Bhopal: Chief Minister Shivraj Singh Chauhan addressed an
interactive session during his recent Dubai visit. As the keynote
speaker, Chauhan dwelt in detail on industrial possibilities in Madhya
Pradesh and invited investors. During discussions with Chauhan in
thesession, anumber of investment proposals received for tourism,
food processing, renewable energy and infrastructure development
sectors. Theinvestors present on theoccasion evinced keen interest

Many undeserving people took
benefit of govt scheme in Cgarh
RAIPUR: Chhattisgarh gov-
ernment has scrapped the post-
ing of 304 medical officers (MO)
recruited recently without prop-
er verification of their creden-
tials and decided to start fresh
recruitment process from
August. Earlier it was reported
that medical officers were
issued postings without verifi-
cation of their certificates.
Health department had
recruited 494 MOs, with mini-
mum qualification of MBBS,
and posted them at their
prospective duty stations. The
postings were allegedly done
without verifying their educa-
tional qualifications and profes-
sional credentials. Following
the expose, the department had
admitted to its mistake of carry-
ing out recruitments in a haste
and gave at least four chances
to MOs to get their credentials
verified.
However, the response was
very poor and only 190 of the
494 candidates turned up. After
final deadline for the verifica-
tion ended, the department
decided to sack 304 (61%)
recruited MOs. The MOs were
recruited for a probation period
of two years.
Hasty recruitment by the
department was flawed as many
Ayurveda (BAMS) and
Homoeopathic (BHMS) practi-
tioners also found their way to
the final list even when the
posts were reserved for MBBS
qualified doctors. Even some
MBBS students, who had not
completed their mandatory
internships, were also recruit-
ed.
Entire mess up happened as
health department, under pres-
sure from state government to
fill vacancies. Pratap Singh,
health commissioner, confirmed
sacking of 304 MOs and said the
file had been forwarded to the
state government for final
orders. He said action has also
been taken against the deputy
director, medical education,
Kirti Charan Uraon, who coor-
dinated the recruitment
process.
Incidentally, the state
health department had ordered
a probe into recruitment fiasco
after it came to light. Officials
admit resulting embarrassment
to the government could have
been avoided if proper laid down
procedures were adopted and
credentials of all applicants
were verified before issuing
their posting orders.
The MOs were being
appointed for a two-year proba-
tion period and their salaries
grade was fixed at Rs 15,600 to
Rs 39,100 + grade salary Rs
5,400 + payable sanctioned
allowances. It is learnt the
department would now, initiate
a fresh recruitment process.

While the Chhattisgarh gov-
ernment has been trying to cover
up the widespread discrepancies
in the list of recipients of the Rs
40 crore Mukhyamantri Silai
(sewing) Machine and Cycle
Sahayata Yojanas by attributing
it to a computer glitch, investiga-
tions indicate that many unde-
serving people have taken benefit
of the scheme, targeted exclusive-
ly for women labourers in unor-
ganized sector, by fudging docu-
ments.
Wives of a singer, a shopkeep-
er, an electrician and a railway
employee have also been benefici-
aries of the government largesse,
which was actually meant to help
women labourers. As per govern-
ment claims, over 1.08 lakh
women across the state had bene-
fited from the scheme. As high-
lighted by media earlier, the list
of recipients of the scheme, pro-
vided by Chhattisgarh labour
department under RTI, includes
many centenarian women, aged
above 100 and even 200 years,
the 'oldest' being 532 years.
The list did not have many
addresses and other details
about the beneficiaries.
However, instead of ordering a
detailed inquiry into the discrep-
ancies, which certainly indicate
a possible scam, the government
has attempted to play it down by
claiming that these errors in age
and the addresses occurred
while data uploading by the
company.
While most of the addresses
in the list are wrong, incomplete
or non-existent, an RTI activists,
Sanjeev Aggarwal, who had filed
the RTI, tracked some of the
recipients. Though none of them
can be dubbed as "labourers" by
any standards, they still pos-
sessed the "hitgrahi" (benefici-
ary) certificate, issued by the
labour department, certifying
them as "labourers".
Aggarwal said, "It seems that
there is bungling in the imple-
mentation of the scheme and the
benefits have not reached to
those who actually deserved it".
He said the government should
immediately order an inquiry to
reveal the truth. Meanwhile,
Congress spokesperson, Shailesh
Nitin Trivedi has also demanded
an inquiry into the schemes and
dubbed it as a massive corruption
scandal.
When contacted, secretary,
labour department, Jiten Kumar,
admitted that housewives were
not entitled to get the benefits of
the scheme. However, he claimed
that besides women labourers, 52
other categories of beneficiaries
also existed. He said the entire
scheme was based on 'self-verifi-
cation' of profession by the recip-
ients and the department went
by their claims only.
"If someone has given false
action, we can only take action
against them", he said adding
that these women could have
given self-certifications of being
labourers.

