Addressing the Council: Section 2.04.210 of the Alhambra Municipal Code establishes the procedures for
addressing the Council. Any person wishing to address the Council during the meeting must complete a Speaker
Request Card and submit it to the City Clerk.

When called upon by the Mayor, please step to the podium and give your name, address and organization or other
party you represent, if any, in an audible tone of voice for the record. Remarks are limited to 5 minutes.

All remarks shall be addressed to the Council as a body and not to any member thereof. No person, other than the
Council and the person having the floor, shall be permitted to enter into any discussion, either directly or through a
member of the Council, without the permission of the Mayor. No question shall be asked a Councilperson except
through the Mayor.

Standards of Decorum: Any person making personal, impertinent or slanderous remarks or who shall become
boisterous while addressing the Council shall be forthwith, by the Mayor, barred from the meeting.

Enforcement of Decorum: The Chief of Police, or his designee, shall be Sergeant-at-Arms of the Council meetings.
The Sergeant-at-Arms shall carry out all orders and instructions given by the Mayor for the purpose of maintaining
order and decorum at the Council meeting.

Persons Authorized to be Within Rail: No person, except City officials, their representatives, and newspaper
reporters, shall be permitted within the rail in front of the Council Chamber without the express consent of the Council.

Agenda Tracking Numbers: All numbers listed in bold after the title of each Agenda item are City Clerk tracking
numbers that are used for filing and research purposes.

READING OF ORDINANCE TITLES

Government Code Section 36934 requires that all ordinances be read in full prior to City Council
taking action on the ordinance. By listing the ordinance title on the Council agenda, Council may
determine that the title has been read.

Recommended Action: By motion, determine that the titles to all ordinances which appear
on this public agenda have been read, and waive further reading.


PRESENTATION

1. PARTICIPATION IN HOST TOWN PROGRAM FOR THE 2015 SPECIAL OLYMPICS
WORLD GAMES F2M14-16, M2M14-132

Staff requests that the City Council approve the Citys participation in the Host Town
Program as Co-Host City for the 2015 Special Olympics World Games in Los Angeles.
The City of Los Angeles is hosting the Special Olympics World Games in J uly 2015. For
the three days preceding the Opening Ceremony, up to 100 towns and cities across
Southern California will host delegations from around the world. Host Towns provide a
place for a delegation to practice and rest before the Games as well as provide the
athletes with an opportunity to participate in social and cultural activities that are unique
to the Host City.

Recommended Action: City Council approve the Citys participation as a Co-Host
City for the 2015 Special Olympics World Games in Los Angeles. (M2M14-132)


CONSENT AGENDA (Item Nos. 2 5)

All items listed under the Consent Agenda are considered by the City Council to be routine and
will be enacted by one motion unless a citizen or Council member requests otherwise; in which
case, the item will be removed for separate consideration.

2. ACCEPT DONATION: SAN GABRIEL VALLEY NEW GENERATION ROTARY CLUB
F2M14-12, M2M14-131

Staff requests that the City Council accept a gift of $162 from the San Gabriel Valley
New Generation Rotary Club to support the Alhambra Civic Center Library book
collection. Funds donated by the New Generation Rotary Club will be used to purchase
books for the Library that promote life-long learning.

Recommended Action: City Council accept with gratitude the gift of $162 from the
San Gabriel Valley New Generation Rotary Club; instruct the Director of Finance to
amend the Librarys services budget accordingly; and direct the City Clerk to send a
copy of the resolution accepting the donation to the San Gabriel Valley New Generation
Rotary Club. (M2M14-131)


3. NIB: GRANADA PARK GYM REHABILITATION PROJECT F2M14-49, N2M14-138

Staff requests that the City Council authorize a Notice Inviting Bids for the Granada Park
Gym Rehabilitation Project. The Granada gym floor and basketball facilities were
removed several years ago and without proper flooring, staff has been unable to utilize
the full potential of the facility. Plans and specifications are being prepared to rehabilitate
the gymnasium which includes painting, roofing, flooring, basketball courts, additional
lighting and HVAC.

