure Requirements
(TSIR) document which serves as guidelines and standards in support of the Uniform Building By-
Laws (UBBL). This document as a sub-document of TSIR specifically develops for simple
development properties that only require a basic telecommunication infrastructure. The document
was prepared with the common understanding and agreement among the Fixed Network Providers
representatives in Malaysia.
In the context of meeting the needs of telecommunication (fixed network services) users, TSIR
addresses the technical system and infrastructure requirements necessary for having the fixed
network distribution system equipped in the building. This is important in view of Fixed Network
Services which are used as a medium for delivery the basic telecommunication service which are the
Telephony and Multi Broadband Services to the public / customers.

As stated above, the Fixed Network Facilities in the TSIR: For Simple Development document covers
two primary objectives:
It outlines the infrastructure requirements (for the purpose of setting up a common
and integrated fixed network distribution system) to consulting engineers, Property
Developers, owners and other responsible parties for the provisions to be made
available in the simple development category buildings.

It also provides the minimum technical specifications necessary for the Fixed Network
Telephony and Multi broadband distribution system to function as required in simple
development buildings.

This Technical Code shall continue to be valid and effective until reviewed or cancelled.

1. Document Scope
The Fixed Network Facilities covers the following focus areas:
System infrastructure requirement in building (condo/ apartment, low cost flats, single
dwelling and office buildings).
Minimum installation guidelines and standards.
Minimum technical and performance specifications for the services (including test
procedures).

4. Building Properties
4.1 General
4.1.1 In this section, it will define the criteria that can be defined as Simple Development
Properties. It will explain the criteria and the type of the building.
4.2 Building Criteria
4.2.1 The Simple Development Properties category can be defined as: a commercial or public
amenities property with less than 2 acres of land size and the building built-up should not
more than 1 acre. (1 acres = 4046.9m). The sample is as shown in Figure 4-1 below.

4.2.2 Telecommunication Infrastructure: Terminal Outlet (TO) location (i.e Distribution Point, Tie
Cable) that is not exceeding 2-storey or not exceeding 6 meter (in height) from Access Level
a) Fixed communication infra (MH /pole along roadside)
b) Maximum of 10 pairs for Voice Service and 1 port for Broadband
c) 150 meters distance from the NFP tapping manhole up to TP
4.2.3 Access Level can be defined as location the interface point or the location that the NFP will
locate the equipment or any type of network elements.
4.2.4 Available Existing Utilities:
a) Water pipe less than 150mm Diameter or less than 2200 gallon and less than 30m length
b) Electricity
c) Sewerage : single connection or individual septic tank up to 150 population equivalent (PE)

5. Building Type
5.1.1 Simple Development Properties shall limited to the Commercial or Public amenities building.

6. Type Of Services
6.1 Basic Services
6.1.1 The Table 6-1 below described in details of basic services that must be offered to commercial
building which fall into the Simple Development Properties category. Those services are the
compulsory service that must be provided by NFP. Other that those listed service, can be
considered as an optional services.

6.1.2 All the Simple Development Properties shall be offered with Voice and Broadband service as
an essential service.
6.1.3 The Property Developer shall provide either fibre or copper infrastructure based on
recommendation from NFP. However, Property Developer also allowed to provide both type
of the cabling. However the activation and the selection of the infrastructure will be depend on
the type of network that will be offered by NFP

6.2 OPTIONAL SERVICE
6.2.1 Beside the basic services as described above, there are other communications services can
be offered to the Simple Development Property. However, those services shall be considered
as optional services depend on the requirement from Property Developer and the agreement
of the NFP The optional service that can be considered as show in Table 6-2 below:

7. Telecommunication Infrastructure Requirement
7.1 General
7.1.1 Telecommunication infrastructure is referring to the infrastructure that will be used for NFP to
offer the service inside the development area. The lists of external infrastructures are as
below:

7.2 Infrastructure Demarcation
7.2.1 The demarcation point between NFP and Property Developer or Premise Owner is the
nearest existing manhole of the NFP that linked with Property Developers manhole as
illustrated in Figure 7-1 below:

7.2.2 The manhole and all infrastructures toward NFP Central Office are under NFP responsibility.
The infrastructure beyond the manhole toward the property is under Property Developer
responsibility.
7.2.3 Once the construction of the manhole and the duct route were completed, the infrastructure
prepared by Properties Developer or Premise Owner outside the development area will be
then handed over to the first appointed NFP and shall be maintained by NFP up to the
property boundary as part of the public area.
7.2.4 The infrastructure maintenance within the Property Developer boundary shall be under the
jurisdiction of the Premise Owner.
7.2.5 The Property Developer must place their manhole < 20 meter from the existing NFP manhole
and provide the duct route to connect and link up with the NFP manhole.

7.3 Manhole and Underground duct
7.3.1 The distance of the underground infrastructure to nearest POP infra shall not exceed
150meter.
7.3.2 The underground duct-ways are required to connect from the road side manhole belongs to
NFP directly to the building. The minimum number of duct-way is two (2) with the minimum
diameter of 100mm.
7.3.3 The duct provision shall be made to accommodate the local line installation envisaged for the
period of 20 years; to be certified thru certification.
7.3.4 The duct routes must be as straight, without sharp bends and not obstructed. The maximum
allowable bending radius is 20 times of duct diameter.
7.3.5 Whenever possible, laying duct routes under expensive paving should be avoided.
7.3.6 Draw role must be installed in the duct for NFP to use it during installation for the fibre to the
premise from the NFP manhole.
7.3.7 The Property Developer or Premise Owner shall ensure that the constructed ducting system
has a minimal risk from the nature disaster such as flood, earthquake etc. In the area where
such condition cannot be avoided, the Property Developer shall construct resolution to ensure
the ducting system will always be ensured in a good quality condition.
7.3.8 The jointing chambers on the route shall be sited with particular attention to:
Minimize hazards to traffic and personnel;
Provision of adequate size for the accommodation of all equipment including repeater
housings and cable joints; and
Having a duct sectional length (manhole centre to manhole centre distance) of 50 to 100
meters wherever practicable barring factors such as obstructions in the line of duct route
which can be avoided by bending ducts major changes in the direction of the duct route
and future extension or cable.
The Property Developer must consult the NFP on the appropriate selection of number and
design of the duct-ways.