occasion, educationist and school director
Jawahar Surisetti said the institution empha-
sizes effective development of children and
imparts a special pedagogy.
"While it is true that there is no single
definition or correct method of good parent-
ing, a few parenting tips could go a long way
in ensuring happiness of a child. It is impor-
tant that we discipline children in a way that
teaches them to be responsible by motivating
them to build their self-esteem," said Dr
Jawahar. Many parents find it rewarding to
schedule together time with their kids.
Creating a 'special night' each week to be
together and letting the kids help decide how
to spend the time is a good idea. Look for
other ways to connect- put a note or some-
thing special in your kid's lunchbox.
Studies have shown that children want
and deserve explanations as much as adults
do. Parents who reason with their kids, allow
them to understand and learn in a non-judg-
mental way. He further emphasised that the
expectations of parents should be clear.
"If there is a problem, describe it,
express your feelings and invite your child to
work on a solution with you. Be sure to
include consequences. Make suggestions and
offer choices. Be open to your child's sugges-
tions as well. Negotiate. Kids who partici-
pate in decisions are more motivated to carry
them out," he said.

Every school in Madhya Pradesh
to have toilet facility within a year
Sanction and distribution of
scholarships of students now online
Toilets will be constructed in all schools
of Madhya Pradesh within a year. Madhya
Pradesh will become the first state to fulfil
the wish of Prime Minister Narendra
Modi. While reviewing status of toilets in
schools at an important meeting here,
Chief Minister Shivraj Singh Chauhan
directed to take target of construction of
toilets in all schools within a year as a
challenge.
Chauhan reviewed availability of toi-
lets in schools at a high-level meeting of
departmental officers here. Chauhan said
that Maryada Abhiyan is underway in the
state. Apart from schools, target should
also be fixed to construct toilet in every
household. He said that arrangement of
water must be made positively wherever a
toilet is constructed.
Toilets should be constructed in a way
that they are useful and durable for long
time. Availability of toilets in schools
should be surveyed by launching a
campaign. Repairable toilets should
be repaired within time-limit. The toi-
lets having become totally useless
should be replaced with new ones. He
directed to improve design of school
toilets wherever necessary. He said
that toilets must have ventilators and
natural light.
It was informed at the meeting
that of one lakh 21 thousand 693
schools from primary to higher sec-
ondary levels in the state, 18 thou-
sand 619 schools need toilets. It was
informed that about 90 percent
schools have toilets.
The Chief Minister said that sur-
vey of cent percent schools in the
state should be undertaken and real
situation of useful and useless toi-
lets should be known. He reiterated
the Madhya Pradesh should become
the first state in completing this
scheme.
Through Samagra Education
Portal, one crore 84 lakh students
of government and private schools
of Madhya Pradesh are being pro-
vided online scholarships. For
this, data of all school students
has been compiled. Scholarships
are sanctioned and directly
deposited in eligible students
bank accounts by code-wise map-
ping of data with schools. Entire
process of sanction and distribu-
tion of scholarship has been made
online. The School Education
Department is undertaking this
process at a rapid pace.
Under Samagra Social
Security Mission, a student has to
apply and submit attested caste
certificate only once. Students
will not have to wander about for
this. Under this ambitious scheme
of the state government, now
arrangements for free text-books,
uniform and cycles are also being
made through Samagra
Education Portal. Mapping of 72
percent students i.e. one crore 35
lakh out of total one crore 83 lakh
students has been completed.
Scholarships worth Rs. 294 crore
have been sanctioned to 54 lakh
out of 80 lakh students. E-pay-
ment of Rs. 105 crore 65 lakh has
been made from the treasury to
beneficiary students.
Arrangements are being made to
give scholarships to talented girls,
who are only issue of their parents
provided that they secure over 60
percent marks and take admis-
sion as regular students in class
XI and XII. System of payment of
amounts is also prevalent under
Samagra Scholarship Scheme. It
is noteworthy that Social Security
Programme was adopted as point
number 37 of Sankalp-2010 in
Vidhan Sabha. Under it, 30 types
of scholarship schemes of 9
departments have been integrat-
ed without changing original
nature, scholarship rates and eli-
gibility norms of various schemes.

