MANAGING EDITOR
The Menomonee Falls Village Board unanimously sup-
ported the sale of the Radisson Hotel to a limited liability
entity based in Illinois.
As part of a tax incremental finance (TIF) district that
included the Radisson Hotel, in April 2010 the village pro-
vided a $17.6 million loan to Lodging Investors of
Menomonee Falls, LLC, the ownership group that was to
construct and manage the hotel. The ownership group
defaulted on the loan.
The hotel was placed into receivership following a
motion by the village of Menomonee Falls in Waukesha
County Circuit Court that was granted in November 2011.
The village later won a summary judgment against the
hotel ownership group, forcing remaining owner James
Heyden to file for bankruptcy July 24, 2013, hours after
the village won its judgement. The village approved a set-
tlement with Heyden Sept. 2 in which Heyden will pay the
village $100,000 over the next five years.
Randall Crocker, an attorney representing the village in
the proceedings, said an agreement was reached to sell
the property for $8.5 million to Isabella Investments LLC.
The potential owners have already paid $200,000 in
"earnest" money, with a closing date by Sept. 30. The
land, furniture and equipment, food and beverage, leases
except for management is included in the agreement.
Crocker said the sale will go before the court for final
approval on Sept. 19.
The partnership will be investing in the hotel through
the federal EB-5 program, through which foreign investors
who made capital investments are eligible for permanent
visas or citizenship.
Crocker said the property was marketed in early May
which included email blasts to investors. Crocker said there
were 11 tours of the facility, and 11 formal offers were
received. That was pared down to four bids.

block of Steven Mack Drive was arrested
for possession of drug paraphernalia at

arrested for possession of an opium deriva-
tive and taken into custody on a West Allis
warrant at 6:10 p.m. Sept. 4 following a
traffic stop in the 14800 block of
Menomonee River Parkway. Two doses of
Suboxone were located in her vehicle and
she was unable to provide proof of a pre-
scription.

arrested for obstructing at 1:07 a.m. Sept.

with the manwho knowingly provided
false informationafter responding to a
theft in progress. He was taken into custody
on a Department of Corrections warrant.

A 50-year-old Brookfield man was
arrested for operating after revocation and
operating without a required ignition inter-
lock device on his vehicle at 9:02 p.m.

Lane and Pilgrim Road. He was taken into

the Milwaukee County Sheriffs Office.

Warrants

taken into custody on a felony warrant for
armed robbery through Menomonee Falls
at 2:05 a.m. Sept. 6 following a traffic stop
at Highway 145 and Westbrook Crossing.
POLICE BLOTTER
"This process, as counsel to the village,
I believe is in the interests of the methodol-
ogy of reaching the highest and best price,
maintaining the continuity of employment at
the hotel and preserving the franchise and
is in the best interests considering the cir-
cumstances," Crocker said.
Later in the meeting, Village Manager
Mark Fitzgerald indicated that the shortfall
between what the village is owed and the
sale price of the hotel will be covered by
the tax incremental finance (TIF) district in
the area.
"There is absolutely a difference
between what we owe and what the hotel
is selling for. That difference will be funded
and paid back by tax increment generated
in TIF district 6, the Main Street
Redevelopment TIF district," Fitzgerald said.
"This has never been and should never be a
liability to the general tax levy or the gen-
eral taxpayer. All of it can and will be paid
by back though TIF district 6."
Fitzgerald cited data indicating that the
increment generated by the TIF district will
be able to cover the difference. According
to information from Fitzgerald, completed
or pending projects will generate $5.3 mil-
lion in tax increment. In addition, other pro-
jected development is predicted to gener-
ate approximately $11,131,000 in tax
increment for a total of $16.5 million of tax
increment that has occurred or is projected
to be generated.
"There is a reasonable projection and a
reasonably conservative project that we
will be able to pull off the difference
between the hotel sale and the remaining
debt and that will all be a liability of TIF 6.
It will never be a liability of the general tax
levy or general taxpayers," Fitzgerald said.
Fitzgerald added that beside tax incre-
ment, the shortfall could also be covered
through the village's facility and equipment
fund, which is funded by "tipping fees" the
village receives from the siting of a landfill
in the village.
The Hostmark Hospitality Group will
serve as the management firm for the hotel.
L.W. "Biff" Hawkey, senior vice president of
development for Hostmark, said the Falls
Radisson "is one of the more exciting oppor-
tunities that we have seen in the past 15-20
years."
Hawkey said Isabella LLC is comprised
of three people, a mother and her son and
daughter from Belarus. Hawkey said the
trio sought a full-service hotel within one
hour of the northern suburbs of Chicago.
The Radisson franchise will remain at the
hotel, and Hawkey said it was anticipated
that 95 percent of existing employees will
be retained following the change in owner-
ship.
Hawkey also mentioned "some non
hotel based decisions for short term rea-
sons, not long terms reasons" which has
short-circuited the true potential of the hotel.
Hawkey said the new management firm
planned to make approximately $500,000
in improvements to the facility. As an exam-
ple, the shower design would be changed
in response to comments from customers.
Also, a permanent buffet area will be cre-
ated for use for the meeting room area.
Hawkey added that Hostmark want to
complete the sale soon so it can see the
facility during a busy time for the hotel busi-
ness.

