Indonesia Jihadist Mapping in Syria Conflict
Turkey becomes a destination of studying for Indonesian since 1990s, concurrently with
Islamic movement from Turkey to Indonesia. In the last few years, particularly after Tsunami
tragedy in 2004, there are some Islamic and social movement from Turkey which appeared
and developed in Indonesia, such as Association for Social and Economic Solidarity in Asia
Pacific Countries (PASIAD), The Foundation for Human Rights and Freedoms and
Humanitarian Relief (IHH), United Islamic Cultural Centre of Indonesia (UICCI)-Sulaiman
Effendi movement, Nur movement.
Islamic groups that entering Indonesia focus on human resources development as its
movement starting agenda, even though now there are also economic activities appearing
from those Islamic groups agenda. The scholarship giving for Indonesian people to study in
Turkey becomes a special interesting thing of those all groups. The scholarship also offered in
many varieties, they are scholarship for Senior High School such Imam Hatip, Koran hafiz
boarding school, Bachelor Degree up to Doctorate Degree. There is also a scholarship for
learning Turkish language for about 1 year duration.
The dynamics of Indonesian students in Turkey began to burst the surface since 2010. The
reason is because since that time the students who were selected as the scholarship achiever
are 50 persons for all of level. And the same numbers also selected in following years. Neither
the Islamic groups scholarship gets increasing quantity from year to year.
Dynamics of Indonesian student experienced a considerable variety of social segregation
collected in students organizations, such as Indonesian Students Association (PPI), Ikatan
Keluarga Pondok Modern, Nahdlatul Ulama Turki, Ikatan Keluarga Aceh, Lembaga Kajian
Sosial Masyarakat Indonesia -Turki (a social organization under PKS), research institutions
such as RUHUM and Gema Ilmiah Ankara, and others. The existing organizations that
appeared and developing since 2010, and continues to experience growth in number of
members year by year.
The Arab Spring which started in 2010 brings some political changes in Middle East. The
political regime could not stand anymore after decades in power, namely, Libya, Egypt,
Yaman and Tunisia. Besides that, even the Arab Springs wave cannot feel regime in some
countries such as in Bahrain and Arab Saudi, but at least it gave some effects for domestic
dynamics in those countries.
The fall of regime in Middle East is actually not giving implication for the fall of Bassar
Assads regime. Assad who replaced Hafez Assad is able to survive to playing the joint
political proxy with Russia, China, facing America. It is no wonder, if the resolution plan of
Syrias conflict then is vetoed by Russia. Russias interest is to keep its allies in Middle East

after the fall of Muammar Khadafi, and Chinas interest

which just focused on the economic
interest only.
The Syrias conflict has been occurring for almost more than three years, and it causes big
humanitys effects, such as refugee problem, religious conflict problem, frontier problem, and
others. That conflict also causes the appearance of human solidarity of jihadist from another
country.
The conflict in Syria until nowadays involves more than 80 jihadist from various countries,
including Indonesia. The foreigner jihadist is not only coming from countries with Moslem
background, but also from countries in Europe, Central Asia and America. Indonesian Jihadist
from some information sources is about 40 persons, but base on the testimony of some
Indonesian jihadist

, is about 20-30 persons. Base on the info which had been collected, most
of them who comes to Syria, are joining ISIS (Islamic State of Iraq and Syria).
Indonesian Jihadist during this time makes Turkey as the transit area to be involved in Syrias
conflict and joined in ISIS. Easiness of Indonesian people to get Visa on Arrival becomes one
of factors to enter and next to join jihadist group. Another fact is, evidently the Jihadist who
joining ISIS group are Indonesian students who run their studies in Turkey. It gives the
Indonesian jihadist an easy access to enter Syria and to join ISIS with the reason as take part
in Holy War.
Phenomena of Syria conflict and caliphate declaration in Iraq by ISIS creates the Syria
conflict dimension spreading onto some areas and slowly become problem in Middle East
area, moreover as this groups plan is to destroy Kabah (the Kiblat of Moslem in the world).

Purposes
1. To find out the network of Indonesian jihadist in Syrias conflict
2. To find out the map of Indonesian Jihadist actors in Syrias conflict
3. To find out the motivation and reason of why Indonesian Jihadist want to be involved
in Syrias conflict
Methodology
This research will be held in some city in Indonesia, which relates to ISIS linkage by using
field research.
Time Schedule

The Chinas interest is more pointing to keep trading relation between Syria and China. Info is taken from
informan who lives in Syria. He said that after the internal conflict, Chinas products inundate Syrias market.

