1. Two Facets of Development Administration:
a. Development of Administration
- By this we mean to develop administrators. It involves strengthening &
improving administrative capabilities as means for achieving development
goals.
b. Administration of Development
- According to this interpretation, we expect development administration
(administrative organization) to act as an instrument in the implementation
of development programmes, projects, and policies. This may involve the
following:
i. Raising standards of education.
ii. Transforming social systems
iii. Improving public health
iv. Raising national income
v. Establishing political system
vi. Conserving national resources
vii. Improving communication system
viii. Constructing dams & power plants
ix. Undertaking may other development tasks of national
importance.

2. Reaction to Section 2 of Article 10 of Local Government Code.
The territorial & political sub-division shall enjoy local autonomy.
- In order to enable to attain the fullest development & self-reliant
community, the 1987 constitution enunciates the policy since local
community has better knowledge as to the needs of its people. Problems like
existence of traditional attitude, old customs, languages & beliefs can be
properly address by the local government officials. This policy also ignites
and promote the coordination & cooperation of the political bodies &
constituents of the locality to improve their socio-economic stability to make
more effective partners in the attainment of national goals. however, as
much as the policy is concern to promote national development, I can say
that this power that has being transferred to the local government units has
being abused by the political leaders in their respective localities. Personal
and political interest governs over the common good interest of the
community. Example, infrastructure projects which one way of promoting
economic sustainability especially in urban areas. This certain barangay
proposes a project which is a post-harvest facilities for the farmers,
unfortunately the barangay captain of this area is not one of the political
allies of the municipal mayor. Using the discretionary power of the mayor,
the project was rejected even though that this project is said to be the
immediate necessity of the community. So, the right and privilege of the
community was being deprive. Clearly, theres abuse of the power and this
political intervention hinder the goal of national development.
3. Discussed concept of local autonomy, is this the real focus or intention to new
local government code?
a. The concept of local autonomy falls under one (1) of the form of
decentralization which is the devolution & local autonomy. Devolution is the
transfer of power and authority from the central government to local
government units (LGUs). LGUs are referred to as the territorial & political
sub-divisions of the state. This include the provinces, cities, municipalities,
& barangays.
Ideally, local autonomy should give LGUs the highest degree of
independence in managing, deciding, and planning their own
administrative, fiscal & developmental affairs. Thus, the concept of local
autonomy views the central-local power relationship metaphorically as zero
sum game, but played within the limits of the unitary system, not of federal
system.

Basic assumptions of local autonomy: (In the context of Philippine
experience)
i. Local government with an appropriate structure must be in
placed as duly constituted body, legally having jurisdiction over
and processing the power to manage government affairs within a
clearly defined territory.
ii. Local government officials are duly elected to make local laws &
policies and execute them.
iii. LGU exercise the power to raise revenues for their own use &
disposition & also discharge definite public functions for which
they are primarily responsible.

b. Yes, local autonomy is the real focus intention of the new local code which
declares that LGU shall enjoy genuine & meaningful local autonomy to
enable them to attain their fullest development as self-reliant communities.
The new local code offers the interpretation that is sympathetic and
supportive to the devolution of powers to LGU.
