Date of Issue: 2 July 2014 Deadline for applications: 25 July 2014 Rate of pay: Based on IMO consultancy rates and will commensurate with experience and expertise Contract information: This is a consultancy contract for a period of 2 months. There shall be no expectation of contract change or renewal at the end of this assignment. This post is only offered to candidates who are available to work full- time and have legal eligibility to live and work in the UK. Purpose of the Post The overall objective of this assignment is to carry out a review of the Organizations Strategic Plan and all its components with the aim of identifying areas for improvement and clarifying inter-linkages.
For the main duties and responsibilities, kindly refer to page 2. Required competencies a) Thoroughness and exceptional attention to detail, ensuring consistency in reporting. b) Excellent analytical skills and ability to work independently. c) Ability to establish priorities and to plan, coordinate and monitor work; and d) Effective working relationships with internal and external stakeholders, at all levels. Specific professional experience: Knowledge and experience in strategic planning and preferably at least one project involving assessment of the strategic plan of an international organization, a national government department or an international non-governmental organization, within the last five years. Language Skills Complete proficiency in written and spoken English, including excellent drafting and communication skills. Other Skills Excellent research, analytical, organizational and drafting skills. Proficiency in MS Office applications. How to apply. MAIN DUTIES AND RESPONSIBILITIES
1 Review the Organization's Strategic Plan (resolution A.1060(28)), the High-level Action Plan (resolution A.1061(28)), the Guidelines on the application of the Strategic Plan and the High-level Action Plan of the Organization (resolution A.1062(28)), and taking into account the results-based budget of the Organization (resolution A.1063(28)), as well as the Secretariat's Business Plan (C/ES.27/3, annex 4), and carry out a review of the Strategic Plan and all its components with the aim of identifying areas for improvement and clarifying interlinkages among the components, including the following elements:
.1 assessment of the Performance Indicators and the Key Performance Indicators, based on an initial analysis by the Secretariat, to ensure that what these indicators measure is under the control of the Organization and that they provide an effective basis for the evaluation of the Organization's Strategic Plan;
.2 assessment of the consistency of all of the components of the Strategic Plan, including the usage of SMART-terminology;
.3 identification of options to strengthen the strategic planning process; and
.4 assessment of the advantages and disadvantages of fixing the Strategic Plan for a given period, such as for six years, with periodic reviews (for example, in years 2 and 4).