Recommended Action: City Council authorize the circulation of a Notice Inviting
Bids for the Granada Park Gymnasium Rehabilitation Project, with bids due no later than
10:30 a.m. on November 13, 2014 and opened publicly at 11:00 a.m. the same day.


4. PERSONNEL ACTIONS F2M14-2

Recommended Action: City Council ratify the actions of the City Manager set forth
in that certain Personnel Actions document dated October 13, 2014 showing the various
appointments, classifications, salary changes, etc., since the last City Council meeting.


5. DEMANDS - F2M14-1

Recommended Action: City Council approve as submitted Final Check List
(158110 thru 158287) in the amount of $1,879,017.59 for the period ending September
18, 2014; Final Check List (158293 thru 158293) in the amount of $124,299.06 for the
period ending September 24, 2014 and Schedule of Wire Transfers in the amount of
$1,383,934.81 for the week ending September 19, 2014; Final Check List (158288 thru
158471) in the amount of $818,739.05 for the period ending September 25, 2014 and
Schedule of Wire Transfers in the amount of $1,432,862.67 for the week ending
September 26, 2014; Final Check List (158472 thru 158612) in the amount of
$847,974.92 for the period ending October 2, 2014; and, Final Check List (158614 thru
158684) in the amount of $27,088.87 for the period ending October 3, 2014.


ORDINANCES SECOND READING

6. ORDINANCE AMENDING THE ALHAMBRA MUNICIPAL CODE REGARDING THE
YOUTH COMMISSION F2M14-16, F2M1-103, O2M14-4663

Staff requests that the City Council consider second reading and adoption of an
ordinance that will amend sections 2.30.030B(1), 2.30.030B(2) and 2.30.040 of the
Alhambra Municipal Code pertaining to the Youth Commission. The ordinance will
facilitate the combination of the Youth Commission with the Library Teen Advisory
Board and add the Library Director as an ex officio nonvoting member of the Youth
Commission.

Recommended Action: City Council direct the City Attorney to give second reading
by title only to the following ordinance entitled:

Ordinance No. O2M14-4663: An Ordinance of the Alhambra City
Council amending Sections 2.30.030B(1), 2.30.030B(2) and
2.30.040 of the Alhambra Municipal Code to provide that each
Council Member shall appoint three members to the Youth
Commission, and for the addition of the Library Director as an ex
officio nonvoting member

after which the Council, by motion, may adopt Ordinance No. O2M14-4663.


7. ORDINANCE AMENDING THE ALHAMBRA MUNICIPAL CODE REGULATING
FILMING OF COMMERCIAL MOTION PICTURES AND OTHER
PHOTOGRAPHY/FILMING ACTIVITIES F2M14-16, F2M4-74, O2M14-4664

Staff requests that the City Council consider second reading and adoption of an
ordinance that will encourage filming in Alhambra by amending sections of Chapter 5.41
of the Alhambra Municipal Code regulating filming of commercial motion pictures and
other photography/filming activities.

Recommended Action: City Council direct the City Attorney to give second reading
by title only to the following ordinance entitled:

Ordinance No. O2M14-4664: An Ordinance of the Alhambra City
Council, amending Sections of Chapter 5.41 of the Alhambra
Municipal Code regulating filming of commercial motion pictures
and other photography/filming activities

after which the Council, by motion, may adopt Ordinance No. O2M14-4664.

jurisdiction of the City Council not on the Agenda may do so at this time. Please state your

The City Council will move into a closed session pursuant to applicable law, including the Brown
Act (Government Code Sec. 54950, et seq.) for the purposes of conferring with the Citys Real
Property Negotiator, and/or conferring with the City Attorney on potential and/or existing
litigation, and/or discussing matters covered under Government Code Section 54957
(Personnel), and/or conferring with the Citys Labor Negotiators as follows; provided, however,
prior to so moving into closed session, the City Attorney shall make any announcements
required by the Brown Act pertaining to such closed session matters:
