Introduction
1.1 General
The Town of Smithtown has retained JGAS in October 2013 to conduct a
Phase II ESA concerning the roert! "nown as 12 #ebe$ #oad% which is $ocated
in Smithtown% Ontario &Figure 1'( #ebe$ #oad is comrised of a )ormer )$eet
*aintenance +ard that has since been abandoned( Se,era$ areas ha,e con-rmed
soi$ or groundwater contamination as a resu$t of the acti,ities erformed whi$e
the site was an oerating )$eet *aintenance +ard(
In 2011 the Town of Smithtown re$ocated the .eet maintenance faci$it! to
a new $ocation% since then the site has remained unde,e$oed( In 2012% the
schoo$ board indicated interest in bui$ding a ub$ic schoo$ on the roert!( In the
sring of 2012% the Town of Smithtown hired /$eanu /onsu$tants to conduct a
Phase I En,ironmenta$ Site Assessment &ESA' to determine areas of otentia$
concern $ocated on the #ebe$ #oad site% the resu$ts of which are shown in Tab$e
1( 0ased on this information JGAS has determined a sam$ing $an
1.2 Site Description
The #ebe$ #oad site is $ocated in Smithtown% Ontario( The site is
aro1imate$! 23%000m

in si4e( The site is owned and managed current$! b!
the Town of the Smithtown with the intention of de,e$oing a ub$ic schoo$ on
the roert!( Figure 1 i$$ustrates the site $an for the former .eet maintenance
!ard that wi$$ be a$icab$e to the Phase II assessment(

1.4 Current and Proposed Future Uses
The $and comrising the Phase II ESA is current$! ,acant(
The roosed future use of the #ebe$ #oad site is to bui$d a ub$ic schoo$ on the
roert!( Since the historic $and use in the area was industria$% a #ecord of Site
/ondition &#S/' is reAuired to be -$ed% under section 1=3(3(1 of the
En,ironmenta$ Protection Act% rior to residentia$ rede,e$oment(
1. Applicable Site Condition Standard
O(#eg( 1:3B07 under Part CD(1 of the En,ironmenta$ Protection Act address the
assessment% c$eanu% and the -$ing of a #ecord of Site /ondition &#S/' for
brown-e$d sites in Ontario( A number of re,isions to O(#eg( 1:3B07 ha,e been
enforced beginning Ari$% 2011( A signi-cant change is the re,ision to soi$%
groundwater% and sediment standards used( The re,ised soi$ and groundwater
standards are seci-ed in the re,ised O( #eg( 1:3B07 standards% seci-ca$$! Soil,
Ground Water and Sediment Standards for Use Under Part XV.1 of the
Environmental Protection ActE dated Ju$! 22% 200;( Since these standards are the
most u to date% the! wi$$ ser,e as the standards used when conducting our #S/(
1.5.1 Site Condition Standards or !SC Filin"
The se$ection of the a$icab$e standard for the #S/ -$ing is based on a number
of considerations which are summari4ed in Tab$e 1 and discussed be$ow(

2.1 Physical Settin"
The Phase II ESA are bounded b! to the north% &under construction'
to the east% &future e1tension' to the south% and to the east( The
toograh! of the is re$ati,e$! .at( As -$$ has been $aced throughout the
area% it has been graded so that there is on$! minor $oca$ re$ief( Ground surface
rises gradua$$! to the northwest( Surface e$e,ations range between HHmas$
and HHmas$ &refer to boreho$e $ogs for range' with a gent$e s$oe to the east
towards the and to the south towards Ia"e Ontario(

