congratulating Stephan Carapiet for the recent motorcycle Daylight Riding Lights ( DRL) law that was
passed in the Philippines government recently on behalf of road safety for motorcycles in the Philippines.

Dear Colleagues,

Above our common objective of promoting the proper and safe conduct of motorcycle
sports in our respective FMNs, we should not confine our advocacy to the racetracks
and must always be vigilant in continuously seeking ways to improve road safety of
common motorcyclists.
In the wake of the marked increase in the number of road accidents involving
motorcycles in Metro Manila from 2001 until 2006, the National Motorcycle Sports and
Safety Association (NAMSSA), the FMN for the Philippines which I head and supervise
took a bold step to address the concern by proposing the creation of a law enforcing
the mandatory use of daytime running lights (DRL) on all motorcycles plying Metro
Manila thoroughfares to our local government.
While DRLs on motorcycles may not significantly improve the riders’ ability to see
things around them, studies have shown that DRLs increase the likelihood of the
motorcycle being noticed, and hence, the chances of contact or collision with the
motorcycle is greatly lessened.

In the Philippines, the government agency in charge of overseeing the vehicular and
traffic concerns in the metropolis, has finally ratified and passed a law borne from
NAMSSA’s initiative, MMDA Resolution No. 07-06 Series of 2007, requiring the use of
DRLs on all motorcycles in Metro Manila.

On this note, I enjoin all of you who have not yet adopted this concept to take the
same direction since this will have a positive impact on the safety and welfare of
motorcyclists in the areas under your jurisdiction.
