Amend Authorization for Town Director of Human Services to Submit Grant for EVSE Charging
Equipment to Add a Third Location (Peconic Community Center).
Financial Impact:
NYSERDA is providing a grant opportunity for a workplace initiative for the purchase, software and
installation of a Level 2 networked Charge Point charging station by Leviton at an 85% cost reduction.
The Town's share will be offset by a grant from NY Power Authority.
RESOLVED that the Town Board of the Town of Southold hereby amends resolutions No
2014-131 and 2014-361 to also include an Electric Vehicle Charging Station at the Peconic
Community Center in the NYSERDA grant application and be it further
RESOLVED that the Town Board of the Town of Southold hereby authorizes the Town Director
of Human Services to apply for a grant from NY Power Authority for up to $2,000 to
reimburse the Towns cost share of the Electric Vehicle Charging Station at Peconic Community
Center as part of the clean energy initiative.

Street to Mattituck High School, provided they adhere to the Town of Southold Policy for
Special Events on Town Properties and Roads. Support is for this year only, as the Southold
Town Board continues to evaluate the use of town roads. All Town fees for this event, with the

Resolution Authorizing the Filing of an Application for a State Assistance Grant for a Municipal
Waste Reduction and/or Recycling Project and Signing of the Master Grant Contract, Under the
Appropriate Laws of New York State.
WHEREAS, the State of New York provides financial aid for municipal waste reduction and
municipal recycling projects; and
WHEREAS, the Town of Southold, hereinafter called the MUNICIPALITY, has examined and
duly considered the applicable laws of the State of New York and the MUNICIPALITY deems it
to be in the public interest and benefit to file an application under these laws; and
WHEREAS, it is necessary that a Master Grant Contract by and between THE PEOPLE OF
THE STATE OF NEW YORK, hereinafter called the STATE, and the MUNICIPALITY be
executed for such STATE Aid;
NOW, THEREFORE, BE IT RESOLVED BY the Town Board of the Town of Southold:
1. That the filing of an application in the form required by the State of New York in
conformity with the applicable laws of the State of New York including all
understanding and assurances contained in said application is hereby authorized.
2. That the Southold Town Supervisor is directed and authorized as the official
representative of the MUNICIPALITY to act in connection with the application and
Southold Town Meeting Agenda - October 7, 2014

to provide such additional information as may be required and to sign the resulting
contract if said application is approved by the STATE;
3. That the MUNICIPALITY agrees that it will fund its portion of the cost of said
Municipal Waste Reduction and/or Recycling Project.

Formally close capital project for Peconic Community Center as project has been completed.
WHEREAS in 2008 the Town Board created a Capital Project in the Capital Fund for the
acquisition of and improvements to the Peconic Community Center through serial bond proceeds
($1,350,000), and then increased the project in 2010 with a transfer from the Park & Playground
Fund ($16,500) and again in 2011 from transfers from the General Fund Whole Town ($92,500),

WHEREAS the Town Board has determined that the Peconic Community Center project has
been completed, now therefore be it
RESOLVED that the Town Board of the Town of Southold hereby closes the Peconic
Community Center Capital Project in the Capital Fund and directs the Town Comptroller
to transfer $14,460.43 back to General Fund from the Capital Fund, effective immediately.

Avenue; proceed east, right onto Marratooka Road to end, head north on Marratooka;
cross New Suffolk Avenue onto Marratooka Lane, left on Route 25; head west, right onto
Wickham Avenue, proceed north, right onto Pike Street, finish at the school; provided they
follow all the conditions in the Towns Policy for Special Events on Town Properties. Support is

WHEREAS, the requested Open Development Area is located on 7.2 acres of the 61.1 acre
parcel with the Open Development Area consisting of three lots ranging in size from 1.8 to
2.4+/- acres per lot; and
WHEREAS, the Development Rights to the remaining 53.9 acres will be acquired by the Town
using Community Preservation Funds and a grant from the United States Department of
Agriculture Natural Resources Conservation Service and subject to a Development Rights
Easement; therefore, be it
RESOLVED, that the Town Board of the Town of Southold accept the petition from Esseks,
Hefter & Angel, LLP to establish an Open Development Area pursuant to Chapter 240 of the
Town Code; be it further
RESOLVED that the Town Board of the Town of Southold will hold a public hearing, upon the
map entitled Sketch Plan for Open Development Area Martin Sidor, prepared by Fox Land

Set P.H. Sinatra Land Donation
RESOLVED that pursuant to the provisions of Chapter 17 (Community Preservation Fund) and
Chapter 185 (Open Space Preservation) of the Town Code, the Town Board of the Town of
Southold hereby sets Tuesday, October 21, 2014, at ___________ p.m., Southold Town Hall,
53095 Main Road, Southold, New York as the time and place for a public hearing for the
purpose of adding a parcel owned by Richard Sinatra and Camille Sinatra to the Towns
Community Preservation Fund Eligible Parcel List and for the purpose of accepting a land
donation of fee title to said parcel for open space and passive recreational purposes. Said parcel
is identified as SCTM #1000-22.-3-5.1. The address is No # Kayleighs Court, East Marion,
New York, located at the end of Kayleighs Court starting with a dirt access which is a part of
the subject property in East Marion. The property is located in the R-80 zoning district and is
10 acres.
The property includes existing Subdivision Open Space and a two (2) acre development area.
The Towns database incorrectly coded this property as entirely Subdivision Open Space when
in fact it includes a two (2) acre development area. The database error resulted in the property
being included on the list of Preserved Lands instead of included on the list of Eligible Parcels.
The Town is adding the property to the list of Eligible Parcels for purposes of open space
preservation, similar to the criteria listed for the properties in the vicinity of the subject property
which are on the current Eligible Parcel List.
The purchase price of this open space donation will be acquisition costs associated with the
transfer of fee title using Community Preservation Funds. The purpose of the acquisition is for
the preservation of open space and passive recreation.
As per Chapter 117 (Transfer of Development Rights) of the Code of the Town of Southold,
Section 117-5, one (1) Sanitary Flow Credit is available upon the Towns acquisition of the
property. The transfer of the Sanitary Flow Credit into the Town TDR Bank will not be finalized,
and shall not occur, until the Town closes on the property, and the Town Board passes a
resolution allowing the transfer into the Town TDR Bank.
FURTHER NOTICE is hereby given that a more detailed description of the above mentioned
parcel of land is on file in Land Preservation Department, Southold Town Hall Annex, 54375
Route 25, Southold, New York, and may be examined by any interested person during business
hours.
