SINGLE PHASE ELECTRONIC WATTHOUR METER
1. SCOPE:
This specification establishes the physical and performance requirements for single-phase electronic watt-hour meters that
are to be used on REB distribution systems for outdoor installation.
2. GENERAL:
Watt-hour meters furnished to REB specification shall conform in all respects to the physical and performance requirements
to this standard. The text, figures and reference to other standards supplement each other and are considered part of this
standard.
3. APPLICABLE STANDARD:
The meters should comply with the following standard and their latest amendments

The physical and performance requirements of watt-hour meters based on other internationally recogni1ed standards are
acceptable only if the requirements of such standards are equi0alent to or exceed the requirements quoted in this document.

%. POWER CONSUMPTION:
a+ The acti0e and apparent power consumption in 0oltage circuit of the meter at reference 0oltage temperature and
frequency shall not exceed %.& W and @.& 9*.
b+ The apparent power ta2en by each current circuit of a direct connected meter at basic current, reference frequency and
reference temperature shall not exceed '.% 9*.

7. STARTING CURRENT:
The meter shall start and continue registering energy at 2# $A.
&. GENERAL AND CONSTRUCTIONAL RE'UIREMENTS
&(. METER CO)ER * CASE :
The meter shall ha0e a co0er made of toughened glass or reinforced poly-carbonate A Engineering material which can be
sealed in such a way that the internal parts of the meter are accessible only after brea2ing the (eter co0er seals. The meter
co0er shall not be remo0able without the use of a tool. The meter co0er shall ha0e at least two sealing screws, each screw
ha0ing two sealing holes for steel wire sealing. These screws shall be capable of being tightened from the rear. The depth of

The meter case shall ha0e at least three mounting holes, $ holes for mounting screws on the terminal bloc2 sealed beneath
the terminal co0er and one for hanging screw on top.
The meter base shall be of metallicAnon-metallic, fully insulating, non-hygroscopic, non-ignitable plastic material ha0ing low

The material for both the meter base and meter co0er shall be resistant to ultra-0iolet radiation and shall not discolor after
prolonged exposure to sunlight. The bidder shall submit detailed information on the types and properties of the materials used
for the construction of the meter base and meter co0er.
&8. WINDOW
The meter shall be of toughened glass or reinforced poly-carbonateAEngineering plastic with one window. The window shall
be a transparent material welded with the meter co0er such that it cannot be remo0ed undamaged without brea2ing the meter
co0er seals.
&/. TERMINAL BLOCB
The terminal bloc2 shall be of high grade .olycarbonate A Reinforced polycarbonate non-hygroscopic, low trac2ing insulating
material )non-Ba2elite+ ha0ing adequate mechanical strength . The material of which terminal bloc2 is made shall be capable
of passing the test gi0en in !/7 @&-$ for a temperature of '-& c and a pressure '.4 (pa )method - *+. The manner of fixing
the conductors to the material shall ensure adequate and durable contact such that there is no ris2 of loosening or undue
heating. /crew connections transmitting contact force and screw fixing which may be loosened and tightened se0eral times
during the life of the meter. *ll parts of each terminal shall be such that the ris2 of corrosion resulting from contact with any

other metal parts is minimi1ed. Electrical connection shall be so designed that the contact pressure is not transmitted through

in a terminal bloc2.

The line side terminal shall be located on the left and shall be labeled B/ource Band load side terminal shall be located on the

to the internal meter wor2s and connection terminals. Terminal co0er sealing pro0isions shall be designed to accommodate a

&4. RESISTANCE TO HEAT AND FIRE
The terminal bloc2, the terminal co0er and the meter case shall ensure reasonable safety against the spread of fire. They should
not be ignited by thermal o0er-load of li0e parts in contact with them.
&;. PROTECTION FOR OUTDOOR APPLICATION
The meter shall conform to the degree of protection against ingress of dust, moisture and 0erminEs. The meter shall be effecti0ely
sealed to pre0ent entrance of rain and dust into the meter. The meter shall pass the Rain and dust Test described in
Fnderwriters Caboratory standard FC-&% )F./.*+ for type three enclosures )out door type meters+. *s a requirement of
outdoor application as per *:/! "'$.' )$%%' or later re0ision+, Weather /imulation test and /alt spray test shall also be
pro0ided. The meter shall be designed to operate continuously for the normal life of the meter in an unsheltered outdoor
exposed tropical location without corrosion or other damage to its parts ad0ersely affecting the meter accuracy or reliability.
&+. MEASUREMENT:
These (eters are required for the purpose of re0enue metering of single phase, &% >1 )G&5+, $8%9 consumer. (eter shall
measure the acti0e energy )HW>+ with maximum demand )HW+. 6emand inter0al length shall be of '& minutes. The
maximum demand shall be reset once in a year )'st Ianuary at '$%% *( for e0ery year+

&.. REGISTERING MECHANISM:
The registering mechanism shall be of a Ciquid "rystal 6isplay )C"6+ ha0ing a # )six+ or more digit display in Hwh including '
decimal place. The height of the digit shall be 4mm and width shall be &mm.
The C"6 display shall be of good quality and shall not deteriorate during the ser0ice life of the meter. The display 0alues shall
be sharp and ha0e good contrast with the bac2ground. The C"6 shall ha0e a life expectancy of '& years under normal
temperature and humid condition.
The C"6 shall ha0e a bac2lit display for easy reading of display parameter in low light conditions. The @ segments C"6 shall
display accurately cumulati0e acti0e energy with maximum demand.
The C"6 can be set to operate e0en if mains power is not a0ailable, that is meter reading can be ta2en by pressing or
touching button or by any other means, e0en during power failure conditions. =or that purpose the meter shall ha0e a lithium,
non-rechargeable, maintenance free battery to support for displaying the register 0alues during mains power outages. The
battery will also support the functionality of Real Time "loc2. The minimum ser0ice life of the battery shall be '& )=ifteen+

