Dear Mr. Hackett:

Information regarding Bio-Digester and February 2, 2011 Agreement

This is an application for information under The Municipal Freedom of Information and Protection of
Privacy Act.

First, by way of background, I am attaching copies of my June 11, 2014 FOI request that was addressed
to Mr. W. Moore of the Township of Chatsworth, together with Mr. Moores Sept 30, 2014 response.
The purpose of that request was to obtain the documents that would or could have been part of a due
diligence process by representatives of the Township of Chatsworth.

Mr. Moore was unable to provide some documents. Therefore, this is to request that you please provide
the following information mainly pertaining to the sewage lagoon as a component of the bio-digester
project:

1. All documentation considered by the parties in determining the value of the lagoon for purposes
of the February 2, 2011 Agreement;

2. The most recent (at the time of the negotiation) reports on the operational history of the lagoon
and on its condition;

3. The most recent (at the time of the negotiations) reports or estimates of possible or required
capital investments and/or operating costs to ensure the continued satisfactory operation of the
lagoon as part of the overall project for the duration of the Agreement; and

4. Documentation related to contributions by businesses on the Sunset Strip to the original costs
of the lagoon.

With regard to point #4, I am not interested in copies of individual contracts or agreements I am
simply re-iterating the request that I made of Mayor Pringle more than a year ago for a short report
about the dates and amounts of individual contributions, plus information about the terms and
conditions applied at the time of these contributions (some of which I understand may have been in the
1970s or 1980s).


In addition, I am requesting copies of any and all documentation provided to representatives of
Chatsworth, or tabled at any meetings during the negotiations, or referred to generally in discussions
regarding the landfill aspects of the bio-digester project (that is, regarding the provisions in the
Agreement and Memorandum of Understanding relating to the possible future use by Georgian Bluffs of
Chatsworth landfill sites).

Finally, did Georgian Bluffs consult or seek advice from legal counsel during the negotiations with
Chatsworth leading to the signing of the February 2, 2011 Agreement and Memorandum of
Understanding? To be clear on this, I am not asking for any documentation related to this question.

Please consider my references to documentation to include reports, studies, correspondence, notes to
file, minutes of meetings and personal notes taken by representatives of the Township of Georgian
Bluffs at meetings with representatives of the Township of Chatsworth including telephone conference
calls, and emails.
I enclose a personal cheque in the amount of $5.00 payable to the Township of Georgian Bluffs. I could
not find the FOI fee on your website, but assume it is the same as Chatsworth if this is incorrect, please
let me know. I understand that there may be additional costs involved in retrieving and making copies of
the information I have requested. Electronic copies of the documentation I requested would be
perfectly acceptable if that is most convenient for you.
