PART 1
GENERAL ORGANISATION RULES
AND RECOMMENDATIONS


1. General provisions applicable to each Championship

1.1 The Balkan Sailing Championship shall be sailed on a sea, on a lake or on a river with
acceptable dimension.
One race area needs approximately two nautical miles of diameter. Two race areas shall be
organised when Optimist and the Olympic Classes will have common Championship.
(One for the Optimist and one for all the other classes)

1.2 The Balkan Championship financing is totally under the responsibility of the
OrganizingAuthority.
The budget shall include all organisation expenses. The Organizing Authority shall cover
the travel and accommodation expenses of different Committee Members outside of the
usual Balkan countries quotas (if any).
Names of sponsors, if any, shall not be associated with the official name of the Balkan
Championship, but may be associated with the name of the Open Event linked to the Balkan
Championship.

1.3 All member nations grant for free to the Organising Authority the right to produce specific
merchandise (e.g. T-Shirts, Shorts, Mementos), related to the Championship and Open
event.

1.4 The Balkan Championship shall follow the document related to Regatta Format and Course
Types (Part of this Manual). The schedule shall include four days of racing, as detailed in
the document related to Regatta Format. A period of one day shall be scheduled for final
registration and measurement controls prior to race days. The Organising Authority shall
adapt the Standard Notice of Race, the Standard Sailing Instructions and the Standard
Documents to be posted and/or distributed (Part 5, 6 and 7 of this Manual respectively) to
site and local conditions. In addition to the adapted content of the Standard Notice of Race,
the notice of race shall include relevant information related to accomodation, the road to
come to the venue, visa requirements (if any), that the Organising Authority has to make as
easy as possible.

1.5 The Official language of the Championship is English. All documents related to the event
shall be written only in English.

1.6 The Notice of Race shall be sent by the Organising Authority to the member nations, on or
before 1st May, in addition the Notice of Race should be published on the web site of the
event and/or on the web site of the organiser. English speaking people should be available to
answer on phone numbers mentioned by the Organising Authority in the Notice of Race.

1.7 The entries shall only be accepted if they come from eligible competitors designated by their
National Federations.
1.8 Official opening of the Balkan Championship shall be declared by the representative of the
Organising Federation during the opening ceremony taking place before the first race. The
opening ceremony shall include at least a clear presentation of each national team, using
relevant national flags. Speeches of officials should be limited in term of number as well as
in term of total time. The opening ceremony should end with a cocktail party.

1.9 The full results of the Balkan Championship shall be declared and the titles, medals and
prizes awarded not less than two hours after the end of the last race, at the occasion of the
closing ceremony. The titles, medals and prizes shall be awarded during the closing
ceremony, using the national flags of the first three crews in each Class and Categories and
the anthem(s) of the winner(s). Speeches of officials should be limited in term of number as
well as in term of total time. The closing ceremony should end with a dinner or cocktail
party for all competitors and officials.

2. Technical Committees

2.1 Generalities
In accordance with ISAF Rules and Regulations, all technical matters related to the Balkan
Championship are delegated by the Organising Authority to technical committees fully in
charge of managing all technical aspects of the regatta and aimed at ensuring fair final
results.

These technical committees are namely:
the International J ury (the Protest Committee as per R.R.S.90), headed by its Chairman
the Race Management Team (the Race Committee as per R.R.S. 89.1), headed by the
Principal Race Officer, consisting of:
a) the Measurement Committee, headed by Regatta Measurer,
b) on the water Race Committees including the Safety Committee, headed by
the Race Officer(s),
c) the Race Office

2.2 International J ury
The International J ury shall comply with the terms of the ISAF Racing Rules of Sailing
(R.R.S.) and ISAF Regulations and shall include at least five members representing at least
three nations, according to the following criteria:
Every member nation will nominate at least one IJ . In case that there is no IJ available
they may appoint one NJ instead.
If the appointed IJ s are not enough to constitute an International J ury, more that one IJ
may be appointed by member nations or the organizing authority may invite IJ from
other countries.
The names of the J udges shall be reported to the Organising Authority at least one
month before the start of the event. The majority of the judges shall have ISAF IJ
status.
The Organising Authority will appoint the chairman of the J ury who shall have ISAF
IJ status. If the organising member nation can not provide a judge with ISAF IJ status,
chairman of the International J ury shall be appointed from one of the nominated IJ s.
To enable the J ury to function efficiently, the Organising Authority shall confirm that
everything is prepared according to the pre event checklist and shall designate an
official secretary devoted to the International J ury. His/hers duties are described in the
ISAF J udges Manual.
2.3 Principal Race Officer
The Race Management Team is led by the Principal Race Officer.
The Principal Race Officer will be preferably an International Race Officer or a National
Race Officer experienced to manage large scale regattas. In case of lack of such persons in
the Organising Authoritys country, the organiser may ask the fullfillment of this duty from
other member nations Federations. In this case the travel and accomodation expenses of the
assigned official will be covered fully by the Organising Authority.

2.4 Regatta Measurer (Head of the Measurement Committee)
The Regatta Measurer shall be an experienced measurer, preferably an International
Measurer. He and his team are responsible , for stamping and controlling the equipments to
be used in the Balkan Championship before, during and after races.
Sails stamping and control of the equipment shall be conducted according to the
Measurement Regulations. In order to proceed to the pre race sail stamping and equipment
controls, the Organising Authority shall designate Committee members consisting of enough
number of people.

2.5 On the-water Race Committee(s)
The on the water Race Committee(s) are responsible for the management of the races.
The members of the Race Committee(s) are appointed by the Organising Authority. They
shall form a homogeneous team having previously operated in competitions of the same
importance (in terms of level and in terms of number of competitors) and with one design
fleets. They shall be familiar with the racing area. The Race Officer assistants in charge of
the starting and finishing line should be well experienced.

