RNC functionality
The Lucent Radio Network Controller is responsible
for managing the UMTS/W-CDMA radio resources,
including call set-up and tear-down, processing of
voice and data traffic and hard and soft handoff
between cells. It has been specifically designed to
provide high capacity, reliable and highly scalable
radio resource management for operation in 3G
cellular networks. The Lucent RNC makes full use of
open architecture interfaces, proven through an
extensive interoperability program and is therefore
fully capable of deployment in a multi-vendor
UTRAN environment.

High-Speed Data Packet Access (HSDPA), High Speed
Uplink Packet Access (HSUPA) and location services
are crucial in the further enhancement of 3G wireless
data services. As the first to market, Lucent's next
generation UMTS RNC has set new standards in
terms of the processing power, scalability, and
architecture required to efficiently support the latest
data technologies that enable advanced end user
services. The Lucent RNC is built around Lucent's
innovative Flexent Blade Platform (FBP) which uses
standardized off-the-shelf processing technology to
enable faster evolution than custom-built processing
hardware, facilitating both the early roll out of new
features and capacity improvements.
Reduced cost of ownership
The Lucent RNC is based on a high capacity Gigabit
Ethernet backplane and uses standardized off-the-
shelf, commercially available processing technology
to leverage industry standard cost and performance
curves. This enables the Lucent RNC to deliver best in
class capacity for its size in the industry. A single
cabinet is capable of supporting a maximum of 560
Mbps of user data throughput or over 4,300 Erlangs
of voice traffic.
As traffic volume grows, you can expand the RNC
capacity further by implementing a multi-cabinet
system supporting up to 1350 Mbps of user data or
over 13,000 Erlangs of voice traffic.
Backhaul OPEX savings can be realized by the use of
IP for backhaul transport. The Lucent RNC, which is
based on an ethernet backplane, allows a seamless
evolution to an IP-RAN solution via software
upgrade.
Floor space comes at a premium and to enable you to
install the The Lucent RNC in space-constrained
environments, we have eliminated the requirement
for rear maintenance access. This allows the RNC to
be deployed against a wall or 'back-to-back'.
The common platform approach adopted by Lucent
Technologies through the Lucent product range will
reduce costs associated with spares holding, technical
training and technical staff deployment, as the Lucent
FBP platform is used for many other solutions across
our fixed and wireless portfolios.
The Lucent RNC provides best-in-class data and
Erlang footprint efficiency per square meter. For
operators, it translates in keeping OpEx and
deployment costs to a minimum.
Highly scalable
The market-leading capacity offered by the fully
configured system may not be required during the
early stages of network deployments. Therefore, the
Lucent RNC allows traffic and control processing
functions to be scaled independently and cost
effectively in line with traffic growth patterns. The
RNC's ability to support high capacity means CapEx
savings for the wireless operator because as the
number of subscribers increase and extra load is
placed on the network, traffic processing and/or
signaling capacity can be increased incrementally by
adding the appropriate card.

Carrier-class reliability
Reliability is key for your reputation and customer
retention. Therefore the Lucent RNC delivers
99.999% carrier-class availability. This impressive
carrier-grade standard is achieved through the use of
two independent dual gigabit Ethernet chassis that
support highly reliable control and traffic processing
cards. Lucent utilize the branded Reliable Cluster
Computing (RCC) architecture to maximize server
reliability, and hot swappable components in "critical
areas." RNC uptime is vital because it translates into
better service reliability, fewer outages, and happier
customers.
Maximized deployment flexibility When planning
UMTS Terrestrial Radio Access Network (UTRAN) for
urban areas, a centralized approach may be the right
solution. In other cases, such as suburban and rural
areas, a decentralized approach with smaller systems
deployed closer to the NodeB equipment with less
leased line utilization may be more appropriate. The
Lucent RNC efficiently supports these different
network topologies. The Lucent RNC also supports
the background download of new features, managed
remotely from our Operations and Maintenance
Centre for UTRAN (OMC-U).

deep understanding of the technology and its
applications.
Our UTRAN equipment comprises the Lucent UMTS
Macrocell base station family (Node B) and the
Lucent RNC and NOS OMC-U. We also utilize key
elements from our market-leading PacketStar
portfolio of IP and ATM multi-service network
equipment.
The complete installation and commissioning process is based on the concept of "Plug and Play" requiring no test
equipment. Once the system is installed and switched on, the system runs self-test, determines its own
configuration and makes itself ready to integrate
in the network. Front access cabinet design reduces footprint requirements and associated facilities space. The
installation and commissioning effort on site is minimized to ensure a rapid cost-efficient deployment.
The RNC hardware can be installed at a prepared site in less than four hours by a single technician.
Lucent's RNC can directly terminate Ethernet and STM-1/OC-3 (8+8 per cabinet, up to 24+24 in maximum c
onfiguration) or any combination of E1/T1/J 1, E3/T3/J 3, STM-1/OC-3 or Ethernet via the PacketStar range of
multi-service switches.