BHOPAL: Chief Minister Shivraj Singh Chauhan has said that
the state government is commit-
ted to providing quality health
services to people.
Unprecedented improvement
can be brought about in health
services with the cooperation of
private sector. He said that the
ideal situation would be that
states people get quality spe-
cialist facilities in the state
itself. Chauhan said that there
is no bar on opening private
nursing homes and hospitals in
residential areas, but complete
management of bio-medical waste is mandatory. Chauhan was
addressing concluding function of 12th state-level convention of MP
Nursing Homes Association here. The convention was convened to
contemplate on delivery of less expensive and quality health service.
Chauhan urged the Nursing Homes Association to constitute a com-
mittee and give suggestions to the state government within a month
as to which rules can be simplified to ensure smooth functioning of
nursing homes. He urged Directors of private nursing homes and
hospitals to motivate new generation of doctors to give services in vil-
lages and create conducive atmosphere for this. Chauhan said that
maternity and infant mortality rate can be brought down by part-
nering with health institutions working in private sector. Besides,
they can also effectively partner in discouragement of sex determi-
nation tests, give fillip to Beti Bachao Abhiyan and other health secu-
rity-related campaigns like Mamta Abhiyan. Chauhan said that pri-
vate medical colleges should be opened in view of shortage of doctors,
but they will have to maintain their reputation. Similarly, private
nursing homes will also have to meet all ethical norms honestly. The
state government will remove hurdles in establishment and running
of private nursing homes and hospitals.

Setting up of DNA
testing lab delayed
despite huge
investments: CAG
The Comptroller and Auditor General of India
(CAG) has pulled up Chhattisgarh police depart-
ment for making an idle investment of Rs 1.48
crores for over three years and delaying setting up
of a DNA testing lab at the State Forensic Science
Laboratory (SFSL) in Raipur. The CAG has stated
that for over three years, machinery and equipment
bought for the lab was not put to use due to delay in
completion of infrastructure and failure in hiring
skilled manpower to operate the same. According to
the latest CAG report, the state government had
sanctioned Rs 5.31 crore under Modernisation of
Police Forces (MOPF) scheme in 2007-08. Of these
funds, Rs 1.57 crore was released in August 2008 for
procurement of deoxyribonucleic acid (DNA)
sequencer and other related equipment for setting
up of DNA testing laboratory.
The report states that test-checks of records of
the director, SFSL, in January 2013 revealed that
the equipment was procured in April 2010 through
state trading corporation (STC) at a cost of Rs 1.36
crore and installed in May 2010. The other items
required for setting up of equipment including lab-
oratory temperature controlling devices, environ-
ment protection glass dividers, and inverter with
battery, costing Rs 9.59 lakh were procured in
November 2009, even before procuring DNA
sequencer, In addition an expenditure of Rs 2.45
lakh was also incurred for electrification of the lab-
oratory which was completed in January 2011.
The report states that even after procuring the
equipment, the same could not be put to use due to
non-availability of trained manpower. The report
reveals that one year after procurement of DNA
sequencer, SFSL had requested the additional
inspector general of Madhya Pradesh in June 2011
to impart DNA training at SFSL, Sagar.
The report states that two officers of SFSL,
Raipur, one in the rank of senior scientific officer
(SSO) and another scientific officer (SO) were nom-
inated for the training which started in November
2011 and was in progress in November 2013.
However, one of the trainees quit the job in January
2013. The report notes that out of the total payment
of Rs 1.36 crore made to STC, scientific equipment,
lab equipment, chemicals costing Rs 1.25 crore were
not put to use till December 2012 and their 12-
month warranty period too had expired in May
2011. "Thus the "idle" expenditure amounted to Rs
1.48 crore," the report states. The report states that
due to various delays, the main objective of setting
up of DNA testing laboratory had also not been
achieved.

task of identifying locations
for setting up four ultra mega
steel projects (UMSP) in
Chhattisgarh to accelerate
the creation of increased steel
capacity in country.
According to officials,
Dilimili (Bastar), Dagori
(Bilaspur), Geedum
(Dantewada) and
Rajnandgaon have been iden-
tified as the final locations.
Union ministry of steel secre-
tary G Mohan Kumar recent-
ly met Chhattisgarh chief
minister Raman Singh in
New Delhi and discussed the
formation of special purpose
vehicles (SPVs) for develop-
ing these UMSPs.
During the meeting, the
chief minister emphasized
that a major portion of steel
produced in these UMSPs
should be utilized for develop-
ment of infrastructure in
state as iron-ore from state
would be mainly used for pro-
duction.
He also said that the state
government would ensure
that these projects add value
to Chhattisgarh and generate
employment for locals. It was
also decided that displaced
villagers would be rehabili-
tated in a modernized way
and be given employment,
health care and education
facilities.
The secretary (steel)
informed the meeting that a
target of producing 300 MT
per year till 2025-26 has been
set as per national policy. He
added that Chhattisgarh
would be a great contributor
in achieving this target.

