Exit ing Building

The Library sits in Ober Park on land leased from the Vashon Parks District. The land originally had been built up
with a series of berms that shielded the park from Vashon Highway and the parking lot built for the park. In 1982
King County Library Service (KCLS) entered into agreement with The Vashon Parks District to construct the
current building. The new building was located in the southeast corner of the park adjacent to the existing parking
lot. The existing berms were extended around the new building and a concrete bench was built into the berm at
the entry. No changes were made to the parking lot except to repave and add lighting.

The exiting roughly 6200 sq ft building was built in 1982. It is a wood framed building with a continuous crawl
space, partial attic and a main Reading Room with a vaulted ceiling framed with timber trusses. The building is L-
shaped in footprint with the main Reading Room taking up one leg of the L and the other leg containing the
Library and public services such as staff work and breakrooms, public lavatories along the parking lot and the
Meeting Room adjacent to the entrance.

The original timber trusses were designed to clear span the Reading Room. However during construction they
were redesigned and columns were added roughly 8 -0 in from each side. This appears to be due to the trusses
not being able to support the load they were designed for without significant bowing.

Other than the staff areas, there are no windows at eye level. At the Reading Room all of the windows are
clearstory. There are no windows in the meeting room.

In the attic, the original design contained both a large skylight for the Workroom and a series of skylights over an
attic space to create a heat plenum as part of the mechanical system. These skylights were removed in 1993 and
the areas affected re-roofed to match the original. At that time all of the existing mechanical system was replaced
with a new split system using exterior heat pumps and interior air handlers located in the attic. . No issues with
mold or decay were noted in our site observations of these areas, but some areas are covered with drywall and
not exposed to view. The drywall is painted and shows no issues of moisture.

New Sit e Work

The Library renovation and addition allows several issues with the current park to be addressed.

No new parking is being added. Instead, a new direct path to the existing gravel parking lot to the north of the
Parks Building is being added. The new path is located further east of the existing path towards the new
expansion of the Library. With the existing path connecting the Library parking lot and the Parks Building removed
a larger continuous lawn can be created. Drainage issues that plague the current path and grass area will be
addressed with new french drains under the lawn area and a culvert to move water under the new path.

The existing berms will be extended north to create a larger contiguous area of berm to be used for community
event such as performances. New trees will be planted to provide a veil that will break down the mass of the
building from the park.

The existing parking lot is to remain as designed. It will be repaved and re-stripped once construction is complete
as it will be used for construction support and new utilities will need to be trenched though it. Subtle changes will
be made to the handicap spaces to make them van accessible and meet current code.

The existing concrete seating area and trees at the entry are to be removed to open the entry up to the
surrounding park and make it more welcoming. A new bench and the potential for public art are being planned.

Renovat ion and Addit ion

The existing 6200 sq ft building is to be gut renovated and brought up to current standards for seismic and life
safety issues. New additions totaling roughly 3799 sq ft are to be added to the existing building.

The three new additions are:
A glu-lam framed Reading Room and Multipurpose Room of 2873 sq ft with 400 sq ft Mechanical Room and
2473 sq ft of crawl space below. Room is framed with glu-lam bents at 4 -0 o.c. with continuous aluminum
framed window wall clipped to the glu-lam structure with a green roof.
A wood framed Children s Area of 416 sq ft with a partial crawl space below
A new glu-lam framed Entry Vestibule of 110 sq ft slab on grade construction.

The primary goals of the renovation and addition are:
To open up the Library to Ober Park
To provide more space for patrons who use the Library including significantly more seating
To provide a larger Meeting Room that is contiguous with the Reading Room
To upgrade services for patrons including better rest rooms, more space and greater access to power for use
with laptops and other devices
To provide the Library with improved thermal comfort and better natural and artificial lighting
To improve life safety with upgraded seismic construction and the addition of a complete sprinkler system
To reduce resource consumption and become more environmentally sensitive with green roofs and rain
gardens to deal with runoff.

Roof

Existing Building Existing metal roof to be removed and replaced with new 3-tab asphalt shingle.

New Roofs New Reading Room is to have a green roof by Xero Floor or Hydrotech. Green roof
system is to be lightweight extensive garden roof consisting of sedums in a 3 +/ -
depth soil planting.

Roof edges and new roof at Children s area is to be Galvalume flat seam roofing.

Ice and Water Shield Provide at all roofs new and old not to receive green roof system

Building Insulation

Floor R-30 batt insulation. All existing insulation is to be replaced.

Wall R-21 batt insulation. All existing insulation is to be replaced.

Attic Floor R-30 batt insulation installed to remain where currently installed attic floor is to
remain

Roof All existing batt roof insulation at the existing Reading Room and the new vaulted
ceiling at the Circulation Desk is to be removed and replaced with R-38 foam in
place insulation. All new roof insulation above the new Reading Room, Vestibule
and Children s Room is also to be R-38 foam in place insulation. Where not
covered in the ceiling cavity directly by 1/ 2 gyp board or greater, provide gyp
board for fire protection.

Existing batt insulation in roof structure above attic where attic is not to be removed
is to remain.
Ext erior Finishes and Windows

At the east and south walls, the existing brick is to remain. The
existing wood soffit is to remain. The existing lighting in the
eave will be removed and filled in with wood to match.

The doors and windows at the existing openings on the south
wall are to be removed and new steel frames with glass
windows and steel doors are to be added over the existing
brick to change the perceived size and shape of the existing
opening. At the new telecom/ data room the existing openings
will be filled in and covered with a steel rainscreen to conceal
the size/ shape of the existing openings. On the east wall new
steel doors and frames doors will be cut into the existing brick
wall in the plane of the wall, not over the top of it as will occur
at the south wall.

At the west wall near the Entry the brick will continue around the corner from the
south wall. At the entry a wood composite such as Trespa will be used and
continue on the interior as a feature wall. The balance of the west faade will be an
aluminum framed window system such as The Custom Window Company 5000
Series window frame. The frame will be clipped off of the glu-lam structure per the
photo.

All of the clearstory windows at the east and north walls are to remain.

All new glazing will be an insulated Low-e glass with no ceramic frit or other films.

The north wall of the meeting room is to be a self supporting frameless glass
system.

At the Meeting Room storage boxes and around the new Children s Room
extension a wood composite such as Trespa is to be used.

Int erior Finishes

Flooring Floors at the Reading Room, Meeting Room and Copy Room are to be 36 sq
carpet tiles by Milliken (the KCLS standard).

Flooring at the entry vestibule will be a walk off grate.

Floors at the Rest Rooms, Staff Work Room, Staff Break Room, Office and
Telecom/ Data are to be sheet good Mannington Commercial sheet vinyl

Walls Unless noted below all walls are to be 5/ 8 painted gyp board.

The Telecom/ Data room will have plywood backer board

All walls at the wet side of the Public Rest Rooms will be tile to 8 -0. All other walls
will be and behind the tile will be cementitious backer board.

The janitor s closet will have FRP or plastic laminate panels to 3 -0will metal edges.