2.6 Race Office
The Race Office is in charge of organising interfaces between competitors and race officials,
and managing all matters related to entries and results. Its members are appointed by the
Organising Authority. A minimum of three persons when competitors are ashore, one when
competitors are on the water, shall be permanently in charge of welcoming competitors
coming to the Race Office, and of posting notices on the official notice board.
One separate person shall be appointed to handle the regatta scoring.

3. Recommendations and explanations for application of the sailing instructions

3.1 Instructions coming from specific Class Rules
For double handed dinghies, the replacement of one of the two members of a crew
may be permitted once by the International J ury of the Balkan Championship, upon
submission of valid reasons. The new crew shall sail the remainder of the
Championship. The previous crew remains the official one and shall have the benefit
of the results of the new crew for the final classification of the Championship.
Only one (set) of sail(s), one mast, one boom, one centerboard, one rudder and one
spinnaker boom per boat shall be used during Balkan Championship. Changes may be
authorised by the Measurement Committee and approved by the International J ury.
For the application of the Classes Rules, the first equipment to be used, shall be
marked with permanent pen and sails stamped by the same Committee, as well as the
new authorised equipment.
Appendix P will apply together with any amendments made by the Class Rules of the
relevant Classes.
a) The Race Committee may display flag O with the warning signal to signal that
pumping, rocking and ooching are allowed as specified in the Class Rules.
b) After the starting signal, the Race Committee may display flag O with repetitive
sounds at any rounding mark to signal that pumping, rocking and ooching are allowed
as specified in the classes rules. This instruction applies to a boat after she has passed
the mark.
c) If the Race Committee has acted under this instruction and the wind speed becomes
less than the limit specified in the Class Rules, the Race Committee may display flag R
with repetitive sounds at any rounding mark to signal that Rule 42, as changed by the
Class Rules, applies. This instruction applies to a boat after she has passed the mark.
d) When flag O or R is hoisted with a Class flag, it applies to that Class only.

3.2 Starting procedure
Starting Line: the starting line shall be approximately perpendicular to the wind. A
correction of a few degrees to give advantage to the port side is recommended in order to
allow the best possible start. The starting line shall be about six times in meters the number
of the biggest boats long, using this course. The starting marks (boats and/or buoys) shall be
firmly moored.

Starting System: the starting system described under R.R.S. 26 shall be used. Flag Z should
not be used as preparatory signal. Flag I may be used for the first or second start. The
Black flag rule (R.R.S. 30.3) may be used after the first attempt to start fails due to the
competitors fault? (i.e. not due to a badly oriented starting line or to shifting wind or other
incident coming from the Race Committee).

Recalls: As far as possible, general recalls should be avoided and individual recalls favored,
provided that the Race Committee is sure to have noted all boats started prematurely. Video
or other systems may be used by the Race Committee on both ends of the starting line to
help the Race Officers decisions.
In order to save time before the next starting procedure in case of general recall, an attendant
boat should display the flag First Substitute and cross in front of the fleet. To avoid any
discrepancies between the decision of the Race Committee and the operation of this boat,
such a boat should be close to the Race Committee signal boat and start crossing in front of
the fleet with the flag First Substitute after having seen this flag displayed by the Race
Committee signal boat.
The Race Committee shall make the best efforts to display the sail numbers of the boats that
have failed to start correctly or infringed the Black Flag Rule, as far as practicable at the
first mark, or at the latest at the end of the race.

Following race(s): In case of second or third race of a day, the flag L (lima) is displayed
on the finishing line Race Committee boat, to inform competitors that a new race will be
sailed soon.

In case of postponement the flag AP is lowered one minute before the warning signal.

Order of starts and types of courses: For Olympic Classes, the Olympic trapezoid course
with its inner and outer loops shall be used. For Optimist Class, the International Optimist
Class course or the Olympic trapezoid course shall be used. The Boards and Optimists shall
never use the same course.
It is up to the Race Committee to decide the order of starts for the Classes and the loops to
be used. No later than the warning signal, the Race Committee signal boat will display the
course signals as follows:
- flag E for Olympic trapezoid with outer loop,
- flag K for Olympic trapezoid with inner loop,

- numeral pennant 2 for windward leeward with two loops,
- numeral pennant 3 for winward leeward with three loops.

3.3 The courses

3.3.1 Trapezoid Course
Course shape: the shape of the courses is the Olympic trapezoid, with angles between legs
of 60 degrees and 120 degrees and all legs of identical length, except the last reach to finish
which is half a leg length. The leg length shall be chosen by the Race Committee to have an
expected duration of race for the leading boat between 45 and 60 minutes, depending on
weather and sea (lake/river) conditions. This length should be between 0,6 NM for light
winds up to 1,2 NM for strong winds and flat water. The values of the angles between legs
may need to be slightly adapted to weather and local conditions (wind, waves, current) to
allow for use of spinnaker on reaches. Some local geographical conditions (shape of the
sailing area) may impose to modify the shape of the course.

3.3.2 Optimist Course
Course shape: The course starts like a Trapezoid Outer Course with mark 1 as the
windward mark, followed by mark 2, then after a downwind sailing a gate at marks 3, marks
1 and 2 to be rounded to port, gate 3 ,boats have to pass inside the gate, thus rounding
port/starboard, then to finish on the windward.
Change of course after the start: In case of a substantial wind shift, the Race Committee
may modify the position of the marks, in condition that none of the racing boats are on the
mentioned leg of the course.
Shortened course: In case of very light winds, and in order to ensure a race of 45 to 60
minutes long for the leading boat without having very short course legs leading to problems
at the first mark, the Race Committee may decide to shorten the course at any mark
according to R.R.S. 32.2(a). This possibility may be used also in the case of too long legs
supposed to lead to an expired time limit due to wind speed slowing down during the race.
Shortening a course shall be used by the Race Committee only when it is absolutely
necessary to have the Balkan Championship results validated.

