The main objective of the sector of Community Development is taking steps to empowering
people to recognize the power they possess to identify problems and their ability to use existing
resources kujitatulia these problems, generate and increase their income and attain a better life
and thus bring about development, and establish the necessary conditions that will enable women
and men to perform their duties in a society based on gender needs. Furthermore Another goal is
to increase participation of women and youth in development activities, ultimately a better life
for all Tanzanians.

Work carried out by the Social Development Sector in Kagera region include: -

Create public awareness in order to participate various activities of their welfare through
independent and practical planning help.

Encourage people to join social groups and SACCOS to establish and implement income
generating activities contribute most to lift their standard of living, including the provision of
loans kiuchmi to burn through a community development fund for women.

Involving the community in the fight against AIDS and to provide support to orphans.

Help communities how to eliminate harmful traditional practices that contribute to impede the
progress of the country.

PROBLEM OF AIDS:

CHILDREN

There has been a significant increase in orphans and children living in difficult circumstances.
This has become a major problem causing migration from rural children to come and live in
urban areas. This has led to children in daycare stations and other orphans living on the streets.

Strategies used to deal with this problem is to make an analysis of children living in difficult
conditions for cooperation with non-governmental organizations like World Vision Tanzania,
HUMULIZA, HUYAWA, PACT - Tanzania as well as other non-governmental organizations.

The process of identifying vulnerable children continues in the districts of Ngara, Biharamulo

for many young people who complete secondary education and basic. In addition the Ministry of

institutions.

Agriculture first

Community Development Department actively participate in the formation of youth groups who
are engaged in agriculture in order to utilize modern agricultural implements like tillers (Power
Tillers). To date, 57 youth groups have been formed with the aim of improving various crops
including rice, maize, cassava and plantains region. District Council continue to encourage
young people to join SACCOs with different groups in order to mobilize loans for agricultural
development in rural areas.
