FOREWORD
This uideline is the first revision of the Guidelines 9or Public Safety -nd Health
-t Construction Sites 166/#
The purpose of these uidelines is to provide uidance to employers on how
ood wor( practices can be carried out on every activity in the construction to
prevent accident to the wor(ers and public#
$t is hoped that these uidelines will serve as a standard reference for 7evelopers:

The buildin operations and wor(s of enineerin construction industries in
&alaysia have made tremendous proress in recent years and the increase in
their activities have affected the eneral public8s safety and health# Construction
sites create a ris( not only for the construction wor(er: but also for the public who
move around the site or who may live ad%oins them# *<amples of the ha,ards

The eneral public must be protected from the ha,ards associated with construction
wor( that may be carried out in a public area or ad%acent to such area#
The 7epartment of 0ccupational Safety and Health (70SH) and other overnment
aencies have reulations that lay down the leal re?uirements to ensure the
safety and health of not only the wor(ers at the place of wor( but also the public
as well# This uideline applies to all place of wor( in buildin operation and wor(
of enineerin construction activity in &alaysia covered by the 0ccupational
Safety -nd Health -ct 166/ (-ct 21/): the 9actories -nd &achinery -ct 1634
(-ct 1.6): and all the reulations made there under# $t is desined to serve as a
handy reference and to be read toether with the above mentioned leislations
and other industry codes of practice#
$n this document: the terms AshallB and AshouldB are used# AShallB is used in
places where there is a statutory and technical re?uirement to achieve the desired
result# AShouldB is used as a way of indicatin a preference# $t does not indicate a
mandatory re?uirement as other alternatives may achieve an e?uivalent result#

person who underta(es any buildin operations or wor(s of enineerin
construction shall notify to 7epartment of 0ccupational Safety and Health not
later than seven days from the commencement of construction activities#
/#) The notification is e<empted to the construction activities that can be
completed in a period less than si< (3) wee(s and does not involve the
use of machinery#

a written statement of his eneral policy with respect to the safety and
health at wor( of his employees and the orani,ation and arranements
for carryin out that policy: and to brin the statement and any revision of
it to the notice of all of his employees# (Section 1(: Occupational Safety
and Health Act 1994)

The main contractor of a wor(site in which forty or more persons are for
the time bein employed (whether by him or by other contractors employed
by him or the client) shall establish a safety and health committee (on
which both employees and manaement are represented) for the purpose
of (eepin under review conditions in the wor(site which may effect the
safety and health of the persons employed therein or the public# (Section

safety and health manaement system and shall be in accordance with
the re?uirement of the relevant &alaysian Standard or with any other
e?uivalent 0ccupational Safety and Health &anaement System approved

The main contractor of a wor(site shall appoint a part time site safety
supervisor who should spend at least fifteen hours per wee( e<clusively
on safety supervision and on promotin the safe conduct of wor( enerally
within the site# (eg, !-, Building Operation" And #or$" Of %ngineering
&on"truction (Safety) egulation", 19'()

*very contractor other than the main contractor in chare of wor(site who
employs more than twenty persons to carry out wor( on a wor(site shall
appoint a part time contractor8s safety supervisor: who should spend at least
five hours per wee( e<clusively on safety supervision and on promotin
the safe conduct of wor( enerally by his employees# (eg, !(, Building

that all wor(ers are properly informed of the ha,ards of their respective
occupations and the precautions necessary and ade?uately supervise to
avoid accidents: in%uries and ris( to health: and in particular that youn
wor(ers: newly enaed wor(ers: illiterate and forein wor(ers# (Section
1-(!)(c), Occupational Safety and Health Act 1994)
4#2 *very developer: main contractor: contractor and sub"contractor shall provide
sufficient allocation for ensurin that provisions to ensure the public and
his employees safety and health are implemented and maintained#

ta(e ade?uate steps to develop and promote safety and health prorams to
ensure not only the safety and health of his employees but also members
of the public#

5#1 -t the plannin stae of any proposed buildin or civil enineerin wor(s:
specific consideration should be iven: by those responsible for the desin
and the construction: to the safety of the wor(ers and the public who will
subse?uently be affected by the plant associated with the process of the
erection of such structures#
5#) -rchitects: enineers and other professional persons: not to include anythin
in the desin that would necessitate the use of unwarrantably danerous
structural procedures and undue ha,ards: which could be avoided by desin
modifications: should e<ercise care#
5#. -rchitects: enineers and other professional persons should e<ercise with
care not to include anythin in the desin that would necessitate the use
of unsafe construction procedures and create undue ha,ards# These should
be avoided by means of desin modifications where necessary#
5#/ $t is also of the reatest importance that enineers should ta(e into account
the safety problems associated with the subse?uent maintenance of plant
where this would involve ha,ards#
5#2 Safety and health facilities should be included in the desin for such wor(
to be performed with the minimum of ris(#
5#3 &easures should be ta(en to ensure that all the necessary safety and
health proram are efficiently implemented and properly maintained#