3.4 Number of races per day
A maximum of the three races shall be scheduled every racing day of the programme at the
discretion of the Race Committee. On the last day of racing the last possible warning signal
shall be indicated on the notice of race.
Total number of races planned is up to 12 to be realized in four racing days.

3.5 Application of R.R.S. 42 (Propulsion)
A direct on the water judging is provided in the Standard Sailing Instructions, with
application of R.R.S. Appendix P, enabling the International J ury to save time ashore.
R.R.S. 42 is altered by 470 & Finn Class Rules.

3.6 Finishing line
The finishing line shall be approximately perpendicular to the last leg of the course. The
finishing line shall be short and no longer than 50 meters. The finishing marks (boat and
buoy) should be firmly moored, or, if not possible, maintained in fixed position.
An attendant boat should be located close to the buoy, on the other side of the finishing line
compared to the Race Committee boat, in order to double check the arrival.

3.7 Wind strength limits
The Standard Sailing Instructions does not contain any provision dealing with wind strength
values or limits, which means that deciding to start and complete a race or to postpone or to
abandon it according to the wind strength is under the sole responsibility of the Race
Committee.
However, the Race Committee should not give any start if the wind strength is below 4
knots for a five minute period and should abandon the race if the wind strength is below 3
knots for a fifteen minute period. The average wind strength shall be measured at the deck
level of the Race Committee Signal boat and of the Race Committee boat at the windward
mark. The values of 4 knots and 3 knots shall be adapted to the local conditions as height
and shape of waves and current strength (if any).

4 Technical equipment needed on the race area

4.1 Marks
Trapezoid course/Optimist Course
At least four course marks are needed at each course.They shall consist of four identical
brightly colored large buoys in order to be visible from a distance of 1,5 nautical miles in
clear visibility. The starting mark may be a small boat (rib) or smaller buoy with an orange
flag displayed on.The finishing mark, may be a small boat (rib) or smaller buoy with a blue
flag displayed on. ((GATES))

4.2 Organisation boats
The following boats shall be available on each race area:
For the Race Committee: a minimum of seven boats is necessary: one Race
Committee Signal boat, one starting mark boat or (a line boat), used also for mark
No.4, three mark boats for marks No.1, 2 and 3, one finishing mark boat, and one fast
boat to lay the marks and change the course between daily races if needed. Double
checking on the finishing line may be organised from one of the mark boats or an
additional boat.
For safety: A minimum of one rescue boat for ten starters is necessary. Present coach
boats may also be considered for that purpose. This number shall be increased if
needed according to local conditions, under the responsibility of the Organising
Authority. Operators of these rescue boats shall be trained for this task. Preferably
some, if not all, of these boats should be rubber boats.
For the International Jury: One rib for every two J ury members.
Maximum two J ury boats have to be considered per course.

4.3 Other features
Radio communications shall be available between all the organisation boats, including the
J ury boats and the Race Office ashore.
Code flags to be used according to sailing instructions shall be of a large size (min.50-70
cm), and visible even when several are displayed together (e.g. on the starting line). Flags
used as Class signals, O, R, S, M, N shall be available on each Race Committee boat in
order to be able to indicate to which Class signals are made and/or to indicate when R.R.S.
42 applies or not (only for 470 and Finn Classes).
Sound signals on the starting line shall be loud enough to be heard on the entire starting
area.

5 Technical equipment needed ashore and staffing

5.1 Headquarters and related equipment
An office for entry confirmation and for communication between the Organising
Committee, competitors and media for solving any problem regarding the general
organisation shall be available during the entire championship (Race Office according to
the Standard Sailing Instructions). Staff should include interpreters and people in charge of
social and tourism affairs in the area of the championship.

A technical secretariat with computer, printing machine, photocopy machine, phone, fax and
a specific computer for results calculations shall be available. Staff and equipment of this
secretariat shall be sufficient to be in a position to issue any official information (final list of
entries, changes in program or in sailing instructions, summons by Committees, race results
and general ranking list etc.) as soon as it is available and proper handing of the Official
Notice Board. The Race Office shall have good, fast and reliable internet connection.

As far as computerized program for result calculations is concerned, special attention has to
be paid to the capability and the qualification of the programme regarding number of boats,
the number of Classes and categories, the number of races, and more generally the
fulfillment of the sailing instructions. The program should have been used previously for
regattas of the same type. The operator shall have both sound practical knowledge of the
program and of the regatta organisation.

Area (near boat park) to enable the Measurement Committee to stamp sails and mark the
equipment to be used during the pre-race control.

A J ury Room to conduct hearings, preferably nearby the Race Office.

An official notice board, readable by competitors at any time, shall be available near the
Race Office. This board shall be large enough to post together, and long as they remain
valid, final list of entries, changes in the program and in sailing instructions, race results,
general ranking lists, summons and official decisions of J ury and Committees. To avoid non
official messages on this official notice board, the Organising Authority should also
provide a general information board.

A mast ashore, located near the boat park, shall be available for official signals to be made
ashore according to the sailing instructions. Use of this mast should be limited to this
purpose to avoid any confusion with other flags from the organisation.

5.2 Facilities
The boat park, trailer park and car park shall be organised for the expected number of
competitors and coaches. The boat park shall be equipped with feature enabling competitors
to wash their equipment with fresh water (valid only at competition held on sea).

Toilets and showers shall be available on site in a sufficient number for the expected number
of participants.

