BACKGROUND
It is true that things have changed in the world economic order. But Anti-Money Laundering is unlike other economic
areas, and it is critical to remember that the mighty United States of America is not a spent force. The United States
authorities fear terrorists may copy a novel money laundering scheme devised by Colombian drug traffickers. They
were proven right. Clues to the scheme which uses life insurance policies came from the indictment of five
Colombians in Miami recently. The same modus operandi has been employed in Malaysia and many other countries
since. This is just one of the many ways that drug traffickers laundered their money. The banks and insurance
company have once again unwittingly become a willing partner in fraud, money laundering and financing terrorist in
their crime against humanity.

Although the Basle rules are only applicable to banking, other international standards and national laws on
fraud,anti-money laundering and anti-terrorist financing exist which are also applicable to non-banking financial
services.

The purpose of this training is to provide appropriate steps to ensure that Heads of Departments,
Managers and everyone that is interested in preventing money laundering are regularly trained on
and be acquainted with:

(a) AML/CFT laws and regulations, and in particular, CDD measures, detecting and reporting of suspicious
transactions;
(b) Prevailing techniques, methods and trends in money laundering and terrorist financing; and
(c) the organization’s internal policies, procedures and controls on AML/CFT and the roles and responsibilities of staff
in combating money laundering and terrorist financing and to call your attention to this compliance testing
requirement and to discuss possible methods of fulfilling the requirements of AMLA as it applies to the business in
Malaysia.

Objective of this program


The objective of this training is compliance with international and national legislation on fraud, anti-money laundering
and anti-terrorist financing.
It can be used to supplement the insurance company’s effort to mitigate its reputation risk, legal risk, operational risk
and concentration risk regarding involvement in financial economic crime (fraud, money laundering and terrorist
financing).

OBJECTIVES

• Identify and be aware of risks and opportunities for money laundering and financing of terrorism arising from asset
management business; including the prevailing techniques, methods and trends;

• Comply with the ‘Know Your Customer Policy’ and take adequate Customer Due Diligence measures and identify
suspicious transactions of money laundering, in compliance with AMLA Regulations, Notices and Guidelines

• Be aware of the legal obligations imposed on asset management companies and their employees under the

Stanley is the Managing Director of ICFE Consultancy Group Pte Ltd, a think-tank company that provides
multi-consultancy solutions to companies world-wide. He specializes in investigative interviewing &
profiling techniques and has handled numerous cases for both local and foreign financial institutions. He is
also well versed in financial products knowledge, fraud examination techniques and compliance
methodologies.
Stanley has worked for large financial institutions like AIA Insurance, Singapore Exchange and United Overseas Bank where he
was involved in anti-money laundering, compliance, enforcement and fraud investigation work. To date, he has investigated more
than 100 fraud and compliance-related cases and some of them involved over US$1M.

He also holds a Master of Commerce, specializing in Business Law from The University of New South Wales. He obtained his Bachelor
of Economics, majoring in Money & Banking and Accounting in 2001 from The University of Western Australia.
