STAFF DEVELOPMENT:

We are currently arranging for a second
officer to become certified in the PPCT
(Pressure Point Control Tactics) program to
allow for succession planning and more on
duty options to provide in house defensive
tactics training. We are also working
towards having two certified trainers to keep
our officers up to date in the proper use of
our Tasers. This training will occur in
September 2014.

Also in September, we will be sending two
of our staff (detective and administrative) to
an intelligence analysis course in Duluth.
This training is one of three core courses
leading towards certification in crime and
intelligence analysis. This specific area of
study will enhance our ability to gather,
analyze, and disseminate criminal
intelligence leading to a more effective
method of identifying offenders and
directing our enforcement efforts.

PATROL/DETECTIVES:

With school starting this week, our officers
spent a notable amount of time in the school
zones engaged in traffic enforcement and
handling calls as the students got settled in.
One citation was written to a driver who
failed to comply with crosswalk regulations.

Detectives sent out alerts on Facebook and
Nixle regarding two new phone/internet
scams related to AT&T and the IRS. The
public was directed to resources available to
deal wth the scams.

In January of 2014, our staff assisted the
Carlton County Sheriffs Department in an
overdose death investigation which
ultimately led to charges of 3rd degree
murder. The following is a segment of
the media release sent out by Sheriff
Kelly Lake:

On Thursday, September 4, 2014
Robert Todd Ferguson, age 51, of
Cloquet was arrested in the City of
Cloquet without incident. The arrest was
a result of a warrant issued on
September 5th for Ferguson, who is
being formally charged with 3rd Degree
Murder. Ferguson is currently in custody
at the Carlton County Jail awaiting
arraignment. The charges stem from
allegations that Ferguson provided a
Fentanyl patch to Paul Duane Mrosla
age 25, who died the evening of January
15, 2014. Carlton County 911 received a
call from Nancy Mrosla at 615 3rd
Street in Carlton that there was a 25 year
old male unconscious, possibly suffering
from a drug overdose. Carlton County
Sheriffs Deputies, Carlton Ambulance,
and Cloquet Ambulance responded to
the address and administered medical
care to Paul Mrosla, but attempts were
unsuccessful. Mrosla was pronounced
dead at the scene. After a lengthy
investigation involving multiple
witnesses and medical experts, it was
determined that Paul Mrosla had died
from an overdose as a result of ingesting
the Fentanyl. The Carlton County
Sheriffs Office was assisted in the
investigation by the Cloquet Police
Department and the Minnesota Bureau
of Criminal Apprehension.