be carried out and recorded# &ethod: materials: and e?uipment should be
selected to remove or minimi,e ris( from wor(# *mployers are responsible
to carry out the ris( assessment#
6#) The principles of ris( assessment listed below should be adhered to when
determinin methods and se?uences of wor(!
(a) i denti f i cati on of the ha,ards i nvol ved wi th the proposed wor(>
(b) assessment of the ris( (li(elihood and severity) of any potential harm
arisin>
(c) removal of ris(s: possibly by chanin the proposed methods or
processes>

$&%& EMERGENC> RES"ONSE "LAN
*merency response plan should be established and maintained# This plan
should identify the potential for accidents and emerency situations: and
address the prevention of occupational safety and health ris( associated
with them# The plan should be made accordin to the si,e and nature of
activity based on relevant international standard# $t should!
(a) ensure that the necessary information: internal communication and
coordination are provided to protect all people in the event of an
emerency at the wor(site>
(b) provide information and communication with the relevant authorities
and the neihbourhood and the emerency response services>
(c) address first aid: fire fihtin and evacuation at construction sites>
and
(d) provide relevant information and trainin to all members of the
orani,ation: at all levels: includin reular e<ercise in emerency
response#

11#1 The wor(site should be fully barricaded
by protective hoardin so that the eneral
public would be protected from wor( in

11#) The hoardin should not be less than 15==mm in heiht and continuous
down to the round# $t shoul d be properl y desi ned and constructed
in accordance to the specification of the local authority and should be
maintained in ood condition#
11#. There should be an ade?uate safety distance between the wor(site and
the hoardin#
11#/ ;here the distance from a public place to the buildin bein constructed
is such that there is the li(elihood of fallin materials stri(in pedestrian
or vehicular traffic: a antry should be re?uired#
11#2 7urin the erection of the hoardin: safe wor( procedures should be
followed to ensure safety of the public#
11#3 The entrance to and e<it from the wor(site should be located in such a
manner as to prevent daner and inconveniences to the public# Proper
security should be maintained so as to prevent entry of unauthori,ed
persons and public into the wor(site#
11#4 Suitable warnin sins should be posted at conspicuous positions#
11#5 +o bills e<cept warnin sins should be allowed to be posted to the hoardin#
11#6 -rranement should be made not to allow any par(in or haw(in activities at
the surroundin perimeter of the hoardin when there is a hih ris( activity or
operation bein carried out that may cause a ha,ard to the surroundin#
11#1= -ll buildin materials should be stored and handled within the hoarded area#
11#11 Structures of construction machinery should be so located within the hoarded
area that if the structures were to collapse: the safety of the public is not
affected#

controlled by the relevant authorities#
1)#/ ;henever any wor( is bein performed over: or in close pro<imity to a
hihway or any other place where movement of vehicular traffic into and
out of the wor( site may cause daner to the public: the wor(in area shall
be barricaded# Suitable and sufficient warnin sins and warnin lihts
shall be set up to direct traffic to slow down or away from it: and when
necessary: the traffic shall be specially controlled by desinated person#
(eg, 1'(1), Building Operation" And #or$" Of %ngineering &on"truction
(Safety) egulation", 19'()
1)#2 @ehicles arrivin at site and leavin site should be suitably scheduled to
minimi,e conestion occurrin on public road leadin to the wor(site#
1)#3 @ehicles should be par(ed in desinated areas within the hoarded area
while bein loaded or unloaded#
1)#4 ;here it is authori,ed by the local authority for vehicles ferryin materials
to the wor(site to be par(ed outside the hoarded area: suitable safety
measures should be ta(en# Such measures should include cordonin off
such par(in areas and suitable warnin sins: lihts and flaman should
be provided#
1)#5 ;here it is absolutely necessary for construction machinery to carry out
wor( from outside the hoarded area: the operatin area of the machine
outside the hoarded area should be cordoned off# Suitable warnin sins
and lihts and flaman should be provided#
1)#6 @ehicles for carryin buildin materials: debris and e<cavated materials
should be clean: well maintained and in ood runnin condition# $f they
carry loose materials: they should be covered and properly sealed to
ensure that there will be no spillae of materials onto the public road#
1)#1= Ha,ardous material should be rendered harmless and safe to be handled
while transported on public roads#
1)#11 $n residential areas: heavy vehicles enines should not be left idlin
unnecessarily so as to prevent a nuisance to the public at niht and durin
public holidays#

limits#

materials should be securely tied down before bein transported#