7.3.9 The recommended manhole size is as shown in Table 7-1 below:

7.4 Underground Duct Route Design
7.4.1 The recommended designs for the duct route are as shown in Figure 7-2 and Figure 7-3,
respectively. show the sample of under drain duct design. This design is applicable if the
depth of the drain is less than 450mm (1.5 feet).
7.4.2 Before entering the wall section of the premise, small pit with minimum size 300 mm X
300mm X 300mm shall be prepared for easy access during the maintenance work.
7.4.3 The Fibre Termination Box (FTB) at outside of the wall must be provided for easier future
operation and maintenance. The recommended height of FTB is 2.0-2.5 meter from the
ground.
7.4.4 If the depth of the drain is more than 450mm (1.5 feet), the recommended design is as shown
in Figure 7-3. In this case, the duct must be protected by minimum 100mm of GI pipe to cover
the duct from broken and to be made available by the Property Developer.

7.4.5 The duct diameter must minimum 50mm with maximum bending radius is 10 times of the duct
diameter. Figure 7-4 shows the recommended size and allowable bending radius for the

premise accessing duct. The material of the duct shall be PVC or harder and must strong
enough to protect the cable inside and able to sustain up to 20 years period.

7.5 Design For Pole Feeding Properties
7.5.1 For cases where property feeds via pole, the Property Developer must provide manhole to the
nearest Network Facility Provider manhole before the Network Facility Provider can lay their
cable, to serve the properties inside that new development area. Figure 7-5 below shows the
connection from the nearest NFPs manhole to the pole type of deployment and Figure 7-6
below show the connection from NFP cable via pole
7.5.2 The manhole specifications shall follow specification as explained in Section 7.2 above.
7.5.3 Property Developer to provide ducting up to nearest NFP pole.

7.6 Telecommunication Closet (TC)
7.6.1 Telecommunication Closet is an option for Telecommunication Room which shall provide the
same function which is to house the telecommunication facilities and elements for low scale
building.
7.6.2 The room must be of an appropriate size & height, safe, well-lit, flood-free and
environmentally a protected area for equipment and personnel.
7.6.3 A 150 mm high kerb shall be provided across the doorway to prevent water from getting in.
7.6.4 The Property Developer must dedicate a room with security lock to locate all Fixed Network
equipment and cables, identified as the Telecommunications Room.
7.6.5 The Telecommunications Closet shall be placed on the Ground-floor area and connected to
the manhole and duct-way and should be located free from perceptible vibration. Ducting,
sewage pipes, air condition pipes etc. shall not pass through the Telecommunications Room.
7.6.6 The recommended Telecommunications Closet dimension is as shown in Table 7-2 :

7.6.7 The Telecommunications Closet shall be provided with electrical AC supply from the utility
supplies at a nominal of 415 V, 3 phase, 4 wires, 50 Hz system or at a nominal voltage of
240V AC Single-Phase system with solidly earth system. The type of AC supply and rating
will be dependent on the expected load.
7.6.8 The Telecommunications Room shall be equipped with daylight type fluorescent lighting that
can provide a minimum of 300 Lux luminance at floor level.
7.6.9 The Telecommunications Room shall be air-conditioned or equipped to maintain humidity and
room temperature at 30 50 % relative humidity and below 30
o
C respectively under all
conditions. The room shall be fitted with a ventilation fan system capable of 30 air
change/min, activated when the room temperature rises above 35 C.
7.6.10 There should be no opening in the Telecommunications Closet except for the door, the
ventilation and cabling ducts. The door dimension shall be 1m X 2.5m. All windows if any
must be shut and sealed along the frames to keep out water and dust and blind should be
provided to avoid direct sunlight. Solid walls should be provided for heavy equipment
mounting. The walls and ceiling should be of normal finishing or be painted with light-coloured
vinyl emulsion or gloss paint. Floor of the Telecommunications Room shall be of material that
is easy to clean and not susceptible to accumulation of dust, flooring requirement is anti-static
vinyl type mat and bonded to the earth bus bar. The room must be flood free. A 150 mm kerb
across the doorway is required to prevent water from entering the room.
7.6.11 The clear ceiling height of Telecommunications Room shall not be less than 3 meter, so as to
enable installation of equipment, cabinets and cabling.

7.7 Telecommunication room (TR)
7.7.1 Space Requirement
7.7.1.1 The Property Developer must dedicate a room with security lock to locate all Fixed Network
equipment and cables, identified as the Telecommunications Room.
7.7.1.2 The floor area is required for Telecommunications Room inclusive of the subscriber
distribution frame and termination equipment shall depend on the type and ultimate demand
of the building. A minimum clear floor space of 750mm is essential in front of all accessible
points of the equipment in order to provide adequate working space for installation, testing
and maintenance service.
7.7.1.3 The Telecommunications Room shall be placed on the Ground-floor area and connected to
the manhole and duct-way and should be located free from perceptible vibration. Ducting,
sewage pipes, air condition pipes etc. shall not pass through the Telecommunications
Room. Refer to Table 1 for details.
7.7.1.4 The Telecommunications Room floor space dimension for Simple Development building is

7.7.2 Electrical Requirement
7.7.2.1 The Telecommunications Room shall be provided with electrical AC supply from the utility
supplies at a nominal of 415 V, 3 phase, 4 wires, 50 Hz system or at a nominal voltage of
240V AC Single-Phase system with solidly earth system. The type of AC supply and rating
will be dependent on the expected load.
7.7.2.2 The Telecommunications Room shall be equipped with a 20A TPN metal clad DB of 20A.
The DB should be equipped with the following:
a) ELCB (Earth Leakage Circuit Breaker)
b) ARS (Automatic Restoration System); an auto re-closure device that works with the
ELCB.
c) To normalize the power system for ensuring minimum system downtime and site
attendance.
d) Surge protection system of 40KA and
e) 20-way MCB (Main Circuit Breaker) (buildings with 6 floors and above).

