SBI PO: Essay on "Will the recently passed Lok Pal Bill end Corruption in

India?"

In view of the upcoming SBI PO Exam 2!", here we are presenting to #ou an essa# on $%ill
the recentl# passed &o' Pal Bill end (orruption in India)$ Hope #ou li'e the post*
+he ver# first da# of the #ear 2!" turned out to ,e promising one, as the much awaited &o'pal
,ill ,ecame an act after receiving signatures from the President of India on -anuar# !, 2!". It
,rought cheer to all the citi/ens who were waiting for the act to ,e made to cur, corruption in the
countr#.
+he &o'pal and &o'a#u'tas ,ill was pending in the Parliament since man# #ears. It was due to
the efforts of India against corruption movement that the ,ill again came to life 0 demand was
raised to ma'e it a law as earl# as possi,le.
However critics sa# that the passing of the &o'pal ,ill was a pu,licit# stunt ,# the government
for attracting votes in the forthcoming general elections this #ear.
+he &o'pal Bill, 2!1, also referred to as +he &o'pal and &o'a#u'tas Bill, 2!1 see's to provide
for the esta,lishment of the institution of &o'pal to in2uire into allegations of corruption against
certain pu,lic functionaries and for matters connecting them. +he states will have &o'a#u'tas
appointed and there will ,e one &o'pal at the centre.
+he ,ill was ta,led in the &o' Sa,ha on 22 3ecem,er 2!! and was passed ,# the house on 24
3ecem,er 2!! as +he &o'pal and &o'a#u'tas Bill, 2!!. +he ,ill was su,se2uentl# ta,led in
the Ra5#a Sa,ha on 26 3ecem,er 2!!. 7fter a marathon de,ate that stretched until midnight of
the following da#, the vote failed to ta'e place for lac' of time. On 2! 8a# 2!2, the ,ill was
referred to a Select (ommittee of the Ra5#a Sa,ha for consideration.
+he &o'pal ,ill was finall# passed in the Ra5#a Sa,ha on !4 3ecem,er 2!1 after ma'ing certain
amendments to the earlier Bill and in the &o' Sa,ha on !9 3ecem,er 2!1. 7fter that it received
assent from the President of India.
+he few changes that were made in the newl# passed ,ill are: ,ringing Prime 8inister under its
am,it, ,ut with certain limitations 0 no transfer of the (BI officer investigating the case without
the permission of &o'pal, etc.
+he ,ill was introduced in Parliament following massive pu,lic protests led ,# anti;corruption
crusader 7nna Ha/are and his associates at Ralegaon Siddhi, 8aharashtra in 3ecem,er 2!1.
+he &o'pal ,ill is one of the most widel# discussed and de,ated ,ills in India, ,oth ,# the media
and the people of India at large, in the recent times. +he ,ill received worldwide media coverage.
However, the ,ig 2uestion is how to implement &o'pal 7ct properl# and will it end corruption in
the countr#) +he answer to this is even more complex. 8a'ing &o'pal a law is not enough, what
is needed is its proper implementation and authori/ation.
7lso the persons appointed as &o'a#u'tas should ,e free to act in their own authorit#. +he
person should not wor' for the ruling government and he should wor' for the people to serve the
nation.
%e have seen in past how some agencies of the government failed to act against the government
in corruption cases. +his act that has provided a stronghold 0 the independence of &o'pal should
,e protected.
One of the contentious points of the 7ct is the committee which will recommend the name of the
&o'pal will have mem,ers from the ruling part# with no opposition mem,ers or from the civil
societ#. +his means that it is giving an option to the government to a,use the power as it has
happened in the past. +he recommendation should ,e given ,# a ,roader ,ased committee and
this should provision should ,e incorporated in the 7ct sooner tha later.
7nother important 2uestion that is not answered is the ,ac'ground of the &o'pal) %hether the
&o'pal should ,e form the legal ,ac'ground, an eminent 5urist or a retired or serving ,ureaucrat.
7ll these 2uestions need to ,e answered. (ritics sa# that the &o'pal will onl# add to the
expenditure of the government. Is it true)
+he need of the hour is to properl# implement the &o'pal act and have a fair recommendation for
the &o'pal. %e can onl# nip corruption in the ,ud if transparenc# is maintained while selecting
the &o'pal and also during the proceedings of the corruption cases. (orruption is the ,iggest
cause of dissatisfaction among Indians. It is hoped that the &o'pal will ,e a,le to ma'e India
corruption free.