3.Scope o the In'esti"ation
3.1 O'er'iew o Site In'esti"ation
As discussed in the re,ious section% numerous en,ironmenta$ studies ha,e been
conducted at the site( It is noted that some discretion must be made when using
these historica$ resu$ts as the o$der data wou$d not ha,e had the current
methodo$og! and 5AB5/ rocedures as reAuired for the current Standard &i(e(
ho$ding times% temeratures% $aborator! rocedures% method detection $imits'(
9istorica$ resu$ts ha,e been used with caution and ha,e been used to focus the
current Phase II ESA wor"(
The additiona$ Phase II ESA wor" com$eted is reAuired to suort and udate
re,ious studies as we$$ as to meet current regu$ator! reAuirements( This wor"
consisted of boreho$e dri$$ing% soi$ sam$ing% monitoring we$$ insta$$ations%
groundwater sam$ing% and a geoh!sica$ in,estigation(
The current Phase II ESA -e$d wor" was conducted in three rounds( /92* 9III
conducted the -rst round of Phase II acti,ities from *a! 10 through
June 22% 2010( Fithin the boundaries of the % the -e$d wor" inc$uded
ad,ancing HH boreho$es with HH of them con,erted into monitoring we$$s &HH
o,erburden and H bedroc" we$$s'( The -rst round a$so inc$uded co$$ecting
groundwater sam$es from HH new$! insta$$ed and HH e1isting monitoring we$$s
within the b$oc"s( 9istorica$ and current boreho$e and monitoring we$$
$ocations are shown in )igure 7<1( Prior to conducting the intrusi,e -e$d wor"%
uti$it! $ocates were com$eted( Jnderground uti$ities were genera$$! absent with
the e1cetion of underground ser,ices to the bui$ding on 0$oc"( Jti$it! $ocations
are shown in )igure 7<1(
0ased on the -ndings from the -rst round of -e$d wor"% a second round of Phase
II -e$d wor" was com$eted to -$$ in data gas% ro,ide the reAuired ,ertica$ and
hori4onta$ de$ineation of /O/s% and co$$ect the data reAuired for a modi-ed
generic ris" assessment &*G#A' aroach( The second round of Phase II ESA
wor" was conducted between Ju$! HH and August HH 2010 that in,o$,ed
ad,ancing HHboreho$es &HH Of these boreho$es were con,erted into HH o,erburden
and HH bedroc" monitoring we$$s'( The second round a$so inc$uded co$$ecting
groundwater sam$es from HH new$! insta$$ed we$$s% HH con-rmation sam$es
from round one we$$s% and HH from e1isting monitoring we$$s(
The second round of monitoring a$so inc$uded a geoh!sica$ sur,e! conducted
o,er se$ect areas of the site that were targeted based on APE/s identi-ed in the
Phase I ESA( The geoh!sica$ sur,e! was conducted to identif! an! buried meta$
ob>ects% seci-ca$$! underground storage tan"s &JSTs'% cisterns% and sum its(
The geoh!sica$ sur,e! wor" was conducted between 12% 2010 and 23%
2010 b! mu$ti<DIEF Iocates Inc( of *ississauga% Ontario( This wor" wor"
consisted of a combination of geoh!sica$ sur,e! methods inc$uding
e$ectromagnetic &E* 31 and E*=1'% magnetic% and ground enetrating radar
&GP#' sur,e!s(
The third round of -e$d wor" in,estigated an! inferred buried meta$$ic ob>ects
identi-ed during the geoh!sica$ sur,e! wor"% ro,ided de$ineation of /O/s
identi-ed in re,ious monitoring rounds% and a$so further re-ned and -$$ed in the
remaining data gas( The third round of -e$d wor" consisted of a combination of
boreho$e dri$$ing &HH 0oreho$es'% monitoring we$$ insta$$ations &HH *onitoring
we$$s'% and test itting &HH Test its'(

3.2 (edia In'esti"ated
Soi$ and groundwater Aua$it! were in,estigated during the re,ious and current
Phase II ESA wor" &in,estigation of sediment is not a$icab$e due to the absence
of surface water bodies'(
Soi$ Aua$it! at the site was determined using ,arious sam$ing techniAues
inc$uding test itting% ho$$ow stem auger dri$$ing% and direct ush dri$$ing
methods( The method se$ected was determined based on sam$e deth and
whether a monitoring we$$ was reAuired at the sam$ing $ocation( O,erburden
soi$s from both the uer -$$ $a!er as we$$ as the under$!ing nati,e si$t $a!ers