7.7.2.3 The electrical supply should be connected to the essential power generator if provided. An
earth leakage circuit breaker shall be installed inside the room.
7.7.2.4 The Telecommunications Room shall be equipped with daylight type fluorescent lighting that
can provide a minimum of 300 Lux luminance at floor level. The earthing system should
have a resistance to earth of not greater than 10 ohm (Ref: BS6651 and IEC60364-1), and
be terminated on an earth bus bar inside the room. The main earth conductor should have a
cross section of not less than 70 mm
2
via the shortest routing. The earthing system shall be
connected to the building main grounding. The grounding system termination is as Figure
7-7 below.

7.7.3 Temperature/Ventilation
7.7.3.1 The Telecommunications Room shall be air-conditioned or equipped to maintain humidity
and room temperature at 30 50 % relative humidity and below 30
o
C respectively under all
conditions. The room shall be fitted with a ventilation fan system capable of 30 air
change/min, activated when the room temperature rises above 35 C.
7.7.4 Accessibility
7.7.4.1 There should be no opening in the Telecommunications Room except for the door, the
ventilation and cabling ducts. The door dimension shall be 1m X 2.5m. All windows if any
must be shut and sealed along the frames to keep out water and dust and blind should be
provided to avoid direct sunlight. Solid walls should be provided for heavy equipment
mounting. The walls and ceiling should be of normal finishing or be painted with light-
colored vinyl emulsion or gloss paint. Floor of the Telecommunications Room shall be of
material that is easy to clean and not susceptible to accumulation of dust, flooring
requirement is anti-static vinyl type mat and bonded to the earth bus bar. The room must be
flood free. A 150 mm kerb across the doorway is required to prevent water from entering the
room.

7.7.5 Security
7.7.5.1 The Telecommunications Room shall be locked at all times and only authorized personnel
be allowed access. The key for this room shall be kept by the Premise Owner or the building
manager of the building and made available to authorized personnel when required. No
water tank, main water drainage pipes should be installed directly above the room. Property
Developer should observe all relevant ordinance and regulation regarding the fire safety
requirements during the design of the Telecommunications Room, by having:

a) portable hand-operated fire extinguisher; and
b) emergency lighting connection to backup power supply.

7.7.6 Smoke detection device should be installed inside the Telecommunications Room and be
connected to the central control of the building management office. The room should be fitted
with a fire door as per Jabatan Bomba dan Penyelamat Malaysia approval.
7.7.7 Floor Loading - The Telecommunication Room shall be designed for a minimum distributed
load of 500 kg/m
2
and concentrated floor loading of 910 kg/m
2
.
7.7.8 Room Height - The clear ceiling height of Telecommunications Room shall not be less
than 3 meter, so as to enable installation of equipment, cabinets and cabling.
7.8 Riser
7.8.1 Riser Requirement
7.8.1.1 To obtain maximum benefit from the distribution system, the riser duct should be placed
centrally with respect to the distribution in which it is to serve. To facilitate the installation
and maintenance of horizontal cables, the distance between the riser duct and the outlet
point in the home unit should be kept as short as possible that is less than 30 meters. A 150
mm high kerb shall be provided across the doorway to prevent water from getting in. For low
cost building the cable riser shall be sited in easily accessible area inside the building like
staircase landing area.
7.8.1.2 The following services are not allowed to share this riser:
a) Water piping
b) Firefighting
c) Building Electrical System
d) Gas distribution
e) Any other services that may cause moist, danger or any harmful effect on human
life
7.8.2 Riser Size / Working Space
7.8.2.1 The size of the riser is as shown in Table 7-4 below:

7.8.3 Riser Arrangement
7.8.3.1 Vertical closed cable trunking and the riser can be shared between Broadcast services, and
other Telecommunications services. The arrangement of these cables in the riser shall be
as follows:
a) from the left is for Radio Communication (Cellular Network) services;
b) the center is for Telecommunication (Fixed Network) services; and
c) from right side is for Broadcast services.
7.8.3.2 Closed trunking shall be used and shall be solidly grounded to provide shielding between
different services. The trunking shall be galvanized steel plate, epoxy powder coated
against corrosion with a finishing of light blue paint.

7.8.3.3 The Fixed Network horizontal conduit / trunking shall be separated and dedicated to related
services such as follows:-
a) Telephony Services.
b) Digital Leased Circuit Services.
c) Multimedia Broadband Services.
d) Local Area Network (LAN)
e) Extra Light Voltage (ELV) Services

7.8.3.4 Sharing of services apart from those listed above is strictly prohibited.
7.8.3.5 The size of the horizontal trunking along the corridor shall be according to the number of
cables as shown in Table 7-5.

