1.0 Introduction
1.1 One Creative Environments Ltd. has appointed HRS Services Limited (HRS) to carry out daytime and
night time background noise surveys relating to the proposed development of a new Primary Care
Centre at Burntwood Leisure Centre, Lichfield.
1.2 The purpose of this report is to detail daytime and night time background noise survey results in order
to identify suitable noise criteria to meet BREEAM: Healthcare 2008 Section Pol 8 requirements.
1.3 The project is understood to involve the construction of a new two storey Primary Care Centre with
associated parking spaces.
1.4 The development site currently comprises a playing field and is located approximately 30m south from
the existing Burntwood Leisure Centre (See Appendix III). The surrounding area is predominantly
residential with the M6 Toll approximately 1.5km to the south of the site.
1.5 This document has been prepared for the sole use, benefit and information of One Creative
Environments Ltd for the purposes set out in the document or instructions commissioning the works.
The liability of HRS in respect of the information contained herein will not extend to any third party.
1.6 This report is limited to addressing the specific acoustic issues contained herein and is based on information
and drawings provided by the client.
1.7 Whilst every effort has been made to ensure that this report is easy to understand, it is technical in
nature; to assist the reader, a glossary of terminology is included in Appendix I.

2.0 Background Noise Survey

2.1 Background noise surveys were carried out in order to establish the existing noise climate and lowest
background noise levels during the night time and daytime periods.

2.2 Noise measurements were carried out between 1900 2100 hours on 9
th
May and between 0200 -
0430 hours on 10
th
May 2011.

2.3 Noise levels were measured using a UKAS calibrated B&K 2260 Investigator Class 1 precision
integrating sound level meter. Calibration checks were carried out both before and after the
measurements with no significant variance observed.

2.4 Weather conditions during the survey were dry and calm with measured wind speed less than 5ms
-1
.

2.5 The sound level meter was mounted on a tripod at an approximate height of 1.5m and fitted with a
proprietary windshield. Noise levels were taken over 5 - 15 minute sample periods.

2.6 Timing of measurements was chosen to coincide with the quietest times during the night time and
daytime in order to give the worst case noise impact levels on the basis that plant associated with the
proposed Primary Care Centre could potentially be operational during theses times.

2.7 Three measurement locations were used as indicated in Figure 1. The measurement results are detailed in
Appendix II and summarised in Table 1 below.

The following observations were made during the day and night noise surveys:

Night time
Locations 1,2 & 3 - Distant Road traffic was the dominant noise source, with birdsong towards to
the end of the measurement period.

Daytime
Locations 1, 2 & 3 - For the duration of measurements at each location, distant road traffic from
the M6 Toll and local traffic on nearby access roads were the dominant noise
sources.

3.0 Noise Assessment Criteria

3.1 The most commonly used method in the UK for assessing impact of fixed building services plant noise is
British Standard 4142: 1997, Method for Rating industrial noise affecting mixed residential and industrial
areas (BS4142). This standard requires the noise from the proposed new equipment (in L
Aeq
) to be compared
with the existing background noise level (L
A90
) at a noise sensitive receptor (NSR) location. NSRs include
housing, schools, hospitals and churches. The most exposed NSRs (usually the nearest to the plant location)
are taken as being a worst case for assessment purposes.

3.2 To account for the increased potential for noise disturbance due to changes in or noticeable features of the
plant noise, a 5dB penalty is added for any plant which gives rise to noise features that may increase
disturbance. The resultant level, following the application of this correction, (where necessary) is called the
Rating Level.

3.3 With respect to the +5dB correction, BS4142 states:

Certain acoustic features can increase the likelihood of complaint over that expected
from a simple comparison between the specific noise level and the background
noise level. Where present at the assessment location, such features are taken into
account by adding 5dB to the specific noise level to obtain the rating level.

Apply a 5dB correction if one or more of the following features occur, or are
expected to be present for new or modified noise sources:

a. The noise contains a distinguishable, discrete, continuous note (whine, hiss, screech, hum, etc);
b. The noise contains distinct impulses (bangs, clicks, clatters or thumps);
c. The noise is irregular enough to attract attention.

3.4 HRS recommend that, for mechanical building services plant, the +5dB correction be applied on the basis that
it is likely that one of the noise features described above shall apply.

3.5 BS4142 states the following regarding the result of the assessment:

4.1 Based on HRS Services background noise survey data in Table 1, assessment in accordance with
BREEAM Pol 8 indicates that emission levels for plant noise, in terms of BS4142 Rating Level L

5.0 Summary and Conclusions

5.1. Daytime and night-time noise surveys have been carried out at and around the proposed development site to
inform BREEAM: Healthcare 2008 Pol 8 design works for the new Primary Care Centre at Burntwood Leisure
Centre, Lichfield.
5.2. The night time and daytime noise surveys were undertaken at positions representative of the nearest noise
sensitive locations to the site in order to establish the existing noise climate and lowest background noise
levels during the anticipated possible operation times of new building services plant.
5.3. Suitable plant noise criteria at the nearby dwellings have been identified to meet BREEAM: Healthcare: 2008
Pol 8 credit requirements.

Appendix I - Glossary of Terms
Sound Pressure Level and the decibel (dB)
A sound wave is a small fluctuation of atmospheric pressure. The human ear responds to these variations in
pressure, producing the sensation of hearing. The ear can detect a very wide range of pressure variations.
In order to cope with this wide range of pressure variations, a logarithmic scale is used to convert the values
into manageable numbers. Although it might seem unusual to use a logarithmic scale to measure a physical
phenomenon, it has been found that human hearing also responds to sound in an approximately logarithmic
fashion. The dB (decibel) is the logarithmic unit used to describe sound (or noise) levels. The usual range of
sound pressure levels is from 0 dB (threshold of hearing) to 120 dB (threshold of pain).
Frequency and hertz (Hz)
As well as the loudness of a sound, the frequency content of a sound is also very important. Frequency is a
measure of the rate of fluctuation of a sound wave. The unit used is cycles per second, or hertz (Hz).
Sometimes large frequency values are written as kilohertz (kHz), where 1 kHz = 1000 Hz.
Young people with normal hearing can hear frequencies in the range 20 Hz to 20,000 Hz. However, the
upper frequency limit gradually reduces as a person gets older.
Noise Indices
When a noise level is constant and does not fluctuate over time, it can be described adequately by
measuring the dB(A) level. However, when the noise level varies with time, the measured dB(A) level will
vary as well. In this case it is therefore not possible to represent the noise climate with a simple dB(A) value.
In order to describe noise where the level is continuously varying, a number of other indices, including
statistical parameters, are used. The indices used in this report are described below.

Aeq
This is the A-weighted 'equivalent continuous noise level' which is an average of the total sound
energy measured over a specified time period. In other words, L
Aeq
is the level of a continuous
noise which has the same total (A-weighted) energy as the real fluctuating noise, measured over the
same time period. It is increasingly being used as the preferred parameter for all forms of
environmental noise.
L
Amax
This is the maximum A-weighted noise level that was recorded during the monitoring period.
L
A10
This is the A-weighted noise level that was recorded for at least 10% of the monitoring period.
LA90 This is the minimum A-weighted noise level that was recorded for at least 90% of the
monitoring period. Usually taken as the underlying background noise level.
