1. Introduction
1.1. Purpose of this document
This paper describes the UIC actvites and the achievements in the feld of GSM-R & Rail-
ways Telecom In 2012.
In 2012, there were 4 related Actvites & Projects:

Note: These actvites and projects being based on the actvity of Working Groups, this Re-
port will focus the Working Groups results.

2.2. Group Mission
This forum comprises representatves of all European railways actvely implementng GSM-
R or close to start the implementaton process and having signed the UIC GSM-R MoU.
ERIG is a platorm that has the coordinaton role for the UIC GSM-R actvites, taking, ap-
proving or endorsing decisions.
ERIG is kept informed of progress with implementaton and lessons learned in this process,
as well as on upcoming standards, applicatons and technical progress.
Main ERIG responsibilites:
9 It is an experience sharing platorm, key for members advancement with their
projects.
9 Oversees the actvites of the entre consttuent working groups in the feld of ERT-
MS/GSM-R projects/actvites (see 1.2).
9 Gives formal acceptance to Change Requests created by FG, OG and IG (working
groups which actvity is detailed later on in this document) and therefore supports
new versions of specifcatons for the UIC (EIRENE & MORANE). Startng 2013, ERIG
is proposed to be the validaton forum for the non MI related part of the EIRENE and
MORANE specifcatons, as well for the whole bundled document integrity.
9 Endorses the creaton of ad-hoc-groups and is responsible for acceptance of the
results presented. It technically pre-approves related MoUs (any UIC new MoU is
validated by the UIC General Assembly)
9 Coordinates ENIR and NMG on generic and strategic maters, and especially when
European decision is needed.

ERIG also has responsibility for pre-approving UIC projects or actvites, and further on sup-
ports the project or actvity approval in the UIC Rail System Forum.
ERIG invites also in the regular meetngs ERA (with the observer status), CER, EIM repre-
sentatves and the GSM-R Industry Group Speaker. ERIG is informed on ETSI developments.
The ERIG meetng is hosted by an UIC member, or by UIC itself.
Suppliers are also invited, presentng to the community their latest developments.
2.3. Meeting Reports
There were 3 ERIG meetngs held 2012, as scheduled.
Three ERIG meetngs took place as planned during 2011:
ERIG #51 (21 to 22 of March in Lisbon, Portugal)
ERIG #52 (4 to 5 of July in Ljubljana, Slovenja)
ERIG #53 (11 to 12 of December in Bucuret, Romania)
2.4. Deliverables
The meetng reports and other related documents are available for members on the UIC
Extranet.
ERIG #51 documents erig3395 to erig3418; in additon with documents coming
from the GSM-R Industry Group, NEC Portugal, SUSI and the new adopted CCS TSI.
ERIG #52 documents erig3422 to erig3458; in additon informaton from IG, Iskra-
tel, UIC ERTMS Conference, ISPRA tests, NMG Network Names.
ERIG #53 documents erig3447 to erig3473; in additon, informaton was posted on
IG, Sierra Wireless, new EIRENE versions
2.5. Future Plans
ERIG will contnue its task; the digital radio system is now reaching operatonal maturity and
with proven interoperability. The system must constantly develop, improved features are
needed to reach the very stringent quality of service, to improve operatons, while preserv-
ing interoperability and protectng investments.
For all these reasons coordinaton is needed.
ERIG will also coordinate and provide expertse based on existng experience on the issue
of Future Railway Telecomunicatons Systems, needed when GSM will reach its end of life.

3. GSM-R UIC European related activities
GSM-R Change Control Management Process/EIRENE new Baseline/Support for
European Actvites/GPRS for ETCS
3.1. GSM-R Change Control Management Process
EIRENE and MORANE specifcatons are regularly updated when errors are spoted, gaps
are to be flled, or technological progress is to be introduced.
The GSM-R CCM process is posted below. Startng the new EIRENE FRS 7.3.0 and SRS 15.3.0,
released on March 2012, the former mandatory requirements (M) in previous versions
were splited in 2 categories:
Mandatory for Interoperability (indicated by (MI) at the end of the paragraph).
These are the requirements that are considered in the European Directves to be
relevant for interoperability as fulflling the essental requirements for the Control-
Command and Signalling subsystem related to safety and technical compatbility
which must be met by the rail system, the subsystems, and the interoperability con-
sttuents, including interfaces according to the corresponding conditons set out in
Annex III of the Directve 2008/57/EC; It is mandatory that each railway meets these
requirements on lines under the scope of the Directve.
Mandatory for the System (indicated by (M) at the end of the paragraph). These
requirements must be complied with together with the requirements Mandatory
for Interoperability (MI) in order to deliver a viable working system, ensure opt-
mum level of system technical integraton and compliance to existng standards,
allow that the technical characteristcs of the network and fxed terminal system
are compatble with each other and with those on board the trains to be used on
the rail system.
The MI requirements update is in the responsibilty of ERA, while the M, O and I require-
ments maintenance is in the responsibility of UIC.

The GSM-R Pre Qualifcaton Group decides for acceptng issues to be sent in the CCM Pro-
cess, and supplementary on the issue character touching the interoperability or not. The
relevant requirements for interoperability are then sent in the ERA CCM Process, while the
others are treated by UIC, in the UIC CCM Process.
As technical body, UIC is treatng the interoperability issues within the ERA CCM Process, via
the ERA GSM-R Working Group 2.
UIC CCM is organised without changes to previously situaton.
The two processes are linked and synchronized.
This split of MI and M requirements is to be considered for Europe, while for out of Europe
implementers the two set of requirements are to be considered as a single unit.

3.2. New EIRENE Baselines
UIC and ERA agreed on a MoU on GSM-R, signed in October 2010, based on which work
was started to clarify in the specifcatons the relevant requirements for the Interoperability
in the EIRENE specifcatons and in a step 2 in the MORANE ones.
Following that, afer 1 years of work result was reached. New EIRENE specifcatons were
released - EIRENE FRS 7.3.0 and SRS 15.3.0; these specifcatons were approved on 29 of
March 2012 to be recommended by ERA to replace FRS 7/SRS 15 in the CCS TSI.
These new specifcatons contain the EIRENE 7/15, 7.1/15.1, plus the CRs O-9171 v2.1 (on
EDOR SRS) and O-9170 v1.1 (SRS references revision); they will replace 7/15 and 7.1/15.1,
and what is considered to be part of the ERA GSM-R Baselines v0r3 a set of requirements
that are considered to be relevant for interoperability in Europe, and for which the ERA
CCM process will be further on applied (see point 3.1).
Within these specifcatons, only the requirements marked with (MI) are considered to be
relevant for interoperability.
It is very important for out of Europe implementers to understand that the split in Man-
datory for interoperability (MI) and Mandatory for the System (M) in the EIRENE specif-
catons concerns strictly Europe, and as expressed in the categories defnitons MI and M
requirements must be implemented in order to develop a viable working system.
3.2.1.Next Baselines Plan
ERA expressed the opinion that in a second step afer identfying and validatng the new
EIRENE specifcatons, and afer releasing the next baseline (EIRENE FRS 8.0.0 & SRS 16.0.0)
- to freeze for a while the (MI) functonalites, for system stability.
Under these circumstances, a large discussion forum was launched by UIC, to make sure
that all clarifcatons or missing features shall be made available at that moment.
The candidates features were therefore analyzed, selected and ranked, then accepted by
FG/OG/GSM-R IG and the Sector Organizatons CER/EIM, and this request was presented
to ERA end 2011.

However, in October 2012, as a consequence of the new ERTMS MoU signature in April
2012, ERA proposed a Baseline Evoluton document, where between others 2 EIRENE new
editons were foreseen for December 2013 and December 2015

UIC acted immediately:
Prepared the list of Change Requests (CRs) and items considered viable for the new 2013
editon; presented the proposal in ERA Control Group in December 2013; discussed with
ERA and agreed for the list of items and CRs planned to be part of the new EIRENE release.
As result, the agreed plan was presented in January ERA CG.
The plan, recorded in the UIC document gsmr3073 version 2.7 is as follows:

3.3. Support for European Activities
UIC is highly involved in European actvites related to ERTMS/GSM-R, partcipatng to sev-
eral actvites.
3.3.1.CER CCS Support Group
CER CCS support group is working based on one or two days meetngs, 9 tme a Year.
UIC partcipates for diferent CCS subjects, and regularly for GSM-R issues.
UIC role is to ofer in its technical body quality support for the management of Change pro-
posal to ERTMS/GSM-R - analysis and evaluaton of the technical and operatonal viability
of proposals selected by CER for further development, to an extent sufcient to enable CER
members to make a decision upon whether to adopt the proposal. UIC ofers technical sup-
port needed for the CER decisions.
3.3.2.ERA Control Group
ERA ERTMS Control Group is running the ERTMS ETCS and GSM-R CCM process. The Con-
trol Group must ensure the steering of the ERTMS actvites, identfying the most efectve
actons to deal with the outstanding issues in coherence with the overall system planning,
resources and priorites.