7.8.3.6 The size of the horizontal drop cable into the individual unit shall be using at least a PVC
conduit of 19 mm diameter. All conduits or cable enclosure need to be completely
concealed and should not protrude so as to reduce the aesthetics either within or outside
the customer premise.
7.8.4 Bending Radius
7.8.4.1 In case the building is equips with Fibre Cabling, the allowable bending radius is 10 times of
the trunking size.
7.8.5 Accessibility
7.8.5.1 Access to each riser will be necessary on each floor and should always be available from a
corridor or other common area to avoid undue disturbance to occupants. The riser shall
have a hinged and locked door on every floor and it is important that it be fire proof. The
riser door key shall be kept by the building Premise Owner for safe custody.
7.8.6 Electrical Requirement
7.8.6.1 The riser shall be fitted with sufficient florescent lighting to facilitate work and the word
"TELECOMMUNICATIONS SERVICES" shall be displayed on the door of the riser closure.
A minimum of 2 nos. of 13 Amp power sockets shall be provided at the alternate building
floor in the riser to cater for the need of Fixed Network services distribution equipment.
However if needs arise for larger blocks (i.e. more than 10 apartment units per floor), 2 nos.
of 13 Amp switch socket outlets for every floor is recommended.
7.9 Property Developer or Premise Owner Responsibilities
7.9.1 The Property Developer or Premise Owner shall be responsible at its own expense for the
provision and maintenance of all the facilities within the development area, including but not
limited to the facility records, cable trays, trunkings, lead-in and underground pipes,
manholes, and for ensuring that they are in good serviceable condition and accessible to the
Network Facility Provider (NFP) personnel at all times
7.9.2 The Property Developer or Premise Owner shall ensure at its own expense that adequate
security measures are taken at the trunkings, lead-in and underground pipes, manholes to
pre-empt trespassing by any unauthorized personnel. Under no circumstances should the
trunkings, lead-in and underground pipes, manholes be used for any other purpose such as a
store room.
7.9.3 The Property Developer or Premise Owner shall open and allow NFP to use the trunkings,
lead-in and underground pipes, manholes for their deployment of telecommunication services.
7.9.4 All infrastructure materials and installation cost such as manholes, poles, ducts & etc. up to
the property line and within the Property Developers premises will be borne by the Property
Developer.
7.9.5 Construction of the telephony infrastructure ducting within the developments boundary line to
the nearest NFP (POP) shall be under Property Developers responsibility. This have to be
done according to the proposed civil drawing designed and handed over to the NFP.
7.10 Network Facilities Provider (NFP) RESPONSIBILITIES
7.10.1 After handing over of the infrastructure and facilities to the NFP for their deployment of
installation, plant and systems, the NFP shall be responsible for maintaining their installation,
plant and systems and the general cleanliness of the space and facilities.

8. In Building Fibre Cabling
8.1 General
8.1.1 This section covers the requirement for cabling and its related elements inside the building
from the Termination Point (TP) to the users last point which is the Termination Outlet (TO).
8.1.2 All material use for the cabling must be Type Approved by SIRIM and NFP. Type Approved
Certificate must be provided during service provisioning or infrastructure acceptance
activities. Failure may impact the NFP to reject the service application.
8.2 Cabling Demarcation point
8.2.1 The cabling demarcation point is at Termination Point as show in Figure 8-1 below.

8.2.2 NFP Responsibilities - All the cabling from NFP Manhole toward the Termination Point shall
be provided by the selected NFP. However after the service been provisioned to the premise,
the responsibility to ensure the cabling is in good condition within the development area is
under the Premise Owner. If the damage of the cabling is due to the poor maintenance or
directly cause by the Premise Owner, NFP may transfer the restoration responsibility to the
Premise Owner.
8.2.3 Property Developer / Premise Owner Responsibilities All the cabling from Termination,
including the Termination point, are under Property Developer / Premise Owner responsibility.
Property Developer / Premise Owner must prepare the cabling according the specification.
After premise completion, Premise Owner is responsible to maintain and ensure all the
cabling is good condition. Premise Owner is fully responsible for any restoration in case of
any damage.
8.3 Termination Point - Fibre Termination Box (FTB)
8.3.1 Termination point for fibre cabling is refers to Fibre Termination Box (FTB).
8.3.2 The FTB is located at the building wall acts as the connection point between the medium or
low density fibre count/copper distribution cables into the customer premise.
8.3.3 The FTB including all the elements inside it must be provided by the Property Developer
using the Type Approved by SIRIM and NFP. FTB must be robust and weather proof
especially for outdoor installation.
8.3.4 The minimum number of termination point inside FTB is two (2) using the SC/UPC
connectors.
8.3.5 FTB must be placed 2.0 2.5m from the ground.

8.3.6 If FTB is placed outside of the building, it must comply with the outdoor environment
according to SIRIM and NFP recommendation, to sustain minimum 15 years.
8.3.7 Specification of the FTB is explained in Appendix A.
8.3.8 Sample of the FTB is as shown in Figure 8-2 below.

8.4 Fibre Wall Socket (FWS)
8.4.1 The Fibre Wall Socket (FWS) is a termination point for the Internal Fibre cable and act as a
connection point to the Customer Premise Equipment (CPE).
8.4.2 The FWS must be provided by the Property Developer with SC output connector for
connection with CPEs patch cord. The CPE patch cord will be provided by the NFP during
the service activation.
8.4.3 Minimum one unit of FWS must be provided by the Property Developer in all premises.
However the number of FWS can be more depend on the number of potential customer in
each unit of premise. The FWS and all the elements inside it must be type approved by SIRIM
and NFP.
8.4.4 The minimum number of termination point inside FWS is two (2) using the SC/UPC
connectors. The effective fibre core terminated inside FWS is 2 cores.
8.4.5 The FWS must equip with shutter at both end adapter to protect internal SC/UPC connector
and other end of adapters must be equipped with dust cap.
8.4.6 The FWS must be placed at 0.3 m above the floor level and 0.3 m from the corner of the wall
or from electrical points. The FWS must be made from the non-corrosive material or treated
metallic material to resist corrosion.
8.4.7 FTB must be placed 1.5 2.0m from the ground. The sample of FWS is as shown in Figure
8-3 below..