3. I&pedi&ents
The main imediment encountered during the com$etion of the Phase II ESA
wor" was the resence of soi$ stoc"i$es o,er a signi-cant ortion of during
the -rst round of dri$$ing in *a! 2010( 8ri$$ing was not ossib$e at certain
$ocations due to the stoc"i$es(
These stoc"i$es were subseAuent$! remo,ed from the site for oGsite
management and disosa$ in the summer of 2010( Once the stoc"i$es were
remo,ed% the reAuired boreho$es and monitoring we$$s were insta$$ed during the
second round of dri$$ing in August 2010(

4.1 General
Darious en,ironmenta$ -e$d methods were used to assess soi$ and groundwater

te$ehone% cab$e te$e,ision% natura$ gas% h!dro% water% and sewer' and c$earance
of a$$ soi$ boring and test it $ocations b! using radio detection and or e$ectrica$

natura$ gas% and water'( Each subsurface sam$ing $ocation was c$eared of

The ho$$ow stem auger dri$$ing wor" for the Phase II ESA commenced in *a!
2010 and was com$eted b! Ko,ember 2010( 9o$$ow stem auger dri$$ing was
com$eted b! three dri$$ing subcontractors% Pro-$e 8ri$$ing of Toronto% Ontario%
Geo En,ironmenta$ 8ri$$ing Inc( of *i$ton Ontario% and Atcost 8ri$$ing of /oncord%
Ontario( 8ue to schedu$ing reAuirements% u to :H dri$$ rigs were used
concurrent$!( These dri$$ rigs inc$uded the fo$$owing6

the actua$ subsurface conditions encountered at the time of dri$$ing(

s$it soon sam$ers% which were dri,en ahead of the auger stem( S$it soon
soi$ sam$es &0(= m in $ength' were co$$ected continuous$! in 0(= m inter,a$s from
ground surface to the bottom of the boreho$e( /$ean g$o,es were used between
discrete soi$ sam$es when $ogging% -e$d screening% and $acing into the
aroriate $aborator! container( Sam$e freAuenc! at each boreho$e ,aried in
accordance with the SAP( In genera$% worst case soi$ sam$es &based on -e$d
screening' were se$ected for $aborator! ana$!sis as we$$ as an! sam$es needed
to ,ertica$$! de$ineate the e1tent of an! otentia$ contamination(
S$it soons were ad,anced into the soi$ b! the use of a =3(: "g &170<ound'
hammer that was droed o,er a ,ertica$ distance of 0(2= m &30 inches' as
determined b! the standard enetration test &SPT'( The number of hammer
b$ows reAuired to dri,e the s$it soon in 0(1:<m inter,a$s into the ground was
recorded in the -e$d boo" and on the boreho$e $ogs( The b$ow counts ro,ide an
indication of the soi$ $ooseness% or densit! deending on the inter,a$ ma"eu(
Standard Oerating Procedures &SOPs' for Iogging of Soi$ 0orings and Insta$$ation
of Sha$$ow *onitoring Fe$$s were de,e$oed and fo$$owed during the
in,estigati,e wor" and are detai$ed in the Phase II ESA For" P$an(

The soi$ borings were ad,anced uti$i4ing either a truc"Btrac"<mounted direct ush
soi$ sam$ing rig &ie( PowerrobeM'% which enetrated the water tab$e so as to
a$$ow a 3 m &10<foot ' monitoring we$$ screen to intercetBcature seasona$ water
tab$e .uctuations( )ina$ boreho$e deths were ,ariab$e across the F8I
deending on the actua$ subsurface conditions encountered at the time of
dri$$ing( 8uring the ad,ancement of each soi$ boring% continuous sam$es were
be co$$ected uti$i4ing a 7<foot<$ong *acro</ore de,ice( Once the soi$ sam$e
s$ee,e had been e1tracted from the core barre$% a reresentati,e from Pro-$e
8ri$$ing cut the core tube a$ong the $ength to e1ose the soi$(
Sam$e freAuenc! at each boreho$e ,aried in accordance with the SAP( In
genera$% worst case soi$ sam$es &based on -e$d screening' were se$ected for
$aborator! ana$!sis as we$$ as an! sam$es needed to ,ertica$$! de$ineate the