The Profile of YPP
Who we are
Yayasan Prasasti Perdamaian (YPP) or Institute for International Peace Building (IIPB) is a
non governmental organization established in January 2008 in response to threat of terrorism.
Terrorism has created many victims directly and indirectly. Many people have been killed,
many children have been orphaned, and many lives have been widowed and they are now
faced with economic difficulties and they are also have to deal with the stigma of terrorism
for the rest of their lives. On the other hand, the 'hard' approach to tackling terrorism has been
proved ineffective. This can be seen by the emergence of new threats. A different approach is
required. We need an integrated policy and national strategy to reduce the level of threats
coming from violent groups. Noor Huda Ismail, a former journalist for the Washington Post, a
researcher and analyst of terrorism and conflict-related issues in Southeast Asia has pioneered
a new, more effective 'soft approach' with the existence of IIPB is focused on developing and
deepen understanding of peace and conflict, political violence, terrorism and other
transnational crimes. Our overall objective is to promote peace, including through dialogue.

Vision and Mission
To reduce transnational political violence actions (terrorism) by offering a critical perspective
on grass-roots initiatives, for the purpose of promoting peace.

Focus of our future work
Drawing on our past experience and research, our future programs will focus on
disengagement for terrorist inmates as well as for former terrorist inmates and former
combatants.

Works we have done
Capacity Building on conflict management (2009-2010)
This program targeted wardens and high risk prisoners (in total number of 300) including
terrorists (around 27 participants). It was a collaborative program with Search for Common
Ground and LBH (Legal Aid Institute). Area of working: 8 prisons in Indonesia (Tangerang,
Jakarta, Nusakambangan, Surabaya, Palu, Palembang and Malang). This program has granted
IIPB an access to prisons where terrorists are being held.

The production and publication of 'My Friend The Terrorist' (2010)
1000 book have been distributed to many terrorist inmates in jails, former terrorist inmates,
'radical' schools and 'radical' islamic organizations. We also followed up with book
discussions inside the prison with inmates.

Film Production 'Prison and Paradise', Directed by Daniel Rudi Haryanto (2008-2010)
The movie was screened as a World Premiere at Dubai Int'l Film Festival in Nov 2010.

Research program on prison system and deradicalization (2011)
It is a joint research program with ASPI. There were 33 jihadists inside and outside the jail
that had been interviewed.


Media Campaign (2008 present)
Our work was featured by ABC, CNN, Al Jazeera English, NHK, BBC and many others.

Journalistic training in some Islamic boarding schools (2011)
This program was conducted in three Islamic boarding schools in Solo. We partnered with an
online media outlet (detik.com). Through this program, we equipped the student with
journalistic skills with the hope they would be able to filter the information they receive and
write a response or start a discourse on important issues.

'Prision and Paradise' film roadshow (July 2011- June 2012)
Through this film, we tried to open a dialogue and public discourse on the result of terrorist
violent actions. This film was screened in front of various targeted audiences in 37 cities in
the island of Java, Sumatera, Kalimantan, Sulawesi, Bali, Nusa Tenggara Barat and Ambon.

Development of Rehabilitation Programme for Terrorist Inmates: Capacity Building
for Parole Officers (BAPAS) (June 2013 until now)
In this program YPP works closely with Correctional Department in Jakarta, parole officers in
Semarang and Solo, small unit enterprises in Semarang and Solo. This program have
objectives to build good communication and cooperation between Parole Office, small unit
enterprises and civil society organizations in dealing with terrorism and to develop guideline
for parole officers which consists of Psychology, Ideology and Social Entrepreneurship to
help them understand the former terrorist clients and to provide proper program for the
clients. This program continues in 2014 with a different project location, namely Surabaya
and Poso

Our Products
Public Discussion
To strengthen our capacities, we have to conducted several public discussions covered a wide
range issues and audience. This is also a medium for campaigning on terrorism and
disengagement.

Publication
To reach broader audiences, we have been published books, position papers, newsletter, etc.
Those publications are accessible on our websites.

Profiling
To inform our programs, it is important to understand how individuals and groups fit
accordingly to spectrum of terrorism. We have been developing database of individuals and
groups profile. Additionally, we have also monitored and profiled internet radicalization that
will give us more information on the current state of terrorism.

Exclusive Briefings
To promote possible policy development, we recognize there is a share and provide
information on specific issues. Therefore we have created special briefings for this purpose.