8.5 Internal fibre cable
8.5.1 Internal fibre cable is refers to the connection cable between FTB and FWS.
8.5.2 Minimum 2 cores of internal fibre cable must be prepared between FTB and FWS and
connected to both of the SC adaptor inside the FTB and FWS.
8.5.3 The Internal Fibre Cable consists of two (2) cores fibre between two (2) strength members to
protect fibre from damage due to the force such as bending, twisting, tensile stress, etc and
surrounded by white LSZH sheath.
8.5.4 The cable shall meet all applicable requirement stated in ANSI/ICEA S-104-696, ITU-T, IEC
60794-2 (2002-12) or JIS Standard for Optical Fibre Outside Plant Communication Cable, as
well as those stated within this specification.
8.5.5 The cable type is ITU-T G.652D Single Mode fibre. However, it is highly recommended to use
G.657 Bend Insensitive Type for Internal fibre cable to reduce the fibre loss due to
macrobending during the installation work. General specification for G.657 indoor fibre cables
is shown in Table 8-1 below:

8.5.6 Internal Fibre cable is used for corridor and indoor cabling. Its structure is shown in Figure 8-4
below.
8.5.7 Internal Fibre cable is suitable for aerial, duct, fixing along with wall, under carpet, installation
ways, and its characteristics are as followings:
a) Small outer diameter, light weight, suitable for branching, indoor, limited room;
b) Reserved tearing gap of optical cable can separate the fibre easily without
instruments, which is convenient to construct;
c) Adopting small winding radius fibre with 15mm and even 10mm, suitable for
indoor routing under the instance of sudden turning, for instance wall-pole corner
and indoor smooth panel ;

8.5.8 In addition, there are two specifications for this cable (1-core, 2-core), configuring according
to different scene requirements.
8.5.9 The main advantages of the indoor flexible optical cables are:
a) Easy split construction where the jacket can be peeled to open without using any
tool;
b) Fibre is stripped and cleaved using conventional tools;
c) Readily available compatible interconnection components from multiple
international vendors;
d) Complies to ITU-Ts IEC standards; and
e) Multi-fibre core version of the same cable can be used as distribution cable (aerial
or underground).

8.6 Cabling insertion loss
8.6.1 Property Developer must perform the cabling insertion loss test for all fibre cores between
FTB and FWS and provide the test result to the NFP during service provisioning or the
infrastructure acceptance process. The total Insertion Loss for each connection must not
exceed 1.6dB. The typical elements as show in Table 8-2 below may be used as reference
during cabling planning to ensure the total Insertion Loss is meeting the specification.

8.7 Cabling Design
8.7.1 Fibre cabling is and options depend on the design and the service requirement in the
premise. Generally, for building that have multiple working area and each working area
require higher bandwidth, fibre cabling should the most suitable design. Figure below show

8.7.2 As an option, for building that only require a basic telecommunication service, structured
cabling as explain in next Section, which only consist of copper cabling might be adopted.
For this case, all the CPE shall be installed and located in the Telecommunication Closet or
Room and the proper cabling and termination point must be prepared accordingly. All the fibre
infrastructure including the cable and all the accessories shall be install by the NFP together
with the CPE during service provisioning. The sample design of structured cabling without any
fibre connection is as shown Figure 8-6 in below.

9. Structured Cabling
9.1 General
9.1.1 Structured cabling is referred to the internal copper cabling from the CPE up to the
telecommunication outlet which connected to customers communication device.
9.1.2 Structured cabling may consist of Termination Point (TP), cable and Telecommunication
Outlet (TO).
9.1.3 All material use for the structured cabling must be Type Approved by SIRIM and NFP. Type
Approved Certificate must be provided during service provisioning or infrastructure
acceptance activities. Failure may impact the NFP to reject the service application.
9.2 Termination Point (TP)
9.2.1 TP (termination point) acts as the connection point between the Network Facility Providers
and the in-building cable. It also acts as the distribution point for in-building cabling. The TP
must be located inside the Telecommunication Closet or Telecommunication Room.
9.2.2 The arrangement of the element inside the Telecommunication Closet is as per shown in
Figure 9-1 below;

9.2.3 The jumper in Telecommunication Closet between NFP Copper Block or Broadband CPE and
Disconnection Module shall not exceed 500mm.
9.2.4 The voice only service will be terminated at the copper block inside the Telecommunication
Closet. For Broadband service, NFP may install an active Broadband CPE, device inside
the Telecommunication Clost. An ample space generally 1U space of 19 rack, for the
broadband CPE must be reserved to inside the Telecommunication Closet. The CPE types
are as below:
a) Broadband (BB) Modem for Copper Network
b) Optical Network Unit for fibre network
9.2.5 The Termination Closet shall contains 13 AMP of 3 Pin Plug Power socket outlet.
9.2.6 Minimum of 10 Disconnection Module with arrestor for surge protection connected to RJ11
Telecommunication Outlet via Cat 5e or higher cable must be installed in the
Telecommunication Closet. The specification of the Disconnection Module is explained in
Appendix B
9.2.7 Minimum of 2 x RJ45 socket connected to RJ45 Telecommunication Outlet via Cat 5e or
higher cable must be installed in the Telecommunication Closet
9.2.8 Labelling & tagging of each termination point with printed and clearly seen tagging material.