5.3 Medical assistance
The Organiser shall provide on site first aid assistance throughout the championship, on
the water as well as ashore, free of charge for competitors. The on site first aid center
ashore shall be located close to the boat parking area. Sufficient first aid supplies and
materials shall be available to ensure immediate care. An ambulance fully equipped may
also replace the on site first aid center.

The medical officer can be a nurse, a medic or a doctor familiar with sailing related
problems.

The name, address and telephone number of the medical officer shall be posted on the
official notice board, along with those of the local hospital and other emergency services.
The local hospital and its heads of department shall be made aware of the Championship.



PART 2
REGATTA FORMAT
&
COURSE TYPES


1. General Principles
1.1 General presentation
Balkan Championship is governed by the ISAF Racing Rules of Sailing (R.R.S.), the Class
Rules of the relevant Classes, the notice of race, the sailing instructions, official notices &
amendments.
National Authoritys prescriptions will not apply.
Each Balkan Championship consists of 4 racing days. Up to 12 races shall be planned, with
a maximum of 3 races per day. At least one race shall be planned for the last day.

1.2 Scoring
The Low point scoring system of R.R.S. Appendix A applies.
A boat that did not start, did not finish, retired after finishing or was disqualified is scored
points for the finishing place one more than the total number of boats registered in her Class
or Category (if categories are starting separately).
When fewer than four races have been completed, a boats series score is the total of her
race scores. When 5 8 races have been completed, a boats series score is the total of her
race scores excluding her worst score. When 9 12 races have been completed, a boats
series score is the total of her race scores excluding the two worst scores.
Any series tie is broken according to R.R.S. Appendix A8.

1.3 Overall series scores
In case, different categories of the same Class start together, one overall series score shall be
established. The final ranking of each category shall be extracted from overall series score.

2. Courses
2.1 Olympic trapezoid courses
Drawing No 1 here attached shows these standard two loop course types.
The Olympic Classes shall use the two loop Olympic trapezoid courses.

2.2 Optimist course
Drawing No 2 here attached shows standard optimist course.

PART 3
MEASUREMENT REGULATIONS


1. General Requirements
1.1 All boats (including their spars, sails and equipment) entered for the Balkan Championship
shall be in accordance with the relevant Class Rules and any special rules contained in these
Measurement Regulations, the Notice of Race, and the Sailing Instructions. Pre race
measurement controls as defined in 1.2 here below shall be organised.
The Championship Measurement Control Form shall be collected by the representative of
the entered boat at the Race Office.
(Sample of the Measurement Control Form is hereby attached)

1.2 Pre race Measurement control
Pre race measurement control shall include:
1. Control of the Measurement Certificate
2. Safety check of the boat (double bottoms/air tanks/towing rope/life jackets)
3. Sail stamping (all sails to be used shall be stamped)
4. Centerboard, Rudder, mast, boom, spinnaker boom marking. (all these parts shall be
signed by the Measurement Committee by permanent marker)

1.3 Boat ownership
In accordance with R.R.S. 78, competitors are responsible for maintaining their boat in
accordance with the Class Rules (for the purpose of R.R.S. 78, competitors are considered to
be the owners).

2. Changes to controlled boats and equipment
2.1 After boats, spars, sails and equipment have passed through pre race control and been
limitation marked/stamped, they shall not be removed from the regatta area without the
written permission of the Measurement Committee.

2.2 Alterations: after boats have completed pre race measurement inspections, no alteration
shall be made except for the normal designed adjustment of fittings and equipment.

2.3 Repairs: any competitor wishing to make repairs to his/her boat, her sails or equipment,
after she has passed through pre race measurement controls shall make an application to
the Measurement Committee. If permission is granted, the concerned competitor may
arrange the repair.

2.4 Replacements: any application for a replacement of boat, sails, spars or equipment to be
used shall be submitted to the Measurement Committee. Approval can only be given when it
can be satisfactorily demonstrated that the sails, spars or equipment are severely damaged,
were not deliberately mistreated, and can not be repaired satisfactorily. New pieces of
equipment shall be controlled and stamped/marked by the Measurement Committee before
use. However, when a piece of equipment is lost or damaged immediately prior to a race and
is replaced or repaired, the competitor shall notify the Race Committee or the International
J ury prior to the start of the race, and then make an application to the Measurement
Committee as described here above as soon as he/she arrives ashore after the race has
finished, and within the protest time limit.

2.5 All replacement or repairs authorized by the Measurement Committee shall have the final
approval of the International J ury.

3. Measurement controls during the Championship
3.1 Any boat, her spars, sails, equipment may be inspected at any time during the regatta by the
Measurement Committee, and any deviation reported by the Race Committee to the
International J ury, on Measurement Committee request.
For such boats the International J ury may take action.

QUOTA SYSTEM


1. General principles
The quota system applies to Balkan Championship for which the number of participants is
restricted.
This quota system applies also to the International J ury members, country delegates, support
personnel and coaches.
The Balkan Championship being on open status, the participating countries outside of the
Balkan Region shall be considered outside of this scheme.

2. Costs coverage
The Organising Authority shall cover the full accommodation and food costs of the
participating Balkan countries team within the declared quota.
Member Nations may participate with competitor and delegates higher than indicated in the
quota system. In that case the extra expenses shall be covered by their National Authority.
Nations outside of the Balkan Region shall participate with full accommodation and food
covered by themselves.

3. Member Nation quota
Each member Nation is allowed to participate with:

Nations quota may be changed/updated every year at Balkan Conference which shall be
held during the Balkan Championship.
Balkan countries may increase their allocated quota of sailors or support personel if they
wish, but in that case preliminary information shall be given to the host country and all
relevant costs for accommodation and food to be covered by requesting countries.