All walls at the Meeting Room are to be Trespa or some similar wood composite
product as is the feature wall at the Entry Vestibule and Self Check.


Ceilings Ceilings at the Reading Room and Meeting Room will be exposed to view ACC
plywood structure with a clear finish.

Ceilings at the Children s Area will be a dropped wood slat with acoustical
treatment above.

Ceilings at the Workroom, Breakroom, Office and storage are to be drop acoustical
tile ceiling

Ceilings at the Study Rooms, Public Restrooms and Staff WC are to be painted
gypsum wall board.

Acoustical tiles will be adhered to the paint gyp board ceilings at the Rest Rooms
and Study Rooms.

Painting All exposed conduit, ductwork and piping is to be painted.

All gyp board walls will be painted. KCLS standard is Benjamin Moore

Exterior metalwork is to be painted with Benjamin Moore 2-part Aliphatic Acrylic
Urethane.

Dear Ms. J ohnson:
Please find attached our geotechnical engineering report to assist you and the project
team with design and construction of the proposed alterations to the Vashon Public
Library on Vashon Island. This report documents the subsurface conditions at the site
and our geotechnical engineering recommendations for the proposed project.
Based on the results of our subsurface exploration program and our review of existing
information, the project site is underlain by competent soils (glacial till) at shallow
depths. These conditions are conducive to the use of conventional shallow foundations to
support the new structure. Due to historic grading of the site, up to 7 feet of fill soil exists
over the competent native soil, and some localized over-excavation of unsuitable soils
and replacement with structural fill will be required, especially in the northeast corner of
the proposed addition.

1.0 INTRODUCTION
This report presents the results of geotechnical engineering studies that were undertaken to
support the design and construction of the proposed alterations to the Vashon Public Library, on
Vashon Island, Washington. Our study was performed in accordance with the King County
Library System On Call Services Agreement effective April 26, 2010, and work order number
one, dated April 26, 2010. Our service scope included reviewing readily available geologic data,
conducting a site reconnaissance, advancing hand borings at the site, and developing the
conclusions and recommendations presented in this report.
2.0 SITE AND PROJECT DESCRIPTION
The project site is located at 17210 Vashon Highway SW, on Vashon Island, Washington (see
Figure 1). The site is currently occupied by the KCLS Vashon Public Library, which is located
in the southeast corner of the site, and an asphalt paved parking area, which is located along the
southern portion of the site (see Figure 2). The remainder of the site is occupied by lawn, and
serves as a community park. The existing library is a one-story structure with an unfinished
crawl space.
The general topography of the area slopes gently to the north and east, while the site topography
has been modified by past grading activities, and is undulating. Based on our review of the site
survey prepared by PACE Engineering, dated May 11, 2006, the relatively level parking area at
the south end of the site is at an elevation of about 350 feet, which generally matches the
finished floor elevation of the existing library. The northern portion of the site is generally level,
with only a gentle slope down to the northeast, and has an elevation ranging from about 343 to
340 feet. Between the relatively level southern and northern portions of the site described above,
previous grading activities created soils berms approximately 4 to 6 feet tall. In particular, soil
has been bermed up against the north and west sides of the existing library. Plate 1 below shows
existing conditions at the project site.
We understand that the proposed project will consist of expanding the existing library to the
north by adding about 4,000 square feet in an L-shaped addition, as shown in Figure 2. We also
understand that a small addition will occur near the southwest corner of the existing library. We
understand that the current plan is for the addition footings to bear at the same elevation as the
existing library footings, which we infer are located at an elevation of about 344 feet.

3.0 SUBSURFACE EXPLORATIONS
To explore subsurface conditions at the subject site, we advanced three hand borings (HB-1
through HB-3) around the perimeter of the proposed addition. The approximate boring locations
are indicated on Figure 2, and were located based on relative distances from existing site
features. The hand borings were advanced utilizing a 3-inch diameter hand auger. An engineer
from PanGEO performed the explorations and logged the subsurface conditions encountered in
the test holes. The relative density of granular soils and the relative consistency of cohesive soils
were generally estimated based on the drilling resistance encountered throughout the depth of the
explorations, and on the penetration resistance of the soil from a -inch diameter steel hand
probe. After the test holes were completed, they were backfilled with excavated spoils, and the
surface tamped firm. The excavated soils were described using the system outlined on Figure A-
1, and the summary hand boring logs are included in Appendix A.
4.0 SUBSURFACE CONDITIONS
4.1 SOILS
According to the geologic map of King County (Booth, 2007), the project site is underlain by
Vashon Till, which is an over-consolidated heterogeneous mixture of silt, sand and gravel. Our
site borings generally confirmed the mapped stratigraphy and encountered fill over the mapped
glacial till.

Hand boring HB-1 was located on an existing soil berm near the northeast corner of the proposed
addition. HB-1 encountered about 7 feet of loose fill material before encountering the top of the
native medium dense to dense glacial till. Based on our visual estimate, and the site topographic
survey provided to us, we estimated that the glacial till was located at approximately elevation
340 feet.
Hand boring HB -2, which was located near the northwest corner of the proposed addition in the
relatively level grass area, encountered only about 9 inches of topsoil and fill before
encountering the native glacial till. Based on our visual estimate, the glacial till at this boring
location exists at approximately elevation 343 feet.
Finally, hand boring HB-3, which was advanced adjacent to the existing library building near the
southwest corner of the proposed addition, encountered about 6 feet of loose fill soils over the
native medium dense to dense glacial till. At this location we estimated the glacial till to be
located at an approximate elevation of 344 feet.
4.2 GROUNDWATER
Groundwater was not observed within the depths of the three hand borings advanced at the site.
However, we observed moist to wet soils within about one foot above the contact with the native
glacial till. Due to the dense nature of the till, and high fines content, we anticipate that water
becomes perched on the till layer during certain times of the year. In addition, it is common for
glacial till to contain layers of clean sand and gravel that often contain water. It is anticipated
that groundwater conditions will vary depending on the season, local subsurface conditions, and
other factors.
5.0 EXISTING BUILDING CONDITION
We conducted a brief reconnaissance of the existing library structure to observe the performance
and condition of the building. Our reconnaissance of the exterior of the building revealed that
the brick facade was in generally good condition, with almost no visible signs of stress cracks,
settlement or distress. We also excavated one test hole near the northwest corner of the existing
structure to verify the depth of the existing footing. The test hole, which was adjacent to hand
boring HB-3, encountered the top of footing about 5 feet below the ground surface which would
result in the bottom of the footing bearing on the native glacial till. Based on the results of our
test borings, and our reconnaissance of the building, in our opinion the foundation of the existing
structure is bearing on the competent native glacial till soils below the site.

