1 General Description

The Design Subcontracting Contract entered and signed between SEPCO3 and
SEDC

The plant shall be designed in accordance with internationally recognized


requirements, statutory obligations and environmental conditions
specified The design shall cater for statutory and mandatory requirements
appropriate to the project location and specification such as the Indian Boiler
RegulationsIndian Electricity Rules, Indian Factory Act & Indian Explosive
Rules etc The boiler shall be designed in accordance with internationally
recognized standards such as ASME and will meet the IBR

The Project is of CFB Power Generation Project to be
constructed The planned scale of construction is 2135MW
generator set 1135MW generator set as well as auxiliary
generator set will be constructed in this Phase

Lignite of the Project will be supplied by Gurha Lignitefield
near the power plant which belongs to brown Lignite Gurha

Plant.

2 Natural Conditions Of The Plant Area


2.1

Geographic Location Of The Plant Site


The power station project is located at east longitude of
725330 and north latitude of 2753 30 in Kolayat R.S
Town on the Bikaner-Kolayat Railway Line with a distance of
about 3km to the national highway #NH-15 and about 25km to the
nearest broad gauge railway terminal
The nearest port is Kandla Portwith a distance of about 700km
to the power plant
The nearest airport is Jodhpur Airportwith a distance of about
215km to the power plant

Lignite Unloading Unit
The mode of highway vehicle transportation is adopted for
Lignite of the ProjectVehicle transportation is undertaken by

Annual Lignite volume for this project is 8710 4t/a, when the
unbalance coefficient of Lignite is calculated as per 1.2, daily
maximum Lignite volume 3480t, and 25t and 40t apiece half load
is calculated per truck, daily maximum truck numbers arriving in
plant is 114. Truck Lignite unloading to be operated as per two
shifts, daily unloading time is 12h, unloading efficiency is
83 , i.e. Daily effective Lignite unloading time is 10h,
average truck entering numbers per hour is 12.

8 pieces of Lignite unloading truck parking location are set for
truck track hopper of this phase, Lignite unloading volume for
each truck is 15104t/a, span is 12m, spacing between columns is
6m, effective unloading truck length is 48m, truck will be of
rear dumping. Weather shed is set above the Lignite unloading
ditch of truck. Grid pore of Lignite is 300300mm. It is
strictly forbidden for large-scale machinery, such as Lignite
pusher, loader as well as Lignite transportation vehicle, etc.
to work over the Lignite grid.

Double-slit type track hopper is adopted for truck hopper,


buffer capacity is about 1776t, two way belt conveyors will be
set under track hopper, two impeller Lignite feeders of capacity
(Q=200-600t/h) mentioned) will feed Lignite, width of belt

Lignite Storage Yard


Lignite storage yard is located in north of power plant, Lignite
yard for this project is open-air one, stacking height if 7m,
length 132m, width 70m, Lignite storage 2.29104 t/a, satisfying
7.19 days Lignite consumption of 1135MW unit under BMCR
working condition. The yard is planned to reserve as per 7.4
days Lignite consumption of2135MW units. Lignitefield is of
Lignite transporter Lignitefield without dry Lignite shed and
bridge type bucket crane. (Note: Lignite quality of the Project
is of brown Lignite. Local average temperature for many years is
32.1; Max. temperature is 47.8; Average annual precipitation
is 304.7mm. Under such climatic conditions, brown Lignite is
liable to self-ignite. Now, the Owner has confirmed that no dry
Lignite shed will be set via fax. But according to the technical
specification, it is still suggested to set dry Lignite shed).

3.3

Screening And Crushing

Equipment

Circulating fluid bed boiler is adopted for boiler of the

Project, which has comparatively high requirement for size of


Lignite entering the boiler. And no milling system is set in
the main generator hall. Final products of screening and
crushing system will directly enter the furnace hearth. Thus
requirement for size of Lignite is guaranteed by screening and
crushing system. In order to satisfy the requirement that max.
Size of Lignite particle entering the furnace hearth is less
than 8mm, the mode of two-level crushing and screening will be
adopted in the screening and crushing system, namely first-level
coarse screening+ second-level coarse crushing + second-level
fine screening + second-level crushing.
Secondary screen after secondary crusher and recycling system is
not required. The secondary crusher will guarantee the output
lignite size of 8 mm and below throughout the life.

