ABSTRACT
Background: Road traffic accidents (RTAs) have turned out to be a huge
global public health and development problem. Assam one of the federal
states in North East India has a high rate of accidents and deaths in
relation to number of vehicles on the road. Realizing the Need to establish
baseline information on RTAs, the present study was conducted in
Dibrugarh city under the jurisdiction of Dibrugarh Police Station, Assam,
India.Methods: Complete RTA data of the year 2009 from case dairies and
police records of Dibrugarh Police station were studied. SPSS (13.0) and
Ky-plot software with bivariate comparisons were used. Data interpretation
was done using Degree of freedom, Chisquare test for goodness of fit, 2
test for independence of attributes and Kruskal-Wallis test .
Results: Human characteristics (rush and negligence) make 95.38% of the
total RTAs. 60% of the accidents were recorded during day time (6 AM to 6
PM). The peak time was between 12 PM to 6 PM (38.46%). The highest
numbers of accidents (32.30%) were observed in the heavy rainy season
during the months of July September.
Conclusion: The fewer data on accident reports at police stations are an
indicative of lack of awareness of accidents reporting. RTAs are
preventable and in order to combat the problem there needs to be close
coordination and collaboration, using a holistic and integrated approach,
across many sectors and many disciplines.

The term accident has been defined as an
occurrence in the sequences of events which
usually produces unintended injury, death or
property damage.

ROAD ACCIDENT STATISTICS
More than 1.2 million people are killed in road
accidents, worldwide every year.
One child is killed in road accident, every 3 minutes
in world.

ROAD ACCIDENTS IN INDIA
India suffers from highest no. of deaths around
1,50,000 in absolute terms annually.
Accidents: 4.97 lakhs (in every minute).
Deaths: 1,42,485 (one death every 4 mint).
Road traffic Injuries(RTIs) was 9

death in 2004 and expected to be 5
th
leading cause
of death by 2030.
India is no.1 in Road Accidents.

HOW TO PREVENT ROAD ACCIDENT
Most important method to bring down accident is
strict enforcement of speed limits.
Heavy penalty should be imposed on all those
who cross speed limits. If this is implemented,
nobody will dare to go at high speed.
Suitable speed limit may be selected for each
country.
Driving tests for issue of Driving license is to be
made more stringent and foolproof.
Helmet should be made compulsory by law in all
states.
Raising of lower age limit for two wheeler and
Heavy vehicle license to 21.
All rules who do not maintain the safe distance for
the speed should be punished.
Children should not be permitted to playing in busy
roads.

The money recovered as Road tax is fully utilized
for the construction of roads.
TV and other media should be effectively used for
public safety awareness.
speed should be restricted at accident prone areas.
Licences of those who are involved the accident
should be suspended immediately.
Roads should be properly maintained.
One-way traffic should be implemented.
License of drunkard drivers should be cancelled.
Footpaths and medians should be made for
important roads.
Signal for road crossing at important for busy place.
Road should be properly marked for Zebra
crossing.

SAFETY AWARENESS
safety awareness should begin from childhood.
Videos and computer games that simulate Racing
banned by the Government or discouraged by
parents as it will develop racing habit in children.
TV and other media should be effectively used
for public safety awareness.
All sorts of Motor sports specially racing should be
banned by government.

ROAD SAFETY SLOGANS
Life is short , don't rush it.
It better late then never.
Chance takers are accident makers.
If you want to stay married , divorce speeds.
Be alert ! Accidents hurt.
Hug your kids at home , but belt them in the car.
Normal speed meets every need.

CONCLUSION
There is clearly needed safety education and it
should be directed towards to road users who are
frequently involved and injured in RTAs.
The real pressure and motivation to improve
driving skills can come only licensing authorities and
test all the rule regulation of road and traffic , also
fast-aid facility for all.