6.0 SEISMIC CONSIDERATIONS
6.1 SEISMIC DESIGN PARAMETERS
The following provides seismic design parameters for the site that are in conformance with the
2009 edition of the International Building Code (IBC), which specifies a design earthquake
having a 2% probability of occurrence in 50 years (return interval of 2,475 years), and the 2002
USGS seismic hazard maps:





6.2 LIQUEFACTION ASSESSMENT
The potential for earthquake-induced soil liquefaction is considered to be negligible because of
the depressed groundwater level at the site and because the site is underlain by very dense glacial
till that is not susceptible to liquefaction. Therefore, in our opinion, special design
considerations associated with liquefaction are not necessary for this project.
7.0 GEOTECHNICAL RECOMMENDATIONS
7.1 FOOTING DESIGN PARAMETERS
In our opinion conventional shallow strip and spread footings may be used to support the
proposed library addition. Based on our understanding of the proposed library alterations, we
anticipate that the footings will bear at the same elevation as the existing library footings along
the north side of the structure. Based on our field investigations, we estimate that the existing
footings bear at an elevation of about 344 feet. As such, assuming that the new footings will
bear at an elevation of about 344 feet, we anticipate that from 1 to 4 feet of over-excavation of
unsuitable fill soil and replacement with compacted structural fill will be needed below the
footings along the north side of the new addition. The deepest over-excavation is anticipated to
be near the northeast corner of the proposed addition.

7.1.1 Bearing Pressure and Subgrade Preparation
For footings bearing on the native medium dense to dense glacial till, or properly compacted
structural fill, we recommend sizing the footings using a bearing pressure of 3,000 psf. The
bearing pressure may be increased by one-third for transient loads such as seismic and wind
loads. As described above, we anticipate that up to 4 feet of over-excavation of unsuitable loose
fill soils and replacement with properly compacted granular structural fill will be required in the
northern portion of the library addition. The structural fill should extend horizontally at least
one foot beyond the edge of the footings. Prior to placing the structural fill, the exposed
subgrade, which should consist of the native, undisturbed medium dense to dense silty sand soil
(till) should be compacted to a dense condition. If the subgrade at that level is yielding after re-
compaction, it should be over-excavated and replaced with compacted structural fill. Footing
excavations and compaction should be observed by a representative of PanGEO, prior to placing
forms or rebar, to verify that conditions are as anticipated in this report.
All footings should be embedded a minimum of 18 inches below final finished grade. Strip
footings should have a minimum width of 18 inches; isolated column footings should have a
minimum width of 24 inches.
Total and differential settlements are anticipated to be within tolerable limits for footings
designed and constructed as discussed above. Footing settlement under static loading conditions
are estimated to be less than about 1 inch and differential settlement across the building should
be less than about inch. Most of the anticipated settlements are likely to occur during
construction as dead loads are applied.
The contractor should be aware that the site soils are moisture sensitive due to its high fines
content, and will become disturbed and soft when exposed to inclement weather conditions. As
a result, depending on the weather condition at the time of footing construction and the actual
soil conditions encountered, it may be necessary to place 2 to 3 inches of lean-mix concrete on
the exposed footing subgrade to protect against moisture and disturbance. In addition, water
bearing sand seams could be present at or near the footing excavations. If sand seams are
encountered, the contractor should be prepared to dewater the footing excavations using sumps
and pumps to allow for proper subgrade preparation.
7.1.2 Lateral Resistance
Lateral forces from wind or seismic loading may be resisted by the combination of passive earth
pressures acting against the embedded portions of the foundations and by friction acting on the
base of the foundations. Passive resistance values may be determined using an equivalent fluid
weight of 350 pounds per cubic foot (pcf). This value includes a factor of safety of at least 1.5,
assuming that properly compacted structural fill will be placed adjacent to the sides of the
footings. Unless covered by pavements or slabs, the passive resistance in the upper 12 inches of

soil should be neglected. For footings bearing on structural fill or the native till, a frictional
coefficient of 0.40 may be used to evaluate sliding resistance. This coefficient includes a factor
of safety of approximately 1.5.
7.2 BELOW-GRADE WALLS
We anticipate that the foundation walls around the perimeter of the new addition will be
backfilled similar to the existing library. We offer the following recommendations for design
and construction of below grade walls.
7.2.1 Lateral Earth Pressures
We recommend that the below grade walls be designed for an earth pressure based upon an
equivalent fluid weight of 35 pcf for unrestrained conditions, and 45 pcf for the restrained
condition. For seismic conditions, we recommend use of an additional uniform pressure of 6H
psf, where H is the below grade wall height (in feet), and represents an ultimate seismic load on
the wall. The recommended lateral pressures assume that adequate wall drainage provisions will
be incorporated into the design and construction of the walls.
7.2.2 Surcharge Loads
The basement walls should be designed to accommodate traffic surcharge pressures if the traffic
load is located within the height dimension of the wall. For simplicity, a traffic surcharge may
be included as 2 additional feet of soil behind the below grade walls. Similarly, surcharge loads
from construction equipment or soil/material stockpiles should be considered in the wall design.
We will provide recommended lateral pressures acting on the wall from specific surcharge loads
upon request.
7.2.3 Lateral Resistance
Lateral forces from wind or seismic loading may be resisted by the combination of passive earth
pressures acting against the embedded portions of the foundations and by friction acting on the
base of the foundations. As described above for spread footing foundations, lateral resistance of
the below grade walls may be calculated using an equivalent fluid weight of 350 pcf for passive
resistance and a coefficient of friction of 0.4 for base friction resistance. These parameters
include a factor of safety of about 1.5.
7.2.4 Wall Drainage
Provisions for permanent control of subsurface water should be incorporated into the design and
construction of the below grade walls. As a minimum, we recommend that a 4-inch diameter

perforated footing drain surrounded with washed rock and a geotextile fabric be installed along
the base of the footing around the exterior of the addition.
7.2.5 Wall Backfill
The below grade walls may be backfilled with native site soils provided that they can be
adequately compacted and that a pre-fabricated drainage mat is installed over the exterior wall
face for drainage. Because the native site soils contain a high percentage of fines (i.e. silt and
clay), they have poor drainage characteristics. In addition, these materials are moisture sensitive
and are difficult or impossible to compact during wet weather. In the winter, an all-weather
material should be used as structural backfill, such as City of Seattle Type 17 material or
Washington State Department of Transportation Gravel Borrow (Standard Specification 9-
03.14(1)).
Wall backfill should be moisture conditioned to within about 3 percent of optimum moisture
content, placed in loose, horizontal lifts less than 8 inches in thickness, and systematically
compacted to a dense and relatively unyielding condition and to at least 95 percent of the
maximum dry density, as determined using test method ASTM D 1557. Within 5 feet of the
wall, the backfill should be compacted to 90 percent of the maximum dry density.
7.3 PROPOSED PEDESTRIAN WALKWAY
We understand that the existing pedestrian walkway may be relocated to the east of its current
location, such that it runs along the western side of the new library addition. In general, based
on our subsurface exploration HB-3, we anticipate that the relocated walkway will be underlain
by up to about 6 feet of fill soil. To improve the performance of the walkway, which we
anticipate will be asphalt surfaced, we recommend that a minimum of 4 inches of properly
compacted crushed surfacing top course (CSTC) be placed directly below the concrete walk to
function as a leveling course and to provide firm uniform support for the walkway. Prior to
crushed rock placement and compaction, the exposed subgrade should be heavily compacted to a
dense condition. If soft or loose yielding soils, or soils with prevalent organics, are encountered
within the subgrade, they should be over-excavated a maximum of one foot and replaced with
properly compacted structural fill.
8.0 CONSTRUCTION CONSIDERATIONS
8.1 SITE PREPARATION
The proposed addition area should be stripped and cleared of surface vegetation, organic matter,
pavement and other deleterious material. Based on our observations at the site, a stripping depth