In view of the requirement of expansion in Phase II, output of
screening and crushing system is designed as per 500t/h.

Rated output of first-level coarse screening Lignite screening
machine is 500t/h. Size of screen underflow is 30mm. Ring hammer
Lignite crusher is adopted in first-level crushing. Rated output
is 500t/h. Size of incoming material300mm; size of discharge

In order to reduce the phenomenon of over-crushing, fine


screening separating equipment is set between the first-level
crushing and second-level crushing room. Fine screening Lignite
machine is adopted for screening equipment. The output is
500t/h. Size below the screen is less than 8mm.

Reversible hammer crusher is adopted in second-level crushing.
Rated output is 500t/h. Size of incoming material is 30mm; size
of discharge is less than 8mm. Two (2) Nos. Secondary hammer
type crushers are provided.

4 Lignite Transportation System As Well As Operating Mode


4.1

Lignite Transportation System


DT fixed type belt conveyor is adopted for the belt conveyor
system in this phase, belt conveyor of belt width B1000mm, belt
velocity V=1.6m/s, capacity Q=400t/h to be adopted. When motor
power is N200kw, voltage is V= 6600 V, decelerator is of
imported one; when motor power is N45kw, rectangular hydraulic
coupler shall be equipped. The belts of all belt conveyors are of
fire retardant type. Belt-type conveyer of Lignite transportation
system is designed as per double ways. Civil facility is to be
constructed once. Two set of belt-type conveyer will be installed
in this phase. Flame retardant tape is adopted. Lignite will be
fed from fixed terminal of main generator hall in the Project.
Belt-type conveyor system crosses in the main generator hall.
Enclosed galleries to be provided for conveyors with proper
ventilation and illumination. All conveyors and transfer towers
shall

be

totally

enclosed

with

central

access

walkway,

maintenance walkways at each side of conveyors. Adequate access


to be provided for cleaning of all conveyors.

Daily operation period of belt-type conveyer system of the


Project is counted as 14.50 hours according to the design
Lignite. Two-shift system operation is applied for 7.25 hours
per shift.

Mode Of Control
Control mode: control mode of system adopts program control. The
program control room is established within Lignite handling
comprehensive building. Control objects are from impeller
Lignite feeder under track hopper to all Lignite handling
equipment of Lignite bunker of main power house. Local operation
board is set for each equipment body, interlock design is made
between equipment. Programmable logic controller (PLC) is
adopted for program control system of Lignite handling system,
and industrial television is equipped as auxiliary monitoring
system, the camera of industrial television is set in the center
of Lignite bunker bay, transfer tower, Lignite hopper, conveyor
trestle. Display is set inside Lignite handling control room
.The head telescopic device will be used at NO.1 transfer tower
for intercross operation, Motorized T- pipe is set at the head
of No. 4 belt conveyor to realize intercross
, electrohydraulic two-sided variable groove angle plough type tripper is
adopted for No 5 belt conveyor at Lignite bunker floor to supply
Lignite for raw Lignite bunker.

5 Auxiliary Facility
5.1

Magnetic Separator System


In order to protect equipment of tape, Lignite crusher, etc.,

first-level de-ironing separator is set in the head of 1# belttype conveyer and before and behind the second-level Lignite
crusher in Lignite transportation system. Magnetic separator and
belt conveyor are one to one corresponding mode, i.e. each
magnetic separator corresponds to one belt conveyor, 6 sets of
magnetic separators will be set. Metal Detectors to be provided
at the entry of raw lignite bunkers also.

Metering System For Lignite Arriving At Plant
One truck weighing balance of 60 MT capacity will be established
at passage of Lignite truck entering into the plant as
measurement of Lignite. Calibration of truck weighing balance
shall be made by its own weight.

Electronic belt weigher is set in Lignite transportation system.


Chain code verification is adopted for metering of Lignite
entering the furnace.

Metering System For Lignite Arriving At Plant
One truck weighing balance of 60 MT capacity will be established
at passage of Lignite truck entering into the plant as
measurement of Lignite. Calibration of truck weighing balance
shall be made by its own weight.

