in the RNP process.

Important remark on the Ec threshold: the TCH power parameters are such that the
U/L and D/L are balanced. It means that when Ec is sufficient to insure PS 64 coverage
on the U/L then there will be sufficient power on the D/L to offer PS 384 coverage. This
also means that when CS 64 is the target for Ec, there will be sufficient power on the D/L
for offering PS 384 coverage.

RNP tool
In the RNP tool, it is chosen to make predictions only in the street for the following
reasons:
-
Most of the measurements of the network will be carried out by drive testing in the
streets
Therefore, for the indoor services, the penetration margin is included in the thresholds
and the predictions carried out in the street only.
Besides, by insuring coverage for the target services, the RNP will insure correct
coverage for the common channels.

This forward link threshold is a forward link indicator.
More precisely, this is a threshold for the TCH based on predicted CPICH Rx level.
The basic information used here is the required forward link Eb/No for the target service

UTRAN parameters set P_TCH P_CPICH for the different services, i.e. the maximum
powers for the D/L TCH. These powers are such that the links are balanced for a given
service.
In particular, for (PS64 U/L, PS 384 D/L) the downlink and the uplink coverage (under
50% loading in both directions) are balanced.
Therefore, when the CS 64 threshold is insured for Ec, then, since it is lower, the PS 64
threshold will be offered and therefore also coverage on the forward link for PS384.
Therefore, the Ec target of CS 64kbps will insure that the required coverage is offered for
all services.