of approximately 8 inches will generally be necessary. Actual stripping depth should be based
on field observation at the time of construction. In no case should the stripped or grubbed
materials be used as structural fill or mixed with material to be used as structural fill. The stripped
materials may be wasted on site in non-structural landscaping areas or they may be exported.
8.2 TEMPORARY EXCAVATIONS
We anticipate that footing excavations will encounter up to approximately 7 feet of fill soil
overlying the native medium dense to dense glacial till soils. Temporary excavations greater
than 4 feet deep should be properly sloped or shored. All temporary excavations should be
performed in accordance with Part N of WAC (Washington Administrative Code) 296-155. The
contractor is responsible for maintaining safe excavation slopes and/or shoring. For planning
purposes, the temporary excavations may be sloped to as steep as 1(H):1(V) within the fill soil
and (H):1(V) within the glacial till soils. Temporary excavation slope angles should be re-
evaluated in the field during construction, however, based on actual observed soil conditions.
8.3 MATERIAL REUSE
We anticipate that the surficial fill consists of till spoil that was generated during construction of
the original library or during past grading in the vicinity of the site. The contractor should be
aware that such soils, as well as the native glacial till, are moisture sensitive. The re-use of these
materials as structural fill may be possible only if they are properly handled and if the earthwork
occurs during periods of dry weather. If use of the existing soils is planned, any excavated soil
should be stockpiled and protected with plastic sheeting to prevent softening from rainfall.
Alternatively, if the excavated soils become wet and unsuitable, or are exported from the site, we
recommend that backfill soil consist of granular structural fill as described below.
8.4 STRUCTURAL FILL
Structural fill may be required to backfill footings and behind below grade walls. Granular
import soils, such as Seattle Type 17 or Gravel Borrow from the WSDOT Standard
Specifications (9-03.14(1)) should be used as an all weather structural fill during wet weather, or
if on-site soils cannot be properly re-used. The structural fill should be moisture conditioned to
within about 3 percent of optimum moisture content, placed in loose, horizontal lifts less than 8
inches in thickness, and systematically compacted to a dense and relatively unyielding condition
and to at least 95 percent of the maximum dry density, as determined using test method ASTM D
1557.

8.5 EROSION AND DRAINAGE CONSIDERATIONS
Surface runoff can be controlled during construction by careful grading practices. Typically, this
includes the construction of shallow, upgrade perimeter ditches or low earthen berms to collect
runoff and prevent water from entering excavations. All collected water should be directed to a
positive and permanent discharge system such as a storm sewer. It should be noted that the site
soils are prone to surficial erosion. Special care should be taken to avoid surface water on open
cut excavations and exposed slopes should be protected with visqueen.
Permanent control of surface water should be incorporated in the final grading design. Finished
surfaces should be graded to slope away from building foundations. Water should not be
allowed to pond immediately adjacent to buildings or paved areas. Roof down spout drainage
should be collected and tightlined to appropriate outlets. All drainage should be directed into
conduits which carry runoff away from the building and paved areas into storm drain systems or
other appropriate outlets. Roof runoff should not be discharged into the footing drains.
8.6 WET WEATHER EARTHWORK RECOMMENDATIONS
In our opinion, the proposed project may be accomplished during the winter without adversely
affecting the site stability. However, earthwork construction performed during the drier summer
months likely will be more economical. Winter construction will require the implementation of
best management erosion and sedimentation control practice to reduce the chances of off-site
sediment transport. The site soils contain a high percentage of fines and are moisture sensitive.
Any subgrade soils that become softened either by disturbance or rainfall should be removed and
replaced with properly compacted granular structural fill or lean-mix concrete. General
recommendations relative to earthwork performed in wet conditions are presented below:
Site stripping, excavation and subgrade preparation should be followed promptly by
the placement and compaction of clean structural fill, capillary break material or base
course material;
The size and type of construction equipment used may have to be limited to prevent
soil disturbance;
During wet weather, the allowable fines content (material by weight passing the #200
sieve) of the structural fill should be reduced to no more than 5 percent, based on the
portion passing -inch sieve. The fines should be non-plastic;
The ground surface within the construction area should be graded to promote run-off
of surface water and to prevent the ponding of water; and

Bales of straw and/or geotextile silt fences should be strategically located to control
erosion and the movement of soil.
9.0 ADDITIONAL SERVICES
To confirm that our recommendations are properly incorporated into the design and construction
of the proposed library addition, PanGEO should be retained to conduct a review of the final
project plans and specifications, and to perform a field-monitoring program during construction.
As part of the permitting process, geotechnical construction inspection services may also be
required by the local jurisdiction. Specifically, we anticipate that geotechnical construction
monitoring services may include the following:
Review of final project plans and specifications
Over-excavation depth determination;
Footing subgrade verification prior to construction of foundation elements;
Verification of compaction of structural fill;
Observation of installation and performance of erosion control measures; and
Other consultation as may be required during construction
Modifications to our recommendations presented in this report may be necessary, based on the
actual conditions encountered during construction.
10.0 LIMITATIONS
We have prepared this report for use by the King County Library System and the project design
team. Recommendations contained in this report are based on a site reconnaissance, a
subsurface exploration program, review of pertinent subsurface information, and our
understanding of the project. The study was performed using a mutually agreed-upon scope of
work.
Variations in soil conditions may exist between the locations of the explorations and the actual
conditions underlying the site. The nature and extent of soil variations may not be evident until
construction occurs. If any soil conditions are encountered at the site that are different from
those described in this report, we should be immediately notified to review the applicability of
our recommendations. Additionally, we should also be notified to review the applicability of our
recommendations if there are any changes in the project scope.
The scope of our work does not include services related to construction safety precautions and
our recommendations are not intended to direct the contractors methods, sequences or

procedures, except as specifically described in our report for consideration in design.
Additionally, the scope of our work specifically excludes the assessment of environmental
characteristics, particularly those involving hazardous substances. We are not mold consultants
nor are our recommendations to be interpreted as being preventative of mold development. A
mold specialist should be consulted for all mold-related issues.
This report may be used only by the client and for the purposes stated, within a reasonable time
from its issuance. Land use, site conditions (both off and on-site), or other factors including
advances in our understanding of applied science, may change over time and could materially
affect our findings. Therefore, this report should not be relied upon after 24 months from its
issuance. PanGEO should be notified if the project is delayed by more than 24 months from the
date of this report so that we may review the applicability of our conclusions considering the
time lapse.
It is the clients responsibility to see that all parties to this project, including the designer,
contractor, subcontractors, etc., are made aware of this report in its entirety. The use of
information contained in this report for bidding purposes should be done at the contractors
option and risk. Any party other than the client who wishes to use this report shall notify
PanGEO of such intended use and for permission to copy this report. Based on the intended use
of the report, PanGEO may require that additional work be performed and that an updated report
be reissued. Noncompliance with any of these requirements will release PanGEO from any
liability resulting from the use this report.