9.3 Structured Cable
9.3.1 Minimum of 4 x UTP cable - Cat 5e or higher must be installed between Termination Point
(TP) to Telecommunication Outlet (TO). 2 of the cables shall be terminated at RJ11 TO and
the other 2 cables shall be terminated at RJ45 socket in work area.
9.3.2 The maximum cabling length from the Termination Point (TP) of the cable in the
Telecommunication Closet to the TO in the work area shall be 90m regardless of the medium.
9.3.3 A total mechanical length of 10m is permitted for work area cables, patch cord or jumpers and
equipment cables in any structured cable segment. These mechanical lengths vary according
to requirements but shall be consistent throughout the premises.
9.3.4 Cables of different characteristic impedance shall not be mixed within a cabling link.
9.3.5 The preferred cables for internal copper cabling sub-system are as follows:
a) 100 balanced cable
b) 0.5mm copper size
9.3.6 Specification of copper cable is explains in Appendix C.
9.4 Telecommunication Outlet (TO)
9.4.1 Telecommunication Outlet (TO) is referred to the outlet that directly connected to the end user
communication device such as telephone set or personnel computer.
9.4.2 TO is higher recommend to be installed on the wall mounted. The position of the TO shall be
placed at 300mm-400mm from floor level and shall readily accessible throughout the work
area.
9.4.3 To feed the telecommunication device with the electrical power, it is highly recommended to
place the TO adjacent to 2 x Power socket 3 pin plug 13Amp socket outlet.
9.4.4 The minimum number of TO shall be four (4) which shall consists of 2 x RJ11 and 2 X RJ45.
TO can be provided together or separately located depending on the working area setup in
the premise. The designer shall have the final say on the number of TOs provided that the
minimum number of TO rule is not violated. A high density of TO will provide the flexibility of
the cabling to cater for future requirement.
9.4.5 If a TO is supported by balanced cable, 4 pairs shall be provided at each TO with all pairs
being terminated. TO shall be marked with a permanent label that is visible to each user. The
changes shall be recorded.
9.4.6 Each TO can be configured separately or in single faceplate as shown in Figure 9-2 below.

10. Cabling test
10.1 UTP cabling test
10.1.1 Each cable be tested using the UTP Cable tester UTP Test Equipment. All of the item as
listed below must be tested to ensure all the cabling are in good condition and able to support
services as require by NFP and meet the EIA/TIA 568 standard.
Wiremap Test ,
Performance Test - Return loss, Crosstalk, Cable Attenuation test
Length measurement.
10.1.2 The Test Equipment for system certification should comply with Level IIE-Test Equipment.
Level III Test Equipment is recommended. The Test Equipment shall be initialized before use.
10.1.3 Wiremap Test
10.1.3.1 Figure 10-1 below show the sample of wiremap tester to verify cable continuity, short, open
and crossed wire pairs.

10.1.3.2 Wiremapping is a simple test that confirms that each wire is hooked up correctly, with no
opens or shorts. Each pair must be connected to the correct pins at the plugs and jacks,
with good contacts in the terminations. A "wiremapper" is basically a continuity checker that
determines if pins are correctly connected.
10.1.3.3 Length measurement - Since EIA/TIA568 cables must be less than 90 meters (296 feet) in
the permanent link and 100 meters in the channel (328 feet), cable length must be tested
using the Time Domain Reflectometer (TDR) or Cable Certifier
10.1.4 Performance Test
10.1.4.1 To verify the performance of the UTP cable, generally LAN Verifier Equipment is highly
recommended. This test is to ensure the prepared cabling are able to support higher
bandwidth service.
10.1.4.2 Performance testing for attenuation, crosstalk, etc. requires testing over the full frequency
range of the cable. The frequency range for each cable type is:
Cat 3: 16 MHz
Cat 5/5e: 100 MHz
Cat 6: 250 Mhz
Cat 6A: 500 MHz

10.1.4.3 Attenuation test requires a tester at each end of the cable, one to send and one to receive,
then one of them will calculate the loss and record it. There are pass fail criteria for the
cable at Cat 3, 4, 5, 5e, 6 and 6A max frequencies. Here is how a typical cable attenuation
changes with frequency.
10.1.4.4 Cat 5e /6 testers measure crosstalk from one pair to all three other pairs for each pair and
compare it to the 568 specs, giving a pass/fail result. Some also calculate "ACR" or
attenuation/crosstalk ratio, as it is a measure of how big the crosstalk signal is to the
attenuated signal at the receiver. You want this number as big as possible, as it is an
indication of the signal to noise ratio.

10.1.5 UTP Testing Procedures
Test shall be done on every single cable from point to point (patch panel to TO).
At the end of the installation, structured cabling cable pairs of Cat 5 cables shall
be tested from the Telecommunications Point to the telecommunication outlet
(TO).
Permanent link configuration is as follows
For Cat 5e cables, the following Permanent link test shall be performed:
a) Insertion Loss
b) NEXT
c) Powersum NEXT
d) ELFEXT
e) Powersum ELFEXT
f) Return loss
g) Delay Skew
h) Attenuation to Crosstalk ratio (ACR).
10.1.5.1 Any pairs not meeting the requirements of the standard shall be brought into compliance.