Metering System For Lignite Entering Into Bunker


Electron belt scale will be adopted for the metering of Lignite
handling system; electron belt scale is arranged on No 4 belt
conveyor of main power house. Each belt conveyor corresponds to
one electron belt scale, total two electron belt scale to be

set, two dynamic chain simulator calibration device is set


together with electron belt scale to check electron belt scale.

5.4

Configuration Of Protective Device For Belt Conveyor


In order to ensure the normal operation of Lignite handling
system,

double-pole

off-tracking

switch,

off-tracking

prevention carrier roller, accident two-way cord pulling switch,


velocity monitor, Lignite block detector, tearing monitor, slip
detector and vibratory device shall be set in belt conveyor
system. High-level gauge and ultrasonic level measurement sensor
shall be set on raw Lignite bunker. Emergency emptying system to
be provided for Raw lignite bunkers. Steam blanketing to be
provided for Raw Lignite bunkers.(Fire Fighting purpose)

5.5

Maintenance And Hoisting Equipments


Inspection hoisting facility is set in underground gallery,
transfer station Lignite bunker in main generator hall and
Lignite crusher chamber, which is used for installation and
inspection of driving plant, roller, etc. Of Lignite crusher and
belt-type conveyer. All the transfer towers, crusher house, etc
to be provided with maintenance and hoisting equipments.

5.6

Communictation System
One special dispatching master station of Lignite handling is
set inside the Lignite handling control room. Administrative

phones are set in offices and auxiliary facilities. One set of


industrial monitoring television is set for Lignite handling
system.

6 Auxiliary Building In Lignite Conveyance Workshop


Lignite pusher warehouse is to be constructed, including 2
parking stands, 1 inspection and repair depot as well as
inspection and repair room, accessories storage, tool room, etc.
Electric single-girder crane is set in inspection and repair
depot and inspection and repair room jointly.

Central control building for Lignite transportation is to be


constructed, including office of partial field of Lignite
transportation, control room and power distribution room of
Lignite transportation system as well as electrician room and
spare parts room, etc.

Inspection and repair of Lignite transportation system will be


considered unitedly in the whole plant.

7 Lignite Dust Control


In order to guarantee the Lignite transportation system
complying with requirements in occupational health and safety
after the power plant is put into production, guarantee safety
and health of operation personnel of Lignite transportation
system during the process of working and realize safe and
civilized production of Lignite transportation system, the
following measures will be mainly adopted:

Water spraying system is set on the Lignite field of the
Project to spray water and humidify the Lignite stack on the

Lignite storage yard so as to prevent dusting when water content


on surface of Lignite stack is comparatively low.

2) Water spraying device is set at outlet of gathering sill of


each belt-type conveyer so as to avoid flying of dust.

3) Under the condition allowed by the structure, buffer air


lock is set at each Lignite unloading spot so as to reduce the
impact of Lignite to the belt and emission of Lignite dust.

4)

Ventilating and dedusting facility is set at each Lignite


unloading spot of Lignite transportation system, underground
gallery of Lignite conveyance, Lignite bunker of main generator
hall.

5)

Hydraulic clearing is adopted for Lignite transportation system.


Water flushing facility is set in each main building of Lignite
transportation system and Lignite bunker of main generator hall.

6)

In order to prevent the water spreading and flowing in the


Lignite bunker, horizontal slope is to be made in the floor
structure of Lignite bunker with gradient of drainage of more
than 1%. Terrazzo topping is to be made on the ground. Tile is
to be attached on the wall. Floor drain and down pipe will be
set separately. Water will be connected to inlet well of zero
meter separately.

Inlet well is set in all main buildings as well as main generator

hall of the Lignite transportation system. After the flushing


water

is collected in the inlet well, it will be discharged

into Lignite soil sedimentation tank with blow-down pump for


united treatment and recycling. Wash down system to be provided
for transfer towers, crusher house, tunnel and trestle.