The proposed site design layout is shown in the Architectural Site Plan A1.0.

Major civil engineering design components are:

1. Site Grading and Earthwork: This is as shown in the Architectural Site Plan A1.0.

2. Utilities:
New fire water service is required for the new building sprinkler system. This service includes
connection to the existing public water main in the south edge of the parking lot, FDC, about
55 of 4-inch service main to building, potentially a new hydrant. (We are awaiting response
from the Fire Marshalls office on these proposed improvements to meet fire code.)

Existing domestic water and sewer services appear to be adequate at this stage and are
assumed to be used for the new building.

3. Stormwater:
Existing parking area drainage appears to be adequate and will remain in use. Additional
stormwater detention appears to be not required for the new building based on preliminary
calculations; the resulting runoff from the re-developed site is small enough to meet an
exemption offered by King County DDES for very low flow increases.

It is proposed to direct at least a portion of the existing parking lot runoff to a rain garden for
water quality treatment. Rain garden elements are also included in the landscape architects
Schematic Phase Design Narrative. Stormwater elements:

Preliminary rain garden estimated at 400 sf of bottom area with 22 inches depth from
bottom to berm top; 18 inches replaced engineered soil throughout bottom and
sideslopes; presettling entry structure (catch basin or boulders?) for easy maintenance
to be coordinated with landscape architect. No liner, no underdrain.

An underdrainage system will be provided within the newly regraded lawn. The system will
daylight toward the existing swale and cross culvert southeast of the playground. Assume 60 lf

4. Paving:
Minor sawcut and re-grading will be required in existing asphalt parking lot at two accessible
parking spaces to meet ADA requirements. The asphalt parking lot will receive 2-inch asphalt
overlay and be re-striped for parking, including 2 ADA van spaces.

A new pervious concrete path will be built from the existing library parking lot to the Parks
parking lot to the north.

No street improvements are included.

Note: Refer to the Schematic Landscape Plan dated November 24, 2010 and prepared in
coordination with this narrative.

1. Soil Preparation:
Soil preparation will include restored lawn areas, planting areas, rooftop planting area, and the rain
garden. Lawn areas will receive 8 inches of sandy loam topsoil over sloped subgrade. Ground level
planting areas will receive 8 inches of a three way mix of sand, loam and composted organic
material plus a two inch top dressing of composted mulch. The rooftop planting will receive
approximately 4 inches of lightweight topsoil mix. See the civil engineers narrative for soil depth
at the rain garden. Rain garden soil will be composed of a mix of sand and composted organic
material. Note that general proposed grading of landscape areas is indicated on the Landscape Plan
L1.0. Grading will ultimately be included on the civil engineers drawings.

2. Irrigation:
The areas of new lawn will be irrigated as part of the existing Vashon Parks Department irrigation
system. Since the areas of new lawn include grade changes and other construction impacts, the
existing irrigation system in these areas will need to be removed and replaced with new irrigation
lines and heads. All other landscape areas including new planting areas adjacent to the library,
rooftop planting, and rain garden planting will be irrigated with a new system (separate from the
parks department system) that will include a new point of connection, backflow prevention device,
and automatic controller at the library.

New planting areas adjacent to the library will be irrigated with sub-surface drip irrigation lines or
pop-up stream rotor heads depending on considerations of cost, effectiveness, and water
conservation. The rooftop planting will be irrigation with a system of subsurface drip irrigation
tubes. Irrigation in the rain garden will consist of pop up stream rotor type irrigation heads located
around the perimeter of the garden.

3. Planting:
Plantings include new medium to large scale shade trees, small scale trees, low plants and
groundcovers adjacent to the building, rain garden plantings, and rooftop planting.

Several medium to large scale shade trees are proposed in the area to the west of the library entry.
Proposed species being considered are Ginkgo (Ginkgo biloba), Green Ash (Fraxinus
pennsylvanica), or European Beech (Fagus sylvatica) The shade trees are located far enough from
the building that their canopy will not likely extend over the roof line for at least 50 years. The
shade trees will be high branched to allow visibility beneath the foliage. Serviceberry (Amelanchier
sp.) is proposed as a small scale tree. These trees will be spaced widely to the west and north of the
library to add spring flowers (white) and interest to the environment without obstructing views or
the negatively impacting the open character of the site. Serviceberry is drought tolerant.

Proposed low plants and groundcovers include Dwarf Oregon Grape (Mahonia repens) and
Kinnickinick (Arctostaphyllos uva-ursi) along the west side of the building. Sword Fern
(Polystichum munitum), Salal (Gaultheria shallon), and Low Oregon Grape (Mahonia nervosa) are
proposed at the north side of the building. Japanese Holly (Ilex crenata) is proposed along the
south edge of the library building. All of the low plants and groundcovers being considered are
drought tolerant and all but the Japanese Holly are native northwest plants.

Proposed rooftop plantings include a mix of sedum varieties. Sedums are very drought tolerant
and some species are native. Proposed rain garden plantings include native plant species Dwarf
Redtwig Dogwood (Cornus s. Kelseyi) and Common Rush (Juncus effusus).

The existing split system air-to-air heat pumps will be replaced with new
split system air-to-air heat pumps that meet the 2009 Washington State
Energy Code. The four existing air handlers will be removed from the
attic space and five new air handlers will be located in the crawl space to

serve the remodeled library above. AHU-1 will serve the new meeting
room in the main library space. AHU-2 will serve the staff office and
work area at the south end of the building. AHU-3 will serve the west
side perimeter of the library. AHU-4 will serve the east and north
perimeter of the main library and AHU-5 will serve the interior of the
library space. Each air handler will have a mixed air plenum with outside
air and return air dampers to provide an economizer mode.

Five new condensing units will be provided that will have capacity to
match the new heating and cooling loads for the building due to the new
architectural envelope and programming. The new condensing units will
be placed at the northern wall of the crawl space beneath the new
meeting room. Outside air will be provided by an architectural louver at
the face of the north wall of the crawl space. The crawlspace will
accommodate new supply and return air ductwork distribution. The
supply air distribution will be provided at the floor to utilize the space
available and to reduce duct conflict with lighting and architecture.
Diffusers will all be flush with the finished floor.

2. Mixed Mode:
The remodel to the library provides for an opportunity to utilize the use of
a mixed-mode system for the library with operable windows on the east
and west faade as well as a mechanical louver at the top of the monitor
that runs above the middle of the main library space. When the outdoor
air temperature is mild, between 60-76 degrees F, the operable windows
will open as well as the monitor louver to produce a natural convection
effect in the main library space. This will allow for the perimeter air
handlers, AHU-3 and AHU-4, to be turned off to save energy.