RAIPUR
First time after BJP came to power in 2003, the ruling
Bharatiya Janata Party in Chhattisgarh has got a non-tribal
as its state president with former speaker Dharamlal
Kaushik getting appointed for the post. As BJP is in power for
the third consecutive term, there had been a strong feeling
within party circles that non-tribals were not getting an
opportunity to hold party chief's post in the last ten years,
ever since Raman Singh took over as chief minister in
December 2003.
The post of state party chief has always been vested with
tribals in an apparent attempt to keep more than 33% of
tribal population in good humour and to quell possibility of a
demand for a tribal chief minister. There have been murmurs
within the party that leaders belonging to other communities
were not getting an opportunity as only tribal leaders were
being handpicked for state party chief's post.
With state's 33% of population being tribals, BJP had
sought to balance equations by bestowing the top post on
someone among them. However, another section within the
party still feel tribal leaders should get prominence in the
organisation, apparently to ward off the possibility of tribal
communities demanding leadership position in the govern-
ment. Veteran tribal leader Nandkumar Sai, who has now
been side-lined ever since BJP came to power, has always
been vocal about this stance and insists that a tribal should
head the government. Appointment of a new state party chief
has been necessitated following induction of tribal leader
Vishnudeo Sai into the Modi ministry. Sai, who had earlier
served as party chief for a period of five years, became state
party president again after another tribal leader Ramsewak
Paikra became home minister in December last year.
Former speaker Dharamlal Kaushik, who belongs to the
Other Backward Classes (OBC), had lost the November
assembly polls last year. Initially, there were indications that
he could get a ticket to contest Lok Sabha polls from Bilaspur
but it did not materialize.

will provide employment to 5 lakh
villagers during next 5 years. For
this, Madhya Pradesh State
Bamboo Mission is chalking out
Kisan Baans Yojana. Launch of
the scheme will not only increase
bamboo production, but will also
develop bamboo-based industries.
At present, there is a big gap
between production and demand of
bamboo. Bamboo is a multi-pur-
pose and fast-growing vegetative
species. Bamboo areas are under
immense pressure due to bamboo
being multi-purpose.
Due to ignorance, local people
are causing heavy damage to
bamboo production by cutting
bamboo clusters unscientifically.
Under the scheme, scientific pro-
duction of bamboo will stop dam-
age to production and farmers
will also get good income. Under
the scheme, bamboo will be used
in traditional bamboo industry
like furniture, bridges, fencing,
paper industry and use as food
product as well as non-traditional
uses like making of tiles, floors,
ceilings, shedboard and panels in
modern and costly cars, fibre
industry, energy production etc.
Bamboo has a wide market in the
country and world. But Madhya
Pradeshs bamboo-based industrys
contribution is still very less. For
increasing this contribution, Kisan
Baans Yojana has been drafted.
Bamboo can provide large-scale
employment opportunities in plan-
tation, maintenance, cutting, pro-
tection, transport and making
goods. One hectare of bamboo for-
est is more carbon plus than one
acre of other forests. Therefore, it
would be more beneficial to farm-
ers to get credit on bamboo than
carbon credit on trees.

Minister of State for Higher Education Deepak
Joshi has said that new inventions should be made
for preservation of environment and energy. Such
machines should be made which use manpower
also.
Joshi stated this while inaugurating district-
level science exhibition under Inspire Award
Scheme at Government Subhash Higher Secondary
School for Excellence here. The exhibition will con-
tinue till August 21. Joshi interacted with students
who had brought models from various schools and
also inspected their science models.
Yogita Avadhwal, a student of class XII has
evolved a model of generating electricity from ash.
Similarly, Ku. Anjali Patidar and other students
have also prepared outstanding models on different
subjects. As many as 176 students are participating
in the exhibition.
Scientist Prabal Rai said that all government
school students must be taken on the tour of Science
Centre, Bhopal once. This will inspire students.
Scientist R.K. Rable said that students should not
place models in the exhibition by obtaining them
from market. They should prepare models using
their own creativity. Zila Panchayats CEO P.C.
Sharma also encouraged the students. District
Education Officer threw light on objectives of the
exhibition.

state-level workshop on cyber safe-
ty here recently. The workshop was

Information Technology (MAP-IT)
of Information Technology
Department. Additional Chief
Secretaries, Principal Secretaries,
Secretary-level officers and repre-
sentatives of all departments were
present on the occasion.
Chief Secretary de Sa said that
paying attention to cyber safety
has become imperative with
increasing use of information tech-
nology.
By ensuring cyber safety in
administrative sector, effective IT-
enabled services can be provided to
people effectively. Privacy and
secrecy norms should also be
adhered to for ensuring quality
and credibility of these services. It
has become imperative for every
person and department to know
about ways to keep safe their e-
mail and sites from hackers.
The Chief Secretary said that