UIC regularly partcipates in this actvity, through the GSM-R Project Manager, represent-
ing the GSM-R Technical Body.
The ERA CG meets 10 tmes /Year.
3.3.3.ERTMS MoU Steering Commitee
The ERTMS MoU Steering Commitee started its work afer 2007 ERTMS MoU, being com-
posed by representatves of all relevant actors in the ERTMS feld (EC, ERA, CER, EIM, UNISIG,
GSM-R IG, UIC, ERFA, TEN T).
Mr. Karel Vinck, ERTMS European Coordinator, and Mme Isabelle Vandoorne, DG MOVE,
chair the group. The group meets every 2 months.
The group steers the ERTMS related actvites in Europe
3.3.4.ERA GSM-R Conference
ERA disseminates its ERTMS actvites in yearly conferences.
UIC supports directly ERA for this actvity, in the scientfc commitee, responsible for pre-
paring this Conference, and with speakers during this Conference.
The last ERA ETCS and GSM-R Conference took place in October 2012 in Lille, France
3.3.5. GSM-R Industry Group
The majority of GSM-R suppliers for networks, mobiles and dispatcher systems are gath-
ered together and represented in the GSM-R Industry Group.
This group is part of the GSM-R CCM process, as well as a UIC partner, in many related do-
mains. The GSM-R IG representng is partcipatng to the UIC ERTMS Conference scientfc
commitee.
UIC partcipates to these meetngs, through the GSM-R Project manager and the Operators
Group Chairman; 4 meetngs/year, 2 days meetng travel included.
3.3.6.New ERTMS MoU
Three Memoranda of Understanding (MoUs) in the feld of ERTMS were signed between
the European Commission and the European Railway Associatons, one in 2005, one in
2008 and one in 2012.
These MoU establishes the basic principles of an EU deployment strategy for ERTMS.
On 19 of April 2012, a new ERTMS MoU has been signed, where important points on GSM-R
related to Interferences to GSM-R, GPRS for ETCS et Packet Switch for ETCS, eREC, and oth-
ers were mentoned, afer an intense lobby by UIC, one of this document signatory.

3.4. GPRS for ETCS
GSM-R is the today the railway digital mobile transmission system, used for voice and ETCS
(data) applicatons. For historical reasons, GSM-R uses the Circuit Switched transmission
mode for carrying the ETCS applicaton data.
In order to soluton the botle neck provoqued by the lack of GSM-R frequencies in big
hubs, as well as to assure the ETCS future proof, it is wished to migrate the ETCS data trans-
mission to packet switched mode. A GSM-R based packet oriented transmission mode can
be either GPRS and/or EDGE considering specifc functonalites to guarantee the prefer-
ence of the ETCS applicaton data exchange in co-existence to other packet data applicatons
within the wireless transmission network.
As the ETCS applicaton emulaton tests carried out must be credible, they must be per-
formed in railway environment and under certain velocity conditons, therefore by using
in operaton GSM-R networks, and taking GPRS/EGPRS (EDGE) packet switched technology
into account.
Bearing in mind that GPRS/EDGE for ETCS is in fact opening the way for an end-to-end IP-
based ETCS applicaton data exchange in a reliable way, the QoS requirements specifcaton
to the wireless transmission bearer service will be crucial and are applicable to other radio
access technologies that may replace GSM-R in the future.
In 2010, a Test campaign was organized in Austria, together with OBB, Kapsch Carrier Comm,
Comtest Wireless. The Test Report was circulated end November 2011. The results gener-
ally confrms the previous tests conclusions
EC have made the so called 3rd Call for Projects in the feld of ERTMS, with partal fund-
ing (50%). Acton under the code 2011-RU-60013-S Speeding up and facilitatng ERTMS
deployment.
UIC applied as part of the GPRS for ETCS actvity, for:
Produce the test specifcatons, test reports, Quality of Service and other
specifcatons
Optmizing the radio link, in lab and track tests campaigns, programmed to take
place in France, UK and Denmark - preparing the ETCS prototypes testng, via GPRS/
EGPRS for ETCS Engineering guidelines (including technical coordinaton)
The UIC fnancing for this acton was assured via an existng GSM-R carry over in 2012. The

