Regarding
Allocation of funds to aid the City of Miami Police Department in apprehending the alleged
rapist(s) in Coconut Grove
(Sponsored by Councilman Stephen Murray)

December 16, 2009

WHEREAS: The City of Miami Police Department is currently investigating two sexual assaults which
occurred in Coconut Grove, the first on October 31st, 2009, and the second on November 21st, 2009; and

WHEREAS: both crimes took place within the same general area of the Center Grove at roughly the
same time of day, with both victims describing a masked-man wielding a silver handgun; and

WHEREAS: the apprehension of the criminal(s) responsible is in the best interest of the entire Coconut
Grove community, given the violent nature of the crimes and their proximity to local businesses, schools
and other young female residents; and

WHEREAS: the reward for information leading to the alleged rapist(s) is set at $1000, which appears to
be a very small amount for such a serious crime and is unlikely to bring a strong response; and

WHEREAS: the All Grove Crimewatch (Robert Loupo) and Councilman Murray have been working in
conjunction with the Miami-Dade Crimestoppers to reach out to the community to raise additional funds to
increase the reward amount.

NOW THEREFORE, BE IT RESOLVED BY THE COCONUT GROVE VILLAGE COUNCIL;

Section 1. That the Coconut Grove Village Council offers its most sincere condolences to the victims
of these horrific crimes and stands with the rest of the Coconut Grove community in all efforts to assist the
City of Miami Police Department in apprehending the criminal(s) responsible.

Section 2. That the current reward amount of $1000 appears to be insufficient given the nature of
the crimes committed, and allocates an additional $500 from the General Fund of the Coconut Grove
Village Council to be held by the Miami-Dade Crimestoppers and used if information is received by an
individual that leads to an arrest.

Section 3. Encourages other businesses and organizations in Coconut Grove to contribute to the
fund.

Section 4. Directs the Secretary of the Coconut Grove Village Council to transmit a copy of this
resolution to the City of Miami Commission and Mayor, the City of Miami Police Department, the All Grove
Crimewatch, the Miami-Dade Crimestoppers, and County Commissioner Gimenez.
