RESOLUTION A-1

Commission on Crime Prevention and Criminal Justice


Topic A: Human Trafficking
March 15th, 2008

The States Parties to this Commission,

Fully aware of the situation that many countries have human trafficking problems;

Taking into account the social situation of each country;

Emphasizing that this is a problem that affects nation’s integrity, security, economy and human dignity;

Expressing its satisfactions with the measures that this committee has developed;

Bearing in mind the already existing laws and programs;

The Commission on Crime Prevention and Criminal Justice establishes:

1.- Urges all Nations to improve human trafficking based information bank and databases of every
country involved in human trafficking, as well as, to invite every UN member to present an annual report
of the variations on the statistics of human trafficking.

2. Encourages countries to praise and uphold what has been stated in previous conventions, protocols
and programs in order to continue and reinforce the international interest and concern to deal with and
eradicate human trafficking

3.- Suggests prosecution law enforcement to those countries which, according to ECOSOC, do not have
a proper or sufficient legislation on the topic.
a) The countries that need the help of other countries are invited to ask for suggestions of the
committee to enforce their laws.

b) The countries with high rates of human trafficking are exhorted to reevaluate the laws of their
country regarding the stated topic.

4.-Suggests an increase in border patrolling and the tightening of existing actions on borders and
aerial/maritime ports to diminish human trafficking through these means; and therefore producing
employment.

5.-Exhorts the Global Programme Against Trafficking in Human Beings (GPAT) to help provide
Information to the vulnerable population.

a) Global Programme against trafficking beings designed by the UNODC in cooperation with
UNICRI
b) Its primary aim is to decrease the development of organized criminal groups in human
trafficking.
c) Works to promote awareness raisings, train law enforcement, advise on drifting.

6.-Further invites to provide proper training for the police and other agencies by:
Implementing Germany’s training method, which would help the world police to identify human
traffickers, victims, and the crime it self.
Train the volunteers using a specific program, such as the Rescue and Restore Victims Human
Trafficking Program that would teach them how to identify this crime, and is being held in other
countries such as Mexico, Thailand, and India.

7.-Requests the supervision of places where human trafficking victims are likely to be found (agricultural
plantations, prostitutions centers, etc.) by:
a) Organizing and training special agents with the contentment of the nation’s governments.
b) Recalling for the nations all over the world to support international cooperation for further
development of this statement.
c) Encouraging each nation’s governments to reinforce prosecution laws regarding human
traffickers.

8.-Promotes the establishment of information centres to ensure collaboration with the countries
population.
a) Capacitating volunteers who speak the native language of the country
b) Encouraging accessibility to the information through every country’s media.

9.-Calls for the protection of those who point at and provide information on human traffickers victims of
this crime, on the basis that the information provided will be confidential.
a) Using witness protection programs on each base.

10.-Suggest all countries to include human traffic in their academic syllabus. E.g. Education and
awareness programs addressing both, the supply and demand sides of human trafficking.
a) Academic syllabus:
Improving children access to school and increasing the level of school attendance especially of those
affected or dependents including children, especially in remote parts of the countries. Efforts should also
be made to incorporate sex education and gender sensitive concerns in the school curriculum both
primary and secondary levels, this initiative would be supported by the UNICEF.

b) Awareness Programs:
The media should play an important role in informing and educate the public through newspaper, radio
and other modes of communication, and should be targeted as a key partner in preventing and ending
trafficking; this program would be coordinated by UNESCO.

c) Supply and demand sides:


Analysing the factors that generate demand and supply for exploitative commercial sexual services
and exploitative labour and taking strong legislative and other measures to address this issues, this
research is contemplating the help of UNICRI in its three programs addressing fight against
corruption, the global programme in human trafficking and global studies on organized crime.

11.-Suggest countries to build shelters and safe houses for victims which would be supported by
International Monetary Found and the volunteer governments. Observing the health and psychological
conditions of people who have been rescued, the UN trusts that the delegations will provide the means to
encourage reintegration into society in a proper way.

Cognizant of how hard is for abused people to feel confident and safe, the UN considers as solutions:
a) To be deeply convinced that the shelters are in conditions to provide a complete treatment to
patients.
Being aware that the International Monetary Found will only provide funding to the countries that have
concise projects and that are willing to respect the agreements.

12.- Aware of the victim’s suffering and state, the UN invites all countries to consider the possibility for
the victims to be taken to their country-of-origin’s embassy or consulate and/or offer the possibility of
staying in the destination country. According to the terms that were established in this committee, the
victims will be reported to their origin countries.
a) In case the victim must decide to stay in the country, the government should then provide the
documents that establish that the victim has a legal residence in the country that was defined.
b) The traffic victims should also be invited to return to their origin countries.
c) In case the victim decides to stay in the country where he/she was trafficked into, invites all
nations to support the legal residence of the trafficked victim.