EDITORIAL
andit Nehru had eager-
ly accepted the intellec-
tual appeal of directing the
economy in a planned man-
ner towards a socialistic
goal. It was born in the days
when planned approach to
economic management was
thought to be a far better
way than the apparent
anarchy of the market place.
Successive Prime
Ministers had appreciated
the role that planning had
played in its time. But times
have since changed. Modi
stated that a new institu-
tion would have to be set up
based on creative think-
ing. And what will that cre-
ative thinking revolve
around? The Central gov-
ernment is no longer the
driving force of the economy.
The government would have
to provide an enabling envi-
ronment in which the pri-
vate sector would bring in
risk capital for investment.
There would have to be pub-
lic-private partnership in its
true sense.
Contemporary India is
much more federal in
nature than before. The
states are far important
players as partners in
progress. A new national
development and reforms
commission must nurture
and help evolve this new
and emerging reality. The
Prime Minister, along with
chief ministers, must be the
core team for taking this
process forward. The states,
including their chief minis-
ters had to line up before
the Planning commission to
get their plans sanctioned
and funds allocated. But the
changing Centre-state equa-
tions had made redundant
the physical planning of the
past. Consequently, the
Planning Commission
became a place for rehabili-
tating those who couldnt be
accommodated elsewhere.
This was surely not the way
the Planning Commission
was originally envisaged.
The need for change was
best articulated by none
other than the
Commissions erstwhile
deputy chairman, Montek
Singh Ahluwalia. In this
context, the Prime
Ministers radical move to
dismantle an outmoded
panel, is indeed welcome.

October 1, 1994 to June 1, 1997
and Jabalpur Collector from
June 1, 1997 to June 1, 2000.
After postings as collector,
he was appointed at key posts
including Executive Director,
Directorate of Mines;
Commissioner, Department of
Women and Child Development;
Secretary, Panchayats
Department and Managing
Director, Energy Department.
He was appointed
Commissioner, Jabalpur
Division, on January 1, 2004,
and held this post till February
18, 2005. After this, Dr
Rajkishor Swain worked at sen-
ior posts including Secretary,
Technical Education and
Manpower Planning
Department; Secretary,
Agriculture Department;
Commissioner, Housing and
Environment Department and
Secretary, Public health
Engineering Department.
Dr Rajkishor Swain became
the Principal Secretary in the
Public Health and Engineering

Jaipur: Empowering the female heads of the families, Rajasthan
Chief minister Vasundhara Raje has launched Bhamashah scheme
from Udaipur, under which women will be benefitted by economic and
social welfare schemes, which will be given to them through direct cash
transfers. The Bhamashah scheme, launched on August 15, is a card
that comes with a bank account number registered in the name of the
female head of the family.
Bank accounts for 1.5 crore women in the state will be opened and
Rs 2000 will be deposited by the state government in the accounts. The
state government has set aside Rs 600 crore for the scheme, reports
media. Addressing a gathering at the launch of the scheme, Raje said
that since decades the country is following patriarchal system and
launching of this scheme will bring landmark revolution in the state
and Rajasthan will now move forward using women power.
A centralized helpline with toll free number (1800-180-6127) has
also been set up. Raje said Bhamashah Scheme was announced in
February 2008 during her last regime. Under the scheme, 45.78 lakh
women were enrolled, 29.07 lakh bank accounts were opened and 8000
cards were issued.

Chairperson Rewabai has
brought an unimaginable social
and economic change in remote
Gandhawal village in Barwani
district. Far from luxurious city-
life, she lives in a small and old
house surrounded by hills.
Rewabai, who never visited
school, has completely changed
the social and economical status
of the residents of her village.
So far, she has approved a loan
of Rs. 65 lakh to prevent the
exploitation of poor fellow vil-
lagers at the hands of money
lenders.
Now, the women of her vil-
lage do not go to local money
lenders when they require
money. She holds meeting once
in a month with the villagers to
listen and address their griev-
ances. Recalling how Mahila
Samridhi Bank changed their
lives, she said, "For the first
time, the bank granted a loan of
Rs. 1,000. With this money, I
bought some chickens. Their
number grew three times in one
year. I sold some of them and
repaid the loan. I earned a prof-
it of Rs. 4000, a part of which
was spent on school fees of my
four children. I bought a sewing
machine and started sewing
clothes along with my husband.
As we opened a tailoring shop in
the village, people stopped going
to towns to get their clothes
stitched," she told, adding that
had the bank not lent the sum
to me, I would have continue to
work as labourer in others
field.
Sakhabai, another employee
of the bank, says she is dis-
charging all responsibilities of
the work despite the fact she
has also not visited a school
ever. Opening a steel box, she
says she keeps all necessary
documents and ledgers in the
box. "We are trying our best to
make illiterate women inde-
pendent. Earlier, we had to bor-
row money for seeds and other
purposes from professional
money lenders on high interest
rates by mortgaging our orna-
ments. But now, the bank has
made our life easy. We take loan
from it and repay it after some
time," she says. Kulantibai of
Kerari is happy because she has
a motorbike, which has solved
the problem of transport. "I lent
some money from the bank and
added the rest parked with me
and bought the bike. Now, I
don't face any problem to move
around here and there," she
informs.
She has already returned
the bank Rs. 10,000 of the total
Rs. 20,000 she had borrowed
last year. She is now busy in
convincing ladies of neighbour-
ing village to join the bank and
enjoy the benefits it offers.