3. Exhaust:
The library restrooms will have a dedicated toilet exhaust fan that will
exhaust 2 CFM/SF to keep the restrooms negative to the adjacent library
space. The staff restroom will have a dedicated residential style ceiling
exhaust fan with wall timer switch to accommodate staff usage that
differs from normal library hours.

4. Duct Construction Standards:
Air ducts will be constructed to the following standards:
a. Supply, return and exhaust ductwork will be constructed in
accordance with 1995 SMACNA construction, 1 inch pressure
class, seal Class A.

5. Acoustics:
As part of the design development, all of the mechanical systems will
need to be reviewed by the acoustical consultant to ensure the desired
noise and vibration levels throughout the building meet project
requirements. Recommendations will be incorporated into the
construction documents.
Critical items requiring acoustical evaluation include, but are not limited
to, the following areas or systems: condensing units in the crawlspace,
air handling units in the crawlspace, and interior spaces.
6. Miscellaneous HVAC Items:
The following items are provided upon construction completion by the
contractors:
a. Full maintenance brochures/manuals for all equipment and all
controls, including Owners operating instructions.
b. Full as-built shop drawings, complete temperature control
drawings, complete equipment submittals and cut sheets.
c. Commissioning, testing and balancing of the mechanical
systems.

III. PLUMBING/FIRE PROTECTION
A. CODES AND STANDARDS
This installation will comply with the following:
2009 Uniform Plumbing Code with Washington State Amendments
B. WATER SUPPLY
Water will be supplied to the relocated toilet rooms via the existing service. The
current domestic water supply does not have backflow prevention so a new
backflow preventer will be installed in the new sprinkler room where the domestic
water piping will be re-routed.
C. DOMESTIC HOT AND COLD WATER
Inside the building and at the water service entrance, the piping will be type L
copper tube with wrought copper fittings and soldered joints. The solder will be
lead-free, 95-5 type solder. Distribution piping will be either PEX pipe or copper
(contractors option). Pro-press joints will be allowed on copper piping.
The existing domestic hot water heater and all associated piping and accessories
will be removed. Domestic hot water for the restrooms and custodian sink will be
supplied from an electric water heater located in the existing attic. The sink in
the meeting room will have a semi-instantaneous water heater located in the
cabinet below or adjacent to the sink.
D. SANITARY SEWER AND WASTE SYSTEM
An extension of the existing sanitary waste and vent system will be provided to
the new Toilet Rooms and to the new sink in the Meeting Room. These systems
will be designed in accordance with the Uniform Plumbing Code for gravity flow.
Soil, waste and vent lines will be sized per UPC using good engineering practice.
Sanitary waste and vent piping above and below ground will be service weight
hubless cast iron pipe. Couplings for below ground installation shall be cast-iron
and above ground shall be heavy duty stainless steel couplings.
E. STORM DRAINAGE SYSTEM
A complete roof drainage and overflow system is not expected.

F. PLUMBING FIXTURES
All fixtures will be selected for low flow water consumption and per KCLS
standards. A Plumbing Fixture Schedule will be included in the drawings for
specific basis of design information for each fixture type during the Design
Development phase.

FIRE PROTECTION SYSTEMS
A. CODES AND STANDARDS
1. NFPA 13, Installation of Sprinkler Systems, 2007 Edition.
B. FIRE PROTECTION
1. The building will be protected by a hydraulically calculated sprinkler
system. The sprinkler system will be design build based on a
performance specification.
2. A 4-inch water service to the building will be extended from a nearby
water main.
3. Located in the sprinkler room, a double check valve assembly will be
installed to protect the water system from contamination and a dry valve
and air compressor for the dry sprinkler system.
4. There will be two subsystems installed in this building, a dry system for
the crawlspace and unheated spaces and a wet system for the
remainder of the building. The wet system will be served by an alarm
valve and associated trim. The dry system will be served by a dry pipe
valve, air compressor and associated trim. Both valves will contain
addressable alarm and supervisory devices that will be monitored by the
building fire alarm system.
5. A low pressure fire department connection will be located outside the
building, connected to the system with check valves.
6. All sprinkler systems shall be hydraulically calculated. In the event
design criteria information from the project fire insurance underwriter is
unavailable at the time of initial design, the following minimum criteria
shall be used.
a. Light Hazard: Library floors shall be sized to deliver 0.10 gpm/sq.
ft over an area of 1500 sq. ft. at the most

B. GENERAL
1. The existing building electrical service is provided by PSE from a pad
mounted transformer located exterior of the building. The new building
demand load will be coordinated with PSE for assessment of the existing
utility transformer.
2. The existing telephone company is Century Tel. A new service raceway,
(1) 4C will be provided from an existing Century Tel service vault to the
new telecom room.
3. The existing cable TV company is Comcast. A new service raceway, (1)
4C will be provided from an existing Comcast service vault to the new
telecom room.
4. A (1) 4C conduit will be provided for the King County INET. from the
King County INET vault to the new telecom room.
5. The existing main switchboard serving the Vashon Island Library is rated
at 600A, 208/120V, 3P, 4W. This will be demolished and will be
replaced with new 1000A, 208/120V, 3P, 4W switchboard. From the
switchboard will feed the following branch panelboards for the following
loads:

6. The new library roof will house PV (photovoltaic) arrays. Size and area
to be determined. Provisions for PV system will be provided.
7. The remodel and expansion of the library will have an estimated demand
load of 17 watts/sf.
8. All existing raceways and cabling will be demolished or replaced.
9. The existing power to the existing site lighting will be intercepted to will
be re-fed from the new electrical service.
10. The existing fire alarm system will be removed and replaced with ne
Silent Knight fire alarm system.
11. The interior and existing lighting will be controlled by the buildings BMS
system via Watt Stopper lighting relay panel(s).
C. ELECTRICAL DESIGN CRITERIA
1. Disconnect switches: Heavy duty, horsepower rated, quick-make, quick-
break, dead-front type. Self contained unit in a NEMA 1 enclosure
(NEMA 3R where installed outdoors).
2. Panel-boards: Corrosion resistant galvanized (zinc finished) sheet steel.
Fronts shall be cold rolled steel, finish coated with ANSI 61 gray enamel
over a rust inhibitor. Bus bars shall be copper, full size neutral bus.
Provide an equipment ground bus in each panel-board. Overcurrent
protection devices shall be molded case circuit breakers for branch
panel-boards and fused switches for distribution panels. Door-in-door
construction.
3. Circuit grounding: The continuous metallic conduit raceway will serve as
the ground path for feeders. Branch circuits shall be provided with an
insulated grounding conductor run with the circuit conductors. This
grounding conductor shall be in addition to the ground path provided by
the continuously grounded metallic raceway system that encloses the
phase and neutral conductors.

