Fraud and forgery of Sri Kalpataru Das, MP, Rajya Sabha in respect
of acquiring land in connivance with IDCO, Odisha

Dear friends
Illegalities, irregularities and unethical practice in respect of
allotment of land by IDCO ( Odisha Industrial and
Infrastructure Development Corporation ltd.) is not only confined
to institutions run by non-political people like KIIT ( Kalinga
Institute of Industrial Technology) but extended to the political
people like Sri Kalpataru Das, MP, Rajya Sabha. Sri Das has
adopted all fraudlent means to occupy Govt. land in connivance
with IDCO, the Govt. Institution which stands infamous for
encouraging, engineering and extending support to all types of
irregularities and illegalities in respect of allotment of land and
illegally regularising land encroached by land grabbers like KIIT.

In July 2006, IDCO allotted 0.249 acres of land to Techmark
Electronics and Electrical (TEE) in Manheswar Industrial Estate at a
concessional rate of Rs. 5 lakh per acre against the actual cost of
Rs. 15 lakh per acre. As the company stopped production since
November 1999 and turned sick, it sought permission ( June 2001 )
to transfer its land to Biju Patnaik Institute of Information
Technology and Management Studies ( BIITM ) functioning under
Gokarneswar Charitable Trust ( GCT). Without acceding to the
request for change of land use, IDCO issued show-cause notice to
TEE for sub-letting land for hotel/residential purpose and running
an educational institute viz, BIITM. In the meantime, TEE
negotiated with PR Hotel & Resorts for mutual transfer of land but
the proposal was not accepted by IDCO.

It needs to be mentioned here that Sri Kalpataru Das, Director of
TEE was also the trustee of GCT and Sri P.K.Sahoo was also
another trustee of GCT and partner of PR Hotels and Resorts.
Mutual transfer of industrial estate was thus executed among the
units in which the transferor and the transferee were related and
even the same parties. Thus, to run an educational institution i.e.,
BIITM, the trustees used P R Hotel as the medium to facilitate the
transfer to the original allottee, i.e., TEE although it was not
functioning since November 1999. It was also found that the
educational institution like BIITM , was functioning out of industrial
plot allotted to TEE since 1999-2000 on the basis of AICTE approval
( August 1999) as the Managing Trustee and Chairman of the two
units was one and the same person. The divisional Head, BCD-1
issued a show- causes for misutilisation of the said land but the
allotment was not cancelled and land not resumed under section 34
(5) of the IDCO Act.