Will Modi cut bureaucracy
to foster business?
In 2006, National Thermal
Power Corporation (NTPC) award-
ed a Rs 300 crore contract to the
Hindustan Construction Company
(HCC) to work on the Loharinag
Pala hydropower plant in the
Himalayas. Three years later, the
government suspended the project
indefinitely, after protests from
environmentalists.
After HCC sought costs and
compensation, arbitrators ruled in
its favour and awarded the compa-
ny Rs 75 crore plus interest. But
instead of paying, government
appealed to the countrys overbur-
dened court system, leaving HCC
facing a decade-long wait for pay-
ment. HCC is not alone. According
to Construction Industry
Development Council, about Rs
1,100 billion in contractors claims
from various government agencies
are stuck in disputes. While many
of these cases have been through
arbitration, officials almost reflex-
ive response to an unfavourable rul-
ing is to appeal, delaying settle-
ment for years. Protracted payment
disputes are one symptom of Indian
officialdoms typically adversarial
relationship with private business,
which bureaucrats tend to view
with suspicion and contempt.
Now, as Narendra Modi seeks
to reinvigorate Indias faltering
economy, tackling the bureaucracys
notoriously obstructive approach to
private enterprise will be crucial.
Historically, the bureaucracy has
never seen it as their role to nur-
ture or help business. Antagonism
between Indias officialdom and the
capitalist class has tangled roots.
Bureaucratic indifference, if not
hostility, to business may have
deeper origins in the colonial era,
when the role of Indian Civil
Services the precursor to todays
powerful Indian Administrative
Services was primarily to main-
tain law and order, and collect
taxes. India remains a notoriously
difficult place to do business. In the
World Banks most recent ease of
doing business survey, India ranked
134th out of 189 countries. Tax is
another major area of conflict.
According to Arun Jaitley, tax
demands of more than $66bn are
currently being disputed through
the court system, as companies and
individuals resist what they see as
excessive and unreasonable claims
by tax officials driven by the quest
to extract maximum revenues from
Indias narrow tax base.
Step forward Modi, who in his
13 years as chief minister of
Gujarat state gained a reputation
for slashing red tape and fostering a
bureaucratic culture of promoting
job-generating businesses. It seems
a tall order for the prime minister
to mimic this at a national level. Yet
there are grounds for optimism.
Bureaucracies are known to
respond to strong signals from top
leaders.

the Indian Institute of Technology
Delhi in 2007 launched Flipkart,
an Amazon-inspired online book-
store, few Indians had ever bought
anything other than airline tickets
over the internet.
As a pioneer in the business,
Flipkart had to wrestle with obsta-
cles ranging from customers reluc-
tance to give credit card details
online or even a lack of credit
cards at all to suspicions that
the goods would never arrive.
Flipkart might have hoped its
early-mover advantage would help
it build an impregnable position in
Indias e-retail market, like
Chinas Alibaba, which accounts
for more than 80% of e-commerce
in its home market. Instead,
Flipkart with 22-million regis-
tered users and selling items from
apparel to electronics is defend-
ing its turf from aggressive rivals.
These include Amazon, its original
role model, and local challenger
Snapdeal, both of which are vying
for position in an industry that
observers say is poised to boom in
the coming years. Flipkart said
last month that it had raised Rs 60
billion in new equity for expansion
and improvements. A day later
Amazon, which launched in India
a year ago, said it would invest
another Rs 120 billiont.
Analysts believe it is a matter
of time before Snapdeal, backed by
eBay, also raises funds to remain
competitive. "Everyone is getting
more aggressive in defending and
growing their market share," says
Pragya Singh, a vice-president at
Technopak, a New Delhi-based
retail consultancy.
Flipkart says India too can cre-
ate a Rs 6000 billion e-commerce
company a role it aspires to fill
while Kunal Bahl, Snapdeals
co-founder, has described his ven-
ture as "identical" to the Chinese
group. But Indian retail analysts
suggest no single company will
establish such a dominant position
in Indian e-commerce, which looks
set to be a complex and bitter bat-
tleground. "Its going to be a multi-
player tussle," says Harminder
Sahni, MD of Wazir Associates, a
consumer consultancy. "India is
the last big market, and none of
these players will give up. They
are all going to want a share of
this pie."
Indian e-commerce is still in
its infancy compared with China,
but sales of goods over the internet
about Rs 140 billion annually
is projected to grow rapidly, poten-
tially rising within six years,
according to Technopak. Indias
exorbitant real estate prices give
e-commerce companies a cost
advantage over traditional retail-
ers, while buying items online, and
taking delivery at your doorstep is
ever more appealing in Indias con-
gested urban centres.