GPRS/EGPRS bearer service optmizaton has been started, including:
Standard 3GPP features that are essental to:
improve the cell change behavior,
pre-allocaton for a radio trafc resource and the specifc treatment of the ETCS
applicaton (real tme), compared to non-ETCS applicaton (non real tme) with-
in the GSM-R packet domain (to overcome GPRS Best Efort behavior).
The features list was selected and tested in Lab (RFF/SNCF in Paris area) conditons,
from where the best network and mobile setngs resulted, to be validated in feld
tests
Specifcaton of two ETCS trafc models that considers real ETCS applicaton tel-
egram size/periodicity (the trafc model have been derived from operatonal ETCS
L2 implementatons in Europe which are being used under circuit switched mode
conditons; in perfect cooperaton with UNISIG).
The test case descripton O-3023 v0_73 considering statc (laboratory) and dynamic
conditons (track) that is aiming to:
provide conclusions about GPRS/EGPRS bearer service parameter setngs in
terms of the general robusteness (radio block errors impactng the ETCS appli-
caton) in comparison to circuit switched mode,
the achievable multplexing gain
the end-to-end transmission transfer delay taking the ETCS trafc models into
account.
study possible GPRS/EDGE bearer service excepton handling scenarios e.g.
loss of coverage that have diferent behavior compared to the circuit switched
mode are as well part of the test case descripton.
Statc laboratory tests in November/December 2012 taking Kapsch-Carrier-Com and Sierra
Wireless (EDOR) GPRS/EGPRS implementaton into account are promising to improve the
overall GPRS/EGPRS bearer service performance. In additon, the possibility of data prec-
edence handling is a breakthrough to assign the ETCS applicaton dedicated transmission
resources within GPRS/EGPRS radio access system.

Dynamic track tests under High Speed Conditons - 320km/h planned in Q1 2013 shall
confrm the laboratory achievements.
Apart from the planned test actvites in 2013 the diversity of other GPRS/EGPRS network
and EDOR implementatons need to be verifed to guarantee later on the interoperability.

Next steps are the on track tests prepared for 2013, and the TEN T 3rd Call GPRS for ETCS
work plan follow up. Phase 1 described above is part of a vast acton, under the ERTMS User
Group coordinaton; the overall plan is presented below:
Appliance for TEN T 4th Call on Complementary GPRS/EDGE for ETCS Testng was made
by UIC, with the purpose of delivering complete guidelines for usage of GPRS when applied
for ETCS.

3.5.1.UIC ERTMS Conference
UIC ERTMS Conference took place In Stockholm,
Sweden, between 24 and 26 of April 2012.
Partcipaton for each Organizatonal Commitee
was required, where besides preparing this 700 at-
tendees event a very atentve check for each pres-
entaton was performed.
An ERTMS Atlas with the state of the art for all
GSM-R networks in Europe was prepared.
Next ERTMS Conference will take place in April
2014 in Istanbul.
Meanwhile, UIC shall organise a GSM-R Confer-
ence, in UIC HQ, on 10 and 11 of September 2013.

3.5.3.UIC Non-European actvites
As GSM-R is implemented also outside Europe, and as the CBTCS systems are discussed all
over the world, actvites are supported by UIC in this domain, especially related to the UIC
Asia.
Afer a mission performed in Australia in 2010, and the specifc support for the UIC Global
Signalling that took place in 2010 in Tokyo, several discussions that took place in UIC Asia
concluded the feasibility of Telecom Conference to ne be prepared for end 2012, beginning
2013
The Conference is now set up and prepared to take place in Delhi, on 21-23 of March 2013;
it will be hosted by one of the UIC Asian members (Indian Railways), and will treat Signalling
and Telecom subjects. The upcoming UIC Future Railway Mobile Communicatons Systems
will be presented there, among other subjects.
Another acton as the partcipaton to Internatonal Workshop of High Mobility Wireless
Communicatons (HMWC2012), in Chengdu, China, beginning November 2012, at kind in-
vitaton of South-West Jaotong University, a impressive event focused on High Speed infu-
ence on Broadband Communicatons, and solutons to inprove Broadband Technologies for
that.