4. Obligations of National Authorities and of crews
All National Authorities shall inform by written message, the Organising Authority, on or
before 1st of J uly, about their usage of the pre agreed quota. Increased quotas (if any) shall
also be informed at the same time.
For opening of a Class and/or Category, (Women or J unior) at least four boats/boards per
category from at least three nations are requested.
One month prior to the Championship, the Organising Authority shall confirm the open
Classes and categories.
All final entries shall be made by relevant National Authority.
The crews are responsible to organise the final registration at the venue as per the program
indicated in the Notice of Race.

5. Entry Fee

STANDART NOTICE OF RACE

1. Rules
1.1 The Balkan Championship will be governed by the Rules as defined in the ISAF Racing

1.3 The Equipment Rules of Sailing will apply to the extent they are referenced into the
International Optimist, Laser Radial, Laser Standard, Finn, 470 and RS:X Classes.

1.4 No Racing Rule change requiring advance preparation will apply. Racing Rules changes
will appear in the sailing instructions.

1.5 The official language of the Championship is English. All documents related to the Event
shall be written only in English.

1.6 The Balkan Championship is open to:
- Optimist M+W; Laser Radial W; Laser Standard M; Finn Senior & J unior;
- 470 M +W and J unior; RS:X M +W and J unior.

2. Advertising
2.1 Category A apply for the Optimist Class and category C for other Classes.

3. Eligibility and entry
3.1 The Balkan Championship is open to boats mentioned in 1.6 and to competitors who comply
with the ISAF Regulation 19. Each crew member of a competing boat/board shall be a
national of or ordinarily resident of the nation where the National Authority the crew intends
to represent is established.
Participating crews in the Balkan Championship shall be nominated by their National
Authority.

3.2 The participation in the Balkan Championship is restricted (as indicated in Part 4 Quota
System)

4. Fees
4.1 No entry fee will be required

5. Regatta format
5.1 The Balkan Championship will consist of up to 12 planned races in each Class and
Categories. A minimum of 4 races shall be required to validate the Championship.

6 Measurements
6.1 Each boat/board shall produce a valid Measurement Certificate, including the completed
Measurement Control Form, at the time of pre race measurement controls.

6.2 In accordance with Racing Rule 78, competitors are responsible for maintaining their boat in
accordance with the Class Rules (for the purpose of Racing Rule 78, competitors are
considered to be the owners).

7 Sailing instructions
7.1 The sailing instructions will be delivered to competitors at the time of final registration at
the Race Office.

8 Venue
8.1 The regatta site is located at (add the name and adress of the hosting Club/Hotel or other
premisses, with phone and fax numbers, e-mail adress, and indications to reach the
Club/premisses by car, by train, by plane, etc., and if necessary add a map in attachment).

9 The courses
Course type will be Olympic trapezoid for Laser, Laser Rdl, 470, Finn & RS:X Classes,
Optimist will race on the standard Optimist course.

10 Penalty system
10.1 Racing Rule Appendix P will apply.

10.2 Decisions of the International J ury will be final as provided in Racing Rule 70.4.

11 Scoring
11.1 Each series score in Classes or Categories will be established as follows:
* when fewer than five races have been completed, a boats series score is the total of
her race scores,
* when five to eight races have been completed, a boats series score is the total of her
race excluding her worst score.
* when nine to twelve races have been completed, a boats series score is the total of her
race score excluding her two worst scores.

12. Support boats
12.1 Coaches, team leaders and representatives from participating nations shall be registered at
the Regatta Office before the first racing day. They shall provide at the same time the
Regatta Office with their national flag (around 150 cm x 100 cm) and their national anthem
on CD-ROM, for the Opening Ceremony.

12.2 Support boats shall fly their national flag or a flag with their three national letters clearly on
a staff, or shall be permanently marked with a sticker of their national flag or three national
letters on each side of the boat or the engine.

12.3 Drivers of the support boats shall present a copy of their driving license or permit to the
Race Office during registration.

13. Prizes and titles
13.1 Prizes will be awarded to the first, second and third crews of each (Event) by the
(Organizer).
The first crew of the final official ranking list of the Balkan Championship will be declared:

14 Disclaimer of liability
14.1 Competitors participate in the Balkan Championship entirely at their own risk.See Racing
Rule 4, Decision to race. The Organising Authority and all parties involved in the Balkan
Championship organisation will not accept any liability for material damage or personal
injury or death sustained in conjunction with or prior to, during, or after the Balkan
Championship.

15 Insurance
15.1 Each participating boat (including coach or support boats) shall be insured with valid third
party liability insurance with a minimum cover of 500.000 EURO per event or equivalent.

16 Accommodation and miscellaneous
This article shall include relevant information related to accommodation, and to
Transportation and to custom clearances for boats coming from other countries, that the
Organising Authority has to make as easy as possible.
The Organising Authority shall include here, the details for chartering boats at reasonable
prices.
Any additional linformation may be included according to Organising Authority wishes.
If weather conditions are given, it has to be specified that this information is indicative only.

STANDARD SAILING INSTRUCTIONS


1. RULES
1.1 The Balkan Championship will be governed by the Rules as defined in the Racing Rules
of Sailing.

1.2 No National Authority prescription will apply.

1.3 The equipment Rules of Sailing will apply to the extent they are referenced into the Optimist
Laser RS:X Finn & 470 Classes Rules.

1.4 The official language of the Championship is English. All documents related to the event
shall be written only in English.

2. BOATS IDENTIFICATION
2.1 Boats will be identified by their sail numbers.The sail number given for registration shall
conform to the sail number on the measurement form, except upon permission of the
Measurement Committee.

2.2 After registration, if a boat started a race without a legible sail number, or with a different
sail number than agreed by the Measurement Committee, it may be scored DNC by the Race
Committee, without prior warning and without hearing. This changes Racing Rules 63.1 and
G4. Changes in sail numbers may however be authorised by the Race Committee if resulting
from damage during races. The boat shall ask permission from the Race Committee within
the protest time limit. As far as possible, any such permission will be posted on the official
Notice Board.