galvanized inside and out, threaded ends, with threaded type
fittings. Use where exposed to physical damage, indoors where
exposed to physical abuse and exposed outdoor installations.
d. Electrical Metallic Tubing: Continuous, seamless steel tubing,
galvanized or sherardized on exterior, coated on interior with
smooth hard finish of lacquer, varnish or enamel, with steel, set
screw type fittings. Use for general-purpose feeders and branch
circuits.
e. Flexible Steel Conduit: Single strip, continuous, flexible
interlocked double-wrapped steel, hot dip galvanized inside and
out forming smooth internal wiring channel, with steel,
compression type fittings. Use in dry locations only, connections
to lighting fixtures in suspended ceilings, connections to
equipment installed above suspended ceilings, transformer
connections, bus duct plug in units, and connections to
equipment where vibration isolation is required, maximum length
of 6 feet.
f. Liquid Tight Flexible Steel Conduit: Same as flexible steel
conduit except with tough, inert, watertight plastic outer jacket.
Fittings shall be cast malleable iron body and gland nut,
cadmium plated with one-piece brass grounding bushings
threaded to interior of conduit. Use same as flexible steel conduit
in damp or wet locations and at motor connections.

g. Rigid Nonmetallic Conduit: Schedule 40 polyvinyl chloride with
solvent cemented type fittings. Use in underground duct banks,
below slab on grade, or embedded in floor slabs.
h. MC (metal clad) Cable: To help facilitate cost cutting, MC cable
may be used, from homerun j-box to device, rather than conduit
and wire for branch circuiting. Homeruns shall remain as pipe
and wire for future expansion flexibility.
6. Wire and Cable:
a. Provide 600V minimum insulation rating. Electrical grade
annealed copper, tinned if rubber insulated THHN/THWN
insulation. Stranded ASTM Class B. Minimum size number 12 for
branch circuits; number 14 for control wiring. All #12 and #10
AWG conductors shall be solid.
7. Wiring Devices:
a. Switches and receptacles shall be specification grade. All
switches shall be silent acting fully rated 20 amperes. Multiple
pole, 3 way, 4 way, and special purpose type switches shall be
provided as required. Special purpose receptacles shall be
provided as required by the equipment characteristics. Device
coverplates shall be stainless steel
b. Branch circuits shall utilize steel EMT where concealed above
ceilings or within partitions, with flexible steel conduit at final
equipment connections. Non-metallic rigid conduit (PVC)
embedded in floor slabs will be provided where the structure
allows. Mechanical equipment final connections shall be liquid
tight flexible steel conduit.
c. General-purpose duplex receptacles will be provided for cleaning
and maintenance purposes at a maximum spacing of 25 feet, in
restrooms (GFI type) and within 25 feet of all mechanical
equipment.
d. Data and power wiring shall be installed and terminated to
furnitures internal wiring bus.
e. Provide dedicated branch circuit (hot & neutral; HR ground may
be shared) for up to (4) duplex receptacles serving work station
/office computer loads. Provide dedicated branch circuit (hot &
neutral; HR ground may be shared) for up to (8) general purpose
duplex receptacles.
f. Floorboxes will be used to provide electrical and
telecommunication service to:
(1) Open workstations, check out counter: Wiremold RFB4,
RFB6.

8. Emergency System:
a. Emergency battery back-up shall be provided to serve: Exit
Signs, EGRESS Lighting Fixtures, and Fire Detection and Alarm
System for no less than 90 minutes. Exit signs and Egress
lighting shall be provided with battery backup ballasts
incorporating self diagnostic testing circuitry (for improved
performance and reliability) for minimum runtime duration of 90-
minutes.
b. Replace existing battery packs on the existing light fixtures with
new equipped with self diagnostic testing circuitry.
c. Provide remote test switches for all battery powered emergency
lighting fixtures and ballast.

V. FIRE ALARM SYSTEM
A. GENERAL
1. The existing fire alarm control panel (located in the electrical room) and
annunciator (located in the lobby main entrance) are part of a Notifier
Model SFP-1024 system that was installed in 1999. Due to the age of the
fire alarm control panel, the entire system will be replaced with a new to
ensure continued available of replacement components. All existing
devices are to be replaced with new.
2. Area-wide smoke detection is not provided within the existing building
and is not required by the IBC because the building is equipped with an
approved automatic sprinkler system throughout; renovation will be
limited to the placement of a few spot type detectors.
3. Sprinkler water flow and valve tamper alarms will not require
replacement in this project; connect to the new fire alarm system.
4. The two manual fire alarm pull stations shall be replaced and relocated
to accommodate the remodeling and at least two new units will be
required at the addition exits.
5. Both audible and visual notification appliances will require replacement
and physical relocation in the entry, Caf/Waiting Area, and Quite Study
(Rooms 108, 109, and 111). Other areas may also be affected.
6. New audible/visual notification appliances will be required in the first floor
north and east additions, as well as in the Mechanical Loft space above
the lobby.
7. Optionally, the Owner may direct that area-wide smoke detection be
provided as a form of early warning detection, as recommended by the
property insurance carrier. If this level of additional detection is provided,
beam type or aspirating smoke detection may be utilized in areas having
high ceilings and large volumes, such as a portion of the main entry
lobby (Room 108) Collections (Room 114) and Childrens collection
(Room 112), to facilitate ease of testing and maintenance. Spot type
smoke detection shall be utilized for all other areas.
8. New area smoke detectors shall be provided in each new mechanical,
electrical, and telephone equipment room.
9. Duct type smoke detectors shall be placed at the inlet of all return air
duct stub outs, at main return air plenums, at the discharge of each
supply air duct (>2000cfm) and where required to operate a fire/smoke
dampers.
10. The fire alarm system shall be connected to an approved central
monitoring service.

VI. LIGHTING SYSTEM
A. LIGHTING SYSTEM DESCRIPTION
1. All existing lighting will be removed and replaced.
2. Site Lighting - All Parking area light fixtures will remain. Low level
pathway lighting will be provided at the new pathway along the east of
the building.
3. Interior Lighting Lighting will be designed to highlight the architecture
and task areas while providing a highly energy efficient lighting system.
Dimming ballasts will be used to maximize flexibility in light levels.
Workroom and Staff Areas Direct/Indirect lighting will be used to
provide ambient light levels and a low glare environment. Tasklights will
provide higher levels of light and will be equipped with occupancy
sensors to ensure automatic energy savings when workstations are not
in use.

Collection Areas Indirect lighting will be used to provide ambient levels
of light. Large direct/indirect pendants will hang over Non-fiction and
Computer area bringing emphasis to the existing structure and vaulted
space. Stack lighting will be provided by the owner at all library stacks.

Circulation Decorative Pendants will provide ambient light levels.
Linear wall wash will highlight the wall behind circulation desks.

Study Rooms Wall mounted direct/ indirect fixtures will provide ambient
and task lighting. Local dimmer switches will be provided for patrons
personal control of light levels.

Meeting Room A combination of indirect and direct fixtures will provide
flexibility and multiple levels of light. Local dimmer switches will be
provided for control of light levels for presentations and to set mood for
community gatherings.