4.2. Group Mission
The GSM-R Change Request Process (CR) is scaled over diferent phases. The frst step is
the evaluaton of the so called Implementaton Report (IR), in which every editorial error,
implementaton issue, malfuncton or gap in the specifcaton, all related to the EIRENE
specifcatons, is reported.
Such a report is accepted from any source, provided that it is reported in a uniformized way,
based on a template which can be found at following public available web link:

The group is responsible for the decision on the IR on whether it shall be sent in the GSM-R
Change Control Management process. This decision takes into account the need for a new
feature, and what this new feature implies, as well as the fnancial implicatons and the

If the IR is considered relevant, it shall be sent into UIC CCM process except if the issue is consid-
ered to be relevant for interoperability, case in which it will be sent into the ERA CCM process.

Border Crossing: The border crossing group was reactvated, following the positve answer
from ERA on the allowance of more than 20 s of voice cut at border. The FFFS document
review is progressed and a fnal presentaton at OG was performed in 2012.

7. ETSI Rail Telecom (TC-RT)
7.1. Group Mission
This group forms the railways users and suppliers that are interface ETSI.
The group is set up with representatves of the O.G. and includes members of the GSM-R
Industry. The main task of this group is the investgaton of existng GSM standards and
the creaton of CRs to these standards. Liaison statements to 3GPP and other standardiza-
ton bodies guarantee that the requirements and restrictons of the railways are taken into
account.
7.2. Targets and deliverables
This year TC-RT was very actve addressing new felds very important for Railways, such as
the frequency issues, alignment of the specifcatons with release 99 and the evoluton to-

8.2. Group Mission
The Frequency management group is taking care for all issues in the frequency domain
related railways radio maters. Frequency management is extremely important, since wire-
less systems are now proven to be indispensable for railways operatons, and therefore the
Frequency Spectrum Management has becomes a vital actvity.

8.3. Targets and deliverables
During the 2012, 5 meetngs were held at diferent locatons hosted by UIC members.
Main subjects discussed during the meetngs: Interference to GSM-R systems (mainly
caused by public mobile radio systems) and possible solutons; other subjects being in-train
repeaters and regulatory issues, ER-GSM frequency band extension, and sharing the ER-
GSM band with RFID systems, which are secondary users.
Interferences into GSM-R systems (mainly caused by public mobile radio systems)
GSM-R 2012 is considered to be a succesful year because due to the actons taken by UIC,
the awareness at politcal level induced several actons started on European level.
Compared to 2010 where UIC just started to address the issue of interference on a Europe-
an level, with only a small support and with a certain lack of understanding, in 2012 a wider
support at European level was given. It is now understood that solving this critcal issue of
interferences to GSM-R is one key point to ensure success of the ERTMS.

A frst Interference Workshop held in November 2012 hosted by DG MOVE, DG

had a positve feedback. A follow up is planned for 2013.
Early 2013 UIC performed a second test campaign to verify improved GSM-R radio modules,
developed to stay in operaton in a highly interfered radio environment. Also as target for
2013 the development harmonized emission limits for the emissions of public mobile radio
services falling into the GSM-R band are identfed. These limits will ensure the uninter-
rupted operaton of GSM-R which is perquisite for a proper operaton of ETCS.

The feld of regulatory issues is one of the most demanding for the UIC Frequency Man-
agement Group due to the fact that the resource spectrum is limited and number of radio
systems is increasing constantly.
Intrain Repeater
This issue will be also under discussion in 2013 due to the fact that the use of intrain re-
peaters carries the risk of additonal interferences. The idea of the Frequency Management
Group is to identfy basics rules for deployment of intrain repeaters to avoid additonal
harmful interferences to GSM-R.
ER-GSM frequency band extension
On a regularly basis the status of the work to implement the ER-GSM band in the corre-
sponding ETSI standards was reported. The current work is to include the ER-GSM band
into the 3GPP standards to create the basis for a Harmonized EN Standard that includes the
ER-GSM band.

8.4. Future Plans
The Frequency Management is an actvity that requires more atenton that initally is es-
tmated by the railways, frequencies are rare and the technology evoluton extremely fast.
The interferences to GSM-R, mainly coming from public operators is an issue that if not
solved or if solved in a superfcial way can cause critcal issues on long term ETCS L2
blocking.
European coordinaton is needed, and this issue is considered as being on the highest prior-
ity by UIC.
Following actons are prepared:
Finalize and distribute the Test Report for the UIC interference Lab test campaign.
Finalize and distribute the Final GSM-R Interferences Test report.
Put in place and populate the new improved Intererences point database
Create a new version for the UIC Report for interferences to GSM-R.
Start discussions on solutons like new improved GSM-R network minimum cover-
age parameters, flters, on board train repeaters, and new strategies and technolo-
gies for interference free GSM-R area
Request further studies on ECC level on the impact of wideband systems in adjacent
frequency bands taking into account the receiver performance of a real cab radio
receiver.
Prepare if considered additonal test actvites
Contnue the strong lobbying at politcal level.