have penalties imposed upon

powerloom units but the units are
operated traditionally and have to
be modernised. They do not have
adequate amenities for pre-weav-
ing and post-weaving treatments.
The powerloom industry of
Malegaon, which is 130 years old,
has not yet been modernised. But
the advanced technologies at the
common facility centre would help
boost the powerloom units in the
town, it said, quoting Kankaria
as saying.

Thousands of manufacturing units in
India have been forced to down shutters
amidst unbridled imports from China. But
manufacturing sector is now striving to
stage a comeback. Prime minister
Narendra Modi's dream to make India a
manufacturing hub, and, thereby, create
huge job opportunities is now shared by a
billion Indians.
A Noida-based trader, who earlier
owned a manufacturing unit for Diwali
wares and later turned a trader of Chinese
goods, is just a drop in the ocean. "Every
Diwali, we now go to China and order our
wares ranging from lightning items and
fancy replica of Indian gods and goddess-
es," he said. If he is to be believed, the prof-
it margin in trading the goods is 30-50%.
Most of the factories that these traders
owned are now being converted into show-
rooms or godowns for storing imported
goods. Much after Modi unveiled his vision
for a new, prosperous India in his maiden
and stirring Independence Day address
from the Red Fort on `Make in India', none
believes it's an easy job. Official statistics
reveal how quickly the Chinese imports to
India have grown in the last couple of
years. Imports have nearly tripled to Rs
3.13 lakh crore in 2012-13, from Rs 1.46
lakh crore in 2008-09. In 2009, a FICCI
(Federation of Indian Chambers of
Commerce and Industry) survey said 22
product categories imported from China
which were cheaper in the range of 10-
70%. Between 2009-10 and 2011-12, elec-
tronic goods import to India from China
was worth $9.45 billion and $14.29 billion,
respectively. Machinery worth $7.31 billion
was imported in 2011-12 compared with
$4.54 billion in 2009-10.
Ajay Shankar, member-secretary,
National Manufacturing Competitiveness
Council, believes that India has the feasi-
bility to achieve 12-14% average manufac-
turing growth over the next 10 years,
backed by the talent that has the potential
to drive innovation and take critical deci-
sion at the micro and enterprise level.
"Wares used in Indian festivals such as
lights, fireworks and holi pichkari, are all
being imported from China, which is
affecting Indian industry.
We believe that the erstwhile govern-
ment's rationalisation of import policy is a
prime reason. This needs to be addressed
to provide impetus to the Indian industry
and create employment avenues," said
Noida Entrepreneurs Association in a let-
ter to the prime minister.

plaint back. They are
being threatened to face
the consequences, if

Comeback not easy for Indias manufacturing sector
Medecins Sans Frontieres, the medical
charity with extensive experience of dealing
with Ebola, says the current outbreak will
take at least six months to control. Their
assessment comes on the heels of World
Health Organizations field staff suggesting
the scale of current outbreak has probably
been underestimated. The forecasts of
experts are not reassuring.
Unlike most other epidemics, Ebola
Virus Disease (EVD) triggers dread as it has
a high fatality rate that can go up to 90%. To
add to the complications, as of now there is
no regulator-approved cure for it. Some
experimental cures are currently being tried
out on a limited scale, but they are nowhere
close to meeting the normal standards of
approval.
The death toll on account of the current
outbreak has already exceeded 1,200. There
are a few thousand Indians around in parts
of West Africa where the outbreak has been
reported. Fortunately, Indians have
remained unaffected till date.
The outbreak should make us revisit the
idea of reviving our public health system.
Public heath services are dissimilar to regu-
lar medical services. Its a specialized
branch of study which aims to train people
to control an entire populations exposure to
disease. It is preventive in nature. For
example, information can be constantly
scanned to identify the outbreak of some epi-
demic at an early stage and deal with it at
once. Public health services, unlike regular
medical services, need to be publicly funded.
As the aim is to take a birds-eye view of
health threats, there is no benefit for private
parties.
Indias public health services have large-
ly withered away over the last few decades.
Barring the odd state which retains a public
health department and invests in it, this
service is practically non-existent in India.
This was not always the case. India
under the British Raj arguably had better
public health services. Some of the research
that has been done in this area suggests that
one of the reasons governments have been
lax in this area is that there little political
gain from provision of public health services.
Typically, governments prefer to invest in
regular medical services as they are more
visible.
The Ebola outbreak and the manner in
which some of the countries in West Africa
are struggling to deal with it should make us
think again. It is highly risky to ignore the
vital area of preventive healthcare. We need
to set aside a part of state healthcare spend-
ing on creating an public health service sys-
tem. Among the many arguments in its
favour is good economics. Prevention is the
most cost effective strategy available.