3 NOTICES TO COMPETITORS
3.1 Notices to competitors will be posted on the official notice board located close to the Race
Office.

4 CHANGES TO SAILING INSTRUCTIONS
4.1 Any change to the sailing instructions, except the schedule of races, will be posted at least
two hours before the first scheduled warning signal on the dat it will take effect.

4.2 Any change to the schedule of races will be posted by 20:00, or within the protest time limit
in the event that this time would be the later,on the day before it will take effect.

5 SIGNALS MADE ASHORE
5.1 Signals made ashore will be displayed at the flag staff close to the Race Office.

5.2 In Race Signal AP, when flag AP is displayed ashore, 1 minute is replaced with not less
than thirty minutes.

5.3 When flag Y is displayed ashore, Racing Rule 40 applies at all times while afloat. This
changes Racing Rule Part 4 Preamble.

6 REGATTA FORMAT
6.1 The regatta format is given in Part 2 of the Manual.

7 SCHEDULE OF RACES
7.1 Racing is scheduled as indicated in attachment 1.

7.2 When flag L is displayed on a Race Committee boat at the finish of a race, it will mean: Be
ready to sail a new race. This changes Race Signal L afloat. To alert boats that another race
or sequence of races will begin soon, flag L will be displayed with one sound signal by the
Race Committee signal boat on the starting area for at least four minutes before a warning
signal is displayed. Flag L will be lowered with one sound signal one minute before the
warning signal is displayed.

8 RACING AREAS
8.1 Attachment 3 shows the approximate racing area locations.

8.2 The race area Alpha will be used for Optimist Class. The race area Betawill be used for
RS:X, Laser, Finn, 470 Classes.

9 THE COURSES
9.1 The attachment 4 describes the courses, including the approximate wind direction, the
approximate angles between legs, the order in which marks are to be passed, and the side on
which each mark is to be left. Length of courses will be adapted according to wind strength
in order to have an expected race duration for the leading boat of about:
* 40 45 minutes for the optimist course.
* 50 60 minutes for the trapezoid course for both loops.

9.2 No later than the warning signal, the Race Committee signal boat will display the course
signals as follows:
- flag E for Olympic trapezoid with outer loop
- flag K for Olympic trapezoid with inner loop
- numeral pennant 2 for windward leeward with two loops
- numeral pennant 3 for windward leeward with three loops

9.3 No later than the warning signal the Race Committee signal boat will display the
approximate compass bearing of the first leg.

9.4 Courses may be shortened according to Racing Rule 32.

10 MARKS
10.1 For ALPHA course: marks 1, 2 and Gate 3 will be orange colored inflatable cylindrical
buoys.
For BETA course: marks 1, 2, 3 and 4 will be yellow colored inflatable cylindrical buoys.

10.2 The starting and finishing marks are defined in instructions 11.2 and 12.1 respectively.

11 THE START
11.1 Races will be started by using Racing Rule 26.

11.2 The starting line will be between a buoy flying an orange flag (starting mark), to be
left to port, and a staff on the forward deck of the Race Committee signal boat, flying an
orange flag, to be left to starboard.
11.3 The starts of the Classes on course BETA will be separated at least by a six minute
interval in an order decided by the Race Committee. Competitors will have to watch
carefully for the particular signal of their Class.

11.4 Boats whose warning signal has not been made shall avoid the starting area by keeping clear
at least 50 m behind the starting line.

11.5 A boat starting later than four minutes after her starting signal will be scored Did Not Start.
This changes Racing Rules A4 and A5.

11.6 If possible, an attendant boat may display flag First Substitute in addition to the Race
Committee signal boat, and cross in front of the boats, in case of general recall.

11.7 If possible, the sail numbers of the boats which have failed to start correctly the race by not
complying with Racing Rule 29.1 or 30.1 or 30.3 as applicable will be displayed by a Race
Committee boat close to mark no.1 before the leading boat has rounded this mark for the
first time, or at the latest by the Race Committee boat on the finishing line before the
leading boat finishes. Failure to display such sail numbers will not be grounds for redress.
This changes Racing Rule 62.1(a).

12 THE FINISH
12.1 The finishing line will be between a buoy flying an blue flag, and the mast of a Race
Committee boat flying a blue flag. This instruction does not apply when Racing Rule 32.2
does.

13 PENALTY SYSTEM
13.1 A boat that has taken a penalty or retired under Racing Rule 31.2 or 44.1 shall complete an
acknowledgement form at the Race Office within the protest time limit of her group.

13.2 Appendix P will be in force for all Classes with the exception of RS:X. Also the alterations
by 470 and Finn Classes shall be considered.

14 TIME LIMITS
14.1 The time limit for the leading boat after her starting signal is:
- one hundred minutes for both courses.

14.2 Boats failing to finish within fifteen minutes after the first boat sails the course and finishes
will be scored DNF for all Classes. This changes Racing Rules A4 and A5.

15 PROTESTS AND REQUESTS FOR REDRESS
15.1 Protest forms are available at the Race Office. Protests shall be delivered there within the
protest time limit.

15.2 Boats intending to lodge a protest shall inform the Race Committee at the finish
immediately after they have passed through the finishing line.

15.3 For each Class, the protest time limit is ninety minutes after the last boat of this Class has
finished the last race of the day. The same principle applies when more than one Class start
together. The same time limit applies to requests for redress. This changes Racing Rule
62.2. Every day, the protest time limit for each group will be posted as soon as possible.

15.4 Notices will be posted within twenty minutes of the protest time limit to inform competitors
of hearings in which they are parties or named as witnesses. Time schedule of the hearings
will be posted within the same time. Hearings will be held in the International J ury Office
also called hearing room.

