Pursuant to Article II, Section 10(d) of the California Constitution, this letter respectfully requests that the Attorney General prepare a circulating title and summary of the enclosed proposed statewide initiative: "The Peoples Censure." Also enclosed are the required signed statements pursuant to California Elections Code sections 9001 and 9608, and a check in the amount of $200.

Proposed Ballot Initiative Text:
Resolved, That: The Federal Government of the United States, collectively, be censured with a public reading of the following resolution by the Governor of the State of California.
The People of California censure the United States Federal Government for the following reasons: (1) that the United States consistently levies income taxes on the people of California which are appropriated for the development of infrastructure in the other states while infrastructure in California is the worst in the nation; (2) that the United States has regularly failed to appropriate adequate funds to secure our international border with Mexico, for homeland security and for interstate commerce; (3) that the United States has regularly ignored or denied Californias attempts to develop its economy through international trade; (4) that the United States has failed to provide California with accurately proportional representation in the United States Congress and consequently, the Electoral College; (5) that the United States has denied California access to our own water resources; (6) that the United States has ignored the estimated 2.5 million undocumented immigrants living, studying and working in California; (7) that the United States has sent its agents to deport undocumented residents of California;
