Irregularities and Illegalities in respect of allotment of land in
excess of norms fixed by Regulatory Bodies for technical/ medical
and general educational institutions i.e., KIIT

Dear friends
This write up opens us and exposes the nexus of IDCO with KIIT ( Kalinga Institute of Industrial
Technology ), Patia, Bhubaneswar in granting land in excess to KIIT causing huge revenue loss to
state exchequer and damaging economy of the state.

All India Council for Technical Education ( AICTE), Director of Higher Education, Medical Council of
India ( MCI) had fixed ( December 1998 ) the norm for the land as indicated below, for establishment
of various type of educational institutions with hostels at District headquarters /corporation level.

At present, degree of Engineering College, Plus two Science college, school/tribal school, a
management institute, a full-fledged medical college and hospital are running under auspices of KIIT.
For setting of these institutions, at best 43.25 acres of land was required as per the norm fixed by the
controlling bodies.

On the contrary, as of March 2012, 75.170 acres of land was under the possession of KIIT, out of
which 7.083 acres was allotted for the establishment of a 700 bedded hospital in Chandakal Industrial
Estate whereas the remaining 68.087 acres was illegally acquired by KIIT by adopting unfair and
non-transparent methods.

Out of the above, forest land under its possession was 34.414 acre against which no clearance from
Ministry of Forest and Environment, Govt. of India had been obtained so far ( December 2012 ) while
a hospital building and structures were on such land in blatant violation of Forest conservation At,
1980. To prevent KIIT from encroaching and acquiring additional Govt. land in Bhubaneswar
Municipal area, the 65
th
Board meeting Chairman-cum-Managing Director decided ( April 2004 ) not
to entertain any further applications for allotment of land or regularisation of any further encroachment
in Chandaka Industrial Estate. But the decision was ineffectual, as the Land Allotment Committee (
LAC)decided ( April 2010 ) to allot additional 14 acres of land without any valid ground in favour of
KIIT. An in-principle allotment order was also issued ( October 2010 ) without giving physical
possession of land . Thus, KIIT had acquired 45.92 acres ( 89.170-43.25 ) of excess land valued at
Rs. 229.60 crores in excess of scale fixed by different authorities/bodies for running
educational/technical institutions.


Further, KIIT had admitted to unauthorised occupation of 18.864 acres of land- the bench mark
valuation of which was Rs. 94.32 acres at the present rate ( 2012). But astonishingly, no step was
taken for eviction. This attitude of IDCO subsequently encouraged other encroachers to encroach
upon valuable land first and then get them regularised. All the proposals of KIIT were simply accepted
by IDCO violating all the norms and procedures of allotment.
