Adopt Packet Switched (PS) domain as the Core Network (CN) structure,
independently of the Circuit Switched (CS) CN.
Adopt AN-AAA to support access authentication instead of HLR.
1xEV-DO handoff: 1xEV-DO does not support forward soft handoff but
adopts virtual soft handoff. The inter-system soft handoff is controlled by
terminals.
1xEV-DO and 1x adopt frequency points with a certain amount of isolation
during network establishment.

A12 Interface
Refer to the interface between AN and AN-AAA, supporting the
following functions:
Implementing AN-level access authentication for the AT
Returning MN ID to authenticated terminals and supporting link
establishment of A8/A9 and A10/A11 interfaces
A13 Interface
Refer to the interface between AN and AN, supporting signaling
interchange during inter-AN handoff and exchange of AT and PDSN
messages between the source AN and the target AN.
Information from the target AN to the source AN includes: user UATI,
security layer packet and Sector ID
Information from the source AN to the target AN includes : MN ID,
configuration parameter at session layer, PDSN address and PANID

SID includes 15 bits. NID is made up of 16 bits. PZID
includes 8 bits. SID, NID and PZID determine one PCF

will take route update process.