=urther the meter should not saturate on passage of direct current which can cause the meter either to stop recording or record
inaccurately.
1#. STARTING OF METER:
The meter shall be fully functional within & seconds after the rated 0oltage is applied to the meter terminals.
11. RUNNING WITH NO LOAD:

When only 0oltage is applied with no current is flowing in the current circuit, the test output of the meter shall not be more than one
pulseA count.
12. ACCURACH:
The accuracy of acti0e energy measurement by meter shall be tested in accordance with standards mentioned in clause J - of this
specification for class ' meter.
13. CALIBRATION:
The meter should be only factory calibrated and no modification of calibration should be possible at site by any means whatsoe0er.
The meter shall be calibrated once and calibration should be maintained for the life of the product. This is to ensure that the meters
cannot be tampered at site.
!t shall howe0er be possible to chec2 the accuracy of the meters in the field by means of the test output.
1. TEST OUTPUT DE)ICE:
The meter shall ha0e test output accessible from the front and capable of being monitored with suitable testing equipment. The
operation indicator must be 0isible from the front.
The calibration CE6 shall be pro0ided as per the recommendations of !E" and the pulse 0alue in pulsesA HW> of the flashing CE6
for acti0e energy should be printed on the name plate.
The meter may be 0erified for its accuracy with the help of output CE6 impulses.
1!. MARBING OF METERS:
The mar2ing of meters shall be in accordance to !E" #$%&$-''. The nameplate describing the meter particulars shall be made of
suitable insulating material and shall be fixed or indelibly etched on the meter co0er in such a manner that it is easily readable from
the front. !n addition the words BBangladesh Rural Electrification BoardD purchase order no. and date shall also be mar2ed on the
nameplate. The word KRural Electrification BoardK shall be printed character of 'A4K height.
The name plate of e0ery meter shall bear the following informationL the mar2ing shall be indelible, distinct and readable from
outside the meter

17. D.C IMMUNITH TEST:
The meter shall withstand the 6." immunity test so as to ensure that the meter does not saturate on passing of direct current.

1&. ELECTROMAGNETIC COMPABILITH
(eters shall be designed in such a way that conducted or radiated electromagnetic phenomena and electrostatic discharge
neither damage nor substantially influence the measurement.
19. RADIO INFLUENCE INTERFERENCE:
The meter shall not generate noise, which could interfere other goodsAmaterials and shall be as per rele0ant standard.
2#. INFLUENCE OF HIGH MAGNETIC FIELD:
The meter shall be pro0ided with appropriate magnetic shielding so that any external magnetic field )*"A6" electromagnet+ as per
rele0ant standard and would not affect the proper functioning of the meter.
21. TESTS AND TEST CONDITIONS:
Type test, Routine test and *cceptance tests of the meters shall be carried out in accordance with !E" #$%&$-'' and !E" #$%&--
$' in an internationally recogni1ed independent testing laboratory. The other tests mentioned in clauses 4f, '#-$% of this
specification shall also ha0e to be performed as per rele0ant standard. The bidder shall submit all these test reports along with the
bid proposal. Type test report of all tests as per rele0ant standard in English along with test results of the offered type shall be from
any of the following independent test laboratories or their branches in the world

22. INSPECTION:
The manufacturer shall perform the necessary inspection and test to determine if the watt-hour meters comply with the
specification and shall supply certified test reports that gi0e proof of conformance to the !E" performance standards in all aspects.
Where this specification exceeds the !E" standard the bidder shall pro0ide certification of compliance. *ll information shall be
written in English. :on-conforming watt-hour meters are unacceptable. REB reser0es the right to witness factory test and request
test reports.
23. TEST CERTIFICATE:
The bidder shall submit copies of complete Routine ? Type Test "ertificate as per rele0ant clause of !E" #$%&$-'', #$%&--$' ?
those noted in clause 4)f+,'#-$% of this specification along with the Tender. *lso refer clause - of this technical specification. These
tests must not ha0e been conducted earlier than & years from the date of Bid opening. Bids of the tendererEs who do not submit
the following test certificates as per rele0ant standard as described in this specification along with the tender, shall be reNected.

4. Test for !nfluence of high magnetic field
2. WARRANTH:
The meters shall be guaranteed against malfunctioning and manufacturing defect for a period of one year for its satisfactory
operation from the date of acceptance. The defecti0e meter shall be replaced by the supplier free of cost within #% days of the
intimation of such defects.

2!. LIFE EEPECTANCH:
The ser0ice life of the meter shall be minimum '% years without re-calibration.
2%. SAMPLES:
Two sample of each type and rating shall be supplied along with the tender for physical 0erification purposes. The bids
without sample shall be out rightly reNected.
27. CERTIFICATION MARBING:
The meter shall be mar2ed with certification mar2 of the standard followed if any.
2&. GUARANTEED TECHNICAL PARTICULARS:
The guaranteed technical particulars of the equipment offered shall be attached with the Tender. Tenders not accompanied by
the ,.T..Es shall be reNected.

29. PACBAGING:
REB watt-hour meters shall be indi0idually pac2aged in a suitable container for tropical climate. Each container shall be clearly
labeled with manufacturerEs name and catalog information.

acceptable only if the requirements of such standards are equi0alent to or exceed the requirements quoted in this document. *ll
accompanying drawings are conceptual. The manufacturer is responsible for preparation of drawings and design, which meets
the dimensional, strength, and other performance requirements of this standard. The text, figures and references to other
standards supplement each other, and shall be considered parts of this standard.