We have sought to set aside the decision
of selection committee not to consider
Manoj for the award and also to consti-
tute a new selection panel with more
sportspersons in it, Manojs lawyer
Rahul Mehra told . We have also sought
to stay the presentation of the award
itself till our case is decided, he said.
Sports Ministry, Sports Authority of
India and the Arjuna Awards selection
committee have been made the parties in
the case.
The controversial recommendation of
boxer Jai Bhagwan for the prestigious
Arjuna Awards had led to Manoj
approaching the sports ministry officials
whom he said had assured him that his
name would be added to the 15-athlete
list in a review meeting.
But the selection committee in its
review meeting on August 19 decided not
to make any changes in the original list,
which led to Manoj filing a case at the
Delhi High Court.

that the Indian team should
better win some ODI matches or
else they will be confused about
the team combination going into
the World Cup in Australia and
New Zealand.
"If you start losing games you
don`t know what your team com-
bination is. If you win and play-
ers` establish their positions in
the side, you have a better idea of
the team," Dravid told a reputed
cricket website, referring to the
five-match ODI series that start-
ed with a called-off match in
Bristol today. "There is no doubt
in the run up to the World Cup
that the team will try to have
some wins under its belt. They
want to have that confidence
going into the World Cup and
know what your team is," he said.
The ODI series against
England is very important from
India`s perspective, said Dravid.
"It is an important tournament
from India`s perspective because
they haven`t done well overseas
recently. Though they have done
well in the Champions Trophy
but in the last couple of series
they haven`t done well.
"From individual player`s
perspective it is also a great
opportunity. Just a limited num-
ber of games are left to go into the
World Cup and they can stake a
claim for a place in the World
Cup squad. There are actually a
few spots that are up for grabs
and players have to establish
themselves in the lead up to the
World Cup," Dravid was quoted
as saying the website.
Dravid feels that new faces
will bring renewed energy to the
team. "There will be fresh energy
in the team with fresh players
coming in. Players like Suresh
Raina, Sanju Samson and
Ambati Rayudu will be fresh. I
feel fresh conversations in the
dressing room will pick up the
team," said Dravid, who has also
mentored Samson in Rajasthan
Royals.

Emmys 2014: Breaking Bad, Modern Family take top honours

Family won a record-tying fifth best
comedy series Emmy Award and a domi-
nant Breaking Bad captured the top drama
award and a trio of acting honors in the TV
ceremony. Bryan Cranston was honoured
as best actor in a drama for Breaking Bad,
proving that True Detective nominee
Matthew McConaughey's role as philo-
sophical cop Rust Cohle, didn't impress
everyone. "I have gratitude for everything
that has happened," said Cranston. His
win puts him in the same place as four-
time best drama actor award-winning
champ Dennis Franz. Cranston's co-stars
Aaron Paul and Anna Gunn were also hon-
ored in the category of best acting for
drama in a supporting role. "Thank you for
this wonderful farewell to our show," said
Breaking Bad creator Vince Gilligan about
the series which is about a chemistry
teacher-turned-drug kingpin and the twist-
ed machinations of his life. McConaughey
was subjected to many 'too handsome' jokes
and light-hearted ribbing by the award
presenter Jimmy Kimmel. He was also the
object of adoration for Gail Mancuso, who
was given the award for best comedy direc-
tor for an episode of Modern Family. "If you
don't mind, Matthew McConaughey, I'm
going to make eye contact with you right
now," she said from the stage, holding the
actor's gaze for the remainder of her
speech. Woody Harrelson and his True
Detective co-star were given time to
indulge in friendly banter before announc-
ing that British actor Benedict
Cumberbatch of Sherlock: His Last Vow as
the winner of the best actor in a miniseries
award. "So you won an Oscar, (People mag-
azine's) Sexiest Man Alive and now you
want an Emmy, too. Isn't that a little bit
greedy?" said Harrelson while teasing his