10.2 Fibre Cabling Test
10.2.1 For the building the been installed with the fibre cabling, each connection of the fibre must be
tested to ensure it is in working condition and meeting the NFP specification. Generally, only
Insertion Loss (IL) test require to be performed. NFP may require additional test depend on
their requirement.
10.2.2 Insertion Loss (IL) test is performed to measure the total loss between FTB and FWS. It
should inclusive of the connector loss inside the FTB and FWS, cable loss and also any
jointing loss between that connector. IL is measured in dB unit and the allowable IL loss
between FTB and FWS is 1.6dB.
10.2.3 To measure IL, generally the test gear as below is used:
Optical Loss Test Set (OLTS)
Power Meter together with Light Source
Optical Time Domain Reflectometer (OTDR)
10.2.4 All the cabling should be connected as shown in Figure 10-3 below to perform the IL test:

10.2.5 Each fibre cores test result must be captured and presented during service activation or
infrastructure acceptance process. Test result must be recorded using the format as show in
Appendix D: IL Test Result

11. Infrastucture and Cabling ACCEPTANCE Procedure
11.1 Timeline to provide services
11.1.1 Property Developer or Premise Owner shall submit the engage with selected NFP for the NFP
infrastructure connection 90 days before service installation target date.
11.1.2 Upon the completion of the infrastructure and the cabling, Premise Owner shall submit the
service application form to NFP 14 days before service installation target date.
11.2 Service application Process flow

11.3.2 During the infrastructure acceptance process, if necessary, NFP will issue Certificate of
Acceptance (COA) if all of the requirement were fulfilled according the requirement.
11.4 Rules & Regulation
11.4.1 The Property Developer shall hire OSHE and CIDB certified contractor for all the
telecommunications infrastructure and cabling work for the development areas.
11.4.2 Both parties shall adhere to the agreed acceptance procedure.
11.4.3 The Property Developer to notify selected NFP with 7 days written notice.
11.4.4 The Property Developer r to prepare all the documentations required for all the processes for
the acceptance procedure
11.4.5 The Property Developer to prepare all the necessary tools and test gear and all the relevant
officials/ personnel are required to presence during the acceptance procedure.
11.4.6 The acceptances procedures and processes should be performed and completed on the
same day
11.4.7 The Property Developer to ensure all relevant permits are obtained and to be incompliance
with all the relevant safety requirements.
11.4.8 The acceptance procedure is to be performed once the development progress is 95%
completed
11.4.9 The NFP shall issue certification of acceptance (COA) upon completion of acceptance

Annex B

Fibre Termination Box (FTB) & Fibre Wall Socket (FWS) Specifications

1) The termination box shall be suitable for attachment to inside or outside wall of a building.
2) The material shall be able to protect the component against harsh, high heat and humidity
environment. The termination box shall be designed and conforms to IP44 of IEC 60529 Ed.
2.1 standards or better for indoor application and IP55 of IEC 60529 Ed. 2.1 standards or
better for outdoor application.
3) Evidence (such as certificate, letter of conformance, etc) from SIRIM or authorized body
shall be provided during approval process.
4) The termination box shall be suitable for 19 rack-mount and/or wall mounted. The offered
termination box shall be complete with its respective mounting kits.
5) The framework of the high density and medium density fibre termination box shall be
fabricated from electro-galvanised steel or rust proof steel plating of thickness not less than
2.0mm and the design shall conforms to ISO 2081 or other recognized standards.
6) The framework of the premise fibre termination box and fibre socket shall be plastic injection
moulded or thermoplastic and made of fire retardant material. All the plastic material shall
have a rating of V-1 or better as determined by Underwriters Laboratories UL94 standard.
7) The fibre termination box shall be design with built-in splitter or without splitter.
8) All edges shall be rounded.
9) Total weight of the fibre termination box including full accessories shall be suitable for wall
mounting.
10) Maximum overall dimension shall be 16 (H) x 18 (W) x 6 (D) [406mm (H) x 457mm (W) x
152mm (D)] for high density termination box.
11) Maximum overall dimension shall be 8 (H) x 5 (W) x 1.5 (D) [203mm (H) x 127mm (W) x
38mm (D)] for customer premise termination box.
12) The developer shall propose separate sizes and capacity to provide cable management and
connection for high, medium, low and individual premise fibre installation including fibre
socket.
13) The developer shall furnish details specification and characteristic of the various sizes of the
fibre termination box and fibre socket offered during the submission of proposal for
evaluation.
14) The developer shall submit proposed technical drawings complete with dimensions for the
product offered.
15) The fibre termination box shall consist of moulded inner fibre slack storage, sleeve holder
and integral positive lock strain relief for cable and other accessories deem necessary.
16) The fibre termination box design shall have suitable splice tray and cable management area
to provide for minimum bending radius and for storage ruggedized splitter pigtails.
17) Suitable number of splice organizes trays or splice trays shall be provided in the splice
compartment. The splice tray shall be of cartridge or cassette types that are stackable and
flappable or able to be opened sideways.
18) The number of trays and other appropriate accessories provided shall suit the maximum
number of cores of the fibres intended to be installed. The splice tray shall comply with GR-
771.

19) The fibre termination box shall have pre-assembled plates with SC coupling for fibre
patching.
20) It shall be designed with two (2) physically separated compartments to isolate the incoming
cable (capable of accommodating splitter where needed) from the Drop Fibre compartment.
21) The door opening shall be designed for suitable operation in confined space.
22) The fibre termination box shall be provided with various sizes of cable entries at both top
and bottom. All cable entries shall be provided with rubber grommets to protect the cable
and prevent pest and dirt entry.
23) The rubber grommets shall have suitable guides for different cable sizes to permits pass
through of additional fibres.
24) The fibre termination box design shall be economical, effective, robust and compact to
provide access point for Drop Fibre and Internal Fibre.
25) Each fibre termination box shall be provided with a table or label card for circuit identification
purpose. The table shall be printed on durable material in such a manner as to be
permanently legible, protected by an acrylic pocket and properly displayed on the inside
cover of the termination box.
26) Approved laser caution signs as per IEC 60825-1 Ed 2.0 requirements shall be provided as
standard for every termination box.
27) The termination offered and its associated hardware shall be commercially available (in
current production) and already been commercially deployed. Any prototype and unproven
System shall be disqualified. Developer to submit evidence to prove the systems are field
proven and in current production.
28) An inventory list containing lists of components or parts supplied and operation and
installation manual shall be provided with each termination box.