15.5 Notices of protests by the Race Committee or the International J ury will be posted to inform
boats under Racing Rule 61.1(b) within the same time limit as in 15.4.

15.6 A list of boats that, under instruction 13.3, have acknowledged breaking Racing Rule 42 or
have been disqualified by the International J ury will be posted before the protest time limit.

15.7 The International J ury may extend any time limit.

15.8 Breaches of instructions 2.2 5.3 11.4 13.1 17.2 20 and 21.1 will not be grounds
for a protest by a boat. This changes Racing Rule 60.1(a). Penalties for these breaches may
be less than disqualification if the International J ury so decides.

15.9 On the last day of the Balkan Championship, a request for reopening a hearing shall be
delivered:
(a) within the protest time limit if the requesting party was informed of the decision on the
previous day;
(b) no later than 30 minutes after the requesting party was informed of the decision on that
day.
This changes Racing Rule 66.

15.10 Decisions of the International J ury will be final as provided in Racing Rule 70.4.

16 SCORING
16.1 The Low Point System of Racing Rule A4 will apply.

16.2 Balkan Championship series score will be established for each Class as follows:
(a) A boats series score will be the total of her race scores if a total of four races have
been completed in her Class/Category.

(b) A boats series score will be the total of her race scores excluding the worst score, if
five to eight races have been completed in her Class/Category.

(c) A boats series score will be the total of her race scores excluding the two worst
scores, if nine to twelve races have been completed in her Class/Category.

16.3 To request correction of an alleged error in posted race or series results, a boat shall
complete a scoring inquiry form available at the Race Office.

16.4 There will be two official final ranking lists for the regatta:

(a) Official final ranking list of the Balkan Championship in each Class/Category. (only
for the Balkan Region countries)
(b) Official final ranking list of the Open Event. (for all participating countries).

16.5 The scoring abbreviation for a discretionary penalty imposed under instruction 15.6 will be
DPI.

17 SAFETY REGULATIONS
17.1 Competitors attention is drawn to the fundamental Racing Rules 1 and 4. Especially,
competitors will have to form an estimate of their own ability and their boat fitness and
make sure that they will be able to start or proceed on a race without risk, after taking into
consideration the strength of the wind, water conditions and weather forecast.

17.2 A boat that retires from a race shall notify both a Race Committee boat (except in
circumstances outside of her control) and the Race Office as soon as possible and latest
within the protest time limit of her Class/Category, by signing a retirement declaration form.

17.3 A sign on/sign off procedure will be established. Each race day skipper or one
member of each crew shall sign personally a list available at the Race Office before going
on the race area, and as soon as possible after coming back ashore. The signature of a
representative is invalid.
For each Class/Category, the list to sign on will be open from two hours before the first
scheduled warning signal up to the starting signal of the last race of the day for the
concerned Class/Category. The list to sign off will be open up to the time limit for
lodging protests of the concerned Class/Category. However, when the Race Committee asks
competitors to wait ashore for further signals between two races and then decides effectively
to start a new race, the list to sign off will be open only up to the time the flag AP is
lowered ashore. Then a new list to sign on will be open from that time up to the starting
signal of the new race and a new list to sign off will be opened up to the time limit for
lodging protests of the concerned Class/Category.

18 REPLACEMENT OF A CREW MEMBER OR EQUIPMENT
18.1 After final registration, substitution of one of the two members of a crew may be allowed
once by the International J ury. (valid only for double handed boats). A written application
shall be lodged in due time with the Race Office. As far s possible, any such permission will
be posted on the Official Notice Board of the vent. The new crew shall sail the remainder of
the championship.

18.2 After pre race measurement controls and stamping, substitution of damaged or lost
equipment or repair of damaged equipment may be allowed according to the measurement
regulations defined in attachment 6.

19 EQUIPMENT AND MEASUREMENT CHECKS
19.1 Before closure of the final registration and pre race measurement and control period, each
boat shall be inspected and signed and sails stamped by the Measurement Committee. These
controls will not release competitors from their responsibility to keep their boat in
conformance with the Class Rules during the races. Any boat may be re inspected at any
time while not racing by the Measurement Committee.

20 SUPPORT BOATS
20.1 All support boats shall fly their national flag or a flag with their three national letters clearly
on a staff, or shall be permanently marked with a sticker of their national flag or of their
three national letters or name of the national authority on each side of the boat, or of the
engine.

20.2 After a preparatory signal has been made and while boats are racing, support boats shall:
(a) not communicate with boats, except in case of emergency and emergency call from the
Race Committee.
(b) be always located at least 50 meters outside of the racing area. Prohibited area will be
called as restricted area for support boats.

20.3 Should there be a postponement, an abandonment or a general recall, support boats may re
enter the restricted area and resume communication until the next preparatory signal is
made.

20.4 If a support boat fails to observe these requirements, the assisted boat, or the whole team of
the concerned country, may be subject to disqualification or other appropriate actions by the
International J ury according to instruction 15.8.

21 TRASH DISPOSAL
21.1 Boats shall not throw trash in the water. Trash may be placed aboard support and Race
Committee boats.

22 TITLES AND PRIZES
22.1 The following titles will be given to the first crew of the final official ranking lists of the
Balkan Championship: (in condition that the relevent Class/Category is organised).

* Laser Class Balkan Champion

22.2 Titles and prizes will be awarded and results validated only if at least four races are
completed. In extraordinary cases, organisers shall decide about validating the results if less
than four races are completed (subject to approval by the International J ury).

23 DISCLAIMER OF LIABILITY
23.1 Competitors participate in the Balkan Championship entirely at their own risk. See Racing
Rule 4, Decision to Race. The organizing authority will not accept any liability for material
damage or personal injury or death sustained in conjunction with or prior to, during, or after
the Balkan Championship.

