ANNUAL REPORT 2013/2014

Letter from Kenneth


Dear friends,
Time flies, my LegCo term has passed midway already. I am pleased to share
with you my second annual work report, which has captured my work at the
Council for 2013/2014.
In the midst of this political turbulence, I have pledged to stand firm in the
pursuit of freedom, democracy, the rule of law and justice. These core values
are cornerstones to Hong Kongs success, without which our city will lose its
competitive edge.
Amongst my other commitments at Legco this year, I took great pride and
interest in applying my professional knowledge in the work of the Public
Accounts Committee (PAC). Good public governance requires transparency
and accountability, the PAC has held an unprecedented number of public
hearings this year on the value-for-money reports compiled by the Director of
Audit.
Maintaining Hong Kong as a world-class city requires devotion and
commitment, we cannot simply live with yesterdays mindset. While striving our
best to enhance public governance, we need to instill our creativity and vision
in diversifying our economy in a sustainable way this makes my life as a
legislator even more challenging and interesting.
In the coming months, in order to address the global challenges and
opportunities which climate change has brought about, my Office will work on
various policy frameworks to incorporate the best practice for sustainability in
sectors including banking, aviation and logistics.
Last but not least, I will continue to press the Government to come up with the
best possible framework for auditors regulatory reform in order to address our
concerns.

Kenneth has joined 7 Committees & Subcommittees this year to
monitor the Government budgeting, necessary changes to the current
policy measures, and to oversee the results of value-for-money audits
in regard to public expenditure.

Subcommittee to examine the implementation in
HK of resolutions of the UNSC in relation to sanctions
Subcommittee on Air Pollution Control
(Air Pollutant Emission) (Controlled Vehicles) Regulation
Retiring some 80 000 existing pre-Euro IV diesel
commercial vehicles and setting a service life limit of
15 years for newly registered diesel commercial
vehicles.
Ensuring the enforcement of UNSC Sanctions Ordinance
is in place in Hong Kong legislation to put arms embargo,
ban terrorist activities and importation of certain conflict
goods (ie. rough diamonds), etc.
Implementing the exchange of information relating
to taxes with the United States of America.
- Inquiring into matters relating to Mr Timothy Tongs
duty visits, entertainment, and bestowing and receipt
of gifts during his tenure as Commissioner of ICAC.

Submitted 60 Members initial written questions and 8
supplementary written questions on areas like economic
development, environmental and financial affairs, security
and etc. to follow up on the Budget 2014/2015.
Supported the motion for the Budget 2014/2015.
- Assessing 767 proposed new government positions.
- Reviewing the additional cost of HKD 2 billions to be
incurred by the newly created government positions.
Reviewing and scrutinising THREE Public Accounts
Committee reports on the results of value-for-money audits
on various issues: ICAC & anti-corruption measures, direct
land grants to private sports clubs, allocation and
redevelopment of public rental housing, Mega Events
Fund, promoting social enterprise development, etc.