Childrens Area Recessed fixtures integrated with special ceiling
system will provide high light levels as well as a sense of play and
whimsy.
4. Emergency egress lighting will be provided via battery back-up to
achieve 0.1 fc min, 1 fc avg., 40:1 uniformity along path of egress.
5. Lighting systems will utilize high efficiency, low glare fixtures. High power
factor electronic ballasts will be provided where available.
6. Internally illuminated exit signs will be provided as required for safe
egress and as required by code. Exit signs will utilize efficient LED
sources. Self powered (nuclear) type exit signs will not be permitted.
7. Additional Wattstopper lighting control panels will be added as needed to

INTRODUCTION
The following document contains acoustical guidelines for the design of the Addition and
Remodel of the Vashon Library. These recommendations are based on information from a
recent meeting and on schematic documents.
RECOMMENDATIONS
ARCHITECTURAL ACOUSTICS
Architectural acoustics is generally the control of sound between spaces, and the creation of
the desired acoustical characteristics within the various rooms. Within the Vashon Library,
there are several spaces that will rely on the interior acoustic environment for noise control,
and several adjacencies that will require special attention to provide proper acoustical
separation.
Surface Finishes
The ceiling surface is the most globally effective plane on which to locate absorptive
surfaces. Ceiling finishes in the Reading areas, Study rooms, Break rooms, Teens, and
Children should be absorptive, minimum NRC 0.65. Any number of finishes is available to
meet this specification.
Reading/Teens/Children
If wood slats is the desired aesthetic, the panels must be backed be backed with fiberglass
absorptive material. Black faced duct liner may be used as a backing material (1 duct liner,
NRC 0.65).
Suggested products:
Wood Grill Ceiling:
WoodCeilings. We recommend open area to be about 50% and depth of the slats
should be equal or less than space between slats.
Louver Wood Ceiling by Conwed
Pinta Bioline
If recycled wood is used, the slats should be narrow. A slat of 1 with separation
between is preferred. The wider the slat the more high frequency absorption that is lost.
Study Rooms/Break/Offices
Lay-in acoustical panels would be suitable for ceiling treatment in the Study rooms,
Workrooms and offices.
Circulation Desk
An absorptive cloud lowered over the Circulation Desk will help to preserve speech
intelligibility at the desk and will also help to control sound transmitted from conversation at
the desk through the rest of the Library.

Meeting
The ceiling in the Meeting room should be left hard from the front row of seating to the
projection wall. The rest of the ceiling should be absorptive.
Absorptive wall panels are desirable on the rear wall between 3-0 from the floor and door
height. These panels should be a minimum of 1 thick with a minimum NRC 0.80. The wide
expanse of glass on all of the walls is challenging. Providing some treatment on the small
section of rear wall is essential.
Either prefabricated panels or a stretch wall system would be suitable on the wall surface,
such as Wall Technology or Snap Tex. Panels should be 1 thick and have an NRC of
0.80.
Sound Isolation
Audibility of intruding sound is dependent upon the amount of acoustic isolation provided by
the construction separating the two adjacent spaces and by the amount of background
sound in the receiving space. Individuals in rooms with higher background sound levels,
typically produced by the HVAC system, are less able to hear intruding sounds. Conversely,
those in rooms that are quieter can hear intruding sounds more easily. Determination of
appropriate wall types requires assumptions regarding expected sound levels in source
rooms and background HVAC levels in receiving rooms. We used the following noise
criteria for the HVAC system as a design basis for wall type evaluation.

Meeting
The mechanical system will be located in the crawl space under the Meeting room.
Additional construction may be required at the Meeting room floor to sufficiently mitigate the
sound of the mechanical equipment. Floor registers in the Meeting room may need
additional to be connected with heavier gage ductwork or the ducts may need to be boxed in
to prevent break-in noise from the equipment.
Teens and Childrens
Both of these areas have the potential of being higher noise level zones with teens
gathering for after school socialization and children gathering for story telling, etc.
The Teen area is currently designed as completely open to the rest of the Library. An
approach to quieting this area would be to install bookcases with solid backing between
shelves between the Teens and Computers. The taller the bookcase, the more effective it
will be in creating a partial barrier for the sound. The height of the bookcase should be not
less than 7 feet to be effective. If visual connection to the space is impaired by this height,
the top of the bookshelf could be glass.
Absorptive wall panels in the Teen area would also be useful.

The Childrens area is currently shown with bookcases defining the area. Where bookcases
are back to back, inserting a solid backing is useful for reducing sound transfer. The glass
wall along the back limits the areas for absorption. Overstuffed or soft furniture in this area
is desirable.

6. ALL EXISTING CONSTRUCTION AND LANDSCAPE FEATURES THAT ARE TO

CONTRACTOR, TO THE SATISFACTION OF THE ARCHITECT, WITH MATERIALS
EQUIVALENT OR SUPERIOR TO THE ORIGINAL ITEM(S).
7. THE EXISTING CONDITION INFORMATION INDICATED IS BASED ON A
SURVEY PROVIDED BY THE OWNER AND OTHER DOCUMENTS PROVIDED TO THE
ARCHITECT BY THE OWNER. THE INFORMATION IS NOT GUARANTEED AS TO
COMPLETENESS OR ACCURACY. THE CONTRACTOR SHALL BE OBLIGATED AS A
MATTER OF COURSE TO VERIFY, BY FIELD MEASUREMENTS, ALL SURVEY
INFORMATION GIVEN. THE EXISTENCE AND LOCATIONS OF UNDERGROUND
UTILITIES INDICATED ON THE DRAWINGS ARE NOT GUARANTEED AND SHALL BE
INVESTIGATED AND VERIFIED IN THE FIELD BY THE CONTRACTOR BEFORE

8. GRADING AND PAVING ADJACENT TO THE PERIMETER OF THE BUILDING

9. ALL ELECTRICAL OUTLETS, COMPUTER AND TELEPHONE OUTLETS/JACKS,
SWITCHES, PULL STATIONS, THERMOSTATS, EXIT LIGHTS AND ALL OTHER WALL
MOUNTED ACCESSORIES SHALL BE ALIGNED VERTICALLY OR HORIZONTALLY WHEN
IN CLOSE PROXIMITY. COORDINATION OF THIS ALIGNMENT SHALL BE THE
RESPONSIBILITY OF THE GENERAL CONTRACTOR.
10. PROVIDE WOOD OR METAL BLOCKING AT PARTITIONS, CEILINGS, AND WALLS
FOR ALL MOUNTED ACCESSORIES.
11. PLACING OF ACCESS DOORS IN HARD SURFACE CEILINGS OR WALLS,
UNLESS SHOWN ON THE ARCHITECTURAL DRAWINGS, SHALL NOT BE ACCEPTED,
UNLESS APPROVED IN WRITING BY THE ARCHITECT. LOCATE AND INSTALL ALL
WORK AS REQUIRED TO PRECLUDE THE NEED FOR ACCESS THROUGH HARD
SURFACE WALLS AND CEILINGS. COORDINATION OF THIS REQUIREMENT SHALL BE
THE RESPONSIBILITY OF THE GENERAL CONTRACTOR
12. UNLESS OTHERWISE NOTED, ALL SUPPORTS AND BRACING REQUIRED SHALL