Annex C

TECHNICAL SPECIFICATION FOR TYPE-1 10 PAIR DISCONNECTION
MODULE

1. CONSTRUCTION AND SPECIFICATIONS

1.1. Disconnection Module should be designed for 10 pairs and capable of terminating cable wires
at access protected side via IDC (insulation displacement connection) technique and shall
have disconnection facility which can be isolated by inserting disconnection plug or test cord
for test purpose. It shall be possible to provide break, short, earth for testing and extending
line wires and exchange wires separately to the test desk or test instrument without disturbing
the IDC contact by using suitable plug inserts.
1.2. All Disconnection Module should carry the respective (registered) trademark. Disconnection
Module shall be of disconnection type and the colour shall be white.
1.3. Disconnection Module shall meet the required international connectivity standard in
accordance to IEC 352 part 4 and should have a minimum service life span of 20 years.
1.4. The cable and the conductor diameter to be terminated on the Modules are given below:
Conductor diameter: 0.4 0.8 mm.
Insulated wire diameter: 0.7 1.5 mm.
1.5. The mounting of the Disconnection Module should be designed for a universal use, Profile
rods and Back-mount frames.
1.6. The contact tags are arranged at an angle of 45 degrees to the axis of the wire. Using the
Sensor Insertion Tool, the wire is forced open into the contact slot between the two flexible
contact tags.
1.7. The tags open in an axial direction and are twisted at the same time. This action displaces the
insulation and the tags grip the central conductor at two staggered points.
1.8. Owing to the dislocation of the material at the connection and the restoring forces of the
contact tags, a permanent gas tight area is created between the tags and the conductor.
1.9. Additional protection of the contact area, against shock and tensile forces is provided by
plastic clamping ribs, which grip the wire on both sides thus maintaining the mechanical
integrity of the joint.
1.10. The terminal module shall have necessary in-built arrangement for fanning out cable pairs in
sequential order.
1.11. The IDC contacts of cable wires & jumper wires shall be available from front side of the
terminal block for easy handling. The termination of wires shall have to be carried out from
the front side of the terminal module.
1.12. It shall be possible when necessary to add a parallel wire to any terminated jumper wire
in a module. All IDC connection shall be made using proper insertion tool termed as Sensor
Insertion Tool.
1.13. When needed, single pair protection with over-voltage and over-current or protection
magazines with over-voltage should be applied on the modules.
1.14. The protection magazines must include 3 pole arresters with fail-safe springs with the

1.15. The gas in the arrester should not be radioactive. Also, for the protection against high
voltage, there should be a grounding system between the modules and the frame(s).
1.16. The universally mountable Modules should be easily assembled and disassembled to the
Back Mount Frame and the Round Bar Frame (Profile Rod) without any special tool
requirements. When the removed Module is refitted again to the frame, there should not be a
gap or looseness.
1.17. The contact elements as well as the cable side contacts - when are installed in the frames -
should be protected against unintentional contact in order to avoid electrical hazards and to
secure integrity of cabling.
1.18. There should be a guide for the cable pairs and jumper wires for proper connection.
1.19. Product Part no. and the year of manufacture should be embossed OR printed clearly on the
cabling side of the modules and it should be non-erasable.
1.20. At the front side of the module there are the numbers from 1 to 0 (10) printed and it should be
non-erasable.
1.21. By using the Sensor Insertion Tool, the cable wires should be connected to the IDC contact
without removing the insulation and cutting the wires prior to the termination, forming a gas-
tight, self-locking contact complying with IEC 352-4.
1.22. The Sensor Insertion Tool inserts the conductor into the contact slot and cuts the excessive
length of the wire. It should feature a facility to remove the wires from the contact slot. The
insertion operation should be done with a defined force. All parts (blades and cutters) of the
insertion tool should be made from hardened steel and it should be nickel plated as per DIN
1544.
1.23. The Sensor Insertion Tool shall have a service life of: -
i. 0.4mm200,000 connections
ii. 0.5mm100,000 connections
iii. 0.8mm50,000 connections
1.24. The modules must function reliably between -20C and +80C.

1.26. The modules should have the facility to be tagged with numbers to allow easy identification of
the terminated cable.
1.27. Construction of the contact elements shall be copper alloy: The contacts will be in U-
shaped with high electrical and mechanical capacity. The contacts will be silver coated. The
thickness of the coating must be minimum 5.0 micron at the contact area. This thickness shall
be 0.5 micron at other parts of the contact element. The cable contacts and jumper contacts
are to be arranged in an angle of 90 degrees.
1.28. The Disconnection Module should be able to withstand a wire connection frequency of at
least 200 times per termination slot.
1.29. Construction of the upper and lower plastic housing material shall be Thermoplastic
Polyester. The material will be self-extinguishing type with an Oxygen Index of > 28% (VO
acc. to UL-94, self-extinguishing when the heating source is taken away). It should be
resistant against deterioration caused by jelly material from jelly filled cables, PVC-softener,
chemical cleaning materials, alcohol etc. and should not engage any chemical reaction with
such materials.

complies with UL94 VO. It should be resistant against deterioration caused by jelly material
from jelly filled cables, PVC-softener, chemical cleaning materials, alcohol etc. and should not
engage any chemical reaction with such materials.
2.4. The contacts should be construct from tin lead plating* over an under lead copper for bronze
contact
2.5. IDC contact should be designed to withstand multiple re-terminations and accommodate the
following range of wires:

2.6. A specific termination tool which is compatible with Type-2 should be design for punching the
wire onto IDCs, cutting the extra length of wire as well as removing a wire from the IDC.
2.7. When needed, single pair protection with over-voltage and over-current or protection
magazines with over-voltage should be applied on the modules.
2.8. The protection magazines must include 3 pole arresters with fail-safe springs with the