The Menomonee Falls Village Board
expressed support for a 12th tax incremen-
tal finance (TIF) district that will be located
along Lilly Road just north of Silver Spring
Drive.
In a TIF, taxes for given properties nor-
mally directed toward local units of gov-
ernment (village, school district, county,
technical school district) are instead used
to pay for infrastructure improvements. The
local units of government will later benefit
from the increased value generated by the
improvements.
The district covers approximately 107.5
acres of land on the east and west sides of
Lilly Road. The area includes the site of a
former concrete block company and a one-
time school that was later used by a busi-
ness. According to information from the TIF
project plan, the total equalized value for
the properties are estimated at
$5,074.876.
During discussion, Trustee Chris Smolik
questioned why the properties on the west
side of Lilly Road are included with the TIF.
Village Manager Mark Fitzgerald
explained that is adjacent to the main
parcels and meets the legal definition of
what a TIF district can be. In addition,
Fitzgerald said the parcels are in the I-2
heavy industrial zoning district and staff
believes they should be "downzoned" into
the I-1 light industrial district and that put-
ting those parcels in the TIF will make sense
so there is a unified development
approach.
Fitzgerald also said the properties,
including the west side, have "underper-
formed" and it seemed appropriate to
include the west parcels in the TIF.
"We think it has a chance to be upgrad-
ed and dramatically improved," Fitzgerald
said. He noted that one building on the
west side is for sale. He added that the
Plan Commission agreed with the staff rec-
ommendations on the western parcels.
The board approved the request 5-1,
with Smolik voting against the request.
Trustee Katie Kress was not present.
Final approval of a TIF is given by a
Joint Review Board comprised by represen-
tatives of all local taxing units and a citizen
representative.

Tip of the Week: When it comes to litterbox problems, prevention is the key! Did you know that you
should have one litterbox per cat in your household, plus one more? Extra boxes are important
because some cats wont go where others have gone, plus having them scattered throughout the
house can prevent location-avoidance problems. For more tips, call 414-ANIMALS!

The School District of Menomonee
Falls was listed in the exceeds expecta-
tions category of the state report cards
issued for districts. District officials noted
the designation places Menomonee Falls
in the top 12 percent of the state for K-12
districts.
The report cards, which were made
public Sept. 16, judge districts and indi-
vidual schools in four areas: Student
achievement in reading and math, student
growth in reading and math, closing gaps
in reading, math and graduation rates,
and on track and post secondary readi-
ness. Districts are scored with four desig-
nations, with significantly exceeds
expectations the highest and exceeds
expectations the second highest.
We are proud of the continued hard
work of our staff and students. This is
another indicator of our work to align our
curriculum with college and career readi-
ness, and of the dedication of our staff,
students and families to our students edu-
cation, said Superintendent Patricia
Greco, Ph.D., said in a statement.
Among district schools, Ben Franklin,
Riverside, and Valley View elementary
schools along with North Middle School
and Menomonee Falls High School were
in the exceeds expectations category.
District officials added of the four pri-
ority areas, Menomonee Falls ranked
highest in On-Track and Postsecondary
Readiness with a score of 91.9 of 100,
above the state score of 85.3.
Hamilton district significantly
exceeds expectations
The Hamilton School received the
highest ranking in the state report cards.
As a district, Hamilton was listed in the
significantly exceeds expectations cate-
gory. Four schools Lannon, Marcy and
Woodside elementary schools and
Hamilton High School were ranked in
the highest category while Maple
Elementary School and Templeton
Middle School were ranked in the
exceeds expectations category.
In a statement issued on the state
report cards, Hamilton officials noted that
the district was one of only five K-12 dis-
tricts statewide to receive the significant-
ly exceeds expectations designation.
"Being among the top five K-12
school districts in Wisconsin is a great
accomplishment," Hamilton
Superintendent Kathleen Cooke, Ph.D,
said in a statement. "It is a credit to staff
members, families and community mem-
bers who have high expectations for
Hamilton students and support what it
takes to provide an excellent educational
environment."
Cooke then summarized the steps the
district has taken that contributed to suc-
cess in the classroom.
"The district's Strategic Plan lays out
the steps we need to take to ensure maxi-
mum achievement for all students. It has
helped guide us in how we use resources
so that instruction is the priority," she said.
"Our continued focus is to provide rigor-
ous curriculum and high quality instruc-
tion which engages learners and inspires
personal responsibility."
This is the second year for district
report cards and third year for school
reports. In a statement on the report
cards, the State Department of Public
Instruction noted that 88.3 percent of
schools statewide scored in the meets
expectations category or higher.
"Most of our public schools and
school districts are providing a solid edu-
cation to our children, but we dont want
to rest on our laurels. These report cards
are a good communication device to
focus discussion among parents, schools,
and communities on how our schools and
school districts are doing and how they
can continue to improve," State
Superintendent Tony Evers said in a state-
ment issued by the agency.
