Agency for Non-Conventional Energy and Rural Technology
(ANERT) is an autonomous organisation established during
19! under "ocieties Act by the #overnment of $erala% no&
functioning under 'o&er de't( &ith its )ead *uarters at
Thiruvanantha'uram+
The ob,ective of the Agency is to gather and disseminate useful
-no&ledge in various fields of Non-Conventional Energy%
Energy Conservation and Rural Technology( conduct studies%
demonstrate% im'lement and su''ort im'lementations of
schemes and 'ro,ect in these fields and thereby deal &ith the
'roblems arising out of the ra'id de'letion of conventional
energy sources( u'date the technologies used in rural areas as
&ell as introduce a''ro'riate ne& technologies &ith an aim to
reduce drudgery% increase 'roduction and im'rove .uality of
life+
The Agency is better -no&n by its acronym ANERT and has
become a synonym for Renewable Sources of Energy and
Energy Conservation in the "tate+ ANERT is guided by an
E/ecutive Committee chaired by the Chairman% "ecretary
'o&er de't( and a #overning 0ody chaired by the 1inister of
Electricity% #ovt+ of $erala to 'rovide guidelines for ANERT2s
activities in various energy related areas+
ANERT is the "tate Nodal Agency ("NA) for the 1inistry of Ne&
and Rene&able Energy (1NRE)% #ovt+ of 3ndia% to carry out the
Centrally Assisted 4rogrammes in $erala+
ANERT is the state agency for Rene&able
4urchase 5bligations (R45) and Rene&able
Energy Certificates (REC) for $erala+
ANERT is headed by a 6irector a''ointed by
the #overnment+
The state of $erala has a large unta''ed 'otential for "mall
)ydro 4o&er generation+ ANERT has identified this as a thrust
area of activity for the coming years and has initiated activities to
mobilise 'otential develo'ers of ")4 in the "tate+
5rientation training for selected 7ocal "elf #overnment
3nstitutions% &ho are the 'ossible develo'ers of stand alone ")4
'ro,ects in remote rural areas% &as conducted+ A detailed
training on technical as'ects of ")4 develo'ment &as also
organised to e.ui' ANERT Engineers by Alternate )ydro Energy

Recently another 8 day 'rogram on 2&ater mills2 &as conducted
for the 4anchayat 9 ANERT officials selected from identified areas
&here they can be used+ The target for 'o&er generation from
")4 sector in 11th 'lan 'eriod is 1:; 1<+ T&o microhydel 'lants
of 1:-< each have been com'leted by ANERT at <aynad district+

"olar 4hotovoltaic ("4A) energy generation and "olar
Thermal a''lications are familiar to the 'eo'le of $erala+ Even
&ith the t&o rainy seasons% the state receives a good sunshine all
over the region+ The average solar insulation over the state is
about ::-1::: <hirBm8 'er day+ This could be &or-ed out as
e.uivalent to 8+9/1:; 1< of 'o&er generation ca'acityByear
(7ess than half of it might be the most o'timistic utiliCable
ca'acity)+ )o&ever the cost of energy storage and maintenance
ma-es "4A a''lications e/'ensive+ Det they are cost effective
o'tion for electrification of isolated hamlets and other remote
areas+

Com'ared to "4A installations "olar thermal a''lications
have an additional advantage of being economical at current fuel
'rices+ "olar <ater heaters (domestic and industrial)% "olar cro'
dryers and solar coo-ers are 'ro'agated under this 'rogrammed+
<ind Energy 4rogramme
<ind 'o&er has emerged as the most 'romising source
among all other rene&able energy sources for 'o&er generation
and it is a viable and cost effective o'tion for grid connected
'o&er generation+ Thus ANERT had conducted detailed studies
and resource assessments at 81 different locations in $erala% &ith
the assistance from 1inistry of Non-conventional Energy "ources
(1NE")% #overnment of 3ndia+ 5ut of 81 sites% 1! sites &ere
found to have mean annual &ind 'o&er density more than 1@:
&attsBm8 (or the &ind s'eed is above 1@ -mBhr) and so &ere
identified as &ind 'otential areas+ The main &indy areas in the
"tate are the eastern mountainous regions of 3u-a district along
the border of Tamil Nadu and elevated areas in 4alat-a ga'+
ANERT 'resently concentrates on time bound develo'ment of the
full 'otential available at the most &indy location of the state viC+%
Rama--almedu in 3u-a 6istrict+
0io-energy 4rogramme
The 0io energy 'ro,ects are vie&ed as a solution to the
&aste dis'osal 'roblem% &hich is drastically affecting
environmental balances+ The activities in this area com'rises of
biogas generation from organic &aste from agriculture% animal
husbandry and domestic sectors% and 4o&er generation from
1unici'al "olid <aste (1"<) and 3ndustrial <aste+
The total ca'acity of the 0io energy sector is estimated as >::
1< in the state+ The achievement so far is only about @:-< only+
The commendable achievement during the 9th 'lan 'eriod in this
sector &as the installation of ?9 large siCe biogas 'lants under
institutional% community and night soil based units+ The total gas