8 Limestone System
Source Of Limestone And Characteristics

8.1

Outsourced limestone blocks will be used for supply of absorbent


in the Project. Size of incoming limestone is 200mm. limestone
is transported with dump truck with annual transportation volume
of 9.18104t. Refer to Table 1.1 1 for details of
characteristics of limestone.

8.2

Scope Of Design
This part includes unloading, transportation, storage system of
limestone as well as auxiliary equipment of de-ironing
separator, crane, etc.

Scope of design of the system is from storage yard of limestone


block to outlet of intermediate bunker of limestone powder.

Principle for type selection of main equipment in the system:


limestone block system is designed as per 2X135MW generator set.
Totally 2 discharge hopper, 2 belt-type conveyer, 2 roller type
crusher, 2 frequency conversion sealing belt-type conveyer, 2
bucket hoister, 4 electric-vibrating feeder, 2 reversible hammer
limestone crusher and 2 limestone powder bunker(each capacity is
180m3)are set .

8.3

Limestone block storage and transportation system


Limestone of the Project is transported with 25t and 40t dump
truck. No unloading machinery is set in the limestone storage
yard. Limestone block will be directly transported and unloaded
on limestone storage yard or underground discharge hopper.
Dimension of underground discharge hopper is 50005000 and steel
grid of 200200 is set above which so as to prevent entering of
large-size limestone blocks. Limestone shed is set on the

limestone storage yard, the capacity of which is designed as per


Lignite consumption of 1135MW generator set. The area is
reserved as per the planning of 2135MW generator sets.

One set of Limestone transporter and one set of wheel type
loader will implement reclaiming and stacking operation. The
Limestonefield stack is of 6m high, 36m long and 33m wide, which
can store limestone of 6000 tons and satisfy the limestone
consumption of 16.32 days under the working condition of BMCR of
1135MW generator set in this Phase.

Limestone block conveyance system


Electric-vibrating feeder is adopted in the project for
conveyance of limestone block from limestone hopper to belttype conveyor with output of Q=50t/h. Limestone block is
conveyed to first-level crusher room via 1 # 2 belt-type
conveyer. Specification of the belt-type conveyer is: B=650mm,
V=0.80m/s, rated conveyance capacity Q=50t/h.

After first-level crushing, limestone grain will be conveyed to


second-level crusher through sealing belt-type conveyer, bucker
hoister and electric-vibrating feeder. Specification of its
conveyance equipment, sealing belt-type conveyer is B=800mm,
V=0.03-0.35m/s (variable frequency speed control), Q=050t/h,central distance of feed and discharge port L=6.0m; rated
conveying capacity of bucket hoister Q=50t/h; hoisting height
H=18.15m.

Daily operation period of belt-type conveyer system of the


Project is counted as 6.12 hours according to the design
lignite. Two-shift system operation is applied for 3.06 hours
per shift.

Control mode: control mode of system adopts program control.


Various protection devices for belt-type conveyer are set in
the limestone system. Lignite plugging sense signal and
vibrating device are set in the charging conduit. High and low
Lignite-level detection equipment is set in the intermediate
bunker.

Limestone crushing system


Two-level crushing mode is adopted in limestone system of the
Project. Roller type crusher is adopted in first-level crushing.
Rated output is 50t/h. Size of incoming material200mm; size of
discharge 15 10mm. Reversible hammer crusher is adopted in
second-level crushing. Rated output is 50t/h. Size of incoming
material15 10mm; size of discharge 1mm. 2X50 TPH
independent streams are provided.

Auxiliary equipment
Size of incoming limestone200mm. In order to avoid plugging,
steel grid is set above the discharge hopper to prevent
limestone in grain size of larger than 200mm from entering.

De-ironing separator (Two No.) is set in each stream in the head
and tail of belt-type conveyer so as to prevent mixed iron from
entering the system and damaging the equipment.
Weigh scale shall be provided for limestone conveyor.

Ventilation system shall be provided for the Limestone unloading


tunnel area.

Corresponding examination, repairing and hoisting device are set


in the underground discharge hopper, first and second-level
crushing room, etc. according to the needs of hoisting capacity
and height.

Water flushing is adopted for clearing of ground. Blow-down pump


is set in the underground discharge hopper and first and secondlevel crushing rooms.