The NMG consists of representatves from GSM-R Network Operators or Owners of all op-
eratonal GSM-R networks in Europe. Currently the NMG meetngs are atended by Austria,
Belgium, the Czech Republic, Denmark, France, Germany, Great Britain, Italy, the Nether-
lands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland. Invited
are also Greece and Luxemburg.

Before a new GSM-R network becomes actve, the Network Operator is invited to join the
NMG, to have full beneft of the documents and expertse in order to be interconnected
with the rest of GSM-R networks, as soon as needed.
9.2. Group Mission
The GSM-R Network Management Group coordinates all actons to provide roaming and
interconnecton services for GSM-R users all over Europe in order to have borderless access
to the interoperable applicatons.
The picture below shows the scope of the NMG tasks.

The NMG produces and maintains needed documents (forms, templates, guidelines) sup-
portng the individual GSM-R Network Operators to contract roaming and interconnecton
on a bilateral basis.
A specifc document is the Transit Routng Agreement, which is a multlateral document,
signed by all European GSM-R Network Operators. This Agreement arranges that GSM-R
trafc between not directly connected roaming partners can cross the European intercon-
necton network without any technical or commercial obstacle.
Another important task of the NMG is to collect and maintain the relevant confguraton
data of networks, related to network identtes, numbers, etc. This data is used by the ENIR
Group and is also relevant for the SIM card confguratons. Also fgures of the interconnec-
ton trafc is collected by NMG and used by ENIR.
Finally, the NMG keeps an eye on the operatonal procedures related to the internaton-
al impact of natonal network changes and planned work. Main goal is to prevent (un-
expected) interruptons of roaming services. In close cooperaton with ENIR the regular
(annual) update of the routng data sets of the interconnecton network is scheduled and
communicated
9.3. Meeting Reports
In 2012 two meetngs were held, 13-14 June in Prague CZ and 14-15 November in Utrecht
NL. The meetng reports and other meetng related documents are available on the UIC
Extranet.
9.4. Targets and deliverables
As the work of the NMG has a contnuous character, the main targets are related to the
maintenance and update of the standard documents. The most important are:
1. TRA (Transit Routng Agreement), incl. signature administraton: in 2012 Denmark
has signed this TRA. This brings the total on 13.
2. GIRA (GSM-R Interconnecton and Roaming Agreement) Template: this document is
used as basics for all bilateral agreements.
3. OMA (Operaton and Maintenance Agreement) Template: this document is used as
basics for all bilateral agreements.
4. TC (Technical Concept) Template: this document is used for a standardised way for
the descripton of the technical confguraton of interconnectons.
The latest versions are available on the UIC Extranet.
Besides these documents the NMG has also introduced other documents. In the November
meetng is has been decided to transfer some of them into the UIC Leafet 751/4 and to
publish these and others on the public part of the UIC website.

Network Management Group (NMG)
Specifc subjects conducted or monitored by NMG in 2012 are:
1. Internatonal Public Roaming. Germany, Austria, Switzerland and the Netherlands
have reported successful implementaton.
2. Shared Group Call Areas (border crossing Railway Emergency Calls): Germany and
Austria have reported successful implementaton on two borderlines. SGCA be-
tween Germany and the Netherlands is delayed untl mid 2013.
3. GPRS roaming: although GPRS is not implemented in all GSM-R networks, stand-
ardizaton can be very helpful, especially when ETCS L2 packet switching becomes
operatonal. A guideline will be produced.
4. Harmonisaton of Group IDs, Shortcodes, Functon Codes, etc.: a working group of
OG, FG and NMG experts have proposed an update of the Eirene Numbering Plan.
It has been agreed that NMG will administrate all used (and reserved) numbers in
GSM-R networks and will perform the change management for non-MI numbers.
5. GSM-R Network Architecture and upgrades: given the growth of amount of MSCs
(many countries are migratng to geo-redundant cores), the complexity of the in-
terconnecton network is increasing. In order to de-complex and to be prepared
for future expansion, ENIR and NMG have agreed to migrate to a dual layer (hier-
archical) architecture. A study has started and in 2013 the soluton will be present-
ed. As implementaton in 2014 is foreseen, the 2013 RDS upgrade has to include
pre-requisites.
6. NMG pushes the members to coordinate and inform each other about network
upgrades and to limit the service interruptons for roaming users to the minimum.
9.5. Future Plans
For 2013 the NMG will concentrate on the contnuaton of the ongoing regular work, as
described above.
Special atenton will be given to the developments on interconnecton network architec-
ture, together with ENIR.
A new NOC Managers workshop will be arranged in 2013.
The NMG will transfer the agreed set of deliverables of the NMG in UIC Leafets.
Also in 2013 NMG will be available to support new implementaton of roaming and inter-
connecton services.
The 2013 meetngs are planned on 15-16 May (Ljubljana) and 16-17 October (UK).