24 INSURANCE
24.1 Each participating boat and support boat shall be insured with valid third party liability
insurance with a minimum cover of EUR 500.000 per event and equivalent.

MEASUREMENT REGULATIONS


1. PRE ACE MEASUREMENT INSPECTIONS
1.1 Pre race measurement inspections are regulated by the Notice of Race and by the
document Measurement Regulations, posted on the Official Notice Board. This document
will clearly inform where the inspections will be made.

2. PRE RACE MEASUREMENT INSPECTION PROCEEDINGS
2.1 Pre race measurement inspection proceedings shall be performed as follows:
(a) Measurement Certificate of the boats will be checked.
(b) Position, and the water tightness of the buoyancy tanks or double bottoms to be
checked.
(c) Towing ropes to be checked (Except for the Laser Classes in which, mainsheet is used
as towing rope.
(d) Control of the life jackets.
(e) Control of the sails to be used and stamping of the sails.
(f) Mast Boom Spinnaker boom to be marked with permanent marker.

3. CHANGES TO INSPECTED BOATS AND EQUIPMENT
3.1 After boats, spars, sails and equipment have passed through pre race measurement
inspections and been marked/stamped, they shall not be removed from the regatta area
without the written permission of the Measurement Committee.

3.2 Alterations:
After boats have completed pre race measurement inspections, no alteration shall be made
except for the normal designed adjustment of fittings and equipment.

3.3 Repairs:
Any crew wishing to make repairs to their boat, her sails or equipment, after she has passed
through pre race measurement inspections shall make a written application to the
Measurement Committee. If permission is granted, the concerned crew can proceed on.

3.4 Substitutions:
Any application for substitution of boat, sails, spars or equipment to be used shall be
submitted to the Measurement Committee. Approval can only be given when it can be
satisfactorily demonstrated that the sails, spars or equipment are severely damaged, were not
deliberately mistreated, and cannot be repaired satisfactorily. New pieces of equipment shall
be inspected by the Measurement Committee before use. However, when a piece of
equipment is lost or damaged immediately prior to a race and is replaced or repaired, the
crew shall notify the Race Committee or the International J ury prior to a start of the race,
and then make an application to the Measurement Committee, as soon as they arrive ashore
after the race has finished, and within the protest time limit of their Class.

4. MEASUREMENT INSPECTIONS DURING THE REGATTA
4.1 Any boat, her spars, sails and equipment may be inspected at any time during the Balkan
Championship by the Measurement Committee while not racing.

5. NON COMPLIANCE WITH THE CLASS RULES OR WITH THE
MEASUREMENT REGULATIONS OF THE BALKAN CHAMPIONSHIP
5.1 When the Measurement Committee has reason to believe that any boat, her spars, sails and
equipment have been altered, repaired or replaced without prior approval, or when a boat or
her crew does not comply with this attachment, The Race Committee, on measurement
Committees request, reports the matter to the International J ury for hearing and decision.

CHAMPIONSHIP
1.1 The Notice of Race shall be issued and sent on or before 01st May to:

(b) Member Balkan Nations
(c) Other Nations as per the decision of the Organising Authority

1.2 The draft Sailing Instructions shall be circulated on or before 01 st August to all member
Nations (National Authorities) and International J ury members for comments.

2. DOCUMENTS TO BE POSTED THE DAY BEFORE REGISTRATION AND
POSSIBLY DISTRIBUTED DURING REGISTRATION
2.1 The following documents shall be posted the day before the first day of Registration on the
Official Notice Board:
* Notice Of Race.

Coaches, Team Leaders, Race Officials and J ury members:
Entry Forms (only for competitors),
Sailing Instructions with map of the racing areas.

4. DOCUMENTS TO BE POSTED EVERY DAY
4.1 The following documents shall be posted every racing day:
* The weather forecast, at the latest two hours before the first warning signal of the day.
* The notices from Race Management, and/or changes to the Sailing Instructions.
(except to the schedule of the races), at the latest two hours before the first warning
signal of the day, if any.
* The sign on procedure list to be signed by competitors, at the latest two hours
before the first warning signal of the day, and up to the first starting signal of the day
for each Class.
* The sign off procedure list to be signed by competitors, from the end of the last
race of the day of each Class, and up to the protest time limit for relevant Class.
* The notices related to J ury hearings, namely:
(a) The protest time limit for each Class, as soon as the last race of the day of the
Class has finished.
(b) The notices to inform competitors of hearings in which they are parties or Named
as witnesses and time schedule of the hearings, latest within thirty minutes of the
protest time limit of the relevant Class.
(c) The notices of protests by the Race Committee or by the International J ury, to
inform boats under Racing Rule 61.1(b).
(d) The list of boats that have acknowledged breaking Racing Rule 42, or have been
disqualified by the International J ury under Racing Rule 42, before the protest
time limit.
* The changes to the schedule of races for the day after, before 20:00 hours, or before
the protest time limit in the event that this time would be the later, if any.
* The results of each daily race, including:
(a) Arrival order on the finishing line, at the latest one hour after the end of each
race
(b) Decisions of the Race Committee for OCS and BFD, at the latest one hour after

(c) Provisional boats race scores, including arrival order, decisions of the Race
Committee, DNS, DNF, etc, without the decisions of the J ury, at the latest one
hour after the end of each race
(d) Provisional boats race scores, updated with the decisions of the J ury, at the latest
two hours before the first warning signal of the following day
* The evening before the last day:
The instructions for the Prize giving and Closing Ceremony shall be posted.
* The last day:
The final results of the Open Balkan Championship and Balkan Championship series,
and the final official ranking lists separately for both events shall be posted as soon as
possible.
