transparency of funding from process and
make sure impartial while being respectful of
participants
If developer provides funding stakeholders
(includes developer as a stakeholder) choose
study providers.

concerted effort to perform outreach and identify
the diverse group of stakeholders; ensure that
everyone has a seat at the table. Results in
committed, trained community members