European Network Integration for Railways (ENIR)
10.2. Group Mission
The aim of the ENIR group is a step by step evoluton and migraton of standalone GSM-R
networks to a European wide overlay network, ofering a high availability of roaming ser-
vices at low cost consumpton. In fact this migraton is a contnuous process.
One of ENIRs main tasks is the contnuous development of the internatonal GSM-R overlay
network architecture. Based on standardised and harmonised rules, routng principles have
to be defned as an agreed guideline for the planning of the migraton to the future overlay
network.
In a next step ENIR manages the calculaton (adaptaton) and distributon of internatonal
routng tables (RDS) for border crossing trafc. This is a contnuous process, taking into ac-
count that every new GSM-R interconnecton or new transit relaton requires an adapton
of the internatonal GSM-R overlay network. A centralised deployment and control of these
internatonal routng tables is essental to provide optmal routng paths. The defned rout-
ing paths guarantee high availability by ensuring at least a second alternate routng path in
case of any primary link failures. A careful design and implementaton of the RDS is required
to prevent dangerous circular or ping pong routng.
A European wide coordinated process, the so called big bang, is executed once a year
during a weekend night by all interconnected GSM-R operators to implement the new RDS
confguraton. ENIR defnes this process and when necessary adapts and enhances it, taking
into account that the big bang process must ensure a save migraton from the old to new
RDS confguraton. In additon the process must minimize the impact on roaming trafc and
roaming availability and thereby to guarantee the undisturbed internatonal train trafc.
Once the interconnectons and the routng tables are in service, the load on the intercon-
nectons is monitored and analysed. Thus ENIR is able to follow the trend of the capac-
ity utlisaton on the interconnecton links and can react in advance on a risk of overload
accordingly.
A common test plan has been defned which includes an agreed set of test cases used to
verify the establishment of a new roaming relaton, e.g. with a new implemented GSM-R
network.
Last but not least the ENIR group will study technical related issues rising up in the Euro-
pean GSM-R roaming environment (e. g. GPRS roaming, introducton of a hierarchical struc-
tured overlay network confguraton).
The archived results of the ENIR group are captured in the Common Design Document
(CDD). This document refects and records in detail the design results for the internatonal
GSM-R network which were elaborated.
Furthermore the CDD provides the technical informaton and rules how to realize European
wide GSM-R interconnectons, the so called internatonal GSM-R overlay network.
This document shall be used as an agreed guideline for the migraton to the internatonal
GSM-R overlay network.

10.3. European Routing Database Update
Due to the increasing internatonal train trafc GSM-R interconnectons and roaming ser-
vices are getng more and more important. They are in additon a prerequisite for introduc-
ton of L2 ETCS on the corridors. The increasing number of Cab radios and EDORs in roam-
ing conditon proves that GSM-R is currently fulflling its task, the interoperable European
railway radio system. The constantly increasing number of GSM-R interconnectons and
roaming relatons permanently increase the complexity of the RDS computaton defning
the call and signaling routng.
Startng in 2011, the big bang process was defned and introduced by ENIR, in order to
deal with the necessity of the joined implementaton of the new RDS within 11 GSM-R
networks interconnected, in a maximum tme frame of 4 hours. Since any failure in the
implementaton process could afect roaming services all over Europe, the defned process
requires a central coordinator which monitors the progress in all involved networks and
manages the joined implementaton process.
In 2012 the big bang process described in the CDD was enhanced to include new, major
requirement. The requirement was to enable the integraton of a second geo-redundant
node of a natonal GSM-R network, into the European GSM-R overlay network. The ex-
tended big bang procedure does not only cover the method to implement the new routng
data for such a confguraton but includes the steps to switch existng or new established
internatonal interconnecton links (when required).
The enhanced CDD method was applied in September 2012 successfully to execute the sec-
ond big bang procedure. The 2012 process included for the frst tme a (complex) switching
of internatonal links and was again performed without any roaming service interrupton
and any disturbance of internatonal train trafc outside of the service window.
Since the development and implementaton of GSM overlay network modifcatons and
enhancements has become a complex process, ENIR decided to collect all planned actvi-
tes that have an infuence on the RDS, as e.g. connectng new networks, introducton of
geo-redundant nodes, in a ENIR Master Plan. This plan will facilitate the coordinaton of all
necessary actons and planning measures needed to prepare and execute the big bangs
needed for implementaton of the corresponding new RDSs.

The ENIR guideline GSM-R Common Design Document (CDD) has been expanded
by the RDS implementaton guide and the procedure for switching of internatonal
interconnecton links and released in version 1.6,
Technical issues have been discussed and solutons specifed,

The working results are documented in meetng minutes and reports, as well in dedicated
guidelines and presentatons, which are archived at the UIC Extranet
10.5. Future Plans
The increased complexity of the existng GSM-R overlay network structure and the related
tough big bang implementaton process will make it impossible to maintain and expand
the overlay network keeping the existng structure.
The design of the overlay network must be restructured and reorganised to a hierarchical
network design in order to mitgate the complexity of changes and to ensure maintainabil-
ity of overlay network. The details of the hierarchical network design and the related migra-
ton procedure will be analysed and defned.
Implementaton of new cross-network services (e. g. GPRS)
Short term, middle term and long term redundancy and disaster tolerance of the interna-
tonal GSM-R overlay network.

11. Future Railways Mobile Communications Systems
11.1. Mission
The Future Railway Mobile Telecommunicatons Systems Study is a UIC actvity assessing
and shaping the future of railway mobile communicatons over the next ten years and be-
yond, based on the predicted GSM obsolenscence.
Partcipants in the study include natonal railways, the supply industry and other telecom-
municatons experts. One of the key objectves of the study is to identfy suitable candidate
technologies or telecommunicaton concept - for railways to use afer the obsolescence of
GSM-R, and frst step is to re-defne the User requirements, in a technology free way.
11.2. Targets and deliverables
The UIC Future Railways Telecommunicaton Systems workshop took place in Paris, UIC
HQ on 4 of November 2012.
Various opinions from Users and Suppliers were given on the future of the Railway radio
communicatons, to prepare the Life afer GSM-R. All documents are made available on
UIC Extranet.
It was agreed in this workshop by the users that were present and with a support commit-
ment from suppliers, that this actvity must be organised on Project base, that will start in
2014.
A LTE - Broadband improvement to Railways Operatons demonstraton was prepared by
Alcatel Lucent, together with the UIC HQ.

12.2. Targets and deliverables
Railways telecommunicaton networks have increased
their role in last decade. All Railways important func-
tons and service needs data transport, in reliable and
also cost efectve way.
It is important to understand that Railway telecommu-
nicatons (needed for rail operatons) are not a business
case; the business case is the rail transport, where sup-
portve telecommunicaton services are fostering the
railway operatons.
These systems equipments are majorly of the shelf
products; in few cases they are modifed of the shelf
products (e.g. GSM-R) while for very typical applicatons
e.g. dispatcher communicatons specifc equipments
for critcal communicatons support are needed e.g. dispatcher terminals. As the technol-
ogy and the equipments are procured from the public market, this implicit infuences their
trend.
There were 3 meetngs organized in 2012.
The Panel of Telecom Experts has kept in 2012 its promise and delivers the IP Introducton
to Railways Guideline, version 1.0
As worldwide telecommunicaton systems in their totality are converging towards IP; the
Railways systems are no excepton.
There are understandable concerns coming from instance from trafc management and
mainly from signaling experts on the reliability of such an IP infrastructure that would serve
a large variety of service, mission critcal included.
This guideline treats the challenges but also the opportunites when introducing IP to Rail-
ways, and provides a set for guidelines, all coming from experience and common efort of
the UIC Panel of Experts.
